    Coming in praise..

    I believe that teaching is a noble profession, themost important vocation in the country

    Teaching is physically and emotionally

    demanding and given the problems with poorpupil behavior and the importance of continuityin learning, teachers deserve strong employment

    protection.

    We want a school system in which teachers havemore power and in which they are moreaccountable to parents not politicians.

    There will be underperforming schoolsthat have fewer and fewer numbers. That

    will compel their leadership and the localauthority to ask: Whats wrong?

    Michael Wilshaw:

    I was a head and therefore I was driven by theleague tables. And the league tables have changed

    considerably. I was focusing before I left on theEnglish Baccalaureate. If the Government, in itswisdom, said we will also introduce a league tablewhich shows progression to university, andparticularly to the Russell Group and Oxbridge, I

    would be driven by that. So there are all sorts ofdrivers, I think. Ofsted is a driver but so isGovernment.

    I appreciate Sir Michaels honesty andopenness on these issues. We know that

    the Governments laser-like focus on fivegood GCSEs can drive teachers to focus onthe borderline students who are the mostlikely to be successful. This means thatnot nearly enough attention is given toboth high and low performing pupils.

    Basically, its a mess

    Let's be honest. We don't have a good enoughschools system yet. Almost a third of the schoolsin England were not judged to be good by Ofstedat their last inspection. Three thousand schools,

    educating a million children, were judged"satisfactory" at both their last two inspections.Previous chief inspectors have identified the sameproblem of too much stubbornly satisfactory,

    mediocre provision, yet we haven't made enoughprogress

    The kind of teaching needed today requires teachersto be high level knowledge workers who constantlyadvance their own professional knowledge as wellas that of their profession.

    But people who see themselves as knowledgeworkers are not attracted by schools organized likean assembly line, with teachers working as

    interchangeable widgets in a bureaucraticcommand-and-control environment.
