Administration Expectations
Smarter Balanced and NGSS:• Fully in-person and hybrid mode students must be tested in person.• Fully remote students who can be tested in person should be tested in
person.• Fully remote students must be tested following remote administration
procedures.
Alternate Assessments:• There is no remote proctoring tool for the alternate assessments.• All students eligible for the alternate assessments must be tested in
person in school or, if a trained TEA is available, an alternate secure location.

Testing Devices
• All devices must have the secure browsers, mobile or kiosk app installed.
• Make sure the student’s computer has any necessary assistive technology such as text-to-speech software or screen readers as needed.

Proctor Options
Other district personnel may be used as proctors for both in-person and remote test administration.• Consider training select staff to focus on remote while others
focus on in-person.• Proctors may test students across grades or subjects in one
session remembering to maintain appropriate numbers for monitoring and support.
• Students may test with staff who are not their typical teachers.
• Consolidate groups of students. Don’t rush - you still have time!
The window doesn’t close until June 4.

Proctor Training
• All test proctors should be fully trained by their district for either in-person or remote testing or both.
• A Remote Testing Training Course is highly encouraged.
• The Remote Proctoring Test Administration Manual is also critical to training.

Active Remote Proctor Monitoring
• Use a secure classroom management system (e.g., Google Classroom) to prepare remote testers for testing.
• The teacher should read the script to students at the time of testing(see Appendix D of the Remote Proctoring Test Administration Manual for details).
• Students will need to close all programs before accessing the Secure Browser.
• Student cameras must remain on continuously during the entire test session. If the camera is turned off for any reason the testing session must be stopped for that student.
• Student use of non-authorized electronic devices is strictly prohibited.

Setting the Remote Proctor Indicator in TIDE
• The Remote Proctoring indicator must be set in TIDE before a student can take a remote summative assessment.
• The Remote Proctoring Summative TAM includes instructions on how to set students’ remote proctoring flags to “yes” (page 25)

Provide Students with Opportunities to Practice
Administer Practice Tests to allow students to become familiar with the online test platform, item formats, universal tools, and to practice with designated supports and accommodations (if applicable).

Defining a Small Group Setting
A small group setting is defined by the purpose for the small group: 1. A student’s need to be in a group smaller than the typical class
size; 2. Accommodation requirements such as a human reader;3. Remote testing requirements.
• Teachers working closely with students should be able to determine the needs and requirements for each individual student.
• In a remote setting, the student will only have access to the teacher but student groupings should be thoughtfully established.
• Use the practice test as an opportunity to determine the group size needs for both in-person and remote test sessions as well as review students needs with the parent or guardian.

Alternate Assessment System Training Requirements
• Connecticut Alternate Assessment Training must be completed annually by certified teachers administering the alternate (TEAs).
• Training is online and available on the Alternate Assessment Card on the portal.
• TEAs must complete and pass the end-of-training quiz with a score of at least 80 percent or better.

Key Remote Proctoring Policy Questions
Question Answer
Can I start a test in one location (remote or in-person) and complete the test in another location (remote or in-person)?
Yes, for Smarter Balanced and no for NGSS. If a student moves from remote to in-person testing, be sure to update the remote testing field to NO in TIDE.
What are next steps for situations in which a student or Test Administrator is reported for a testing irregularity, impropriety, or breach?

Is there a maximum group size for remote proctoring?
Max of 10
Are students required to use a secure browser for testing?
Yes, all student devices used during testing are required to have the Secure Browser or the mobile or kiosk app installed for summative testing.

Key Remote Proctoring Policy Questions
Question AnswerCan a Test Administrator administer a remote and in-person testing session simultaneously?
It is not recommended for summative testing since monitoring both environments would be very challenging
Can students located in person be administered tests with the remote indicator “on”, using the remote administration tool?
No. The CSDE will be closely tracking where the students are taking the testing for reporting purposes. Simply put, in-person students should be administered tests in the traditional manner.
Does anything need to be activated in TIDE for students to be able to access a remote assessment?
Yes, students must have the Remote Proctoring indicator set to YES in TIDE.
How can the teacher share session IDs and student SASIDs in a secure manner?
Student SASIDs should not be shared via email or text. However, the proctor may use a secure school conference platform such as Google Classroom to post student SASIDs to the individual student. The session ID is not secure, so that information can be shared via email or text at the time of testing.
