ENROLLMENTANDAPPLICATIONSSocialSecurityNumber&AffidavitofIntentUndocumentedstudentscanapplytopublicandprivatecollegesacrossthestateofOklahomawithoutasocialsecuritynumberbysigninganAffidavitofIntentwhentheysubmittheirapplication.Asampleaffidavitisavailableonpage7.Somecollegeshavevaryingversionsofthisaffidavitsoyoushouldcontacteachcampustogettheircopy.Wehaveprovidedalistofourbestcampuscontactsonpage8.Youmayalsowanttoadviseyourstudentstoprintoutcollegeapplicationssinceonlinemodulesoftendonotallowstudentstocontinuewithoutinputtingasocialsecuritynumber.DACA(DeferredActionforChildhoodArrivals)IfastudenthasDACA,thentheymayusetheSocialSecuritynumberthataccompanieditforthecollegeapplication.AstudentshouldstillcompletetheAffidavitofIntentsinceDACAdoesnotqualifyas“legalstatus”bystateorfederallaw.Rather,DACAconfers“lawfulpresence.”InternationalStudentSomeinstitutionsmayinsistonenrollingstudentsas“international.”Insomecases,thisisokay.Butoften,thisisnotonlydisadvantageoustothestudentbecauseofadditionalfeesandrestrictions,butalsodifficulttoprocesssincetheydonothavestudentvisasoranagreementwithanyforeigninstitution.Ifthishappens,pleasereachouttousandwewilltrytofindaresolutionforthestudentattheinstitution.CommonApplicationThe“CommonApp”isafreeapplicationthatallowsstudentstoapplytoover500memberinstitutionsaroundtheworld.ThreecollegesinOklahomaacceptit—TheUniversityofTulsa,OklahomaCityUniversityandtheUniversityofOklahoma.Italsoprovidesfeewaiversforuptotwocollegeapplications.Ourwebsitehasaresourceguidetoassistundocumentedstudentscompletetheapplicationhere:http://www.aspiringamericans.org/higher-education/

TUITIONANDFINANCIALAIDIn-StateTuitionAccordingtotheOklahomaStateRegentsforHigherEducation,studentswhodonothavelawfulimmigrationstatusarestilleligibleforresidenttuition(sameasin-statetuition,justadifferentclassification)aslongastheyfulfillstandardstateresidencyrequirements:

o GraduatefromanOklahomahighschool,publicorprivate.o LiveinOklahomawithaparent/legalguardianwhileattendinganOklahomahigh

schoolforatleasttwoyearspriortograduation.o Satisfyadmissionstandardsfortheinstitution.o Someinstitutionsmayalsoaskforoneofthefollowing:

o ProvidetheinstitutionwithacopyofatrueandcorrectapplicationorpetitionfiledwiththeUnitedStatesCitizenshipandImmigrationServices(USCIS)tolegalizethestudent’simmigrationstatus.

o Or,fileanAffidavitofIntentwiththeinstitutionstatingthatthestudentwillfileanapplicationtolegalizehisorherimmigrationstatusattheearliestopportunitythestudentiseligibletodoso.

However,sincethesearesimplyminimumRegentguidelines,someindividualinstitutionscanelecttomorenarrowlyinterpretthispolicyandchargeout-of-statetuitiontoundocumentedstudents.OklahomaTuitionAidGrant(OTAG)TheOklahomaTuitionAidGrant(OTAG)isaneed-basedawardopentostudentswhofulfillstateresidencyandhighschoolgraduationrequirements.FAFSAisrequiredtoapplyandforstudentswishingtoattendcollegeduring2015-2015,thewindowtoapplyisbetweenJanuary1andMarch1—theearlierthebettersincenotallstudentswillbegrantedawards!

Anundocumentedstudentapplicantmustprovideproofthathe/sheiscurrentlyonfilewithUnitedStatesCitizenshipandImmigrationServices(USCIS)toobtainpermanentrelief.

HB1804:OKTaxpayer&CitizenProtectionAct2007AccordingtoHB1804,itisafelonytotransport,conceal,harbororshelteranimmigrant,anditrequiresapplicantsforofficialidentificationcardsandbirthcertificatestobelegallypresentintheU.S.ThislawalsorequiresthatallapplicantsforanoriginallicenseorlicenserenewalmustprovideproofoflawfulpresenceintheUnitedStatespriortoreceivinganypublicbenefit–whichisfurtherdefinedbylawasaprofessionallicense.Furthermore,thebillarticulatedpolicychangestotheRegentsforHigherEducationprohibitingscholarships,financialaid,andresidenttuitionforundocumentedimmigrants.ProfessionsneedingU.S.LicensurebeforelegallyallowedtopracticeinOK:NursingMedicineDentalVeterinaryMedicinePharmacyArchitecturePsychologyCosmetologyPoliceOfficer*DentalAssistantPracticalNursingRegisteredNursing*AvionicsElectronicsTechnician*Plumbing/Electrical/MechanicalCareersrequiringsuchasbackgroundchecks,requiredsocialsecuritynumbers,andstate

2012o WasphysicallypresentintheUnitedStatesonJune15,2012,andatthetimeof

makingtheirDACAapplicationo Iscurrentlyattendingschool,hasahighschooldegreeorgeneraleducation

development(GED)certificate,orisanhonorablydischargedveteranoftheU.S.ArmedForcesorCoastGuard

o Hasnotbeenconvictedofcertaincrimes
