4. President’s Remarks: Gail

Brian attended the Jan. 13th Wentworth Council Meeting and reported that: - There will be a public consultation over the roads situation. - Council is planning to re-establish the spring but it will depend on water flow due to climatic

conditions, etc. - The situation on Giles Road will be taken care of with 20 “No Parking “ signs and property

owners reporting unauthorized vehicles to the SQ. Guy suggested that the booklet feature an acknowledgement to Peter Rosenbloom for his time and work to help keep the spring open.

Treasurer’s Report: Brian

Preliminary closure $7183 – membership, fish fund and donations are down compared to last year.

5. Vice President: Guy Guy gave a short report on “Domaine Nouvelle France”. This is an organization for all types of recreation in the Wentworth North area and is being supported by the Wentworth North Council. 6. Water Testing: Ted Ted will write a short report on “alternate septic systems” for the booklet. Dany Boudrias’ report on the McIntyre Creek assessment will be included in the booklet.

7. Environment: Jane July 12th is Environment Day. Yvon Bellefleur has agreed to participate in an Adult Panel Discussion on shoreline planting on that day. Jane suggested that perhaps the Magic School Bus videos could be used on movie night at the Club for the younger children. Discussion about environment signs (containing short, catchy phrases) for the signboard at Cleary’s corner. All agreed that money be invested in bilingual reusable signs that can be rotated and shared with Black Bay.

8. Boat Safety: Gail will ask Geoff to write an article for the booklet. MOTION: Brian moved that the LLPOA Directors support “boat safety” through the educational process, seconded by Reg. Carried. 9. 2003 Booklet: Brian for Barbara Barbara will edit all articles. Ted suggested using David Suzuki’s website and articles from “Cottage Life” for booklet material. 10. Distribution: Sue Sue thanked Jay for hand delivering so many Christmas letters. Distribution for the booklets will be organized at the Rec Hall. Only full time residents will receive hand delivered books.

11. Planting: Gail will ask Lawrence Irany for an article on “Shoreline Planting” for the booklet. 12. Neighborhood Watch: Reg Reg briefly described the break-ins at Gordon’s, McMahon’s, Chase’s and McAlear’s. Many commented on the Police being more visible on the lake roads. 13. Fish: n/a

14. Other Business MOTION: Brian moved that the secretary send copies of the minutes only to the Directors. However, the Directors may forward copies to any outside requests. This motion was seconded by Ted. Carried. It is time to move ahead with the new signboard at the spring. Brian will call Jay to get the process started. Next meeting – Sat. MINUTES OF THE LLPOA DIRECTOR’S MEETING – March 15, 2003 held at the Turnbull’s – 20 Moseley Rd Present: Jean and Reg Beers, Sue Bomok, Jay Brothers, Guy Deneault, Jane Nelson, Brian and Gail Turnbull

1. Call to Order: 9:40 2. Approval of Agenda: Approved by Jane, seconded by Sue. Carried. 3. Approval of Minutes of Jan. 18th: Approved by Brian seconded by Reg. Carried 4. President’s Remarks: Gail Mayor Marcel Raymond has resigned effective Feb. 28th. This will result in a by-election on June 15th in addition to the regular Municipal Election in Nov. This is costly for the taxpayers. The survey for the spring has arrived. The next step is for the Council Committee to meet with the Min. of the Environment.

Debbie Tylee will be publishing a neighborhood bulletin (semi-monthly) starting in May. Advertising costs are: $5 for ½ page. Discussion followed re: amount of space to buy, topics to include and who should be the main contact person. MOTION: Brian moved that we purchase 1 page per issue ($20 /mon.). Our info will be bilingual and cover such topics as: upcoming dates and events, fishing, neighborhood watch, environment issues, water testing, water safety and shoreline planting. Jay seconded. Carried. Brian agreed to be the contact person and all directors are responsible for submitting info for the bulletin. Geoff Thomas has resigned as a director due to personal reasons.

5. Treasurer’s Report: Brian No change from Jan. - $7183. Budget requests are needed if there is a change (either more or less amounts) compared to last year.

6. Vice President: Guy Guy will contact Philip Menard re: becoming a director. Following along that thought Sue will talk to Carol Lefebvre and Jean will approach Lorraine Langlois. 7. Water Testing: Brian reporting Dany’s study on McIntyre Creek is complete and submitted. The focus for 2003 will be water testing. Dany will be attending the next director’s meeting.

8. Environment: Jane Jane has offered to be the “sign person”. She will purchase the signs, put them up at Cleary’s corner and deliver same to Guy for Black Bay. Sign info will be decided at the POA meetings. 9. Water Safety: Brian will check to see if an article has been submitted for the booklet. 10. 2003 Booklet: Barbara

The booklet should be ready for copying by the end of March/early April. Gail will verify copying plans with George Anderson. Jane suggested a calendar of events be included.

11. Distribution: Sue Target date for the booklet is the May 24th weekend. Both the booklet and the spring newsletter will contain application forms. 12. Planting:

Brian suggested selling trees on Environment Day. Jane will talk to Yvon re: Brian’s suggestion. Gail will call Lawrence to discuss fall planting

13. Neighborhood Watch: Reg Nothing to report at this time. 14. Fish Stocking: Jay The Ministry report expected in April will indicate if our lake needs fish stocking. Perhaps the next stocking will be fall ’04. Item carried forward for later discussion.

• Spring update – a sample will be sent to the Ministry. • In lieu of the upcoming election, there was no council meeting in June. • Bill and Barbara Smith are concerned about the safety, etc. of a newly built rock wall in Black

Bay. They will be sending a letter to the Ministry of the Environment. Guy will give them a visit. • Gail showed a sample of the new magazine “Cabin Life”. Should the LLPOA subscribe? C/F • All entries in the Wentworth Bulletin MUST be bilingual. (not bilingual in the 3rd issue)

5. Treasurer’s Report: Brian • Finances are in good shape. • So far, 160 have joined compared to 97 a month ago.

6. Vice President: Guy

• No report.

7. Water Testing: Ted • Dany’s presentation was a summary of the McIntyre Creek Report, which can be found in the

2003 LLPOA Booklet. This project needs to be kept small and worked at gradually. A permit is needed from the Min. of the Environment and permission from the landowners. Dany suggested that he and some volunteers go up the creek and design a plan and schedule for this project. Jay, Ted and Guy volunteered. Ted stressed the importance of educating the residents. NOTE : This project has not been put to motion by the POA Directors.

• Ted will submit water-testing costs for the budget.

9. Water Safety: Jay • There was a meeting with Cst. Tardiff. The police realize there is a “big boat” problem on the

lake. The number of police visits will be increased this summer compared to previous summers.

10. 2003 Booklet: Barbara • “Congratulations” to Barb for a job “well done” • All books have not been distributed. …thanks to those little black pests.

11. Distribution: Sue • Good feedback on the inserts. • Brian has updated membership lists available.

12. Planting: • September 20.

13. Neighborhood Watch: Reg • Bill Lipscomb reported 3 break ins in Black Bay. Reg and Guy could not find out any details

about these activities.

14. Fish Stocking: Jay • $328 was collected at the Fishing Tournament yesterday, June 7th.

15. Other Business: • Gail asked if all directors are still on board for next year. No “nays” could be heard. • The General Meeting is July 6th and all directors are asked to present a small report. • Gail will look after getting a permit for the signboard. • Next meeting – Sat. August 23rd at Turnbull’s – 20 Moseley Road.

MINUTES OF THE LLPOA DIRECTOR’S MEETING – Sept. 14, 2003 held at the Turnbull’s – 20 Moseley Rd. Present: Reg and Jean Beers, Sue Bomok, Guy Deneault, Jane Nelson, Barbara Scales, Brian and Gail Turnbull Visitor: Lawrence Irany 1. Call to Order: 1:13 Gail welcomed property owner Lawrence Irany 2. Approval of Agenda: Approved by Brian, seconded by Guy. Carried. 3. Approval of Minutes of Aug. 23rd: Approved by Barbara, seconded by Jane. Carried. 4. President’s Remarks: Gail Sept. 6th public meeting – approximately 100 attended. Following the report from Daniel Arbour & Associes, representatives from associations and a few individuals spoke about different issues. The new deadline for by-law input is Oct. 17th. 5. Treasurer’s Report: Brian (see attached sheet on “Membership Stats”. The membership total is 248. The books for ’01 and ’02 have been reviewed. 6. Municipal Bylaws Committee: Jane Discussion re: Dany Boudrias’ 1997 study of the Lake Louisa drainage basin – in particular, the McIntyre Creek area. Jane made 3 recommendations – 1. All areas in the drainage basin of Lake Louisa are made VI Zones. (This would change the zone around McIntyre’s Creek.) 2. Follow FAPEL’s recommendation of no fertilizers in the rive area and in addition, request no fertilizers within 300 m. of the shoreline. 3. Zone Ru 9 is made a natural preserve or heritage site. At the moment there is little tourism in Wentworth and this proposal might be favoured by the government. All were in agreement with the above. Lawrence offered to contact several associations, the government, plus anyone else to help promote #3. The POA sub-committee will meet and prepare a new set of recommendations to be submitted to Council by Oct. 17th. Brian gave “congrats” to the sub-committee for all their efforts and time. All agreed. 7. Dany’s Work for 2003: Ted Water testing is still on going. Guy reported the results of a water test that he had done at his residence in Black Bay. These results were very satisfactory.

8. Dry Hydrants: The cost of each hydrant is approximately $1500. Reg suggested the POA purchase one hydrant. Brian followed up with the idea of the POA joining with the firemen to help raise funds to purchase a second hydrant. MOTION: Brian moved that the POA pay for one hydrant and work with the fire department to raise funds for a second hydrant. Seconded by Barbara. Carried. Brian offered to meet and discuss this item with Fire Chief Ed Kasprzyk. 9. Planting: Lawrence reported 20 residences have requested planting. Planting Day is Sept. 20th at 9:30. Sue, Jane, Barb and Guy have volunteered to help. A resident on Indian Lake has offered free “sweet gale” plants. Lawrence, Jane and Barb plan to visit and take advantage of this offer. Brian mentioned that the planting program could use a boost of some kind. All agreed. This subject will be further discussed for next year’s planting program. 10. Other Business: The signboard at the spring belongs to the POA; the Municipal board when completed will be locked. Brian informed the directors that a new printer is needed for next year’s booklet. We should start checking now for a printer and prices. (No. of books needed: 325 English, 150 French). Reg will check with George MacDonald and Bill Ott. Further discussion on boat safety. Jay is liasing with the SQ in relation to the boating safety issues. Guy suggested that, like the snowmobile trails, a system for marshalling boat safety might be an option. MINUTES OF THE LLPOA DIRECTOR’S MEETING – Nov. 22, 2003 held at the Beers’ – 319 Lake Louisa N. Present: Reg and Jean Beers, Sue Bomok, Jay Brothers, Guy Deneault, Ted Murray, Jane Nelson, Barbara Scales and Brian Turnbull. Visitor: Lawrence Irany 1. Call to Order: 9:40 – Due to the absence of Gail, Guy chaired the meeting. 2. Approval of Agenda: Approved by Sue, seconded by Jane. Carried. 3. Approval of Minutes of Sept. 14th: Approved by Jane, seconded by Reg. Carried. 4. President’s Remarks: Brian outlined Gail’s report. At the mention of the e-mail from Herb Montgomery (re: the POA’s lack of communication and the issues on boat safety) the Directors went into a 75-minute discussion mainly covering each member’s perspective on the POA’s direction and mandate. At the end of this discussion, after many ideas and thoughts had been put forth it was unanimously agreed that this discussion needs to be continued at a later date. 5. Treasurer’s Report: Brian (see attached sheet on “Membership Stats”. The balance is approximately $5000. There has been no further discussion between Brian and the Fire Chief concerning the purchase by the POA of a “dry hydrant”. 6. Municipal Bylaws Committee: Jane Jane gave a brief description of the NALMS Conference that she recently attended. Their main focus is to start at the grass roots and work up using areas of “education and awareness”. (ex. Identify the issue, train people to work on that particular issue and then present possible solutions to the public.) The POA by-law sub-committee has submitted a 2nd recommendation report. It refers to the 1990 report that shows a map of the complete drainage basin for Lake Louisa. This 2nd report is requesting protection for the entire basin. Once again it has been noted that the MRC is pushing for Tourism in this area. 7. Dany’s Work for 2003: Ted Testing is complete and the report will be ready shortly (hopefully). The amount of $1200 has already been designated for this year’s testing. Dany has suggested he and volunteers work together in a project to improve the situation at Hibbert’s location. 8. Fishing/Boat Safety: Jay In 2 weeks 4,000 grey trout will be added to the lake. Splake are not allowed (must apply for permission). Nothing new in the area of boat safety legislation. Sonia Deguire has replaced Gaetan Tardiff with the QPF. 9. Fall 2003 Planting: Lawrence Approximately 17 properties received new plants (total 1200). Lawrence suggested planting be done in the spring (May 9th). Brian recommended larger plants be used. These cost around $3 each. A new information sheet describing these plants will be printed. 10. Booklet 2004: Barbara Reg mentioned that George McDonald and Bill Ott suggested that printing would be too expensive for the number of copies needed and recommended Bureau En Gros would be more economical. MRC Graphics quoted $2600 to print and bind. Sue will check Bureau En Gros for a cost. Discussion on the booklet. Barbara suggested the booklet needs to be “cleaned up”; get rid of the “fluff” and concentrate on the major issues. (shoreline restoration, water safety and lake survival). All agreed. Also, the booklet should be ready for distribution in early April and contain the spring newsletter, membership forms AND a self-addressed envelope. Barb has requested a sub committee for the booklet – Jane, Ted and Lawrence have agreed to help her. (Barb specifically requested Lawrence’s input). 11. Other Business: Sue will speak to Carol Lefebvre and Guy will approach Philip Menard re: becoming POA Directors. Al Duguid is a suggested name for the profile. Reg reported that John Kemp has beaver traps set at the end of Lake Louisa North Rd. Jane mentioned that the signboard at Cleary’s corner needs repair. Next meeting – Tuesday, Dec. 30th at Barb’s – 111 Ch. Seale - 2 p.m. followed by a “pot luck” get-together (to be organized at a closer date) 11. MINUTES OF THE LLPOA DIRECTOR’S MEETING – Dec. 30, 2003 held at the Scales – 111 Seale Road. Present: Reg and Jean Beers, Jay Brothers, Guy Deneault, Jane Nelson, Barbara Scales, Brian and Gail Turnbull Visitor: Lawrence Irany 1. Call to Order: 2:26 2. Approval of Agenda: Approved by Jane, seconded by Jay. Carried. 3. Approval of Minutes of Nov. 22nd: Approved by Brian, seconded by Reg. Carried. 4. President’s Remarks: Gail Gail reported that Karl Wockner has resigned from Council. The spring is still an issue especially with the recent amount of rain (small amount of coliform showing in tests). 5. Treasurer’s Report: Brian (see attached sheet on “Membership Stats”. The membership total is 252. Balance in the account is $8090.76 (water testing still to be paid). Brian reported that George Anderson suggested a letter be written to him re: publishing the LLPOA Booklet. He will pass same on to his boss at Xerox. Gail will write the letter. Brian reminded the directors that there has been no response from the Council or Fire Chief regarding the purchase of a “dry hydrant” After discussion, Brian agreed to write a letter to Council, the Mayor and Fire Chief outlining once again the LLPOA’s offer to finance the installation of a dry hydrant. Since this is a major item in our budget an “answer by date” will be included in the letter. Upon completion of this project the Council will be paid. All agreed with this line of action. 6. Municipal Bylaws Committee: Jane Nothing to report – the idea of protecting the complete drainage basin has been readily accepted by the Provincial authorities. A CCU meeting is scheduled for early January. 7. Dany’s Work for 2003 – 04: Ted Still waiting for the water testing report and the bill. 8. Fish Stocking and Boat Safety: Jay Fish stocking will be done next fall. Jay is going to push for a new culvert to be installed at Hibbert’s. This will allow the smelt to spawn, which in turn gives food to the fish in our lake. 9. Planting: Lawrence Shoreline planting has been rescheduled for Sept. 11-12.

10. Booklet 2004: Barbara Initial discussion focused on septic systems as being the main theme for this year’s booklet. Brian disagreed. He would like to see more environmental issues included. After much discussion it was agreed that many environmental issues could be related to the septic system topic. It was decided the theme would be “Long-term Lake Survival” with the emphasis on septic systems and their environmental impact. MOTION: Jay moved the theme for this year’s booklet is “Long-term Lake Survival”, Guy seconded. Carried. Jane volunteered to check for new info regarding septic systems. (new technology, current by laws, etc.) Barb outlined ideas for the booklet that would fall in line with the current theme. She also suggested that a “hard hitting provocative” survey sheet be included with the booklet in an effort to learn what the residents want from the POA for their lake. The sub-committee (Barbara, Ted, Jane and Lawrence will be meeting shortly to decide on suitable topics. The deadline for the articles is the end of February. 11. Other Business: Reg reported that 2 beaver traps had been stolen at the end of LLN Rd. Jay will change the plastic and paint the signboard at Cleary’s corner. Jane will get the new signs. Jay and Jane volunteered to finish the signboard at the spring. (put up a 6 inch LLPOA sign for identification and buy handles for the doors) Guy will invite Philip Menard to our next meeting. As a show of appreciation, Gail presented Lawrence with a picture of him taken the day of the fall planting.
