Andy Barbee headed up the team of consultants who advised Alabama leaders on the sweeping prison reform legislation that passed the Legislature this year. Though implementation of those reforms — and the impact on counties — is contingent on funding, he is well-positioned to provide details about how reforms will work and the reasoning behind various provisions.

Having been at the center of the Legislature’s most recent negotiations about gun laws, Representative England brings keen insights about the gun-related issues likely to dominate the 2016 Regular Session, especially the prospects of changes to pistol permit requirements.

Each spring counties receive a distribution from the Alabama Trust Fund, but those payments have been reduced with the removal of almost $600 million to help prop up the ailing state General Fund Bud-get. With the announcement of the settlement in the litigation from the BP oil tragedy, the Alabama Legislature has turned its attention to repaying this debt. State Treasure Young Boozer manages the Alabama Trust Fund and guided a complete overhaul of the fund’s investment procedures and polices during his first term. He will dissect any legisla-tion passed in 2015 and to look toward the future revenues counties can expect from the Alabama Trust Fund.

Economic development is a top priority for counties, and the secretary of commerce will explain 2015’s significant changes to economic development incentives. In addition to the recruitment tools in the Alabama Jobs Act, many rural counties will be eligible for additional incentives. Another new law created reinvestment incentives to encourage improvements at existing Alabama facilities.
