on Basel Convention
Ratification on Basel Convention
• Myanmar ratified the Basel Convention on 6 January 2015 and
the Convention entered into force for Myanmar on 6 April 2015.
• Focal Ministry for Implementation of Basel Convention in
Myanmar – Ministry of Natural Resources and Environmental
Conservation (MONREC)
• Competent Authority and Focal Point of the Basel Convention
for Myanmar – Environmental Conservation Department (ECD)
Importing Hazardous Waste to Myanmar
• At currently, Myanmar is not allowed importing hazardous wastes
to avoid the negative impacts on the environment due to
insufficient ESM for waste disposal.
• Myanmar is also prohibited to import “plastic wastes (hazardous or
non-hazardous, not suitable for immediate recycling)” and
E-wastes”.
Exporting Hazardous Waste
• Myanmar is following “Public Guide for Transboundry
Movements of Hazardous Waste” and “Prior Inform Consent
(PIC)” of the Basel Convention for exporting hazardous waste to
other countries.
• At currently, some companies are exporting Used Lead Acid
Battery Scrap to South Korea and India.
• And, a company is submitted the application to export Electrical &
Electronic Wastes to Singapore.

of Hazardous Waste
Requirements for Exporting Hazardous Waste
(1) Completed Transboundry Notification Form
(2) Application Statement Providing the Details of the Reason for Export
(3) Copy of Insurance Policy/ Policies as Evidence of Financial Coverage
(4) Copy of Contract(s) between the Exporter and the Disposal/ Recovery
Facility
(5) Document about the Disposal/ Recovery Facility’s Waste Management
Practices
(6) For Applicants who Intended to Ship Used Lead Acid Batteries, an Export
Licence is needed from the Ministry of Trade
Plastic Wastes Management in Myanmar
Plastic Waste Management Action Plan
• Myanmar is facing challenges related to plastic waste management.
• National Legislation is not yet well established in addressing
plastic issue.
• Currently, Environmental Conservation Department (Head Office)
had developed Plastic Waste Management Action Plan (Outline).
• To continue developing Plastic Waste Management Action Plan,
Environmental Conservation Department and World Bank are
negotiating for technical assistance support under the World Bank
Regional Marine Plastics Framework and Action Plan through
PROBLUE Trust Fund.
National Marine Debris Action Plan
• According to the “ASEAN Conference on reducing marine debris”
and “Bangkok Declaration on Combating Marine Debris in the
ASEAN Region”, the ASEAN member states have committed to
developing ASEAN Regional Action Plan for Marine Debris.
Environmental Conservation Department and Asia Development
Bank (ADB) are negotiating to develop National Marine Debris
Action Plan.
• In Myanmar, Environmental Conservation Department is also
preparing to develop National Marine Debris Action Plan.
Ocean Plastic Turned into an
Opportunity in Circular Economy (OPTOCE) Project
Support to Plastic Policies and Investments to Reduce Ocean Plastics in
MyanmarGlobal Context
• Estimated 300 million tons of
plastics being produced annually
across the globe
• Currently 150 million tons of
plastics in the world’s oceans
• 90% of global marine plastic
pollution is estimated to come
from just in-land 10 rivers
• Plastic amount in the ocean is
forecasted to increase to 250
million tons by 2025 if current
trends in urbanization, production
and consumption continue
• Estimated that by 2050 there
could be “more plastics than fish
(by weight),” unless dramatic
changes in production, post-
pathway usage and handling are
rapidly established.

To support the development of
policy and investment
recommendations for enhanced
plastic management in order to
decrease plastic leakage into rivers
and oceans.

reveals 119 tons of plastic enter
Ayeyarwady River every day
Survey highlights
● 119 tons of plastic waste enter
the Ayeyarwady River every day,
which makes it one of the most
polluted rivers in the world.
● Myanmar's coastlines have a high
concentration of micro plastics with
up to 28,000 plastic particles per
square kilometer.
● Myanmar's rural areas are
specifically endangered since there
are no official waste collection
systems in these areas and waste is
often dumped directly into the river.

Importing Plastic Wastes
• Currently, Myanmar is allowed to import “plastic scraps (non-
hazardous and suitable for immediate recycling)”.
• Myanmar is prohibited to import “plastic wastes (hazardous or
non-hazardous, not suitable for immediate recycling)”.
• Significant increase of the importation of plastic wastes from Japan,
American, China, Malaysia, Indonesia, Canada, Australia,
Netherlands, Thailand, Taiwan, Hong Kong and Korea which are
mostly for recycling intension,

Transit Trade of Plastic Wastes
• Currently, Myanmar is not allowed to Transit Trade to avoid the
negative impacts on the environment due to insufficient ESM for
waste disposal.
