. Principle

.. Concepts

In ell reseletion /ode! the in the idle state reselets a ell. Cell reseletion islassified into intra-fre;ueny ell reseletion! inter-fre;ueny ell reseletion! and inter-radio aess tehnology (*T) ell reseletion. This dou/ent desries inter-*T ellreseletion.

The inter-*T ell reseletion is i/ple/ented in two steps3 neighoring-ell /easure/entand ell reseletion. The neighoring-ell /easure/ent is different in proess! dependingon the ell priority. The following setions desrie ell priority! neighoring ell standards!and ell reseletion standards.

Cell reseletion is perfor/ed ased on ell priority. * user e;uip/ent () an otain the

%eleting a low-priority ell3 There is no intra-fre;ueny ell! no -T*+ ell withthe sa/e priority! or no higher-priority -T*+ ell? or no higher-priority inter-*Tell /eets the preeding riteria! the %ser7ingCell 7alue is s/aller than theJThreshser7ing!lowJ 7alue! the J%non%er7ingCell!@J is larger than the JThresh@!lowJ

7alue! and the a/ps in the ser7ing ell for /ore than 1s. %eleting a sa/e-priority -T*+ ell3 The standard is the sa/e as that for

reseleting an intra-fre;ueny -T*+ ell.
