PREFACEMESSAGE
I am glad to know that, the Directorate of Economics and Statistics, Odisha
has brought out the “District Report on Fifth Minor Irrigation Census, 2013-14”.
Application of water and its managed use has been an essential factor in raising
productivity of agriculture and ensuring predictability in outputs. Apart from the
large and medium irrigation projects, the minor irrigation structures have gained
much importance due to its affordable cost and controlled and in time irrigation as
per requirement of the crop. The Directorate of Economics and Statistics have
developed realistic data base for sub-sector of minor irrigation for completion of
5th Minor Irrigation Census project in the State.
The gigantic task of minor irrigation census undertaken by the officers
and staff is praiseworthy.
I hope this publication would be useful for policy making in the
Government.

Preface
Directorate of Economics & Statistics (DE&S) conducted Fifth Census of Minor
Irrigation Schemes with reference year 2013-14 throughout the State on complete
enumeration basis in all the 30 districts covering 50,131 revenue villages at the instance
of Ministry of Water Resources, River Development and Ganga Rejuvenation,
Government of India. The census is a massive exercise involving District, Block and
Village level functionaries of collecting data on minor irrigation schemes.
The Present report contains the status of different types of minor irrigation
schemes such as Dug Well, Shallow Tube Well, Medium Tube Well and Deep Tube Well
under Ground Water Scheme and Surface Flow & Surface Lift points under Surface
Water schemes with specific features. The changing composition of Minor Irrigation.
Schemes, its Culturable Command Area, Irrigation Potential Created & Utilized.
Schemes-in-use & Schemes-not-in-use, with break-up of permanently and temporarily
defunct Schemes etc. across the State have also been presented in the report.

INTRODUCTION
The importance of Minor Irrigation (MI) as a lifesaving drugs for the agriculture
sector is widely acceptable. The evinced interest of Govt. of India help launching of
Fifth Minor Irrigation Census to have a realistic picture in the development of Minor
Irrigation in the State.
The Fifth census of Minor Irrigation projects with reference year 2013-14 was
conducted in the State during 2014-15 at the instance of Govt. of India. The census
covered both the Ground Water and Surface Water schemes existed during the
reference period. The Ground Water schemes include (1) Dug Well, (2) Shallow Tube
Well, (3) Medium Tube Well (4) Deep Tube Well and the Surface Water schemes like
(1) Surface Flow and (2) Surface Lift were covered under the folds of the census.
COVERAGE
The census covered all the 50131 revenue villages spread over 314 blocks in
30 revenue districts of the State.
REFERENCE PERIOD
The reference period for the census was 2013-14 agricultural year i.e. from 1st
July, 2013 to 30th June, 2014.
AIMS & OBJECTIVE
The aims & objective of Fifth Minor Irrigation census was
i. To ascertain the no. of different Minor Irrigation schemes in the State.
ii. To asses the Culturable Command Area (CCA), Irrigation Potential Created
(IPC) and utilized through the Minor Irrigation schemes in the state.
iii. Over and above to build up a realistic database in the Minor Irrigation sector.

THE SCHEDULE
Two sets of schedules i.e. schedule 1 for each ground water schemes and
schedule, 2 for surface water scheme were canvassed during the field survey. Besides
this a village schedule containing some important village level information was
canvassed for each village of the State.
PLANNING & ORGANIZATION
Directorate of Economics and Statistics (DE&S), Odisha executed the entire
Census operation through out the State on behalf of Planning & Co-ordination
Department. The field enumeration work was taken up by the Statistical Field Surveyor
(SFS)/ Statistical Field Inspector (SFI) working under the District Planning and
Monitoring Unit (DPMU) of the districts. Similarly, the Assistant Statistical Officer (ASO)
/ Statistical Officer (SO) stationed at the district level were engaged as the immediate
supervisors. Besides this the supervisory staff, Assistant Director and the Deputy
Director of DPMUs, Joint Director (Stat.) of all ranges and the officers from the
headquarters of DE&S inspected the field survey work.
Soon after completion of the field survey work, the filled-in schedules were
collected at the level of District Statistical Offices and transmitted to the DE&S.
headquarters for further post field activities. The post field activities which inter-alia
include scrutiny, data entry and validation of Fifth M.I. census work etc. taken up at the
DE&S headquarters. For the first time, the online data entry and validation work was
taken up in the Computer Centre of DE&S headquarters and the error free census data
was transmitted to the Govt. of India.
Alike previous census, the Directorate of Economics & Statistics has taken the
initiative for bringing out ‘District Level Reports on Fifth Minor Irrigation census’ keeping
in view the utility of Minor Irrigation data at the district level. Moreover it will widen the
scope for establishment of a data base of the Minor Irrigation at district level.
The present publication broadly deals with some important parameters of Minor
Irrigation viz, no. of Minor Irrigation Projects, Cultivable Command Area, Irrigation
Potential created and utilized etc.

FIFTH MINOR IRRIGATION CENSUS IN ORISSA – 2013-14 AT A GLANCE.
The Fifth Census of Minor Irrigation Projects was conducted through out the State
in all 50131 revenue villages spread over 30 revenue districts in the state during
2014-15.
The census covered all the Minor Irrigation Projects either Ground or Surface Water
scheme existed in the State during the reference year from June’2013 to July’14.
The Ground Water schemes include i) Dug well, ii) Shallow Tube well iii) Medium
Tube well and iv) Deep Tube well and the Surface Water schemes include i)
Surface Flow and ii) Surface Lift Minor Irrigation schemes.
The out come of Fifth Minor Irrigation census results of the State sheds light on
number of different minor irrigation schemes, Culturable Command Area (CCA),
Irrigation Potential Created (IPC) and Irrigation Potential Utilised (IPU) by Minor
Irrigation projects in the State.
There has been a decrease of 12.43% M.I. Schemes in the State corresponding to
the Fourth M.I. Census. The Ground water scheme reduced by 13.42% and the
Surface Water Scheme by 7.16%.
There were six Dug wells, one Shallow tube well and one Surface Lift per village in
the State.
There were one Medium Tube well in every two villages and one Deep Tube well
in every five villages.
GROUND WATER SCHEMES
The number of Dug Wells decreased to 3.23 lakh from 3.58 lakh from 3.58 lakh
during Fourth M.I. Census in 2006-07.
There was 22.71% growth in shallow tube wells is noticed from 0.44 lakh to 0.50
lakh.
There were 0.25 lakh medium tube wells .
The number of Deep Tube Wells grew significantly at a rate of 24.79% from 0.05
lakh to 0.11 lakh.
Culturable Command Area through Ground Water schemes increased by
10.73% from 3.88 lakh hectare to 4.29 lakh hectares.
Average CCA per Ground water scheme was 1.05 hectares.
A marginal decline of 0.5% (from 5.53 lakh to 5.50 lakh ha.) in gross irrigation
potential created through ground water minor irrigation scheme.
The average potential created per ground water scheme was 1.34 hectares
surpassing 1.05 hectares during third census.
38.58% rise in potential utilized by the Ground Water schemes is noticed during
current census from 1.95 lakh hectares to 2.70 lakh hectares.
Average potential utilized per Ground Water scheme has been increased from
0.38 hectares to 0.66 hectares.
SURFACE WATER
There was a decrease in number of Surface flow scheme by 9.80%, which is
from 0.39 lakh to 0.35 lakh.
The decline in number of Surface lift scheme was 5.10% , which is from 0.50
lakh to 0.47 lakh.
Average CCA per Surface Water scheme was 8.91 lakh ha.
Gross irrigation potential created through Surface water schemes was 8.23 lakh
hectares during current census
The average potential utilized per surface water scheme was 6.15 ha.

The present publication broadly deals with some important parameters of Minor
Irrigation viz, number of Minor Irrigation Projects, Cultivable Command Area, Irrigation
Potential created and utilized etc.
FIFTH MINOR IRRIGATION CENSUS IN JAJPUR DISTRICTS RESULT AT A GLANCE.
The Fifth census of Minor Irrigation Projects was conducted in all 1,773 revenue
villages of the district.
The census results reveal existences of 7,824 no. of M.I. schemes in the district
during the reference period.
The district shared 1.59 % of the M.I. schemes in the state.
The M.I. schemes reduced by 29.87 corresponding to 4th M.I. census.
The Ground Water schemes constituted 6263 numbers and the Surface Water
schemes 1,561 numbers.
Among the Ground Water Schemes, Dug Well constituted 8.59%, Shallow Tube
Wells 62.78% , Medium Tube Well 22.11% and Deep Tube Wells 6.52% in the
district.
Under Surface Water schemes the Surface Flow constituted 16.91% and
Surface Lift 83.09%.
The Cultivable Command Area (CCA) created through the minor irrigation
schemes was 35,533 ha. The Ground water schemes created 21,652ha. and
13,881 ha. created by surface water schemes.
The Irrigation Potential created through the minor irrigation schemes in the dist.
was 41,066 ha. . The Ground water schemes created 23,575 ha and the
17,491ha by the surface water schemes.

The Irrigation Potential Utilized through the minor irrigation schemes in the
district was 20,064 ha. The ground water scheme utilized 10,868 ha. and 9,196
ha by the surface water schemes.
Out of the total number of M.I. schemes in the district 91.60% (7,167 numbers)
reported to have operated during 2013-14.
5.96% (466 numbers) of M.I. schemes were temporarily defunct and 2.44% (191
nos.) were permanently defunct during the reference period.
58.56% (4,582 numbers.) of M.I. schemes reported constraints in utilization of
the potential.
Other reason was the major constraints in utilization of the potential afflicting
39.19% (2,809 numbers) of minor irrigation schemes in the district.
The Scheduled Caste owned 14.80% (1,158 numbers) of the M.I. schemes in
the district. The Scheduled Tribes owned 3.04% (238 numbers) and 49.17%
(3,847 numbers.) of schemes owned by Other Backward Classes.
Bank Loan and Govt. Fund help to operate 2.10% (78 numbers)and 4.68% (174
numbers) of M.I. schemes in the district as single source of finance.
1.26% (91 nos.) of M.I. schemes reported to have functioned with
manual/animal driven according to single water lifting device.
Use of diesel pump and electrics was seen in 75.97% (4,667 numbers) and
21.93% (1,347 numbers) of schemes having single source of energy in the
district.
