Subject :- Permanent recognition to the Diploma in Electronics and Telecommunication Engineering (DIPIETE - ETE) run by the institution of Electronics and Telecommunication Engineers, New Delhi
Sir,
I am directed to inform that the issue of permanent recognition was discussed by the High Level Committee in its 9th meeting held on 16.11.2005. While giving the approval to the permanent recognition to the course namely, Diploma in Electronics and Telecommunication Engineering run by IETE, the Committee took the policy decision as under :- "Henceforth the recognition to the courses, granted by the High Level Committee shall be permanent till it its withdrawn either due to deficiencies identified by AICTE or the genuine complaints received against the Institution."
The Institution is required to put all the details about their educational activities on the website of the All India Council for Technical Education in the format prescribed for the purpose. AICTE can conduct a random review of the coursed run by the Institutes to ascertain the standard and level.
The relevant extract from the GATE information brochure for eligibility of AMIETE for appearing in GATE (Graduated Aptitude Test in Engineering) which is the qualifying examination for admission to Master's degree course in Engineering and Technology conducted by the IIT's and the Indian Institute of Science is given below.
"Those who have comleted AMIETE or any other equivalent examinations recognized by the Union Public Service Commission for the purpose of exployment are eligible to appear for this stream."
In 1994 GATE authorities have declared that AMIETE students who complete complete Sec A can also appear for the GATE Examn. from 1995.

NOTIFICATION
No. F.23 -2/2001 - TS.III. The Institute of Mechanical Engineers (India), Mumbai has been
running section A & B of Association Membership course, equivalent to Degree in mechanical
Engineering since 1976, vide this ministry, equivalent to Degree in Mechanical Engineering since
1976, vide this ministry's letter No. F.18 -31/71-T.2 dated 28.05.1976 and Part I & II of Technician
Engineers (T), equivalent to Diploma in Mechanical Engineering from a State Polytechnic, since
1989, vide this Ministry's letter No. F.1-5/87/T.7/T.13 dated 11.07.1988. In the year 2002, while
withdrawing the recognition of these courses, Government of India allowed the IME (India),
Mumbai to approach this ministry for recognition of their Diploma /Degree courses only after the
removal of all the deficlencies pointed out by AICTE. Accordingly, the above Institute submitted a
request along with the requisite material for review and consideration of this Department. This
Department got the material re-Examined by AICTE. AICTE, through its Expert Committee re-
examined both the course and submitted its recommendations with revision of syllabus for both the
courses.
The High Level Committee for recognition of educational qualification considered the the
matter in its meeting held on 16.10.2006 and on its recommendations, Government of India has
decided the following.
(i) The recognition of the courses run by IME, Mumbai may by restored with effect from
16.10.2006. With this recognition IME will run the courses based on New syllabus approved by All
India Council for Technical Education (AICTE). As per

The approval, the Technician Engineers courses Part I & Ii (Deploma Level) will have 22 papers in
place of existing 14 papers and Dgree level course of Section A & B of Associate Membership will
include 24 papers in place of 11 papers at present. In addition to this, there will be nine elective
subjects. After completing theory papers, students will have to undergo at least 3 months mandatory
apprenticeship / practical training/project report at an All India Council for Technical Education
proved Polytechnic for Part I & II of Technician Engineers Course for award of Certificate
equivalent to Diploma in Mechanical Engineering and the Apprenticeship/Practical training of the
same duration in AICTE approved Degree Colleges for award of Certificate equivalent to bachelor
Degree in Mechanical Engineering for Section A & B of Assoicate Membership Course.
(iii) The students who were registered prior to 10.06.2002 for part I & II of Technician
Engineers (Diploma level) and section A & B of Associate Membership course (Degree Level) will
be allowed to complete the courses with pre-revised syllabus till the next scheduled examination, to
be held in december 2006. Their Degree / Diploma will be recognized for employment in Central
Government Those who do not complete their courses by that time (December 2006), will have to
follow the revised syllabus.

No admission test is conducted
The admissions are done on the following basis :
Under this procedure admission is given on the basis of percentage of marks of Class XII. The application forms received duly completed are first screened & a merit list is prepared. The list is displayed on the notice board of the institute & admission letters / call letters are sent to the candidates regarding the date of admission on their postal address.
Direct admission under the management quota. These admission are done on the basis of the previous academic record of the candidate. They are done on the formula of first come first serve basis, no admission list is made and no call letter are sent for direct admissions.
There is No donation or Extra fees for Direct Admission. Fees for both (Admission on Merit or Direct Admission) is the same.
The medium of instructions in this institute is English, the difficulties can; however, be explained in Hindi.
All the Examination are conducted by the different Govt. of India approved bodies like Aeronautical Society of India, New Delhi & institution of Electronic & Telecommunication (IETE), New Delhi, Institution of Mechanical Engineers (IME), Mumbai. These exams/ degrees/ diplomas/syllabus are recognized by AICTE / UPSC / Ministry of HRD / Ministry of Education/Ministry of Science Technology, Govt. of India. The minimum qualification for admission to this part is intermediate with Science (Physics, Chemistry, Maths) or 10+2 with PCM (Mm. 50% in each) or Diploma in Engineering (Three year) or Airman of the Indian Air Force in Group-I of certain trades i.e. Fitter (Air Frame), Fitter Engine, Electrician, Radar Mechanic & Instrument Repairer.

In addition candidates who possess a degree in Engineering are also eligible but they have to apply for subject 'Introductions to Aeronautics' of section A also, without which they will not be allowed to take up the section B exam. Candidates have to choose one of the 4 streams. There are 7 subjects in each stream.

The Aeronautical Society of India organizes practical training of 4 to 6 months duration on No Cost, No Payment basis is Hindustan Aeronautics Ltd., Air India, Indian Air Lines, Pawan Hans etc. This training is not compulsory for issue of certificates to those who have completed sectionA& B examinations and passed.

The Aeronautical Society of India will issue completion certificates along with marks sheets to successful candidates who complete section A & B.
SCOPE & PROSPECTS
Candidates who successfully complete section A and section B of the Associate Membership Examination conducted by the Aeronautical Society of India are treated at par with those holding a degree in aeronatiutical to superior posts and services under the Central Government. Students who have completed this course have been successful in the Graduate Aptitude Test in Engineering (GATE). A number of them after completing M. Tech, have gone for further studies. Some of the universities in India and abroad admit these students for higher studies. Those who have successfully completed section A & B examination of Aeronautical Society of India are occupying responsible posts in Hindustan Aeronautics Ltd. Indian Air Lines, Air India, Pawan Hans, Defense Research and Development Laboratories, Civil aviation's department, ONGC, Indian Air force, Army, Navy and many other reputed establishments.

RECOGNITION
The IETE conducts the Graduateship Examination in Electronics and Telecommunication Engineering and Computer Science & Engineering (AMIETE Examination), a pass in which is recognised as equivalent to an Engineering Degree by the Union Public Service Commission, Govt. of India, several State Govemments,Universitites/ Institutions. This qualification further enables a candidate to appear for GATE for postgraduate studies in India. AMIETE standard has been evaluated by the World Education Service; a New York based Educational Credential Evaluators, who have declared that it is equivalent to a Bachelors Degree in Electronics and Telecommunication Engineering in the United States. Many graduates from this Institution have already got admission in postgraduate courses (MS) in USA. The IBTE also conducts postgraduate level course in Computer Engineering, ALCCS (Advanced Level Course in Computer Science) which is also recognised by the Ministry of URD, Govt. of India, as equivalent to M. Tech in Computer Science. IETE conducts Diploma Level Examination in Electronics, which is also recognised by the Ministry of HRD, Govt. of India. Thus IETE conducts all the three levels of Examinations, Diploma, Graduate and Postgraduate levels, to help the Nation to build up its technical manpower at all levels, which is the need of the hour.
To spread it's many fold technical activities in all the regions of the country. IETE has established so far 40 Centres spread all over the country including a centre abroad. The initial joining can be at entry level with salary of around 10-15K per month or as an Management Trainee with 20K as a stipend after the training is done they can work as a managers with handsome amount of salary. if they join as entry level, they have to start from initial stage with basic salary and within a year or so (according to the work performance) the employee may get promoted to supervisory level with an increment in their salary.

Starting Salary: Initially, the salary structure is around 20 k but soon it can reach up to 35 k after certain promotions. Sea cargo transportation takes 99% of the world cargo market and leaves about 1% only (by weight) for the air transportation industry. The recent boom in the global economy has driven the sea freight market high and the order books of most of the world's shipyards are full through the next 5 years. There are 70,000 ships plying across the oceans, and numbers are expected to increase very fast. Each ship requires a Captain and three navigating officers. With the growing demand for new ships, there is expected to be a shortage of officers globally. Our course leads the students through a structured training program preparing them for their first professional career as Rating.
A career in the Shipping Industry offers the chance of a unique and adventurous lifestyle packed with exciting career prospects. With the ocean as your backdrop and the most advanced and sophisticated ships in the world as your workplace, there really is nothing to compare with a life at sea.
The Merchant Navy offers a career like no other. Not only does it offer excellent remuneration and promotional opportunities, but also tremendous scope for adventure and travel. The Merchant Navy is a non-combatant commercial fleet, which deals with transporting cargo and, occasionally, passengers, by sea. The Merchant Navy fleet includes cargo ships, container ships, barge carrying ships, tankers, bulk carriers, refrigerator ships, passenger ships as well as roll off/roll on ships.
The commercial purpose of the fleet offers lucrative openings for engineers and navigators and catering & hospitality staff worldwide. Among all developing countries, India ranks as one of the countries having the largest merchant shipping fleets. Therefore, there is enough scope for employment in Indian as well as foreign ships. On successful completion of training at pre-sea and post-sea training institutes the candidates are eligible to take up jobs on board Indian/foreign vessels.
India has had a long maritime tradition and is the 20th largest maritime country in the world. The single largest contributing factor to this glorious tradition is the presence of a strong, dedicated, efficient and reliable reservoir of officers and ratings of the Merchant Navy in India. The ever- increasing demand of Indian seafarers worldwide is a testament of the quality of education and training received in India. However, of late, India has been facing a stiff challenge to her position in this regard from countries like Philippines, China and Bangladesh. Hence there is a need to further upgrade our training capacity and capabilities so that India stays ahead of the other nations in this sector and is able to meet the projected global shortage of 27,000 officers by the year 2015. There is also a need to augment the share of India in the world maritime manpower fleet from the present level of around 6% to at least 20%. Further, the 29% share of Organization for Economic Cooperation and Development (OECD) countries is dwindling rapidly due to lack of interest of their youth in this career and this presents an opportunity that we should exploit to our advantage.
Merchant Navy is the backbone of international trade, carrying cargo across the globe. Without the merchant navy, much of the import-export business would grind to a halt. Therefore, trained personnel are required for various departments of the ship and this widens the scope for employment in this field. Qualification as a merchant navy officer can lead to opportunities throughout. Since the marine sector is growing, there are strong prospects for work. The merchant navy provides a range of career paths, with opportunities at sea and onshore. Following are the career options in merchant navy:
Deck Officer- The officers from this branch primarily look after the ships navigation, loading/unloading of cargo and the general maintenance and administration of the ship. The captain or the master of the ship is in-charge of the ship. He is not only responsible for the safe navigation of the vessel but also for the discipline on the ship and safety of passengers, crew and the cargo. He must ensure the observance of national and international codes of conduct guiding sea transportation. The captain of the ship is further assisted by first mate, second mate and third mates.
The First Mate / Chief officer is the right-hand man to the Captain; the second in-command. He overseers all the cargo planning, assists during navigation, allocates duties and works for the maintenance and upkeep of the ship to the Deck Cadets and deck crew, ensures that discipline and orders are maintained.

The Second Mate / Second officer, assistant to the First Mate is in-charge of checking all mails and keeping the navigational equipment and charts in good condition and also assists in navigational watches at sea and cargo watches at port.
The Third Mate / Third officer is responsible for keeping safety equipments -the lifeboats, firefighting and signaling equipment in top condition; acts in the capacity of signal officer and assists with cargo work.
Engineering Officer - These are the officers who are qualified in Marine Engineering. They join as 4th Engineer and step by step, get promoted to 3rd, 2nd and Chief Engineer, subject to their passing the competency exams and performance onboard the ship. The Engineering department in addition to looking after the main engines, are also responsible for associated equipment like power generation equipment, cargo pumps and air - conditioning etc.
Ratings - There are three kinds of ratings - deck, engine room and catering. Deck rating is responsible for cargo handling, mooring/ unmooring and general maintenance of the ship. Similarly the engine room ratings assist the engineering officers in maintenance and operation of engines and associated equipment. The catering crew consists of Steward / Cooks and as the name suggests, they look after the catering and the house keeping of officers' cabin.
The starting salary varies between Rs 15,000 to Rs 20,000 a month. A person gets a variety of benefits such as free food, accommodation, paid leave, two-way free passage and facilities for families. In other words, the salary can be saved totally while one is on ship. The perquisites include bonus, holiday travel and other annual benefits. Foreign companies pay higher, and a starting salary of $ 1,500 to $ 2,500 can be expected.
Eligibility:
10 + 2 with Physics, Chemistry, and Mathematics with minimum 50% marks in PCM
B.Sc. Graduates with 50% marks in the final year.
Minimum 50% marks in English at 10 + 2 or 10th level is must.
No entrance examination for admission to these courses, admissions are open on "Personal Interview Basis".
