TSDS Overview What is TSDS? The Texas Student Data System (TSDS) is a statewide system for collecting and reporting education data for publicly funded schools in the State of Texas.

Texas Education Data Standards TEDS includes all data elements, code tables, business rules, and data validations needed to load local education agency (LEA—Texas school district or charter school) education data to TSDS for PEIMS.2

Student Attendance Accounting Handbook No school district official (or any other person in your school district) has the authority, either implied or actual, to change or alter any rules, regulations, or reporting requirements specified in this handbook.3 The Student Attendance Accounting Handbook (SAAH):

describes the FSP eligibility requirements for all students,

prescribes the minimum standards for all attendance accounting systems,

lists the documentation requirements for attendance audit purposes, and Details the responsibilities of all district personnel involved in student attendance accounting.4

Education Agency through the Public Education Information Management System (PEIMS) described by Section 42.006, Education Code, under a law requiring that reporting.5

General Audit Requirements Your district must make available and provide to the Financial Compliance Division of the TEA copies of all required attendance records within 20 working days of written request by the agency. Failure to provide all required attendance records (specific program[s], grant[s], or both) will result in the TEA's retaining 100% of your district's Foundation School Program (FSP) allotment for the undocumented attendance for the school year(s) for which records have been requested.6

Student Attendance Accounting Understanding Student Attendance Accounting This manual will cover an array of information concerning the processing of student attendance accounting. Topics will include official attendance time, attendance reconciliation, six-week attendance verifications, audit documentation, and checklists.

About This Manual Material contained in this manual is based on the Student Attendance Accounting Handbook, the PEIMS Data Standards, Paducah ISD best practices and district policy. As required by the Texas Education Agency, this procedures manual must include the following information:

how and when teachers are to take official attendance

how attendance is entered into the attendance accounting system

Which position or positions are responsible for the coding of special programs (such as career and technical, special education, pregnancy-related services, etc.)

how changes to special programs are to be documented

how student membership is to be reconciled between the teacher rosters and the attendance accounting database

how your district will maintain attendance accounting records (including computerized records, period absence slips and official calendar) after the completion of the school year

what backup systems are in place to protect the attendance accounting records

which position is responsible for the maintenance and security of the attendance accounting records7

How and When Teachers Take Official Attendance How Attendance is Recorded First Day of School Attendance the first day of school will be taken on printed rosters given to teachers by campus secretary. Teachers will turn in roster to the campus secretary during ADA period no later than 10 minutes after official time.

How Attendance is Recorded Attendance will be recorded electronically through the district student information system. TxEIS is the current student information system.

Recording Attendance During the Event of a Technical Outage In the event that teachers are unable to record attendance electronically due to a technical outage, attendance must be recorded on a paper roster at the official attendance time. The paper class roster must be signed, dated and submitted to the campus secretary for manual entry. Extra Copies of current class rosters are kept in the office and will be handed out to all teachers in the event of technical issues with the student information system.

Official Attendance Time Paducah ISD has designated 09:30 a.m. as the official attendance time for grades PK -12

An attendance accounting system that allows teachers to enter attendance directly into the automated system must provide security to the data that are entered. Systems must include the following safeguards and security features:

Requirement that teachers log on to the system using distinct secret passwords

Timing out (automatic shutoff) if the program has not had an activity in an appropriately short period of time

Ability to report the date, time and identity of the teacher entering the absence data, upon request

Ability to report the date, time and identity of the individual making changes to the attendance report, upon request

Provision of a positive confirmation for 100% of attendance (teacher submits “All Present” rather than showing no one absent)9

How Attendance is Entered into TxEIS Students who are on campus and in their classrooms at the time attendance is taken must have their official attendance conducted and completed by the classroom teacher. Attendance may not be taken by students, classroom aides, or clerks. Using a student "sign-in" sheet to record attendance is not an acceptable method of taking roll and will result in the attendance being disallowed.10

Campus Teacher Attendance Campus teachers will submit attendance electronically through TxEIS GradeBook at the official attendance time.

Substitute Teacher Attendance Substitute teachers must complete a Substitute Attendance Acknowledgement form for each class. Substitute teachers will take attendance on a TxEIS generated Attendance Worksheet at the official attendance time. Each page of the Attendance Worksheet will be signed and dated by the substitute teacher and submitted to the campus secretary to be manually entered into TxEIS. The paper roster will be kept for auditing purposes in the daily attendance folder.

Manual Entries or Corrections to Student Attendance Data District staff members must always use ink to make manual entries or corrections in the attendance records, on daily absence slips, on 6-week absence reports and on daily summary sheets. Staff members must never record manual entries in pencil, use liquid correction fluid, or use a signature stamp. If errors are made on any official attendance document, the staff member making the correction must strike through the error, enter corrections nearby and initial.11 All changes made in TxEIS will be entered by the campus secretaries.

Homebound Attendance When the homebound committee has approved for a student to receive homebound services, the homebound instructor will submit an attendance log to the campus secretary weekly. The campus secretary will manually enter attendance based on the chart below. Once the data is entered, make a copy of the log, and keep a copy in each daily folder for that week. Email the lead homebound teacher if you have not received the homebound log for a student within one week.

Homebound Teacher Instruction Log

The minimum documentation required in homebound logs (the attendance record maintained by a homebound teacher) is the following:

The name of the homebound teacher,

The student name and Texas Unique Student ID,

The date that the homebound teacher visited the homebound student, and

The specific time period that the student was served (e.g., 10:00 a.m. until 12:00 p.m.)12

Campus Attendance Students who are on campus at the time attendance is taken, but who are not in their assigned classroom, are considered in attendance for FSP [funding] purposes provided they were with a campus official (e.g., campus secretary, principal, etc.). Class admit slips or other documentation supporting that a student was with a campus official must be retained for audit purposes.14 Any student who is with a staff member, other than the teacher of record, at the time attendance is taken, must appear on the Attendance Office Visit Report, Paducah ISD School Activity Attendance Form or a note from the staff member accounting for the student. The documentation must account for the

duration of time and reason the student was away from his/her instructional setting. All data entry or documentation must be entered or submitted to the campus secretary daily. The campus secretary will manually enter attendance changes into TxEIS. Documentation will be submitted from, but not limited to, the assistant principal’s office, counselor, ISS, PASS, library, special education, etc.

Special Program Data Responsibilities

At-Risk The Programs Director will be responsible for identifying at-risk students. Any changes or additions to at-risk data must be documented and sent to the PEIMS Coordinator and principal at the time of changes or additions

Bilingual/English Language Learner (ELL) The Programs Director is responsible for identifying ELL students and should complete and file the necessary documentation into the ELL folder. The PEIMS Coordinator will enter the data into TxEIS.

Career and Technical Education (CTE) A CTE indicator of 1 will be assigned by the CTE calculations run in TxEIS based on the student schedule. The Programs Director will determine and enter CTE indicators 2 and 3. Supporting documentation will be maintained by the Programs Director.

Pregnancy Related Services (PRS) The Programs Director, in partnership with the campus secretary and principal, is responsible for identifying and coding any pregnancy related data. The data are entered into TxEIS and supporting documentation is maintained by the Programs Director and campus secretary.

Special Education The PEIMS Coordinator is responsible for entering into TxEIS the Special Education data that is provided by the diagnosticians/ARD facilitators. Supporting documentation of all changes must be maintained in the student Special Education folder. The campus diagnostician/ARD facilitator is responsible for generating, verifying and correcting the 163 Special Education Record report each nine-week period.

Daily Attendance Reconciliation In order to ensure that all attendance records are accurate, the Day Summary report must be reconciled by cross-referencing with all other attendance documentation listed below. Each day in a six-week period must be reconciled prior to the principal signing the 6-weeks reports.

Any other documentation that supports the attendance for the day After all documentation has been reconciled any absences without accompanying documentation (absences still coded with an “X”) must to be changed to Unexcused. Absence codes shall not be changed to unexcused until all documentation has been reconciled. Each day must be reconciled within one week of the attendance date.

Six Week Attendance Verification Six Week Periods

[The] district should balance all attendance reports by six-week period to ensure that all reports match. If any attendance data are changed in the accounting system for a six-week period whose information was previously balanced, new reports must be generated and balanced.15 Before the Attendance Verification Signature Form can be submitted for a six-week period, the following tasks must be completed:

Verify that all student notes have been entered into TxEIS, and notes have been filed by date of absence.

Day Summary reports have been generated and reconciled with all supporting documentation, including, but not limited to, Attendance Office Visit Reports, etc.

Generate and review the Daily Register report for reasonableness. Make any necessary corrections and regenerate corrected report.

Generate and review the Contact Hours Report for reasonableness. Make any necessary corrections and regenerate corrected report.

Each 6-week reporting period, the campus personnel responsible for ensuring student attendance accounting codes are correct should generate Student Detail Reports and review them for reasonableness.16

Contact Hours Report The Contact Hours Report should be generated each six-week reporting period and reviewed by the superintendent or the superintendent's designee. The person reviewing the report should:

Scrutinize regular attendance totals and special program attendance totals based on approximate membership,

Investigate all data totals that have an exceptionally high value or a value of zero, and

Compare current-year totals to prior-year totals to detect unreasonable differences.17

Checklists Campus Secretary Daily Attendance Checklist For auditing purposes, the following documentation and any other supporting information must be maintained in the Daily Attendance Folder.

After ADA attendance time campus secretaries will verify that attendance has been recorded in TxEIS

Notify principal if attendance has not been recorded

Periodically check that all attendance has been recorded by the teacher of record in TxEIS for all other class periods

Notify principal if attendance is not being recorded by teacher

All Attendance Worksheet’s from substitutes must be signed and dated by the person that recorded attendance and returned to the campus secretary by the end of the school day

If mistakes are recorded documentation must be provided to the campus secretaries

The campus secretary will make all necessary changes in TxEIS based on parent notes, doctor notes, etc.

Generate a SAT 0500, Daily Attendance Summary Report, and reconcile the daily attendance report with all supporting documentation for that day.

Campus Secretary Attendance Six Week Checklist Once all necessary changes have been made, generate a Daily Register report and Contact Hours report and retain in the attendance audit box. Complete the Attendance Verification Signature Form, retain the original in the attendance audit box

Verify that all student notes, office visit reports and other documentation have been entered into TxEIS

Verify that all Day Summary reports have been reconciled.

Generate SAT1370, Verification Attendance Form

Teacher must verify, sign, and date return to the campus secretary

Campus Secretary clears any discrepancies

For auditing purposes, save the following by 6-week period:

Generate and verify the Daily Register report.

Generate and verify the Contact Hours report.

The Paducah Independent School District is committed to working with students and parents/guardians to provide a framework that supports consistent and regular attendance for all children. We value the education of our students, recognizing the relationship between regular attendance and student achievement. We work with our families to ensure that whenever possible, their children are in attendance at school. The purpose of this attendance manual is to provide information about the laws and regulations governing school attendance, and the procedures followed by the District to maintain compliance with these mandated policies. Through utilization of the guidelines and forms provided in this manual, the District reinforces consistent implementation of attendance procedures across all K-12 schools. These procedures help ensure students attend school on a regular basis. Absence from School Absence is defined as the nonattendance of a student on a day that school is in session. It is expected that a parent/guardian notify the school about the student’s illness or family emergency on the day of the absence. Unlawful Absence (under 17 years of age)/Unexcused Absence (17 years of age or older) Parents/guardians must provide a written explanation for the absence of their student. All absences should be treated as unlawful or unexcused until the school district receives a written excuse explaining the reason(s) for an absence. Parents/guardians and students should submit the written explanation when the student returns to school. If no written explanation is provided, the absence is recorded as unexcused/unlawful. Likewise, if a written explanation offers an excuse for absence that is not allowable, the absence will be recorded as unexcused/unlawful. If a written explanation is questionable in nature, the absence will be investigated. An absence only becomes excused when the school codes it accordingly. When students under the age of 17 have an unexcused absence, the absence will be counted as unlawful or unexcused. All unlawful absences are considered truant. Unexcused absences include absence from school due to parental neglect, parental consent for reasons other than those specifically excused, illegal employment, and truancy. Lawful Absence or Excused Absence A lawful absence from school is broadly defined by the state. Excused absences from school at the Paducah School District include the following:

✦ Illness

✦ Prearranged medical, dental, clinic, or hospital appointment

✦ Court appearances

✦ Funeral of relative

✦ Student visits to colleges – college visits should not even count as an absence. They should be able to be able to be counted as if they were in school if they go through the proper protocol to get permission and provide documentation from the college upon return.

✦ Authorized school activities

✦ Family emergencies

✦ Observance of student’s religious holiday

✦ Participation in religious instruction program - maximum of 36 hours annually

✦ Participation in a 4-H, FFA or combined 4-H and FFA project - upon written request. The principal may require a doctor’s certificate in situations where frequent absences are occurring and/or it appears absences are unexcused and/or unlawful. This requirement may remain in effect for the remainder of the school year. A maximum of ten (10) days of cumulative lawful absences verified by parental notification are permitted during a school year. All cumulative lawful absences verified by parent note

beyond ten (10) days will require an excuse from a physician. Students who are legally absent have the opportunity to make up any work missed. It is expected when a student has an excuse absence, the student should get the number of days absent plus 1 day to turn work or projects in. Medical Appointments Students with an appointment to visit a doctor or dentist during school hours may be excused for the absence if a signed written request is provided by the parent/guardian prior to the event. The written request should include the name of the physician and appointment time. A note from the doctor/dentist must be given to the office upon the student’s return to school. If a student does not bring a note to school before leaving for an appointment, the absence will be marked unexcused. If an appointment becomes necessary at the last minute, the parent/guardian should contact Mrs. Powell to provide authorization for the student to leave school. A note from the doctor/dentist should follow the student’s return to school. Student athletes are strongly encouraged to make appointments after school hours. If students in extracurricular activities have a doctor’s appointment prior to 1:00 p.m., they must return to school before the end of the school day with a note from the doctor/dentist in order to participate in the after school events. If you leave school due to illness then you will not be allowed to enter any after school extra-curricular event for that day, must have a doctor note or parent note. Tardiness Tardiness is defined as arriving late to a student’s homeroom or class. Tardiness can have a significant negative impact on the learning process. Students must be in their homeroom classes by the starting time of the school. Below are the starting and ending times for the elementary school, middle school, and high school. • Kindergarten through 2nd Grade: 8:00 a.m. to 3:30 p.m.• Elementary and Middle School (Grades 3rd – 8th): 8:00 a.m. - 3:47 p.m. • High School (Grades 9 -12): 8:00 a.m. - 3:47 p.m. Three tardies will equal one unexcused absence. District Accountability for Absences It is the responsibility of each school to maintain accountability for student attendance. Mrs. Powell and Mr. Flemons are responsible for assuring that all regulations are followed. If there are situations that cannot be addressed at the building level, and/or issues that directly relate to district policy regarding attendance, the District Office will provide guidance. The Superintendent or designee shall annually notify students, parents/guardians and staff about the district’s attendance policy by publishing it in the student handbook, district web site and other efficient methods. School rules and procedures governing student attendance, absences and excusals will be shared annually with these stakeholders. Written Notification for Absences The Paducah School District has implemented the following guidelines for monitoring attendance and providing written notification to parents/guardians about their student’s absences. Lawful Absences After a student has seven (7) lawful or excused absences (excuses consist of approved lawful absences), a Doctor’s Excuse Warning Letter is issued to the parent/guardian. • After a student has ten (10) lawful or excused absences (excuses consist of approved lawful absences), a Doctor’s Excuse Required Letter is sent to the parent/guardian. Subsequent absences that do not have an accompanying doctor’s note will be considered unlawful or unexcused. • The written excuse is to be submitted when the child returns to school.

Unlawful Absences or Unexcused Absences Absences are treated as unlawful until the school receives a written excuse, to be submitted when the students returns to school After a student has three (2) unlawful absences, the school sends an Unlawful Absence Letter (the first official notice) via certified mail, which includes: (a) dates of the two (2) unlawful absences (or accumulated school time missed), and (b) legal penalties resulting from additional unlawful absences. If the letter is returned, the school will send another one using regular mail service. • After the second unlawful absence, the school may coordinate a School Attendance Improvement Plan (SAIP) meeting to resolve the issue. All parties (student, parent/guardian, school staff, etc.) sign the SAIP at the conclusion of the meeting. Any additional unlawful absences (2 or more) that occur after the SAIP meeting will result in Saturday School to make up the time at the end of the third week and six week. Any future attendance issues should be referred to the Principal.

If you have (2) unexcused absences in a three week span, you will go to Saturday school the next Saturday. Saturday school will be from 8:00am to 12:00pm in the Cafeteria and no phones will be allowed.
