Page 1 of 26 ASEAN POLICY BLUEPRINT FOR SME DEVELOPMENT (APBSD) 2004 -2014 PART ONE: BACKGROUND A concept paper on the ASEAN SME Development Decade (ASDD) 2002- 2012 was proposed at the 8 th Meeting of the ASEAN Small and Medium Enterprise Agencies Working Group (SMEWG) held in Yangon in May 2001. A detailed outline of the study on the ASDD Policy Blueprint was considered at the 11 th SMEWG Meeting in Bangkok in July/August 2002. The completed study was deliberated at the 12 th SMEWG Meeting in Brunei Darussalam in March 2003. The report of the 12 th SMEWG Meeting and Highlight of the ASDD Policy Blueprint were submitted to the 3/34 Senior Economic Officials Meeting (SEOM). SEOM was of the opinion that the ASDD should be implemented into more meaningful cooperation programme focusing on SME development. The 35 th ASEAN Economic Ministers Meeting (AEM) took note of the Policy Blueprint. The Study was subsequently finalised at the 13 th Meeting of SMEWG in Singapore in September/October 2003. Taking cognisance of the delay in approving the ASDD Policy Blueprint which would affect the implementation of the project schedules, the Meeting decided to rename the said Blueprint to “ASEAN Policy Blueprint for SME Development (APBSD) 2004 – 2014.” The APBSD 2004-2014 was submitted to, and endorsed by, SEOM 1/35 on 12-14 February 2004 in Siem Reap, Cambodia. PART ONE: BACKGROUND

A concept paper on the ASEAN SME Development Decade (ASDD) 2002-2012 was proposed at the 8th Meeting of the ASEAN Small and Medium Enterprise Agencies Working Group (SMEWG) held in Yangon in May 2001. It was further discussed at the 9th SMEWG Meeting in Jakarta in September 2001 while the 10th Meeting of the SMEWG, held in Manila in March 2002, included a brainstorming session on the ASDD and related elements of a regional action plan.

A detailed outline of the study on the ASDD Policy Blueprint was considered at the 11th SMEWG Meeting in Bangkok in July/August 2002. The completed study was deliberated at the 12th SMEWG Meeting in Brunei Darussalam in March 2003. The report of the 12th SMEWG Meeting and Highlight of the ASDD Policy Blueprint were submitted to the 3/34 Senior Economic Officials Meeting (SEOM). SEOM was of the opinion that the ASDD should be implemented into more meaningful cooperation programme focusing on SME development. The 35th ASEAN Economic Ministers Meeting (AEM) took note of the Policy Blueprint. The Study was subsequently finalised at the 13th Meeting of SMEWG in Singapore in September/October 2003. The APBSD 2004-2014 was submitted to, and endorsed by, SEOM 1/35 on 12-14 February 2004 in Siem Reap, Cambodia. It was then submitted to, and approved by, ASEAN Economic Ministers at the Thirty-Sixth Meeting on 3 September 2004 in Jakarta, Indonesia.

A. Rationale

Small and medium enterprises (SMEs) including micro-enterprises form the backbone of the economy in ASEAN Member Countries. They are the largest source of domestic employment across all economic sectors, in both rural and urban areas. The SME sector also provides opportunities for women and the young to participate in the economic development of the country.

A strong, dynamic and efficient SME sector will ensure the sustainable

economic development. Thus, encouragement and promotion of competitive and innovative SMEs is necessary in contributing to greater economic growth of the ASEAN region.

The SME sector in ASEAN is confronted with a wide-range of structural fiscal and non-fiscal issues and challenges, such as limited access to finance, technology and market. There is also insufficient entrepreneurial spirit and management skills

among ASEAN SMEs. These problems are compounded with the lack of information, compliance to standards and certification and a conducive business environment. In addition, the new trend of conducting business utilising infocomm technology (ICT) as well as the outsourcing and networking strategies adopted by large enterprises and multinational companies (MNCs) require SMEs to undertake proactive measures to ensure their business sustainability.

Unlike large enterprises, SMEs are more agile and adaptable to changes in the business environment. Concerted actions and development programmes in partnership with donor agencies undertaken by the ASEAN SME Working Group in enhancing the capacity of SMEs will ensure a more progressive SME sector towards the overall economic growth of the ASEAN region.

B. Operational Principles

Greater competition, rapid technological advances, more demanding market

requirements, and constant changes in consumer demands require SMEs to be innovative and creative in order to face the challenges of the global market. The formation of SME-based clusters, and inter-firm networks and linkages within ASEAN will create further business opportunities for SME entrepreneurs in the region. Therefore, there is a need to create and promote a conducive business environment for SME development where both Government and the private sector assume synergistic and complementary roles. The Government acts as a facilitator, while SMEs themselves are the engine of growth.

Collaborative SME development programmes within public-private

partnership framework will ensure the continued economic growth in the region. These can be achieved through structured and organised action plans and development programmes for SMEs.

PART TWO: AREAS FOR POLICY ACTION IN THE APBSD

The APBSD outlines the framework for SME development in the ASEAN region. It comprises strategic work programmes, policy measures and indicative outputs as in the Attachment.

A. Mission

• To develop and sustain a culture of entrepreneurship and innovation within the

SME sector in the region. • To assist and ensure that ASEAN SMEs become and remain learning,

dynamic and outward-looking enterprises. • To encourage collaboration and networking among SMEs within ASEAN as

well as with business enterprises outside the region.

B. Objectives

• To accelerate the pace of SME development, optimising on the diversities of member countries;

• To enhance the competitiveness and dynamism of ASEAN SMEs by facilitating their access to information, market, human resource development and skills, finance as well as technology;

• To strengthen the resilience of ASEAN SMEs to better withstand adverse macroeconomic and financial difficulties, as well as the challenges of a more liberalized trading environment; and

• To increase the contribution of ASEAN SMEs to the overall economic growth and development of ASEAN as a region.

C. Implementation Timeframe

• Short term refers to activities to be completed and outputs delivered within 3

years; • Medium term refers to activities to be completed and outputs delivered within

5 years; and • Long term refers to activities to be completed and outputs delivered on an on-

going basis during the period of the APBSD.

D. Focus Programmes and Activities I. Human Resource Development and Capacity Building

1. Entrepreneurship development programme • Regional training programme in SME entrepreneurship development

during the period of APBSD. • Regional pilot project in entrepreneurship development in ASEAN.

Timeframe: 15 months. • Subregional pilot project in entrepreneurship development for

ASEAN-6 (or ASEAN-4). Timeframe: 9-12 months.

2. Enhancing SME-sector skills in management and organization on a self-reliant basis • Regional programme in developing system packages on 31 areas of

enterprise management and organizational skill requirements during the period of APBSD.

• Regional pilot project in system development in (i) quality control and certification, and (ii) quality, cost, and delivery improvements. Timeframe: 24 months.

• Regional project in the simplification and standardization of basic terminologies for SME training courses, business plan and business project preparation, system development etc. Timeframe: 3-6 months.

• Regional programme for the promotion of internship schemes, workers’ and entrepreneurs exchanges, and study visits for skill training and enhancement, and inter-firm linkages during the period of APBSD.

3. Fostering SME capabilities for inter-firm networking and linkages • Regional tracking of SME readiness and compliance as subcontractors

in domestic, regional and global production networks and supply chains during the period of APBSD.

• Regional pilot project in compiling compliance requirements for SME subcontracting. Timeframe: 12-15 months.

• Regional research study on the key drivers and processes of enterprise clustering, and on related policy issues, implications and options. Timeframe: 6 months.

4. Tracking and benchmarking SME capabilities, dynamism and

competitiveness. • Regional programme in surveying, monitoring and benchmarking the

evolution of SME capacities, dynamism and competitiveness in various priority sectors and industries within ASEAN during the period of APBSD.

• Regional pilot project in surveying and benchmarking SME capabilities, dynamism and competitiveness in selected priority industries and sectors within ASEAN. Timeframe: 18 months.

II. Enhancing SME Marketing Capabilities

5. Setting up regional and subregional networks of interlinked, on line

clearing points or trading houses for SME businesses. • Regional programme in establishing interlinked, on-line networks for

SME products and services during the period of APBSD.

6. Enhancing SME capabilities in and reliance on ICTs and e-commerce • Regional programme to promote SME e-commerce during the period

of APBSD. • Regional and subregional programmes to build basic skills and

capabilities for internet-based e-commerce during the period of APBSD.

• Research on an enabling regional or subregional framework of policies and regulations for ICTs and e-commerce. Timeframe: 6-9 months.

7. Tracking and benchmarking SME readiness as subcontractors and

compliance to non-negotiable subcontracting preconditions or compliance requirements on the demand-side. • Regional tracking of SME readiness and compliance as subcontractors

in domestic, regional and global production networks and supply chains during the period of APBSD.

• Regional pilot project in compiling compliance requirements for SME subcontracting. Time frame: 18 months.

III. Access to Financing

8. Capacity building for improved SME access to financing.

• Regional and subregional capacity building in the proper maintenance and reporting of accounting and financial information by SMEs during the period of APBSD.

• Regional and subregional capacity building in the preparations business plans to the bankable stage by SMEs during the period of APBSD.

9. Financial institutional capacity building for improved SME financing.

• Regional and subregional capacity building in credit rating system for SMEs within the financial sector. Timeframe: medium term (3 to 5 years).

• Regional and subregional capacity building in the establishment and maintenance of credit information reference and referral systems with a focus on the special needs of SMEs. Timeframe: medium term (3-5 years).

10. Widening and deepening SME access to credit

• Regionalization and subregionalization of financial schemes and alternative financial sources (credit guarantee scheme, seed and venture capital, inventory financing, equipment leasing, etc), and external investor base during the period of APBSD.

IV. Access to Technology

11. SME technology upgrading and transfers of innovative technologies. • Collection and dissemination of best practices at the enterprise and

policy levels in technology upgrading and transfers, and intellectual property matters involving SMEs within and outside the region during the period of APBSD.

• Regional pilot project in system development for technological upgrading to enhance quality control and certification. Timeframe: 12 months.

• Regional pilot project in system development for technological upgrading to enhance quality, cost, and delivery. Timeframe: 12 months.

V. Creating Conducive Policy Environment

12. Simplification, streamlining and rationalization of the procedures for

SME registration, and the process for SME support services • Collection and dissemination of best practices in SME registration and

support services within and outside the region during the period of APBSD.

• Regional or subregional research study on ways and means to simplify procedures, and reduce costs and delays in the formal registration of SMEs. Timeframe: 6-9 months.

• Establishment of a one-stop SME office in the respective countries emphasising on 7 functional areas: facilitation, monitoring and

evaluation, outreach, advocacy, research, information systems, and liaisons. Timeframe: medium term (3-5 years).

13. Fine-tune policy and regulatory framework for SME development.

• Collection and dissemination of best practices in policy and regulatory framework for SME development within ASEAN and outside the region during the period of APBSD.

• Regional or subregional research study to review and fine-tune existing policies and regulatory framework for ASEAN SMEs. Timeframe: 9-12 months.

14. Promotion of public-private synergies and partnership for SME

development and integration. • Collection and dissemination of best practices in the promotion of (i)

public-private synergies and partnership, and (ii) closer interaction and more frequent dialogues between the public and private sectors for SME development and integration within and outside the region during the period of APBSD.

• Regional or subregional research study in the promotion of public-private synergies in providing business development services and extension activities. Timeframe: 9-12 months.
