system.

U.S. Military Base – Germany- 200512 yr old killed while riding a scooter, grabbed a truck and
was pulled under wheels
Idaho – 20086 students injured/1 critical/ freshman float came off hitch of
truck and hit a parked car; was on the way to the parade
Colorado – 200815 yr old girl tried to climb aboard a float on a flatbed trailer
and fell under trailer back wheels

Oklahoma – 200934 yr old woman who was with a group of 1st and 2nd grade
cheerleaders was standing in the road with her back to a
float as it attempted to turn and knocked her down under
wheels killing her
Georgia – 20091st grader fell from float and was hit by wheels
Florida – 20092 vehicles ran into each other; 2 girls were sitting in the trunk
of the front vehicle; both taken to hospital for stitches

Iowa – 201013 yr old boy from the 6th grade football team fell off the float
and was run over; leg injury
Wyoming – 20124 yr old fell off a float and run over by a trailer full of hay that
was attached. Fatality
Georgia – 2012Senior girl jumped off moving float, after being told not to,
receiving serious injuries after clothing was caught in wheel
and she was drug across pavement

Pennsylvania – 2015Two boys were injured when they fell off float and were run
over in two separate incidents
Iowa – 2015Student sitting too close to float trailer tires; was dragged off and under; broken ankle and knee injury
Colorado – 2015First grader fell off float and was run over; multiple injuries; was
airlifted to the hospital
Georgia – 2015Students feet got caught in float wheels; serious injuries

2012 Veterans Day Parade – Midland, TX – 4 fatalities – 11 injured
NTSB report – calls for governments to require written safety plans as
part of an approval process
At a minimum, NTBS said the plan should address: Risk Mitigation and
Contingency Plans, Safety Briefings, Driver and Vehicle Screening,
Float Safety and Railroad Crossing Issues.
Between 2011-2013 there were 8 fatal parade accidents reported
(Texas, Alaska, Oklahoma, North Carolina, New Jersey, Michigan,
Delaware)

• Some municipalities may require schools to provide a Certificate
of Insurance (CI) when having a parade in their jurisdiction
• Check with your municipality to see if they require a CI
• If so, contact your insurance carrier (For most of you it will be
GSBA-Risk Management Services) at least 5 days prior to the
event
• Contact your Member Advocate or Jill Smith in the GSBA
office: 800-226-1856 ext. 4373
• Be prepared to provide the following:
• What/When/Where
• Name/Address/Contact person of the municipality
requiring CI
• Provide any special requirements

• Auto liability coverage is triggered by the vehicle that is pulling
the float
• If the float is pulled by a District owned vehicle, the District’s auto
liability coverage would respond to a claim. If the float is pulled
by personal vehicle, such as an employee’s or a volunteer’s
vehicle, their personal auto liability coverage will respond first to
the claims and the District’s coverage would respond excess,
over and above the personal coverage.
• Note that District coverage would not cover damage to an
employee’s or volunteer’s vehicle for auto physical damage.
• From a liability and insurance coverage perspective, it is best to
use only school owned vehicles to haul floats in a parade

• Material should be flame resistant
• Fire extinguisher accessible on each float
• Any generators must be uncovered and not located within 3 feet
of combustible materials; And not located in any enclosed
space
• All heat sources must be located away from combustible
materials
• Safety chains must be affixed to the float and towing vehicle
• No open flames allowed on floats or vehicles
• Individuals riding on the float must be situated in a secure
location (Seating or provided with a secure handhold, (such as
railing, pole, handle, etc.)
• A slow moving vehicle “reflective triangle” sign must be affixed
to the rear of the float in an easily visible location

• Maximum height/width/length for all entries (local decision)
Many plans list 13’ height max, 9’ width max and 40’ length max
• No 18-wheel vehicles allowed
• Organizations should ensure that every part of the float is secure.
Items prohibited on floats and vehicles include, but are not
limited to: fire, live animals, smoke machines, dry ice,
explosives, fireworks, etc.
• Float skirts must be clear of wheel wells
• All entries must maintain appropriate distances (recommended
two-car lengths) from the entry in front of them
• Participants may not jump off of or onto a moving vehicle or
float at any time.
• No one permitted to ride on the roof/hood/or trunk of a moving
vehicle

• Safety blocks for tires of floats must be provided
• No occupants allowed “inside” of floats
• Float driver vision should not be interfered with; it is
recommended to have a “safety spotter” in the vehicle; Driver
should have view of or communication with any float riders
• PRELIMINARY SAFETY APPROVAL
• A detailed and thorough design of the float submitted prior
to event for approval
• SAFETY REVIEW
• A review/inspection of all floats/vehicles/entries at the
starting point prior to beginning the parade

• Children under high school age not allowed to walk the parade
route
• Throwing items to the crowd during the parade is prohibited.
Items included but are not limited to: candy, beads, fliers, mini-
footballs, etc.
• CROWD CONTROL
• Coordinate with law enforcement/municipality officials/DOT,
in terms of possible use of barricades or rope to keep
spectators out of the planned route of the parade
• SEVERE WEATHER PLAN
• What steps to take for spectators/participants in the event of
severe weather before/during/after parade
• If route includes ANY highway-railroad grade crossing, planning
should occur days before the parade; Should include local law
enforcement, municipality officials, school officials, and
appropriate officials from the railway services.
