Assessing the Value of UNESCO

within a Framework of

International Cooperation (VINCI)

Introduction

• Les recommandations sont le résultat d’un projet collaboratif volontaire entre les Commissions nationales de 7 pays

• L’idée du projet a émergé en 2015 (Lugano VII) avec l’objectif d’évaluer l’imprégnation des valeurs de l’UNESCO au niveau national

• -> L’Agenda 2030 a été retenu comme élément de mesure de la valeur-ajoutée

• -> Les Chaires UNESCO ont été retenues comme «focus»

Méthode

•L’étude a été menée par les Universités de Durham (UK) et de Bâle (CH)

•Les sources ont été des analyses déjà existantes dans certains des pays participants et des interviews avec plus de 25 Chaires UNESCO

•Les résultats de l’étude sont consignés dans un rapport (en anglais) qui sera transmis par nos soins à l’ensemble des Nat Com

•Recommandations spécifiques sur le système des Chaires UNESCO

•Une méthode qui permet d’identifier les forces et faiblesses des réseaux labellisés UNESCO, au niveau individuel et communautaire

• Formidable opportunité nouvelle de coopération entre Nat Com autour d’un projet pilote innovant

• Formidable occasion de (re)mobiliser les acteurs labellisés UNESCO

• De la réunion interrégionale de Diani (Kenya) : « la richesse de la ‘famille UNESCO’ et de tous ceux qui la composent est un pouvoir qui doit être utilisé plus efficacement »

• Les recommandations du projet VINCI contribuent exactement à la réalisation de cette intention

Expérience/impressions

This report is a starting point to better understand the value and importance of UNESCO Chairs with respect to the UN Sustainable Development Goals (SDGs). It indicates the potential for mobilisation, collaboration and contribution of UNESCO designations to the SDGs. Based on the analysis of a limited set of UNESCO Chairs and UNITWIN Networks, it is difficult to generalise and make overarching recommendations applicable to the entire UNESCO Chair and UNITWIN Programme.

Findings

● Report analyses primary and secondary data collected from twenty-

eight UNESCO Chairs (working across six partner countries and

diverse disciplines such as Arts & Humanities, Social Sciences and

Sciences & Engineering).

● The report finds UNESCO Chair and UNITWIN programmes are

aligned to the SDGs in their research and teaching agendas. In fact,

the report indicates the SDGs are now in many cases the core focus

of their work.

Recommendation 1

Extend and augment UNESCO

Chair/UNITWIN guidelines to

contain an explicit demonstration

of the impact of intellectual

contributions on SDGs.

Recommendation 2

Studies examining the linkages

between scholarly inquiry and

the SDGs should be explored.

Recommendation 3

A recognition programme to

publicise high-impact research by

UNESCO Chairs/UNITWIN

Networks should be developed.

Recommendation 4

UNESCO mechanisms should be

developed to strengthen the

interaction between UNESCO

Chairs and UNESCO

Programmes in the production

of knowledge and impact in

areas of the SDGs.

In conclusion

This study is indicating the following

trends:

1. Mobilisation: The 201 National

Commissions have an important role to

play bringing together civil society,

organisations and others and taking action.

2. Collaboration: It shows how UNESCO

National Commissions can work together

collaboratively

3. Potential:UNESCO National Commissions

can unlock the potential of their national

UNESCO designations.

4. Contribution to the SDGs: The

contribution of UNESCO designations

have not been largely considered by

member states, nor by UNESCO itself.

This study, using the SDG framework,

is beginning to show UNESCO’s

designations can help achieve global

priorities.
