Job Summary: Background The post has been established as part of the new integrated PMO which will oversee all major Trust change programmes which are clearly aligned to the Trust’s five Strategic Objectives. This PMO will be accountable to a Strategic Delivery Board and reports progress on strategic programme delivery to the Trust Board. The governing body of the integrated PMO will be the Strategic Delivery Board which will have oversight of the delivery of all the Trust’s programmes and projects.

It will provide an appropriate forum for the Trust to engage with stakeholder partners on the delivery of strategic programmes and projects.

It will ensure that projects remain clearly aligned to the delivery of the Trust’s five strategic objectives and that clear and robust governance arrangements are in place for these projects.

It will review and consider the key risks to delivery of projects and the identified mitigating actions.

It will be responsible for reporting into the Board on the overall progress on key projects.

The PMO will integrate the existing Clinical (QIP) and cost saving programmes and align other Trust projects and programmes, including the emerging Clinical Transformation programme. The core delivery team for the integrated Programme Management Office (PMO) will be:

Manage the PMO.

Assist Transformation Programme Managers to deliver actions on time.

Manage project interdependencies.

Track, highlight and resolve programme issues and risks.

Manage sponsorship and support for the programme.

Project manage completion of all relevant PMO documentation.

Report on progress and issues to the Strategic Delivery Board. Job Purpose The post will be responsible for and will support Programme Management, Project Management and associated Performance Management processes and outputs to implement business change plans. In this way, the post holder orchestrates development, implementation and monitoring of corporate strategy through line management of the PMO, actively supporting and working with individual directors and management teams on the development of their change plans and cross-functional corporate change programmes and the planning, execution and performance management of these.

An overview of the governance arrangements for the Clinical (QIP) programme is shown below, with the Clinical (QIP) Programme Director (and team) managing all underlying programmes and projects with input from finance, clinical, HR and communications, as required. The Clinical (QIP) Programme Director reports directly into a Steering Group, which is overseen by the Medical Director.

1. The post holder is responsible for supporting patient and client care through:

a. Providing specialised advice to the executive team and senior managers on programme management and project management and associated performance management to develop the strategic direction of the Trust and its implementation, specifically in regard to the constituent change programmes that comprise the Trust’s Clinical Transformation Programme and annual Service Plan and Budget;

b. Preparing and maintaining the component change programmes which comprise the overall Trust transformation programme to develop and enhance the range of services and level of care provided by the Trust as a whole to patients. This includes orchestrating the annual scoping and budget setting process for these programmes to define the funded project portfolio;

c. Advising executive Senior Responsible Owners, programme boards and the wider senior management group on progress and any potential issues that may adversely affect the change programmes or threaten their delivery;

d. Line management of all the specialist professional staff within the PMO to ensure that projects and business changes in corporate programmes and action plans deliver enhanced service and care to patients and business benefits;

e. Ensuring that the requirements of Clinical Governance and the NHS Core and Developmental Standards For Better Health are reflected in service and programme plans and progress performance managed on an ongoing basis.

2. Developing and implementing policy and service improvement by:

a. Designing, documenting and implementing the programme management processes and

policies for implementation across the Trust in the context of NHS requirements;

b. Working with executive Senior Responsible Owners, organise and lead regular programme

boards and workshops involving Trust executives, other senior managers and staff and those

from wider NHS/stakeholder groups where appropriate (e.g. commissioners and patients

representatives);

c. Preparing and maintaining programme and other change plans and Master Project Schedule

to execute the strategic direction of the Trust and co-ordinate change and service

improvement activities across it in alignment with resource availability and project

dependency, ensuring each programme element (project and business change):

i. Is adequately described and documented to include unambiguous statements on

what will be delivered;

ii. Is communicated to those who need or wish to know about it;

iii. Has a structure and management organisation around it that will lead to success.

d. Development of change programme Business Cases;

e. Design, develop and operate the risk management, issue management, interdependency

management and other processes for change programmes in accordance with LAS policies,

instigate mitigation plans and actions to remove or minimise the impact of risks and issues

arising and inform Senior Responsible Owners, programme boards, the executive team and

Trust Board of material risks or issues that they should know about;

f. Design, develop and operate performance management processes in regard to the progress,

quality and costs of change programmes, informing Senior Responsible Owners, programme

boards, Executive and Trust Board of material deviations/matters they should know about;

g. Lead responsibility for stakeholder engagement, in one to one and group situations, to

obtain buy-in so as to address resistance and barriers to change, including the holding of

consultation events for staff, patients, the public or other;

h. Monitoring events, both internal and external, that may cause the Trust to adjust its change

programmes and ensure programme elements are effectively co-ordinated with each other;

i. Contribute to the change programme evaluation audits and reviews liaising with the Audit

Commission, Internal Auditors and the Governance Unit;

j. Designing, documenting and implementing the project management processes and policies

for implementation across the Trust in the context of NHS requirements;

k. Leading PMO involvement in construction and maintenance of change programmes’ Master

Project Schedule, identifying and establishing interaction between projects and seeking the

necessary co-operation to ensure effective implementation (including identification of

resource constraints and the need for prioritisation);

l. Working with executive Senior Responsible Owners, organise and lead regular project

boards and workshops involving Trust executives, other senior managers and staff and those

from wider NHS;

m. Ensuring that change programme projects meet the funding, project initiation and closure

requirements specified in the authorities to proceed so that benefits can be tracked from

project creation to realisation, maintaining a register for all change programme projects of

the nature and location of documentation required for audit purposes;

n. Pro-actively leading or supporting projects boards, project managers and management in

their delivery of projects/initiatives to ensure a consistent approach across change

programmes;

o. Ensuring mechanisms are in place to learn lessons arising from project implementation and

disseminate these to appropriate people in the organisation;

p. Direct the PMO to ensure successful change programme delivery by making a direct link

between the strategic direction of the Trust, the effective control of resources and

management of risks and issues affecting the change programme.

3. Responsible for financial and physical resourcing covering:

a. Orchestrating budget setting for the various different cross-functional change programmes

within the Trust with scoping undertaken and budget plans prepared for approval on an

annual basis

b. Managing resources within agreed financial budgets for Planning and PMO, taking corrective

action where necessary;

c. Authorisation of purchases, financial payments and expenses for PMO staff from authorised

budgets;

4. Line management of the Programme and Change Management Office staff and support to other

LAS staff including:

a. Direct line management of the specialist professional staff in the PMO for PMO deliverables;

b. Promotion and development of positive working relationships with all staff, providing

direction and ensuring through staff appraisals and regular review discussions that staff

maintain professional standards through Personal Development Plans and Continuous

Professional Development receiving appropriate training to maintain their professional

career development.

c. Ensuring that staff operate in a safe working environment and that responsibilities regarding

Health and Safety legislation are fulfilled;

d. Providing professional supervision of PMO staff by operating performance, disciplinary and

other Trust policies;

e. The recruitment and selection of PMO staff according to Trust policies and providing

specialist support to recruitment activity in other departments for staff involved in change

management;

f. Building capability and capacity in change management through mentoring those in other

departments and working closely with Learning and Development department.

5. Management of Trust information with regard to:

a. Development and operation of information systems used by Senior Responsible Owners,

programme boards, Executive and Trust Board as the primary tools for reviewing delivery of

the Trust-wide change programmes;

b. Development and management of information systems relating to programme and project

documentation;

c. Development and ongoing operation of the information system used by the Senior

Management Group to manage progress in delivering the Strategic, programme and other

change plans e.g. Benefits Realisation;
