Response: It is proposed to use a bio-retention/detention basin system to satisfy the water quality objectives as shown in Table 2.1 below. Water quality parameters and the proposed limits applicable to this site have been selected in accordance with SPP2014 Appendix 3, Table B and MUSIC Modelling Guidelines for South East Queensland Version (2010). It is proposed that best practice stormwater treatment be used and therefore it is required to be demonstrated that achieve the following load reduction targets:

POLLUTANT TYPES WATER QUALITY OBJECTIVE (WQO)

Total Suspended Solids (TSS) 80% reduction of average annual load

Total Phosphorus (TP) 60% reduction of average annual load

Total Nitrogen(TN) 45% reduction of average annual load

Litter/gross pollutants 90% reduction of average annual load

The software program Model for Urban Stormwater Improvement Conceptualisation (MUSIC) Version 6, was used to assess pollutant generation and the performance of the stormwater treatment measures for the proposed development. Selection and testing of stormwater management options was undertaken in accordance with MUSIC Modelling Guidelines prepared by Water by Design (2010). The catchment was further split to include pavement areas, road areas and landscaped areas in accordance with the MUSIC Modelling Guidelines prepared by Water by Design (2010). The stormwater quality treatment train used in the MUSIC model is shown in the figure below.

The bioretention system is designed to treat the stormwater runoff by filtering the runoff through densely planted vegetation and percolating the runoff through the filter media. The proposed design is in accordance with the Water Sensitive Urban Design Technical Design Guidelines (by Water by Design) and a typical system is shown in the figure below.

Using the MUSIC software. The treatment train for the catchment areas was designed to comply with the water quality objectives (WQO). It was determined that the water quality objectives for the whole proposed development where met as shown in the table below:

As shown by the above results, the proposed stormwater treatment train adopts best practice stormwater treatment and will achieve the required Water Quality Objectives. The proposed design is in accordance with the Water Sensitive Urban Design Technical Design Guidelines (by Water by Design).

It’s also proposed to utilise the proposed basin for detention requirement. The detention basin was sized using the XP Storm model, the results of which are shown in Figure 2.3. This figure shows comparisons of the flow events for pre- and post-development scenarios using a detention volume of 42m3. Importantly the stormwater flows for the developed scenario are less than the corresponding storm flows in the existing scenario.
