Proposition O – Clean Water Bond Monthly Progress Report – August 2016
1.1 Program Summary
In November 2004, voters of the City of Los Angeles passed the Proposition O – Clean Water Bond, authorizing $500 million of general obligation bonds for projects to protect public health by cleaning up pollution in the City’s rivers, lakes, and beaches. The projects are intended to assist the City of Los Angeles in meeting Federal Clean Water Act requirements. Proposition O – Clean Water Bond will also fund improvements to protect water quality, provide flood protection, increase water conservation, provide habitat protection, and create open space.
This monthly progress report summarizes the status of activities and progress of the Proposition O – Clean Water Bond program, for August 2016.
1.1.1 Citizens Oversight Advisory Committee (COAC), Administrative Oversight Committee (AOC), and Other highlights
• There was no regularly scheduled COAC meeting for the month of August. The next
COAC meeting will be held on September 19, 2016.
• The August 25, 2016 AOC meeting was canceled; there were no urgent matters needing action.

improvements of an industrial facility, remediation and abatement of all hazardous materials and soils onsite, and the importation of clean soil to leave the property in a level, graded condition.
Construction of BMP’s to reduce contaminants to Aliso/ Limekiln Creeks, and the Los Angeles River to assist the City in meeting TMDL requirements. BMPs include LFD systems, bioswales, vegetated basin, open space restoration of upland and riparian habitat.

Argo Drain Sub-basin Facility Diverts & captures Stormwater

Implement stormwater best management practices including: installation of bioswales, trash capture devices, tree wells to aid in filtration, and a "SMART" irrigation system.

PERCENT COMPLETE
Construct flow diversion, lift-station, hydrodynamic separator, underground tank, bio-retention area, storage tank, effluent pump station, recirculation pump system and an overflow system.
On 4/1/09, City Council canceled this project. The Westside Park Rainwater Irrigation project was approved to replace it.
Install trash netting systems, install smart irrigation in landscaped areas, use biofilters or similar vegetated BMPs, and recontour and align the channel.
The project is in the post-construction phase.

The installation of the temporary irrigation sytem located on the west side of the lake is complete. The park pathway nodes have now been installed. The installation of the oxygen line that will feed the speece cone whas begun. Delivery of the elevation 7 plants has occured. Work on the dam, Camp Machado, and boardwalk continue.

2 Mar Vista Recreation Center Stormwater BMP Ph. 2
Optimization of existing BMP is to include stormwater beneficial reuse of the harvested water. The goal is to provide stormwater irrigation for the planter boxes adjoining the tennis courts and to the grass areas west of the tennis courts and south of parking lot along Sawtelle Boulevard. Items to be constructed include pump system, irrigation system, pavement, planter curbing, and installation plantings. The irrigation system will operate as a dual reuse/potable water system. When reuse stormwater is not available for irrigation, the system will automatically use potable water.
The Bureau of Sanitation and the Department of Recreation and Parks have agreed on an expanded project scope, which will also include turf reduction and stormwater spray irrigation of the grass areas west of the tennis courts and south of parking lot along Sawtelle Boulevard.
Design plans (99%), specifications, City Engineers estimate, Ready to Advertise Checklist are being finalized in preparation for the bid and award phase.

Complete 24,187 catch basin curb opening screen covers
• Installation coverage addressed the low and medium trash generation areas in the Los Angeles and Ballona Creek watersheds.
• Completed a special study, The Quantification of the City of LA’s Institutional Measures for Trash TMDL Compliance. The study resulted in demonstrating the City’s institutional measures having a 13.5% effectiveness in the prevention of trash discharges into the storm drain system.
Phase IV

1,600 catch basin inserts (PLANNED) 1,000 catch basin curb opening screen covers (PLANNED)
• Completed the field evaluation of 250 catch basins in the Machado Lake watershed for feasibility of curb opening screen covers or insert installation.
• Completed the field evaluation of 1,150 catch basins in the Dominguez Channel watershed for feasibility of curb opening screen covers or insert installation.
• Completed the field evaluation of 1,200 catch basins in the Santa Monica Bay watershed for feasibility of curb opening screen covers or insert installation.
• Completed 68 inserts in the Civic Center high trash area.
• Catch basin retrofits in the Machado Lake watershed and Trash TMDL Receiving Water Monitoring Protocol: Notice to Proceed was given on March 29, 2016 to TRC Solutions and G2. Construction for the amount of $300,000. Catch Basin retrofits to commence on May 2, 2016.
• A Request for Proposals to establish a contract for the fabrication and installation of curb opening screen covers was advertise on December 2015, 2 proposals were received January 2016, and currently being reviewed by the Bureau of Contract Administration for BIP adherence. Anticipate contract start date late Summer or early Fall 2016.
