Well, next month will be elections. Can’t believe it’s been 2 years, time flies when you’re having fun. I look forward to another year as your president providing you will have me. I would like to thank everyone for making me feel at home as your president.
I would like to thank all our board members for all their hard work. Without their help none of this would be possible. I think your current board has done a great job and they all should be commended for their efforts. A few will be moving on. Ira will be stepping down as our treasurer and Hal Alvord will be running for this position. Looks like Edgar will be taking over Chris McKnight’s position as I hear that Chris might be running for President of the Orange County chapter. Good luck Chris. Keep in mind with the changes that were voted in last year, all the board positions are open for all but student members. So you can now run for any position on the board no matter what your membership status. If you want to, please step up and run for the position you think you can help the most in.
Bring Your Kids to ASPE will be put on hold until we have our insurance taken care of, I expect this will be done by next month. Keep an eye out for a news blast in regards to this hope to have it back for our June meeting. Never thought getting insurance for a none profit group would be so hard. Looks like we are on the final leg to getting our insurance thanks Chris McKnight for helping get this done.

The ASPE-LA monthly meeting was held on April 1st, 2015 at Monterey Hill Restaurant, Monterey Park. Green Technical Committee Update
IAPMO Announces Plans to Develop American National Standard for Water Efficiency —WE•Stand 2017The International Association of Plumbing and Mechanical Officials (IAPMO®) will commence development of an American National Standard for water efficiency and sanitation to be known as IAPMO/ANSI WE•Stand 2017. The standard, which will use as its basis the water provisions within IAPMO’s 2015 Green Plumbing and Mechanical Code. IAPMO intends to publish the standard in December 2017. Upon publication, WE•Stand will replace the GPMCS.

In reaction to California’s severe drought, Governor Edmund G. Brown Jr. directed the first-ever statewide mandatory water reduction in Executive Order B-29-15. In order to comply with the order, the California Energy Commission enacted water efficiency standards that go beyond WaterSense.
As of Jan. 1, 2016 all toilets, urinals and faucets available for purchase in the state — both for homes and business — will be required to meet the new efficient standards. The emergency regulation also prevents stockpiling of older, less efficient models by retailers.

Bill Siler brought the meeting to order at approximately 5:00 PM.
The first order of business was the Treasurers Report from Ira Schumer. Ira is stepping down from the Treasurer position at the end of the term in June. Anyone wishing to run for the position for the next term should notify a member of the ASPELA Board of Directors. Ira reported that the check book is in balance.
Scott Steindler reported the the Fishing Trip will cost about $17,550 including food, equipment, and tips. So far we have $7,100 in commitments. The deadline to sign up for the trip is June 1.
We need volunteers to help watch the kids of Technical Meeting attendees who bring their children to the meetings so that they can attend the meetings. Anyone who wishes to volunteer or has a spouse that may be willing to volunteer should contact Bill Siler at [email protected].

The ASPE LA, Orange County Golf TournamentWOW! is all I can say about this year’s golf tournament. With Chris McKnight’s help and all of the golf committee member’s help we have far exceeded our expectations for the 2015 Donald Dickerson Golf Tournament. A lot of hard work has gone into this starting back last year. With that said, we have taken in over $43,000.00 in sponsorship this year. I expect the total to be over $45,000.00 by the day of the tournament. We have decided that we will be putting half the difference in sponsorship monies from last year’s tournament to this year’s tournament back into gifts. It looks like everyone will be walking away with a gift this year. We will still have the big give away as well. The prices this year are going to be some of the best to date. For starters we will have a 55” TV as one of the gifts. I promise you that you will not want to leave early this year, if you do you will really be missing out.
So what’s new for next year’s golf tournament you ask? Well we are looking for a golf course that has two 18 hole courses and take both courses next year. So you ask why we are doing this. Well every year we have had to turn golfers away, so our hopes are that we will never have to turn another golfer away.

Due to my limited experience, at the time, I accepted to design the drainage system using PVC piping and fittings, as requested by the Scientist. The contractor selected by the Scientist, was a young plumber working part time on apartment buildings, and he used ABS piping and fittings (which were familiar to him).
It is no surprise, that after couple of months, one morning I saw in my office, the Scientist very “ exited”, with several pieces of deformed ABS piping. I immediately understood, that the liquids used by the Scientist had a very intense damaging action on ABS piping. Of course, the Scientist blamed me and my company for damage to the piping system recently installed. I reminded the Scientist that I asked him to tell us what liquids will be drained from the sinks, and he refused to answer. The entire conversation was with very high peach, from both sides, and the Scientist left, with the promise that he will sue me. But he never did.
Conclusions and lesson learnedWhen we design a project we have to record, from the owner, in writing, all the information regarding operation of the systems. Assumptions are not recommended. If you encounter a client similar with the Scientist described above, the best you can do, is to refuse to design the systems.
Excellence in any profession, cannot be achieved overnight. We learn the basic in school. We sharpen our skills in practice. If you want to excel, you must keep up with new thoughts, new technologies, and read professional publications,participate at webinars, and get involved in professional societies.
Design failures can also be the result of using old data for the design. In Plumbing design, for instance, we are using data which is based upon tests and conclusions performed in 1930/1940. It is obvious that in 80/90 years from the

Experience and good judgmentFor a practitioner in Plumbing Engineering, as much as other professions, good judgment is the result of experience. On the other hand, experience is obtained often by bad judgment. We can obtain experience from our personal mistakes or mistakes committed by others. To learn from other’s mistakes is quite complicated, because there is no publication or documentation which describes these mistakes and comments, on how to avoid them. We have plenty of documentation on how to design systems, but I don’t recall any documentation on mistakes done by others. and the consequences of these mistakes.
For example, at the beginning of my career as Plumbing Engineer, I was called by an Architect friend, to participate at a meeting with a Scientist who was working on a project to develop a compound of different chemicals, resistant to corrosion and to have the strength comparable to steel. The Scientist wanted us to design the waste/vent systems, for several sinks he marked on plan. Of course this was a simple task. I asked the Scientist what liquids he expected to be going to the drain. The Scientist refused to tell us a list of liquids expected to be drained. His position was that name of these liquids cannot be revealed to us, because they are part of his experiments, and he is concerned that his competitions may obtain them and ruin his research. In fact, the reasons for our request of chemical composition of liquids expected to go to the drain were:1. To select a piping system resistant to liquids expected
in the drain.2. To pre-treat the waste water, before damping the waste
water to the public sewer.

time these tests were performed, many, many thinks have changed. For instance ASPE and ASHRAE are using an outdated table for estimating hot water demand for various occupancies. There is only one column for hotels. We know that today motel/hotel occupancies, can be classified in about 8-9 categories: Deluxe hotels, Mid scale full service hotels, Convention Hotels, Conference centers, All suites Hotels, Resort Hotels, Casino Hotels, Economy hotels, Each type of hotels require different quantity of hot water, and storage capacity.
Another category of buildings listed on ASHRAE and ASPE design criteria, as one demand, are apartments. We know by now, that today’s apartments are totally different that apartments build 70-80 years ago. The family composition changed, the habits of population changed, and the social and demographic demand changed. The only think didn’t changed are the design criteria for hot water!
Today, apartments are build based upon following classifications: apartments for low income families, apartments for families with average income and luxury apartments. Each of these classifications require quite different hot water demand. Design manuals available for sizing hot water are obsolete, and using them will produce unsatisfactory results. For instance a luxury apartment will have very large tubs which require more hot water to be filled and will have shower enclosures with a large circular shower head (large as 10-14 inches) plus 3-4 shower heads on each side of the enclosure. How can we compare this abundant hot water consumption, with the single 2.5 GPM shower head installed on a low income families?
The obvious conclusion is, that we must update our design criteria based upon present evolution of our society.

Representatives of urban water suppliers and advocacy groups from across the state have criticized a plan from state water regulators that would force some to cut water consumption by as much as 35% over the next year.
In more than 200 letters to the State Water Resources Control Board released Wednesday, some agencies urged state officials to reconsider how they would implement the mandatory statewide water-use cut that Gov. Jerry Brown ordered this month.
Many communities called on the board to consider its previous water conservation efforts when setting a reduction target. Other cities said their population data was skewed by an influx of seasonal residents. A few questioned whether their reduction targets were fair, even amid a persistent drought.
The city of Beverly Hills needs to cut water usage by 35% under the state board’s current plan. In his letter to officials, Beverly Hills interim City Manager Mahdi Aluzri said meeting that target would take time, adding that the board “should delay any formal enforcement actions until water suppliers have been given an opportunity to develop and fully implement new conservation measures.”
“The city recognizes that further conservation measures will be required to achieve the Governor’s conservation mandate,” Aluzri wrote. "However, the city is concerned that achieving a 35% conservation standard in such a short time may ultimately be infeasible.”
A document outlining the state water board’s proposed framework says it will “assess suppliers' compliance for both monthly and cumulative water usage reductions.”
Writing on behalf of the Los Angeles Department of Water and Power, Senior Assistant General Manager Marty Adams said that because water usage fluctuates due to varying temperatures and precipitation levels, the monthly water-use numbers reported by the state are “meaningless.”
“The use of these numbers for compliance will result in failure by the water agencies,” Adams wrote.
Instead of using a “one-month snapshot,” DWP recommended using a “12-month rolling average” to assess compliance and perform enforcement.
An official in the City of Compton wrote to the state with another perspective.
Deputy Director of Public Works Chad Blais wrote that residents “simply can’t afford” many basic services such as water, electricity and gas. Under the state’s framework, Compton residents are credited with using only 65 gallons per person per day, which Blias said is “a direct reflection of … economic hardship" rather than proof that the community has changed its water-use habits.
Still, 65 gallons per capita means Compton would have to cut 20% of its overall water usage over the course of the next year.
“If you drive through the city of Compton most of the front yards are brown,” Blais wrote. “Therefore, the prospect of achieving an additional 20% reduction from this community is not feasible.”
Desert Water Agency General Manager David K. Luker urged the water board to “take a position on outdoor landscaping rather than laying blame at the feet of local agencies.” He wrote that a 35% water-use reduction would result in a $10.1-million loss in revenue for the water supplier, which serves resort communities in the Coachella Valley such as Palm Springs.
“A customer came to our office this week and asked us who he should file suit against when his property value decreases because the landscaping that he has invested tens of thousands of dollars in has died,” Luker wrote.

the lead of the county water authority in protesting that the proposed reductions do not give credit to areas that have already begun reducing water usage and finding new sources of water.
The water authority is investing in a $1 billion-desalination plant under construction in Carlsbad that, by year’s end, is expected to begin providing 7% to 10% of the county’s water needs, decreasing the demand for water from northern California and the Colorado River.
Potable water use in the county was 12% lower last year than in 1990 despite an increase in population of 700,000, according to the water authority.
The proposed percentage cutbacks “punish those who have conserved and reward communities that did not make such early and sustained commitment to conservation,” said Kimberly Thorner, general manager of the Olivenhain Municipal Water District in northern San Diego County.
Also, farmers said their businesses would be “devastated” by the percentage cutbacks that would treat San Diego County farming areas like urban districts rather than with the same exemption as water districts serving farmers in the Central Valley. The county has a $2 billion a year farming economy.
“We cannot just turn off water at 20-35% and expect the trees and bushes to thrive,” wrote Neil Nagata of Nagata Bros. Farms in San Luis Rey near Oceanside. “If I do not produce a crop I will not have any income to continue farming at all.”
A different perspective came from Dan Singer, city manager in Vista, who suggested that public schools and college campuses “be subject to the mandatory water use reductions” imposed on cities.
“Frequently school districts override local building and zoning codes,” Singer wrote.
The state water board’s preliminary plan places the heaviest conservation burden on cities and towns with
the highest rates of per-capita water consumption during one month in 2014. The 135 communities facing the largest water usage cut include small rural communities as well as affluent enclaves such as Newport Beach and Beverly Hills.
Cities that had the lowest per-capita water use in September 2014 — including Santa Cruz and Seal Beach, and the community of East Los Angeles — would be required to cut just 10%.
Most communities would be required to cut water use by 20% to 25%, including Los Angeles, San Diego, Long Beach, Santa Ana, San Jose and Anaheim.
The conservation targets were part of a framework the state board unveiled to comply with Gov. Jerry Brown's historic order requiring a 25% cut in water use in cities and towns statewide over the next year. The proposal assigns targets to more than 400 local water agencies, though not all of them submitted input.
Under the preliminary framework, the state will measure whether each community hits its target by comparing overall water use over the next year with 2013 levels.
Agencies that don’t comply with the rules could face fines of up to $10,000 a day.
“State Water Board staff are currently working on a set of draft emergency regulations intended to reflect the thoughtful comments we receive to the framework issued last week,” board spokesman George Kostyrko said in an email.
Those draft regulations are due out Friday, according to a schedule previously set by the water board.
