1. Divide metered area into common-sense subareas. Ideally, each subarea will have a mix of land uses to drive parking demand.
2. Implement surge pricing to offset peaks (midday, evening, and sometimes late nights).
Implement discounts to offset valleys!
3. Align enforcement hours with demand.(~10am–10pm weekdays; extend until ~12:00 am Fri-Sat)
4. Revisit periodically; tweak ‘valley discounts’ accordingly.
