4

• A focus on core ideas both within and across the disciplines

• A commitment to the notion of learning as a developmental progression

• An emphasis on the integration of knowledge and practice

Assessment System Overview

6

7

• An integrated systemo Summative/Interim/Formative

• Design with evidence of student performanceo “Evidence-based design”

• Teacher involvemento Prototype design; item/task writing; scoring of

complex items/tasks

• State-led with transparent governanceo Engagement in policy and implementation

decisions

8

• Continuously improve teaching and learningo Regular feedback of progress; professional

development supports

• Useful information on multiple measureso Progression-based scores; extended response

items and performance tasks

• Adhere to established professional standardso AERA/NCME Standards for Testing

o ATP Best Practices

o JCSEE Standards (Utility, Reliability, Propriety, Feasibility)

Assessment system that balances summative, interim, and formative components for ELA and mathematics:

•Summative Assessment (Computer Adaptive)

• Mandatory comprehensive assessment in grades 3–8 and 11 (testing window within the last 12 weeks of the instructional year) that supports accountability and measures growth

• Selected response, short constructed response, extended constructed response, technology enhanced, and performance tasks

•Interim Assessment (Computer Adaptive)

• Optional comprehensive and content-cluster assessment

• Learning progressions

• Available for administration throughout the year

• Selected response, short constructed response, extended constructed response, technology enhanced, and performance tasks

•Formative Processes and Tools

• Optional resources for improving instructional learning

• Assessment literacy

Summative assessments using online computer adaptive technologies

• The accountability component• Adaptive testing...

o A way to select items for studentso Highly individualizedo Accurate measurement across the performance scaleo Very efficient – less testing time needed

• Reports current achievement and growth across time

• Multiple item types (SR, TE, CR)• Two performance tasks per year per content area • Students may take twice a year; results in two weeks

Optional interim assessments using online adaptive technology

• Non-secure and fully accessible• Timing and content are customizable • On same scale as the summative

assessments• Includes performance tasks • Clear examples of the expected performance• Helps identify specific needs • Teachers included in item and task design,

report design, and scoring
