Bureau of Ocean Energy Management began auctioning Offshore Wind Leases in 2013.

Areas were selected after analyzing wind resource, water depth, proximity to populations, avian migration, and visibility concerns along the Atlantic Coast.

BOEM is now in the planning stages for areas off California, Hawaii, New York, and South Carolina.

What is a Commercial Lease?

A commercial lease gives the lessee the exclusive right to seek BOEM approval for the development of a leasehold. It allows a lessee to conduct survey activities for site characterization but does not grant the right to construct any facilities. Once the Construction and Operations plan and all permitting is complete, the lessee can begin construction.

New Jersey Fishing OutreachRecreational Fisheries Representative Adam Nowalsky

Adam is the main point of contact within the NJ-based recreational fishing industry for Atlantic Shores.

He will share information to and from the recreational fishing community stakeholders that are actively fishing in proximity to the Atlantic Shores Lease area, in a timely and all-inclusive manner.

He will also advise recreational fishermen of Project activities and operational safety measures.


Fisheries Liaison Officer

Kevin WarkKevin’s main role is to communicate the issues and concerns raised by the fishing community to Atlantic Shores.

He is also responsible for implementation of the communicationsplan, communicating project plans, and activities that might impact the fishing industry during all phases of project development and implementation.

Fisheries Communication Plan (FCP)

The objective of the FCP is to define outreach and engagement strategies for fisheries’ interests that may be affected during the planning, construction, operation, and eventual decommissioning within the Lease.These strategies will be enhanced with inputs received from the fishing community and updated as Atlantic Shores progresses with the development of the Lease Area.

Recreational Fisheries Engagement Strategies

• Engage the professional associations representing the “For Hire” fleet of party and charter boats along with private vessel owners; schedule meetings to share information and obtain feedback.

• Identify and engage local offshore fishing clubs, attend meetings, deliver educational presentations and solicit feedback.

• Identify offshore fishing tournaments and dates; engage with tournament organizers, share operational plans and contact information; identify and monitor VHF channel used by tournament.

• Participate in recreational fishing trade shows and have a presence during fishing tournaments


Efforts to Gather Information to DateAtlantic Shores is the only offshore wind developer with a dedicated Recreational Fishing Representative. Our initial outreach included initial chartwork to understand key fishing grounds in the lease area. Initial data from NJ state information.We want to improve our understanding of this map –microscale understanding as we site our project. Our buoy collects data that is shared on our website and available to all mariners on our website. (example below)

Atlantic Shores Survey and Study Activities to Date

Seabed and Marine Habitat Survey Work

5 vessels on the water in 2020 surveying the entire lease site. Studies include geotechnical and geophysical, along with habitat and soil surveys. The goals of these studies are to understand the underlying seabed conditions to support engineering design and to identify resources of potential interest (fish habitats, cultural and historic sites, hazards)

vessel traffic and uses within our lease area.

• A Navigation Safety Risk Assessment is being conducted in accordance with Coast Guard guidance

• Many EMF studies have been conducted finding negligible impacts to marine ecosystems. • Please see report from Department of Interior:

• Report above has 92 other bodies of work to reference on EMF

• Atlantic Shores is studying EMF within our site, onshore and offshore, including our cables and substations

• We do this to provide site specific answers, though science has broadly shown species within our area will not be affected by EMF.

Types of Fish: Electromagnetic Fields (EMF)


• The sensitivity of fish to EMF is based on the basic functions of their sensory organs.• Electrosensitive fish contain specialized organs that perceive naturally occurring electric fields and

use them to locate prey or detect the presence of predators. The range over which these species can detect electric fields is limited to centimeters, not meters, around these species.

Ready to Serve New Jersey


In Spring of 2021 Atlantic Shores will launch our 3rd phase of a multi-year geophysical and geotechnical (G&G) campaign to investigate seabed conditions in our lease area to support project engineering. To date:

• We invested more than $60 million with supply chain partners in 2020.

• Over 85 US personnel and 3 US flagged vessels were engaged in the G&G campaign in 2020

• The prime survey contractor – Fugro North America - has established a multi-year base of operations in Elizabeth, NJ for their 4 geophysical vessels, including but not limited to those servicing Atlantic Shores.

• Two additional geophysical vessels serving the Atlantic Shores lease area docked in Atlantic City, NJ.

Projects Delivering Power to New Jersey


• Expecting to utilize current and planned NJ ports for construction and portions of manufacturing.

• We plan to build foundation technology in the state and will explore expanding the opportunities for additional project components.

• Hundreds of construction jobs will be created to build the first phase of the project.

• Permanent Operations and Maintenance staff will be based in the state.

Atlantic Shores ECO CenterOur new Education and Community Outreach (ECO) Center on the Stockton University campus in Atlantic City will serve not only as a community hub where our team can host informational events for the public about our project, but will also open the door for research and internship opportunities with Stockton University faculty and students. We look forward to hosting future Recreational Fishing meetings here when we are able.
