1. Background UK Sport has defined a limit to the number of athlete places on the British Canoeing Olympic and Paralympic Programmes. These places are shared between the Olympic disciplines of Canoe Sprint and Canoe Slalom. A Performance Matrix approved by the British Canoeing Performance Director and UK Sport in conjunction with published criteria for each discipline is used to assess athlete performances. Eligible athletes achieving the minimum performance standards will be considered for inclusion in the British Canoeing Olympic/Paralympic Programmes and a recommendation to UK Sport. The final number of athletes included in the Programmes is dependent upon: a) the limit assigned by UK Sport (23 Olympic Podium, 45 Olympic Podium Potential, 6 Paralympic Podium, 12 Paralympic Podium Potential). b) British Canoeing Olympic/Paralympic Programme funding. Athlete places are reviewed annually in October/November each year with Podium and Podium Potential awards running from 1st January - 31st December each year. British Canoeing Podium Programme The Podium Programme principally focuses on athletes delivering at the highest level and those athletes in contention for a Rio Olympic/Paralympic place. Podium is defined by UK Sport as athletes who demonstrate the capacity to achieve a podium result in Olympic events, or a gold medal in Paralympic events, at World or Olympic/Paralympic level within the next four years. British Canoeing Podium Potential Programme Podium Potential is defined by UK Sport as athletes possessing the potential to win an Olympic medal within the next eight years or a Paralympic medal within the next four years, as evidenced by robust performance profiling.

Therefore, selection to the British Canoeing Podium Potential Programme will only be awarded to athletes considered on track to progress towards Podium level performances and ultimately potential to achieve World and Olympic/Paralympic medal performances. It is important to note that the achievement of a minimum performance standard does not guarantee inclusion on a British Canoeing programme. Athletes also need a performance profile which fits the Podium/Podium Potential definitions described above, and to accept and embrace the British Canoeing Winning Margins Programme and its CORE philosophy. The introduction of athlete profiling means the minimum performance criteria for consideration is wider than in previous iterations of this policy. However, there are still a maximum number of places available, so even if an athlete meets the minimum criteria and the Podium/Podium Potential profile definitions they are not guaranteed a place on the Programme. Also, while it is possible to meet the minimum criteria in a crew boat, each member of a crew boat will be assessed, based on their individual profile. This means that some members of a crew may be offered a place on the Programme and others not. Similarly their athlete award banding may be different to account for their individual circumstances.

2. Inclusion Process Athlete inclusion will be made by following the process below:

All athlete inclusions are subject to signing an athlete agreement and signing up to the philosophy and vision of British Canoeing. Any athlete to be included in the Programmes must demonstrate the appropriate engagement, attitude and commitment to training. Athletes need to be fully committed to their development and will be assessed against the British Canoeing five performance parameters (Physical, Technical, Mental, Competition, and Lifestyle) and against the philosophies of the British Canoeing Winning Margins Programme (WMP). Refer to the British Canoeing athlete agreement for full details. All athletes will be required to co-operate with athlete profiling data collection. Step 1 - Eligibility Criteria To be eligible for the British Canoeing Olympic/Paralympic Programme each athlete must:

Meet the British Canoeing selection criteria and those of the IOC, the IPC, the BOA or BPA and UK Sport (as appropriate) to represent the British Team at the Games*;

Meet The International Canoe Federation eligibility code with respect to their ability to represent the British Team*;

Be a member of British Canoeing, or one of its Home Nation Associations, and remain so during their time on the Programme;

Not be serving a ban from participation in the sport for any reason (such as a result of being found guilty of a doping offence or being found guilty of an offence relating to betting, manipulation of results, corrupt conduct, inside information etc.);

Meet the criteria as set out in UK Sport’s Eligibility, Conduct and Consequences Policy for athletes in receipt

* further details are available on request from Andy Maddock - [email protected] Step 2 - Minimum Performance Standards Podium Programme Athletes included on the Podium Programme will already be performing at international senior level. Podium funding contains three bands (A-C). The Podium Performance matrix (section 3) details the minimum performance results required to be considered for a place on the Olympic or Paralympic Podium Programme. Podium Potential Programme Paralympic The Paralympic Podium Potential matrix (section 4) details the minimum performance results required to be considered for a place on the Paralympic Podium Potential Programme. Olympic If an athlete is eligible for selection to the British Canoeing Olympic Programme their international and domestic results will be assessed against the Podium Potential minimum performance standards. Only athletes meeting these minimum performance standards will be considered for inclusion in the Programme*. *In exceptional cases, current members of the British Canoeing Olympic Programme, who have not met the minimum standards for consideration, but who have a previous performance record which indicates they have the ability to meet these standards, may be considered. Achieving the minimum performance standard is only the first step of the process to be considered for one of the Programmes, it does not guarantee any athlete a place on a programme. Talent Transfer

Athletes selected to an identified British Canoeing centralised talent transfer programme following a multi stage athlete profiling and confirmation process

Note 1: Sprint performances need to be achieved in current Olympic events or C1W 200m or K1M 500m. K1M 500m

is included due to correlation in athlete profile between K1 500m and K4 1000m. Note 2: Slalom performances need to be achieved in C1 or K1. Note 3: Corrected times: %GMT times for Canoe Sprint are provided to help quantify the performance standard

required to be considered. These environmentally corrected times provide a guide to help assess actual performances against this standard. However, Canoe Sprint is an outdoor sport and it may not always be possible to capture accurate correction data. In these actual performances will be assessed relative to other performances in the same race or regatta to determine whether they meet the minimum criteria.

Note 4: Crew boat performances will be assessed against the age category of the oldest member of the crew.

Step 3 - Athlete Profiling Podium If an athlete achieves a minimum performance standard for the Podium Programme their performance profile and trajectory will be assessed against the expected performance profile required to win a medal (gold medal in Paracanoe) at the Rio Olympics/Paralympics or a Senior World Championship medal (gold medal Paracanoe) in the 3-4 years. Further details are available on request. Paralympic Podium Potential If an athlete achieves a minimum performance standard for the Paralympic Podium Potential Programme their performance profile and trajectory will be assessed against the expected performance profile required to win a medal at the Rio Paralympics or a Senior World Championship gold medal in the 3-4 years. Further details are available on request. Olympic Podium Potential If an athlete achieves a minimum performance standard for the Olympic Podium Potential Programme they will be assessed against the British Canoeing Athlete Profile. The Athlete Profiling Tool is a means of assessing the abilities and attributes an athlete needs to progress successfully along the athlete pathway to achieve Olympic medal success in their respective event. It is categorised into the five performance parameters set out in the Winning Margins Programme: Physical, Technical, Lifestyle, Mental, and Competition. Athlete profiling will take place twice a year in each discipline and consist of a battery of assessments tailored to the needs of each discipline. Full details are available on request but a summary of the type of tests which will be included is detailed below.

a) Physical: gym based strength tests, functional movement assessment and physiotherapy screening, on water discipline specific tests (e.g. diamond test Slalom, 75m/250m/5km Sprint).

b) Technical: paddling technique and competency across a range of white water features (Slalom).

c) Mental: coach and athlete assessment against the 10 winning habits, athlete SWOT analysis, a psychologist

led interview.

d) Lifestyle: assessment of whether the athlete’s lifestyle is conducive to the demands of the Programme (location, work/study balance etc.), assessment against the CORE principles.

e) Competition: in Sprint the competition element will be assessed using the Sprint Performance Pathway Tool

(PPT) which is a graphical representation of age related Gold Medal times. This tool plots each athlete’s domestic and international results and shows the athlete’s performance progression throughout their racing career. It allows for clear assessment of each athlete’s current level and progression as a percentage of world best gold medal time (G.M.T.) per year of age.

In Slalom the competition element will be assessed using the Slalom Race Percentages Tool which aggregates performances from a number of identified delivery and potential races. In all classes an athlete’s best single run performance percentage (BSRS%) is calculated as a percentage of the fastest run in the specified race. Based on these percentages, a tiered points system is used to allocate points to each race, which are aggregated to create a points total per athlete. This provides a method to compare athlete performances across all ages and classes. As athletes progress towards Podium level performance, a full analysis of their major domestic and international results, and performances within runs, will be used to assess the rate and direction of their performance profile.

The assessments within the profile will measure current performance and/or future potential. The relative weighting given to performance versus potential measures will change as an athlete matures, with an increasing focus on performance further along the pathway. Similarly, the relative importance of characteristics in the profile, as indicators of performance or future potential will vary and therefore will be given different weightings within the overall profile. New athletes If the athlete is not a current Programme member they may be asked to undergo additional medical and psychological screening. This will provide further information to ensure that the athlete has the necessary support to allow them to achieve their performance objectives and that they are ready to engage with the Programme physically and mentally. It will also provide British Canoeing staff with more information about the athlete to help ensure that they receive appropriate support, tailored to their individual needs. An invitation to undergo further assessment does not guarantee an athlete a place on the Programme. In exceptional cases, this screening may also highlight some undiscovered issue that could prevent an athlete being offered a place on to the Programme at this time. Former Podium athletes UK Sport’s funding policy dictates that the World Class Programme must be a progressive support programme, hence athletes funded at Podium level are not normally eligible for future support at Podium Potential level. There may be exceptional circumstances (such as long term injury) or instances where there are not sufficient places available on the Podium Programme or an athlete has limited or no opportunity to achieve a Podium matrix result, when previous Podium Programme athletes will be supported on the Podium Potential Programme, but these cases are rare. The Performance Director has full discretion to include an athlete on these grounds. Step 4 - Athlete Award Banding The level of Athlete Performance Award (APA) received is determined by a number of criteria. APAs are provided with the express purpose of enabling the athlete to engage appropriately with the Programme, by contributing to their living and sporting costs, and therefore reducing the need for them to work. Olympic and Paralympic Podium There are three funding bands available to Podium athletes (A-C). (See section 3 Podium Inclusion Criteria & Results Matrix for 2015/16)

Olympic Podium Potential If, when assessed against the British Canoeing Athlete Profiling Tool, an athlete is considered to have a profile which indicates their ability to achieve senior Podium success within the next eight years they will be assessed against the Podium Potential award matrix to determine an appropriate APA. The primary focus of the Podium Potential programme is on development, and transitioning athletes from being promising junior/talent athletes into robust senior athletes with the knowledge, skills, and attitudes required to be successful to progress to Podium level and senior international championships. So while delivering results is important at this level and is recognised in the award structure, it is critical not to jeopardize an athlete’s long term development, and their ability to realise their true potential by just targeting short term success. The Podium Potential athlete award matrix has been designed to reflect the annual progression of athletes as they move from junior through to senior competition. This will result in an athlete progressing through the banding in a linear fashion and preventing athletes from being promoted too quickly. The consequence of a quick ‘promotion’ can often lead to an athlete not maintaining the same banding for the following year, or not progressing to the next banding for several years. The rate of progression to transition from junior to senior team will vary and there is no upper age limit to Podium Potential membership. Likewise there is no limit on the number of years an athlete may remain a Podium Potential member, as long as their profile indicates potential to reach Olympic Podium level within eight years. It takes into account a number of factors including:

Athlete need, based on their age and stage of development.

The living costs associated with being based at one of British Canoeing’s High Performance Centres to maximise the opportunities provided by the programme.

Living at home versus being based at an appropriate High Performance Centre.

An athlete’s international results.

The number of athletes in a class. There are five funding bands available to Podium Potential athletes (D-H).

Olympic Podium Inclusion Criteria & Results Matrix for 2015/16 Below is the matrix which will be used to determine the level of award to athletes from 1 January 2016 (or mid-term review) based upon their performances: British Canoeing World Class Olympic & Paralympic Podium Programme Athlete Performance Award Recommendations & Eligibility Criteria for Consideration – 2015/16. Additional Information - ‘The Small Print’ NOTES The Programme retains the right to modify any band level or finish position, subject to the strength of class.

Special circumstances may be considered. For example, where a talented athlete sustains an injury and has undergone major rehabilitation that significantly affects their competition programme, or where British Canoeing highlight a particular class as ‘development’.

This award is subject to means testing in the event of annual income exceeding £65,000 (more detail on request).

As the strength of start line from class to class and event to event does vary, we reserve the right to modify the banding accordingly; in such circumstances percentage performance is the likely tool to indicate performance.

From time to time WCP may make a case for the inclusion of an athlete who has not made the Podium matrix on the basis of performance/potential to medal at senior level. Based on this we reserve the right to include an additional athlete(s) but will only guarantee the Band G or H award in this instance.

If an athlete achieves a matrix result in more than 1 class in an event, the highest scoring result will count.

All APA amounts are subject to UK Sport’s ability to pay and therefore British Canoeing and UK Sport reserve the right to adjust awards accordingly whilst retaining the principles laid out in this framework.

Podium athletes coming off the Podium programme on 31 December 2015 will only receive a Podium award until 31 December 2015.

In the event of an athlete becoming pregnant, British Canoeing will follow the policy outlined in UK Sport’s APA Pregnancy policy 2011.

5. Appeals Procedure In the event of a member being unhappy with the outcome of a decision under this policy, they may appeal in accordance with the process and timescales laid out in the ‘British Canoeing dispute resolution and disciplinary procedures for disciplinary and other non-doping matters’ policy. The first route of appeal would be to the British Canoeing World Class Management Group. All athlete inclusion will be made by direct reference to the 16 Olympic and 6 Paralympic medal events. For this reason athletes may be leapfrogged by another athlete with a lower result in a different class as it is essential for British Canoeing to develop strength across all Olympic and Paralympic events. APA payment details Payments of all British Canoeing Olympic and Paralympic awards are made directly (upon application) by UK Sport monthly in arrears, normally on the 25th of the month (or the nearest working day prior to this where the 25th falls on a weekend or bank holiday) and will be credited directly to your bank account by BACS. You will receive your remittance advice electronically to your email address provided to us on your Income Assessment Form. HM Revenue and Customs (HMRC – formerly the Inland Revenue) is aware of the Athlete Performance Award and has accepted that the majority of athletes do not have to pay income tax on their award where it is their sole source of income. However, personal taxation and National Insurance contributions are your responsibility and you are strongly advised to seek expert advice.
