Dear Mr Irving,

We write in connection with the above planning permit. We wish to object strongly to the location of the closure, not the closure itself. We would like to propose an alternative location for the closure to be considered at the intersection of McKim Road and Wallaby Run, a short distance of approximately 200 metres east of Councils proposed site.

Having been residents of Gisborne for over seventeen years, we have seen many parts of the township transform from its small village style township to an ever expanding residential community, where these changes continue to impact the people of Gisborne. We understand the reasoning behind Council’s decision to close off McKim Road to through traffic as the adjoining areas (Gisborne Village and Black Avenue) are being over developed and the potential growth impact of this growth on McKim Road may cause ongoing maintenance issues. We have outlined the reasons for our objection for your consideration below.

1. Location and convenience.

Our driveway is 150m from Station Road. It is naturally convenient and simple to access Station Road from this point. If Council continues with their plan to insert a road block in their proposed location, approximately 20m from our driveway, and we are forced to use the intersection at the Gisborne Village estate, we will be travelling approximately 900m extra to gain access to an entry point on to Station Road. Obviously this is completely unnecessary and not at all a sensible proposal, when Station Road is a simple 150m away from our residence. There is also the consideration of increased fuel usage and wear and tear on vehicles over time.

2. Retaining our rural environment.

Pressure for development in our area continues to be considerable, particularly for smaller lot subdivisions. It has been successfully resisted in the case of residents of McKim Road so far. The reasons for rejecting these developers are varied, but most importantly is the intention to retain our rural environment, which we feel would be compromised if the proposed closure was to be passed for the location intended. The closure of McKim Road at the proposed site would also be a poor design that would fail to maximise opportunities available for protecting the character and natural setting of our street. 27 Station Rd and 3, 5

and 7 McKim Road all retain (to date) similar rural characteristics that the Macedon Ranges is famous for.

3. Access of emergency vehicles.

The existing location for the road closure could cause potentially disastrous results for the access of emergency vehicles, such as ambulance, SES and fire services, if required at our property. The re-location to the Wallaby Run and McKim Road intersection would also cause less confusion to motorists that my attempt to access our road via Wallaby Run, finding they have no access to Station Road. It will also allow for a more appropriate location for a turning circle for larger vehicles.

4. Access to general services.

The proposed siting of the closure is particularly ill-considered, without regard to the potential impact on access to general services for residents such as garbage removal, green waste removal, recycling and the impact on the maintenance of underground services (such as phone and sewerage). The proposed location also mentions the removal of a tree in front of No 3 McKim which would again be detrimental to the rural environment of our street.

5. Causing further congestion at Wallaby Run exit.

Diverting our traffic in to Wallaby Run and the Gisborne Village estate would result in further congestion in that area, particularly at peak hours. This estate will soon be home to over eighty households upon its completion, with the potential for two or more vehicles in each residence. All of these vehicles will be utilising the same exit point on to Station Road, creating a very busy intersection.

6. Residents support.

Residents of numbers 7 and 3 McKim Road and 27 Station Road all agree that an alternative location needs to be considered, and that the intersection of Wallaby Run and McKim Road is the most sensible option.

If this application is to be decided by councillors, please take this as notice that we would like to speak at the meeting of the committee at which this application is expected to be decided if that is deemed necessary. Please let us know as soon as possible the date of the meeting.

We object to the site of the closure in front of number 3 McKim Road. We propose the closure be positioned at the end of our property, at the McKim Road/Wallaby Run intersection.

1. Community Needs.

-The convenience of having Station Road entrance 200m from our house is something we have become accustomed to for the last fifteen years, to lose this simple access would not be logical. -It is very difficult to turn left into our house, coming from an easterly direction along McKim Road. -We are keen to retain the natural environment of the street, and have concerns about maintaining the existing landscape should the closure go ahead in front of number 3. -At the McKim Rd and Wallaby Run corner, there is more space for the closure to allow for a turning circle. -As the current proposal stands, the garbage, green and recycling trucks will be unfairly disadvantaged while maintaining our service- as will the underground services such as phone and sewerage.

2. Impact on Residents.

-With the street blocked off, it would take emergency vehicles longer to reach our house in an emergency. Our youngest son has anaphalaxis with an unknown trigger. An ambulance could inadvertently enter via the current access point and waste time backtracking to Wallaby Run to reach our property, thus increasing treatment time. -The same argument could be applied to SES and fire services if they were required at our property. - We run a business and have regular deliveries of plaster to our shed, if the road closure goes ahead in its current form, it will not be very difficult to

turn a truck into our driveway as previously mentioned. It would also cause confusion with the delivery drivers. -If forced to use Wallaby Run to access Station Road, we would add to the congestion of the eighty future households accessing Station Road, which would be increased in peak times. - The residents of 27 Station Road and 3 McKim Road support our objections to move the proposed closure further along, so we can all access Station Road equitably.

3. Consultations with Council.

-We would like to hear the justification for blocking off our road in front of number 3 McKim and would look forward to a more collaborative approach to this decision.

4. Feedback.
