QOne of the major aims of the Road ConstructionAuthority in the ‘ 80s is to provide an efficientrural arterial road network. The 1988/89 roadprogram includes several multi-million dollarconstruction projects including the GisborneBypass, duplication works on the SouthGippsland and Calder Highways, and theBarwon River bridge at Geelong.

a population of more than 78,000. Naturally athriving city of this size must expect some ill effectsrelated to urban expansion. Traffic congestion in thestreets is one such problem area.

>Construction will commence in 1988 on Stage 1 ofthe Bypass of Ballarat which is expected to takeabout 4 years to complete. Hvvy -aX®/6The $38million bypass is considered a highpriorityproject in terms of Victoria’s economic and transportstrategies.

The bypass will also remove a lot of commuter trafficfrom the 20km Avenue of Honour west of Ballarat,a popular tourist attraction erected in 1920.

*stage two

An extension of stage one which will bypass theAvenue of Honour and the Airport to the north. Itwill travel from Gillies Street to rejoin the WesternHighway at the small pastoral town of Burrumbeet.

*stage three

A 10km single two way, two lane road will bypassthe business centre to the north fromWoodmans Hillon the east to Gillies Street in the northwest. Trafficwill then return to the Western Highway by theupgraded Ring Road link until Stage two iscompleted.

What it will mean for travellerson the Western Highway

The bypass of Ballarat will relieve congestion byremoving daily an estimated 6000 vehicles, including400 heavy trucks, from the city centre. These heavyvehicles have a detrimental effect on the roadsurfaces and therefore wear and tear on the localroads will be reduced.

Currently, motorists enjoy freeway conditions fromMelbourne to Ballarat. Construction for Stage one will involve the following:

• a major interchange at Woodmans Hill• freeway overpass at Daylesford Road• Lofven Street overpass• a staggered T-intersection at Swinglers Road• freeway overpass at Mildura railway line• a half diamond interchange at Midland Highway• a roundabout at Gillies Street, Ballarat

The duplication of stage one, from Woodmans Hillto Gillies Street, with a two lane carriageway.Workwill involve upgrading to freeway status withinterchanges, ramps and bridges.

The bypass will result in safer driving conditions andwill reduce travel time for those who are travellingbeyond Ballarat.

sfa LandscapingThe ProjectLandscape development along the freewayreservation will include:• special provision in alignment to avoid rareblackwood trees• building the carriageway to avoid disturbing naturalenvironment through the Nerrina district• provision of trees and shrubs to complementexisting local species and assist in erosion control.

The bypass is part of the extension to the WesternHighway/Freeway which forms part of the nationalhighway (route 8) between Melbourne and Adelaide.

it 5!».iThe bypass will travel to the north of Ballarat andwill be built in three stages. Initially, the bypass willbe constructed as a two way,two lane highway. Asecond carriageway will be built in the future toupgrade the highway to freeway status.
