    1 Introduction

    In the event of the ETFMS failure, a number of appropriate procedures have been put in place.

    Where it is not possible to re-establish ATFCM operations a procedural contingency plan will be activated. This is a phased operation, whereby FMPs will apply predetermined departure intervals to the main departure flows from major airports. The applied rates are based on a capacity reduction of 10% throughout the European ATM network. In this case AOs concerned may expect high delays.

    Flights departing from non-nominated airfields are not covered by the procedural contingency plan and ANSP FMPs should assess the volume of such traffic within their area of responsibility and adjust departure rates at non-contingency plan airports if necessary.

    The up to date ATFCM procedural contingency plan is always published in the contingency portlet of the NOP Portal, available for download by clicking on the link in the portal.

    It is important that FMPs and affected towers, download and save or print the plan when it is issued (twice a year) both to familiarise themselves with any changes and to ensure that the plan is available even if the NOP portal is u/s.

    Guidelines for the application of ATFCM measures in the event of ACC contingencies (partial and total reductions in service) are communicated by ANSP FMPs to the NMOC in accordance with the ATFCM Operations Manual (part of the Network Operations Handbook).

    1.1 Scope

    The purpose of this document is to provide operational guidelines to maintain traffic activity in case of ETFMS failure during the aeronautical season specified in the subtitle of the document and the heading in each page. These guidelines support the degraded situation until recovery of normal operations.

    2 ATFCM Procedural Contingency Arrangements

    The ATFCM Procedural Contingency Plan consists of four phases.

    – 1. Alert phase

    – 2. Activation phase

    – 3. Operational contingency phase

    – 4. Recovery phase

    In case of activation of the NM ATFCM Procedural Contingency Plan, in each phase the NMOC will publish flash messages. These messages will be published via AIM through AFTN and/or on the NOP Portal (Headline) News.

    2.1 Alert Phase

    Having been notified of an ETFMS system failure, the NMOC Operations Manager (OM) shall send a pre-formatted Alert Flash message advising FMPs, ATS units and AOs of the situation and to be prepared for the activation of the ATFCM Procedural Contingency Plan. This message will include a Provisional Contingency plan Start Time (PCST). The message will also indicate that each FMP is the focal point for obtaining more detailed information on the implementation of the plan.

    In the event of failure of the NM communication systems in Brussels, or in the event of an evacuation of the NM operations room, an identical Alert Flash message will be sent by a nominated remote unit, e.g. FP2 Brétigny. The remote unit will be notified by the OM.

    On receipt of the Alert Flash message FMPs and nominated ATC towers shall act in accordance with local procedures to ensure activation of the local plan.

    Note: FMPs may manage the contingency operation on behalf of ATC towers within their area of responsibility.

    Slot revisions requests will not be possible. During the alert phase the slot tolerance window (STW) shall therefore be extended to -5 to +20 minutes to ensure that as many flights as possible with CTOTs depart.

    Flights departing from nominated airfields, unable to depart within the extended window, should expect to be processed under the conditions of the operational contingency phase. Likewise, non-regulated flights shall adhere to their E/TTOT and departure tolerance window (DTW). Otherwise, they should expect to be processed under the conditions of the operational contingency phase.

    Flights departing from non-nominated airfields are not affected by the contingency plan should as far as possible respect their CTOT if regulated or E/TTOT if not regulated.

    2.2 Activation Phase

    If it is confirmed that the ETFMS system failure is likely to continue the OM will send a pre-formatted Activation Flash message ordering the activation of the ATFCM Procedural Contingency Plan.

    In accordance with local procedures FMPs and/or nominated ATC towers shall apply the ATFCM Procedural Contingency Plan. The Contingency plan Start Time (CST) shall be clearly specified in the Activation flash message. The CST shall normally be set at two hours following the failure of the ETFMS system.

    During the activation phase, towers shall continue to honour those Calculated Take Off Times (CTOTs) which fall within the period up to the CST. Flights that are not regulated shall adhere to their E/TTOTs up to the CST.

    The provisions of the alert phase with respect to the extended slot tolerance window (STW) will continue to apply. Where the application of the STW takes flights into the operational contingency phase the flights shall still be allowed to depart as long as they remain within the extended STW. Likewise, non-regulated flights shall adhere to their departure tolerance window (DTW), where its application takes flights into the operational contingency phase the flights shall still be allowed to depart as long as they remain within the DTW. Otherwise, they should be processed under the conditions of the operational contingency phase.

    Flights departing from non-nominated airfields are not affected by the contingency plan.

    Activation flash message:

    2.3 Operational Contingency Phase

    Nominated ATC towers and/or FMPs shall now commence operation of their corresponding departure rate. Any CTOTs that have been issued that fall within this period shall be ignored.

    Nominated ATC towers and/or FMPs shall depart flights in accordance with the departure rate relative to the ATFCM Procedural Contingency Plan below. The hourly departure rate should as far as possible be distributed equally for each flow.

    In order to ensure an orderly transition during the recovery phase, start-up times should be allocated no more than one hour in advance.

    In order to reduce delays and utilise all available capacity during the operational contingency phase, FMPs are expected to tactically coordinate agreements with ATS units, within their area of responsibility, and with adjacent FMPs to increase the number of flights within their area of responsibility.

    In case of significant reduction of capacity at an airport or ACC during this phase, NM personnel shall modify the plan in coordination with affected airports and FMPs.

    2.4 Recovery Phase

    Once the ETFMS has been declared operational the OM shall send a pre-formatted Recovery Flash message advising FMPs and nominated ATC towers of the return to service of the ETFMS and the move to the recovery phase.

    The Recovery Flash message shall include the ETFMS Recovery Time (ERT) and details of transition from the departure rates system to the standard CTOT departure slot system for regulated flights or standard E/TTOTs for non-regulated ones. The transition will take place at ERT. However, a slot tolerance for the departure rates would result in flights with departing by ERT + 10 minutes.

    In order to ensure an efficient and smooth transition from manual to automatic operations, the NM, in coordination with the relevant FMPs, may apply regulations to support the recovery phase. Nominated FMPs and ATC towers are advised that:

    – By ERT + 10 minutes all flights subject to departure rates should have departed;

    – Departure will be in accordance with CTOT for regulated flights or E/TTOT for non-regulated flights.

    Flights departing from non-nominated airfields will adhere to the normal ATFCM procedures following the recovery of the ETFMS, as described in the NM Handbook.

    2.5 How to read the plan

    The ATFCM Procedural Contingency Plan is composed of several tables like the one below. Each table refers to a departure aerodrome subject to the plan in the first column (Departure). Therefore, all aerodromes given in the Departure column are subject to the plan in that day.

    Depending on the day and season, the selection of airports may vary in order to properly capture the required amount of demand for the plan to be effective.

    The second column provides a name (Flow Id) for the different flows that have been identified departing from this aerodrome.

    The third column indicates the destinations that define these flows by using ICAO designators (Destination). E.g. the letter K stands for any destination beginning with K (KJFK, KMIA, etc.).

    Finally, the last column provides the Maximum Departure Rate (MDR) per timeframe in UTC (Period) for each defined flow. This last column must be interpreted as the amount of aircraft per hour (rate/60) that may depart with destination in the corresponding flow.

    For example, in the case of ELLX (Luxembourg) below, between 0600 and 1000 UTC up to 3 aircraft per hour may depart with destination either BI, E (except EB), K, O, R, U, W or Z. That is

    translated into departures towards these destinations with approximately 20-minute intervals (3 per hour) during this period.
