THE PROBLEM AND ITS BACKGROUND

Introduction

Library is a house of information, where the materials are stored, preserved, and

process for use. Library is considered as the heart of the organization that contributes

learning to individuals to become capable learners. Library provides information on print,

non-print, or electronic resources. It is also a reservoir of collected knowledge which

serves as the spring where students who are craving for knowledge maybe satisfied

thereby imbibing sources of information, whereby they can extinguish their thirst for

their quest of wisdom (Tubigan, 2009).

The role of the library is to serve information to the clients to meet their needs

efficiently and effectively. It maintains the effectiveness of the services which is to

encourage the users for lifelong habits in developing knowledge through reading and

searching using library and technology it offers. The most important is the attainment of

the educational and research needed by the client. The library is one of the factors that

motivate the skills, knowledge, and ideas of individuals to adopt what they contain.

In the services that the public library offers, various needs are to be given

priorities. It may include the physical facilities, materials for gathering information and

researches. These may not be possible without appropriate budget from the government

offices concerned. Thus, local funding is of great help for the better services. The

acquisition of quality service depends upon the response of the concerned individuals

regarding the needs of the library for development. Plans can be materialized when need

has been fully acquired.

It is really important to identify what are some of the things that need to be

developed and improve in the library in order to achieve the desire of the librarian to

overcome its weaknesses. Through this, the development of the library will be easy to

improve because the management will focus only to the area that needs prior concern.

The services, equipment, programs, and spaces are some of the things that the library’s

concern for the improvement to ensure that the service will exist and explode information

to the next generation of users. Public libraries are helping to close the “book gap” by

providing children of all background access to high-quality reading materials and rich

language experiences (Celano, Neuman, 2001).

The library system is composed of different area and service units to better serve

its clientele. Usually, public libraries services are to give quality materials that fulfill

educational, informational, and recreational needs of the entire community. The public

libraries are funded by public sources and operated by civil servants and a librarian. They

provide free service to the people without payment for the use.

Since it is a public library, it is expected that a number of public users’ needs the

service. The librarian must be aware of the commonly used materials and the kind of

clientele they are serving into. Getting to know the kind of users they are serving into and

their commonly used materials give them the idea of what should be given priorities to be

updated. This is to assure better service to the public. In this manner, the quality service

is attainable. According to McCook (2011) “the public library is an excellent model of

government at its best. A locally controlled public good, it serves every individual freely,

in as much or as little depth as he or she wants”. The author continued in saying that the

public library can be a factor in community sustainability and redevelopment. It is vital

for those working in public libraries to understand the importance of the library to the

community sense of self-identity. Through the collaboration of users and the librarian

their needs will be satisfied. Since a public library is funded by the government, it is

expected that it shall have a wide area to collect, organize, store, and disseminate library

materials. According to Sey, et al., (2013) “libraries” refer to non-profit libraries that

offer computer access, with or without internet to the general public.

In the context of this study, the Midsayap Municipal Public Library is one of the

sources of information for the people in Midsayap. As observed by the researchers

through a visit, the library is quite small and for almost 54 years of its existence, users

have limited access to diverse sources of information because of limited space, services,

collection, funding, and support from the administration.

Thus, studying the present situation of the Midsayap Municipal Public Library

will serve as a discovery and will provide a better understanding and appreciation to its

constituents. Through this research, the researchers deeply see the importance of the

Midsayap Municipal Public Library in the locality along with its resources and services

available and the kind of vision-mission and goal being pursued. Assessing the library

will serve the staff, administrator, and some other stakeholders cope with its weaknesses

and excel more to their performing field. By this, the library personnel, and the

administration will be able to realize the importance of following the standards or

requirements because getting the mechanics of library provision right is the first step to

future-proofing the library and the information access of the users.

Statement of the Problem

This study aims to find out whether the Municipal Public Library of Midsayap has

met the Standards for Philippine Libraries for public libraries.

Specifically, this study aims to answer the following questions:

1. Does the Midsayap Municipal Public Library has mission, goals and objective

as prescribed in the standards for public library?

2. Does the Midsayap Municipal Public Library meet the standards on

administration?

3. Does the Midsayap Municipal Public Library meet the standard for human

resources?

4. Does the Midsayap Municipal Public Library meet the standard for collection

development and collection management?

5. Does the Midsayap Municipal Public Library meet the standard for services

and utilization?

6. Does the Midsayap Municipal Public Library meet the standard for physical

facilities?

7. Does the Midsayap Municipal Public Library meet the standard for

information technology and its services?

8. Does the Midsayap Municipal Public Library meet the standard for financial

resources?

9. Does the Midsayap Municipal Public Library meet the standard for linkages

and networking?

Significance of the Study

The study will provide information about the Midsayap Municipal Public Library

particularly its mission, goals and objectives, administration, human resources, collection

development, services and utilization, physical facilities, the information technology

facilities and services, financial resources, and linkages and networking. This will also

provide useful insights to the following:

Librarians. The study will be providing them knowledge as to how they can

improve the services and collection to their clients.

LGU Administration. The study will be a means to guide them in their decision

making and planning for the development of the library.

The People of Midsayap. The study will keep them be informed of the importance

of the library and how they can be of help in promoting their library to other residents of

Midsayap and to its surrounding community.

SCC Library System. The study will serve as an arch to the academic community

specifically the SCC Library on how they can help in providing further assistance to the

needs of the public library and to also become one of the primary sources of collection

for its development.

Bachelor of Library and Information Science Students of SCC. The results of this

study will provide them the necessary competencies specific on the development and

management of public libraries especially that it is a part of the BLIS curriculum as one

of its major subjects.

Scope and Limitations

This study will focus on the assessment of Municipal Public Library of

Midsayapby its library personnel based on the standards for the public libraries in the

Philippines. It will concentrate on the mission, goals and objectives, administration,

human resources, collection development, services and utilization, physical facilities,

information technology facilities and its services, financial resources, linkages and

networking of the public library.

CHAPTER 2

REVIEW OF RELATED LITERATURE

This chapter contains topics on the public library, developments of public library,

changes in public library; and the standards for public libraries particularly its mission,

goals and objectives, the administration, human resources, collection development,

services and utilization, physical facilities, information technology facilities and services,

financial resources, linkages and networking. This also contains about the Midsayap

Municipal Public Library, its brief history and vision-mission. The latter part deals with

the definition of terms.

The Public Library

A public library is a library that is accessible by the general public and is

generally funded from public sources, such as taxes. It is operated by librarians and

library paraprofessionals, who are also civil servants. In any community, the local public

library provides a sense of place, a refuge, and a still point; it is a commons, a vital part

of the public sphere and an incubator of ideas; to supports family literacy, fosters lifelong

learning, helps immigrants find a place, and gives a place to those whom there is no other

place to be. As cited in McCook (2011, p.1), “The public library provides a wide-open

door to knowledge and information to people of all ages, abilities, ethnicities, and

economic status”.

Developments of Public Libraries

The development of public library as of now is not just dependent on the funds

from taxes of people instead they are looking for some funds to others so that they can

provide more materials needed by the people. That is why a library is one of the

important learning places that show how a certain community develops because it offers

new ideas and information as a key to progress. Public library provides new facilities for

the people to easily use and to help them in searching or finding information. Public

librarians work with passion to establish the public library as an essential community

agency and to defend the ideals of free inquiry (McCook, 2011).

Public library provides guidance and technical assistance to local government

units in the establishment, development, and maintenance. It selects, evaluates, and

allocates books and other library materials for distribution to all affiliated public libraries

all over the country. Most importantly is to plan and conduct training programs,

meetings, seminars and conferences for public librarians to motivate their personality and

ability to manage the library. With this, the quality service to the people and the

surrounding community will be guaranteed. To meet the needs of library patrons all ages

and interest, the public library offers many different services (Horvat, 1998).

Changes in Public Libraries

Public libraries today operate in a perpetually changing environment and many

managers, staff and board members feel overwhelmed by the dual pressures of rapidly

expanding technology and limited budget (McCook, 2011). The strongest impact of

library today is the use of computer to do simple task such as charging borrowed

materials, or to do sometimes complex and time consuming task such as searching for

materials owned by the library. According to Horvat (1998) in his article “Libraries’, he

stated that “most librarians use the communication satellites for transmitting information

and it is also possible for them to communicate each other using electronic mail system”.

The same article mentioned that most of the public libraries today are using computerized

catalogs compared in the past when libraries use only the traditional catalogs. In terms of

services and technical operation the library depends to the new process of operation. In

services, the library offered a new technique on how to serve clients effectively and

efficiently. In technical operations they used the Dewey Decimal Classification (DDC)

and Library of Congress Classification (LCC) for its uniformity.

Standards for Philippine Libraries: Public Libraries

The Standards for Philippine Libraries was prepared for the Board for Librarians

by Elnora L. Conti (2010). In the Philippines, public library service is discharged jointly

by the local government unit and the National Library. The National Library of the

Philippines discharges two functions – national library function and public library

function. The Public Libraries Division performs the public library function. Formulation

of public library standards reflects the fresh concept of public library service and

organizational goals to stimulate new developments and focus attention in the field. The

foregoing minimum standards shall serve as guide to people who are tasked to organize

and maintain/sustain public libraries and their services. Standards are used as guide when

implementing goals for development and setting directions for the future.

Mission, Goals, and Objectives. A mission statement is a guiding light to and for

an organization. It is usually made up of three parts: vision, mission and core values

(Hofstrand, 2012). The mission statement should answer three key questions: what is that

we do, how we do it and for whom are we doing it (Koren, 2012).

Goals and objectives are needed to achieve the mission and vision. Goals are

general statements of what you want to achieve and so it is important that it must be

integrated with the mission-vision statement. An objective on the other hand is a specific,

quantifiable, time-sensitive statement of what is going to be achieved and when it will be

achieved. A clear mission, goals and objectives will help the Midsayap Municipal Public

Library focus on the important aspect of their existence and will drive them to

concentrate on where they are going and how and when they will get there. As stated in

the Standards for Philippine Public Libraries, a public library must provide information

service of the needs of the community; build within each library an information center

about its respective community – its resources, history, people, customs and traditions

and to develop nationally, a network and linkages among public libraries with the

National Library as the center to facilitate research reference needs of patrons.

Administration. Each public library shall operate under the administrative

supervision of the local government unit and under the technical supervision of the

National Library. It shall be managed by a professional librarian. As a local government

entity shall have, as its immediate superior, the local chief executive or any legally

designated local official in accordance with the Local Government Code.

Human Resources. The public library shall be manned by qualified and

professionally trained librarians and shall be supported by support services staff.

Qualification and number of staff in a public library shall depend on the population it

served and the size of the collection. The head of the public library should be a

professional librarian. The non-professional staff should conform to existing laws and

government regulations. For regional, congressional district, provincial and city libraries

at least four professional librarians, three support services staff excluding those holding

non-classified positions like utility workers, and others. In for the first class

municipalities shall have at least two professional librarians and adequate support/non-

professional staff as needed. For lower class municipalities including barangay reading

centers there should be at least one full time library staff, and, if fund allows, one clerk

and one utility worker. The increase in the number of library staff depends on the

increase of population of the community served. For every increase of 50,000 people, a

corresponding increase of one professional and one support staff is suggested.

Professional librarians are individuals who are license holders. Librarians shall be

appointed to any of the following positions in the plantilla of positions provided by civil

service servants in the local government units in accordance with the Salary

Standardization Scheme for Government Workers;

Congressional, Provincial and City libraries Librarian IV - SG 22, Librarian V - SG 24

City and municipal libraries Librarian III - SG 18

Other libraries Librarian I - SG 10, Librarian II - SG 14

Support Services Staff In accordance with RA7743

Technical staff shall possess diploma or certificate of two-year computer education or its

equivalent with the required civil service eligibility. Clerical staff shall have finished

special studies in Secretarial Science and with required civil service eligibility. Library

aides should have at least two years library work experience. The public library

depending on its size and availability of funds, the following maintenance personnel in

accordance with Civil Service Commission Memorandum Circular No. 10. It shall

include library equipment operator for the photocopying machine, microfilm

reader/printer, overhead projector, bindery personnel, messenger staff liaison personnel,

and utility worker.

Collection Development. The collection must reflect the objectives of the library

and the needs of the community served. It shall include books, multi-media and other

non-book materials such as those in the state-of-the-art technologies, periodicals, maps,

pamphlets, and other audiovisual materials. The library shall maintain the local history

collection. The size of the library collection is dependent on the allocation from the

National Library and from the budget/funds provided by the local government unit in the

annual appropriations. A minimum of initial collection of 3000 volumes of books is

deemed appropriate for public libraries in the regions, provinces, cities, and first class

municipalities regardless of their population. For libraries in municipalities lower than the

first class, an initial book collection of 2000 is recommended as starting collection, while

for barangay reading centers, 500 volumes is recommended. Selection and acquisition of

books and other library materials shall rest on the librarian with the assistance of her

professional staff. Materials for acquisition recommendations by library clientele shall be

considered. A provision for at least 10% annual increase of the collection must be

provided each of any library categories.

Services and Utilization. Library services shall be provided with the highest

degree of efficiency and integrity in keeping in mind that the public library is a service

agency of the government for the people. It shall reflect the needs of the community

which shall include books, pamphlets, ephemeral materials, non-print materials,

classified and cataloged according to the standards for easy access and retrieval. Open

shelves system shall be promoted to give users the free access to all materials. It shall

maintain local historical and cultural materials for preservation and conservation. Provide

materials for wholesome development of the community regardless of age, creed,

religion, and cultural affiliations. The library shall observe library hours for the maximum

benefit of the community. Initiate the organization of groups or volunteers to handle fund

raising to financially support the library and handle activities such as storytelling and

book talks for the children, book discussions, exhibits, poetry interpretation, play reading,

lectures, demonstrations, puppet shows, and others. For library promotion activities, the

following services shall be encouraged like reference and research service, circulation

and books for home use, organization and maintenance of a children’s section, reading

guidance for children and out of school youth, outreach programs and services especially

to depressed areas of the community, organization of friends group to act as support of

the library.

Physical Facilities. In terms of building site, the library shall be centrally located

within the community and not to be annexed to other agencies. It shall be accessible to all

library users by all means of transportation. In the development plan of the local

government unit, the library shall be a component of an integrated cultural complex. The

building shall provide access to physically disabled individuals. Size of the public library

shall consider the following: community population, the growing library collection, size

of library staff and services to be rendered. Each library shall provide adequate space for

reading areas, stack area, work room, multimedia room, storage room, staff lounge, and

toilets for the library staff and for the public, and space for other facilities. Provision shall

be made for a minimum seating capacity of 48-60 people at any one time for regional,

provincial, city and first class municipal libraries and at least 36-48 for other

municipalities and at least 12-24 for barangay reading centers. Equipment and furniture

shall be adequate to generate an environment conducive for the pleasant and effective use

of the materials and services. Furniture shall be functional and in harmony with the

architecture of the building. Equipment shall be selected properly in such a way that they

will help in the efficient operation of the library to keep abreast with the time. Layout of

equipment and furniture shall allow the smooth mobility of readers and materials.

Information Technology Facilities and Services. The public library shall have

facilities for information technology and communication services.

Financial Resources. The public library shall be provided with adequate and

reasonable budgetary appropriation to carry out effectively its plans and programs. The

library budget shall cover the following items: personal services to include salaries and

wages and other benefits common and due to all civil service servants; maintenance and

other operating expenses (MOOE) to include among other funds for travel expenses,

attendance to seminars, trainings, conferences, etc. subscriptions to serials, newspapers

and periodicals; capital outlay to include funds to purchase library equipment,

information technology equipment and materials, furniture and other reference materials.

The library budget shall be adjusted annually as the need arises to make relevant with

the time.

Linkages and Networking. Public libraries must encourage networking/resource

sharing to enrich their collections subject to existing rules and regulations.

The Midsayap Municipal Public Library

Brief History. Based on the personal communication of Mrs. Cadungog (2014),

the Midsayap municipal public library was built on April 27, 1960. This was headed by

Mrs. Francisco Caballero, the first librarian of the said library. The Midsayap library has

served its constituents for almost 54 years. The municipality of Midsayap is a first class

municipality. The town and municipality of Midsayap in the Province of Cotabato is the

oldest Christian settlement town in Cotabato. It began as an agriculture colony in the

early twentieth century (1918)”.

Vision

“The library envisions that it will fulfill its unique role as a major contributor to

the academic, cultural, and social development of the community. The library also aspires

to assist the patron in its commitments to the broader community, by developing

innovative approaches to support life-long learning of every individual. The library

continues to embrace change and align itself to thrive on diversity, to support

professional growth and opportunity, and to reward flexibility and innovation”

Mission

“Library is to provide information, access services, cultural programs, and library

instructions. The library staff provides leadership in the use and retrieval of information.

The library evaluates its collections, service delivery, technology, and other activities on

a regular basis, in order to continue to meet the challenges of a changing technological

and global society” (Cadungog, 2014).

Definition of Terms

The following terms are defined as they will be used in the study.

Administration. It refers to the supervision of public library, by the Local

Government Unit (LGU), and National Library.

Assessment. It refers to the methods of evaluating the components of the public

library, including the, vision, mission, goals and objectives, administration, human

resources, collection development, services and utilization, physical facilities,

information technology facilities and services, financial resources, linkages and

networking based on the standards set for Philippine libraries.

Collection Management. The supervision and management of the collection

which include books, multimedia and other non- book materials those in the state-of-the-

art technologies such as printed books, e-journal, e-mail, e-resources, e- serial, audio,

VHS, CD-ROMS, online resources, e- books, periodicals, maps, pamphlets, and other

audiovisual materials that are available to the users.

Financial Resources. This refers to the annual budget of the public library from

the local government for the development of library.

Human Resources. This refers to professionally trained librarians and support

service staff who man the public library.

Library Services. It refers to the services provided by the library with the

highest degree of efficiency and integrity in keeping in mind that the public library is a

service agency of the government for the people.

Linkages and Networks. The agencies, institution or other library programs

whereby sharing of resources is part of the agreement.

Midsayap Municipal Public Library. This is a service arm of the local

government unit of Midsayap which contributes learning to individuals and people in the

community to become capable learners. It is a house of information, where the materials

are stored, preserved, and process for use and managed by a professional licensed

librarian.

Physical Facilities. These equipment and furniture shall be adequate to generate

an environment conducive for the pleasant and effective use of the materials and services.

Public Library. This refers to non-profit libraries that offer computer access,

with or without internet, to the general public. It is accessible by the general public and is

generally funded from public sources, such as taxes.

Resources. Refers to a stock of materials, staff, supply of money and other assets

in the library that give support in order to function effectively in the community and

society.

Standards for Public Libraries. These are requirements used as guide when

implementing goals for development of public libraries and setting directions for the

future.

CHAPTER 3

METHODOLOGY

This chapter describes the researchers’ procedures that will be used in gathering

the data in assessing the Midsayap Municipal Public Library based on the standards for

Public Libraries. It also contains the research design, locale of the study, respondents of

the study, research instrument, data collection procedures, and treatment of the data.

Research Design

The researchers will employ descriptive-evaluative design to assess the municipal

library of Midsayap based on the standards of Public Libraries.

Locale of the study

The study will be conducted in Midsayap Municipal Public Library, Province of

North Cotabato during the fiscal year 2014-2015. The town and municipality of

Midsayap in the Province of Cotabato is the oldest Christian settlement town in Cotabato.

Midsayap was derived from a native term which means (Mid) Center and (Sayap) Hat,

meaning a hat at the center. Other version relates that Midsayap came from a Muslim

Term which means “person wearing a hat”. Midsayap was inhabited by Muslims from the

descendants of Sultan Ali Bayao from the lineage of the great Sultan Dapituan Kudarat.

Midsayap started with 71 barangay down to 42 when Libungan was separated from

Midsayap in 1936 (Carbon, 2002).

Respondents of the Study

The respondents of the study will be the four (4) personnel of the Midsayap

Public Library who are currently employed in the municipal library designated to

different position.

Research Instrument

This study will use a researchers-made questionnaire in gathering data. The

question items are categorized according to nine parts. Part 1 will ask about the mission,

goals and objectives; Part 2 will be about the administration of public library. Part 3 will

ask about its human resources. Part 4 will deal on its collection development, Part 5 for

services and utilization; Part 6 for physical facilities; Part 7 for information technology

facilities and services. Part 8 will ask about the financial resources, and Part 9 will be

about linkages and networking.

Data Collection Procedures

The researchers will send a letter to the office of the Mayor to ask permission to

conduct the research. After permission is granted by the Mayor, the researchers will

proceed to the office of the librarian to confirm the Mayor’s permission regarding the

conduct of the study. After handing-over to the librarians the approved letter given by the

Mayor, the study will commence. The questionnaire will then be administered by the

researchers to the four personnel of the municipal library.

CHAPTER 4

PRESENTATION, DATA ANALYSIS AND INTERPRETATION

This chapter consists of the analysis and interpretation of the data of this study. It

is organized according to the presentation of the problems in the first chapter and all data

were taken from the answers of the librarian and library personnel- respondents.

Mission, Vision, Goals and Objectives

The Mission, Vision, Goals and Objectives is a guiding light to support the needs

of people in the community, its focus is on the important aspect of their existence and it

will be a means to drive them to concentrate on where they are going and how and when

they will get there.

Table 1 below shows that the MMPL under mission, vision, goals and objectives

fully met (100%) the requirements based on the standards for public libraries, all items

got four (4) YES responses. These are 1) library provides information to users, 2) builds

an information center about its respective community such as its resources, history,

people, customs, and traditions, 3) develops nationally with the network and linkages

among public libraries and national library.

The library administration system refers to the supervision of the local

government unit which is under the technical supervision of the National Library. This

study assess whether the library administration system of MMPL meet the proposed

requirements of the Standards for Public Libraries as perceived by the librarian and

library personnel-respondents. Table 2 below shows that out of the 9 items, four of which

gained YES responses. Items 2, 6 and 7 gained four YES responses while item number 9

got 1 YES response. These are 1) librarian is a passer of the professional regulation

commission for librarians, 2) the library is controlled by the government officials, 3)

there is a minimum number of library staff, and the 4) library development plan includes

for the improvement of human resources. Based on the qualitative scale used, the three

items who gained four (100%) YES responses met the proposed requirements while the

one (1) item that got one (25%) YES response thus needs a further look into

conceptualizing a development plan on its human resources. During an ocular visit to the

MMPL, the researchers found out that the library personnel didn’t have a copy or a

document showing such development plan for those serving the library. According to

Chand (2015), human resources are the valuable assets of a corporate body; they are their

strength in facing new challenges on the fronts of knowledge, technology and changing

trends in global economy. The researchers see a great deal on this matter as it contributes

to the achievement of organizational, social and professional context of an organization.

However, there were 6 items without YES responses. This result suggests that the library

should provide the following: a) vision, mission statement must be posted on the library

bulletin board; b) there should be an organizational structure control in the library; c) the

library must formulate or write a manual of policies and procedures covering its

operational activities and its internal administration and d) the library must construct a

development plan every year and another development plan for the improvement of

library services and resources.

Human Resources

Human resources are the number of staff within the library that are qualified and

professionally trained librarian. They are the personnel in the library that support the

needs of the users within the community they serve. This study assess whether the human

resources of MMPL met the standard requirements. Table 3 below shows that out of the 6

items, four items gained a YES response. This means that these items were able to meet

the proposed requirements for public library. However, the item two (2) and five (5)

needs further assessment by the local government unit. This is in relation to the number

of librarians working in a public library. The Municipality of Midsayap is a first class

municipality in the province of Cotabato (Cadungog, 2014), and as stated in the standards

a first class municipality shall have at least two professional librarians but the MMPL has

only one (1) professional librarian. In relation to item five (5) the MMPL’s technical and

clerical staffs are not civil service eligible. It is in this context that the MMPL must look

into motivating its support staff to take the Civil Service Examination.

Collection Development

The collection development is the process of building and improving a

collection of library materials. It is a process whereby each purchase and collection are

develop by the librarians and library staff by buying or otherwise acquiring materials

over a period, based on assessment of the information needs of the library users.

Collection development is a responsibility of both the staff and the librarian who are

responsible about the development of the library. Table 4 below shows that 10 out of the

12 items gained 4 (100%) YES responses. This means that the items fully meet the

standard requirements for the public library. However, the requirements for the quality

and adequate resources of the library gained NO response which means that the MMPL’s

did not meet the proposed standards requirements for the public library.

Services and Utilization

Library services shall provide adequate information to users with the highest

degree of efficiency and integrity to support the needs of the users. Table 5 below shows

that the services and utilization of the MMPL meet the standards requirements for public

library. Eight out of the 12 items gained 4 (100%) YES responses it means that those

items were able to meet the standards requirements for the public library. However, 4 of

the items gained no YES response. These are: 1) the library do not have electronic

services, 2) do not have audio visual services, 3) the library does not have storytelling,

puppet show, and play reading for children, and the library 4) does not conduct to its

users activities such as book talk and book discussion. This calls for procuring in the

future equipments and/ or collections for audio-visual use and also to develop activities

for kids and young adults so that users will have a variety of exercise done inside the

library aside from reading.

Physical Facilities

 Physical facilities refer to materials in the library that are physically located

where the users can access these materials for seeking information and it allows for

flexibility in space utilization and technology. In addition it refers to the physical

environment of the library for the pleasant and effective use of the materials and services.

This study assess whether the MMPL’s meet the proposed standard requirements for the

physical facilities. Table 6 below shows that 7 of the 8 items obtained 4 (100%) YES

responses. This means that these items were able to meet the proposed standards

requirements for public library. However, item six (6) under Physical facilities gained a

NO response which means that the MMPL did not meet the required seating capacity for

a first class municipal library. As stated in the standards, the size of the library shall

consider provisions with regards to seating capacity and since the MMPL is a first class

municipality it is stated in the standards that a first class municipality shall have a

minimum seating capacity of 48-60 people. Currently, the MMPL’s building site is small

enough to accommodate such required number of users including the number of

collections if the library would decide on strictly following the standards. It is

recommended that in the development plan of the local government unit, the library shall

be given importance as it is a service agency of the government for the people.

wherein it helps users to become more knowledgeable in terms of seeking information in

the web. Table 7 below shows that out of the 5 items, only item three (3) obtained 4

(100%) YES responses. This is in relation to acquisition of the library for the following

equipments: printers, scanners and fax machine. This means that the library has these

equipments. However items 1, 2, 4 and 5 gained a NO response. It is therefore

recommended to subscribe for an internet connection, to buy a program for their

computer-assisted catalog, established and provide for an electronic library and facilities

for information and communications technology and services.

Financial Resources

Financial resources refer to the budget of the library from the local government

in order to collaborate efficiently and sufficiently well to success. Table 8 below shows

whether the financial resources of the MMPL’s meet the standards requirements for the

public library. It shows that 1 of the 4 items obtained 4 YES responses and this is the

library budget covers maintenance and other operating expenses such as travel and

attendance to seminars, trainings or conferences. This means that such item has fully met

the standards requirement. However, 3 of the items gained no YES responses. These are,

1) budget is adjusted annually, 2) budget is adequately provided and properly appropriate

in carrying out its plans and programs, 3) budget covers personal services such as salaries

and benefits. This means that the following items must be provided to carry out the

requirements of the Standards for Public Libraries as perceived by the librarian and

library personnel-respondents. Based on the results, the MMPL did not meet the proposed

standards requirements for the public library due to not having been able to get any

responses from the librarian and library personnel.

CHAPTER 5

SUMMARY, CONCLUSION AND RECOMMENDATION

This chapter presents the summary of the findings of the study, the conclusion,

and recommendations based on the results of study on the assessment of the Midsayap

Municipal Public library, fiscal year 2014-2015.

Summary of the Findings

This study was conducted to find out whether the Midsayap Municipal Public

library was able to meet the standard requirements for public libraries. There were nine

areas of questioned assisted by the librarian and library personnel respondents. These are

the mission, goals, and objectives, library administration system, human resources,

collection development, services and utilization, physical facilities, information

technology facilities and services, financial resources, and linkages and networking.

As to mission, goals, and objectives, findings show that all the three (3) items

fully met the standard requirements for public libraries as perceived by the librarian and

library personnel- respondents.

For the library administration system, three (3) of the nine items met the propose

requirements for the public library. These were the following: librarian is a passer of the

professional regulation commission for librarians, library is controlled by the government

officials, and there is a minimum number of library staff while one of the items was

below the proposed requirements. The rest got no YES responses.

As to human resources, findings show that out of the six (6) items, four (100%)

got YES responses as perceived by the librarian and library personnel- respondents

which means that the MMPL met the proposed requirements for the public library.

The data revealed 81.82% under collection development which means that the

MMPL has met the proposed requirements for the public library as perceived by the

librarian and library personnel- respondents.

For the services and utilization, out of the 12 items, 8 of the items fully met the

proposed requirements for the services and utilization for public library. However, there

were 4 items without YES responses. These are, the library do not have electronic

services, do not have audio visual services, the library does not have storytelling, puppet

show, and play reading for children, and the library does not conduct to its users

For the physical facilities, 7 of the 8 items fully met the proposed requirement for

the public library while one of the items gained NO response which means that the

MMPL did not meet the required seating capacity for a first class municipal library.

As to information technology, facilities and services, out of the 5 items, only one

(1) item obtained 4 (100%) YES responses, which mean that the library has printers,

scanners and fax machine. However, the rest gained a NO response. Therefore, the

library is recommended to subscribe for an internet connection, to buy a program for their

computer-assisted catalog, to establish and provide for an electronic library and facilities

for information and communications technology and services.

For the financial resources, 1 of the 4 items obtained 4 (100%) YES responses

and this is the library budget covers maintenance and other operating expenses such as

travel and attendance to seminars, trainings or conferences. Three (3) of the items gained

NO response and these are; budget is adjusted annually, budget is adequately provided

and properly appropriate in carrying out its plans and programs, budget covers personal

services such as salaries and benefits.

For the linkages and networking based on the results, the MMPL did not meet the

proposed standards requirements for the public library due to not having been able to get

any responses from the librarian and library personnel.

The results of the study have shown that the Midsayap Municipal Public Library

was able to meet the proposed standard requirements for the public library as reflected by

the yes responses of the librarian and library personnel-respondents. However, there were

items that got 0 to 25%, which may need attention of the MMPL.

For the Library Administration System, a) The vision and mission statement was

not posted on the bulletin board of the library, b) the organizational structure provision in

control of the public library, c) policies and procedures covering in operational activities

and internal administration, d) the development plan every year, and e) development plan

for the improvement of library services and resources.

For the Human Resources, a) two professional librarian, b) technical and clerical

staffs are civil service eligible.

For the Collection Development, a) the quality of resources, and b) the adequate

of the library resources.

For the Services and Utilization, a) the library do not have electronic services, b)

do not have audio visual services, c) do not have audio visual services d) does not

conduct to its users activities such as book talk and book discussion.

For the Physical Facilities, library should to provide with a seating capacity of 48-

60 people.

For the Information technology facilities and services, a) library is recommended

to subscribe for an internet connection, b) to buy a program for their computer-assisted

catalog, and c) provide facilities for information and communications technology and

services.

Recommendation

Based on the foregoing conclusion the following recommendations were

formulated:

1. The library vision and mission statement should be provided as posted on the

bulletin board.

2. The organizational structure provision in control of the public library.

3. The policies and procedures covering in operational activities and internal

administration should be

4. There should have a development plan every year.

5. Development plan for the improvement of library services and resources.

6. The library should have two professional librarians.

7. The technical and clerical staffs should be civil service eligible.

8. There should have quality and adequate library resources.

9. There should have an electronics services.

10. The library should be providing an audio visual service.

The non-professional staff should conform to existing laws and government regulations. 2.1 Regional, congressional district, provincial and city libraries at least four professional librarians, three support services staff excluding those holding non-classified positions like utility workers, etc. Public libraries of first class municipalities shall have at least two professional librarians and adequate support/non-professional staff as needed and for lower class municipalities including barangay reading centers, there should be at least one full time library staff, and, if fund allows, one clerk and one utility worker.2.2 The increase in the number of library staff depends on the increase of population of the community served. For every increase of 50,000 people, a corresponding increase of one professional and one support staff is suggested.

3. Professional librarians are individuals who are license holders.

4. Librarians shall be appointed to any of the following positions in the plantilla of positions provided by civil service servants in the local government units in accordance with the Salary Standardization Scheme for Government Workers 4.1 Congressional, provincial and city librariesLibrarian IV -- SG 22Librarian V -- SG 24 4.2 City and municipal LibrariesLibrarian III -- SG 18

4.3 Other libraries – depending on the classLibrarian I -- SG 10Librarian II -- SG 14

5. Support Services Staff – Salary grade in accordance with RA 7743 5.1 Technical staff shall possess diploma or certificate of two-year computer education or its equivalent and with the required civil service eligibility; 5.2 Clerical staff shall have finished special studies in Secretarial Science and with required civil service eligibility; 5.3 Library aides should have at least two years library work experience.

6. Other Staff

Standard IV Collection Development

The Collection must reflect the objectives of the library and the needs of the community served.

A. The collect ion shall include books, multi-media and other non-book materials such as those in the state-of-the-art technologies, periodicals, maps, pamphlets, and other audiovisual materials.

B. The library shall maintain the local history collection.

C. The size of the library collection is dependent on the allocation from the National Library and from the budget funds provided by the local government unit in the annual appropriations

D. A minimum of initial collection of 3000 volumes of books is deemed appropriate for public libraries in the regions, provinces, cities and first class municipalities regardless of their population.

E. For libraries in municipalities lower than the first class, an initial book collection of 2000 is recommended as starting collection while for barangay reading centers, 500 volumes is recommended.

F. Selection and acquisition of books and other library materials shall rest on the librarian with the assistance of her professional staff. Materials for acquisition recommendations by library clientele shall be considered.

G. A provision for at least 10% annual increase of the collection must be provided each of any library category.

Standard V Services and Utilization

A. Library services shall be provided with the highest degree of efficiency and integrity in keeping in mind that the public library is a service agency of the government for the people;

B. The library shall reflect the needs of the community which shall include books, pamphlets, ephemeral materials, non-print materials, classified and cataloged according to the standards for easy access and retrieval;

C. Open shelves system shall be promoted to give users the free access to all materials;

D. The library shall maintain local historical and cultural materials for preservation and conservation;

E. The library shall provide materials for wholesome development of the community regardless of age, creed, religion and cultural affiliations;

F. The library shall observe library hours for the maximum

benefit of the community;

G. The library shall initiate the organization of groups or volunteers to handle fund raising to financially support the library and handle activities such as storytelling and book talks for the children; book discussions, exhibits; poetry interpretation, play reading, lectures, demonstrations, puppet shows, etc.

H. For library promotion activities, the following services shall be encouraged:

1. Reference and research service

2. Circulation and books for home use

3. Organization and maintenance of a children’s section

4. Reading guidance for children and out of school youth

5. Outreach programs and services especially to depressed areas of the community

6. Organization of Friends Group to act as support of the Library

Standard VI Physical Facilities A. Building

1. Site 1.1 The library shall be centrally located within the Community and not to be annexed to other agencies. 1.2 The library shall be accessible to all library users by all means of transportation. 1.3 In the development plan of the local government unit, the library shall be a component of an integrated cultural complex 1.4 The building shall provide access to physically disabled individuals

2. Size 2.1 Size of the public library shall consider the following:

community population, the growing library collection, size of library staff and services to be rendered.

2.3 Provision shall be made for a minimum seating capacity of 48-60 people at any one time for regional, provincial, city and first class municipal libraries and at least 36-48 for other municipalities and at least 12-24 for barangay reading centers

B, Equipment1. Equipment and furniture shall be adequate

to generate an environment conducive for the pleasant and effective use of the materials and services.

2. Furniture shall be functional and in harmony with the architecture of the

building. 3. Equipment shall be selected properly in such a way that they will help in the efficient operation of the library to keep abreast with the time. 4. Layout of equipment and furniture shall allow the smooth mobility of readers and materials.

The public library shall have facilities for information technology and communication services

Standard VIII Financial Resources A. The public library shall be provided with adequate and reasonable budgetary appropriations to carry out effectively its plans and programs.

B. The library budget shall cover the following items: 1. Personal Services to include salaries and wages andother benefits common and due to all civil service servants
