-On CoverSaturday it was looking like it

was going to be the Jeff Graves show with Jeff winning both Light and Heavy 100 yard aggs. Jeff shot .1696 in LV 100 and .1832 in HV 100 to take first place in both. Eddie Harris was right on his heels and took second in LV 100 with .1710 and Matt Owens took third with .1964.

In HV 100 Joel Danzig Jumped into first with a really nice .064 in the fourth match. Jeff managed a .203 on his last group which beat Joel in the end. Joel took second with a really nice .1884 and Eddie Harris continued to shoot consistently well and took

third with .2006.In HV 200 Steve Hill shot a small

group .172 in Match 2 to jump into the lead. He stumbled a bit in Match 4 with a .652 then finished off strong with .245 to take first with .1934 getting his first win! Joel Danzig continued his solid performance from the morning taking second with .2195. Greg Coontz delivered five 4’s to take third with .2320 confirming the old saying “just don’t shoot a bad one”.

Jeff Graves came back in LV 200 shooting .2340 to take first. Eddie Harris finished second with .2420 and Gary Sullivan was third with .2475.

Steve Hill was first in Heavy Varmint Grand with .1984 adding a grand to his first win! Joel Dan-zig shot solid all weekend taking second with .2040 and Jeff Graves was third with .2220.

Jeff was first in Light Varmint Grand with .2018. Eddie Harris shot well all weekend and finished not far behind in second with .2065. Gary Sullivan was third with .2288.

Jeff Graves won the two gun with .2119. Eddie Harris took sec-ond with .2198 and Steve Hill was third with .2391.

As usual Jim Andress and his killer Riverbend crew put on a fine shoot and feed, Special thanks to Charlie and Cheryl Hood for providing outstanding lunch both days.

THE LEAS STORY - HOW WE BEGAN Llano Estacado Shooters Association

For several years prior to 1992, there was a group of guys here in west Texas that shot monthly rifle matches at a range just east of Lubbock, Texas called Rustic Range. We met one Sunday a month and shot a 100- yard Hunter Class Match using factory hunting rifles with no scope limi-tations. Immediately following the Hunter Class Match, we shot a 100- yard, Bench Rest Match. Now Rustic Range was justly named, as it was pretty rustic. The benches were mounted on pipe legs and any leaning at all on the bench would move your cross-hair several inches. In addition to the bench issue, the owner would not close the range to the public during matches so you might very well be trying to shoot groups while your next door neighbor was sighting in his 300 Win. Mag, or worse. And last but cer-tainly not least, we were basically shooting in a hole surrounded on three sides by can-yon walls and very seldom did any of your flags point in the same direction.

Myself, Rusty Morman, Randy Pum-phrey, Guy Wilson, and a few others that I will mention later in this story, decided it might be beneficial if we looked for some place to build a range that would be better suited to our needs. All of us had begun to compete at other ranges such as Midland and New Braunfels and had discovered we needed a lot of practice. In the Summer of 1992 we found 20 acres of land approxi-mately 20 miles Southwest of Lubbock that was going up for auction.

Long story short, we purchased the land. Now we needed some money to build some benches and a backstop. If you have never been to this part of Texas its pretty flat out here and there isn’t much to stop a bullet. I often tell people who have never been here before; “its so flat around here you can see the curve of the earth”. We, the founding members, decided we would set up the organization as a non-profit and have an initiation fee as well as annual dues. We used the initiation fees to pay for the benches and backstop that had to be built and have kept this initiation fee in place for new members.

The founding members included my-self, Rusty Morman, Randy Pumphrey, the late Dr. George Beck, Dr. Kenneth Terrell, William Marcy, PHD, Don Vandiver, Guy

Wilson, and Retired Colonel Dean Light who has also passed. Larry Baggett came along a few years later when he moved to Lubbock.

We realized that we needed a name for our organization, so after a short meeting of the members Dr. George Beck recommend-ed Llano Estacado and everyone immedi-ately agreed. If you are not familiar with the name or its meaning, I recommend a Google search. It is an interesting read and is a per-fect fit for our location.

We initially started with 10 benches with 3” thick concrete tops attached to cinder

block legs which are set in the concrete slab. As of this writing they have been in place for 25 years and have not moved. We built the benches ourselves and hired a dirt contractor to build the berm at 225 yards by basically digging a hole behind it and

piling up the dirt. As we neared completion on the berm and first benches it became evident we were going to be a little short on funds. I reached out to the founding members and offered to put their names on the benches if they donated additional funds. Kenneth Terrell and William Marcy quickly came to our rescue and donated the additional funds so we could complete the work. According to my notes, at that time 25 years ago, the cost for the concrete slab, the bench, and the roof over it, cost $175.00 per bench.

At this point we were off and shooting.

The next year, we began having monthly club matches. Now again, if you have nev-er been to this part of Texas, it is mostly cotton fields as far as the eye can see. And the cotton farmers don’t start planting cot-ton until late May thru mid June with har-

August, 2018 Precision Rifleman 9vest in late fall and early winter, so for ap-proximately 6 months out of the year, the range is surrounded by dirt fields. Now the wind has been known to blow around here on occasion, and when your surrounded by dirt it is not conducive to ideal shooting conditions, so our match schedule in the spring even to this day is often a gamble on whether the dirt is going to blow.

It only took 2-years for our organization to grow to the point that we needed more benches as we were filling them up at each club match. I again approached the mem-bers about adding 5 more benches. Once again they stepped up and provided the funds needed to build the additional bench-es. This time we had one non-Benchrest shooter, Walt Wesley, who donated. Ken-neth Terrell, Guy Wilson, William Marcy, and the late Gary Sandlin, whom some of

you may remember as an avid Benchrest shooter, also donated. I want to mention here that Gary never saw our range but do-nated the funds for a bench.

As time went on we began to see our club matches grow in attendance. We nor-mally see several guys from Midland and a couple from New Mexico regularly attend these matches. When you have people such as Charles Huckeba, Cecil Tucker, Mike Conry, Scott Haywood, Larry Baggett, Steve Murphy, Durward Wofford, and oth-ers consistently competing, it makes for some pretty stiff competition.

Over the years we have continued to grow in membership and match attendance and have made improvements to the range including a reloading building, target shed,

etc. This year we built an additional reload-ing area and installed an electrical system for the moving backers for our inaugural registered match we named The Cotton Boll Shoot that we recently completed. That’s a different story to come.

In closing, I just want to thank all of the people that have been involved from the beginning to get us to where we are

today. I believe when you have a group of individuals with a common goal and who are willing to put forth some effort, there is nothing that cannot be accomplished.

We really had a great day for a match, with the weather start-ing out in the low 50’s with mod-erate winds from the East and both temperature and winds ris-ing during the day making it a challenge for all 12 competitors.

In the VFS class at 100 yards the winner was Wayne Corley with 250-21X, 2nd was Dennis Boyet with 250-17X and 3rd was Jerry Kloeppel with 250-17X. At 200 yards Wayne Corley was the winner with 248-6X, 2nd was new shooter Ken Lamb 246-8X and 3rd was Dennis Boyet with 246-4X. In the grand agg the winner was Wayne Corley with 498-27X, 2nd was Dennis Boyet with 496-21X and 3rd was Ken Lamb with 496-19X.

TRI-COUNTY GUN CLUB 600YDs - MARCH 2018TCGC’s March 2018 match was de-

layed by fog until 9:30 when the LG began. We had light winds and temps in the 40’s. LG highest single score was 50-2X by Fred Dobson and he also won LG AGG Score with 148-2X. LG smallest group was Richard Sulffridge 1.150” and he also won LG AGG Score at 1.956”. HG highest Single Score was earned by Khanh Nguyen at 99. Bill Johnston won HG AGG Score with 291-6X. HG smallest group was Curt Men-denhall at 2.415” and he also had the HG AGG group at 3.092”.

Bill Johnston, former TCGC shooter and Hall of Fame member, won the Two Gun AGG Group with 2.640” and Two Gun AGG Score with 436-7X. Great Shooting Bill. Congratulations to all our winners. SWLA RIFLE AND PISTOL CLUB MATCH - APRIL 8, 2018

Regional VFS Championship Match

On April 8, 2018, the Southwest Louisiana (SWLA) Rifle and Pis-tol Club held the 2018 Gulf Coast Regional Championship Match for Varmit for Score (VFS). Twenty-five shooters from Texas and Louisiana came out and braved a miserable Louisiana weather day which was more like a February winter day rather than a spring day in April. Temperature started out in the low 40’s with overcast and switched winds which lasted all day. Looking forward to warm days and alliga-tors coming out!

Texas attendees dominated the match with Ray Perry winning the 100 yd, 200 yd and Grand Agg with the Pullum Brothers giving hard chase.

The Grand Agg for Ray Perry was 498 – 29 X’s with the high “X” count going to Richard Pullum with 31 X’s.

NBRSA 100 yard Screamer Awards went to Ray Perry, Richard Pullum, Dwayne Pullum, and Ed Bernadeo.

STEVE KOSTANICH WINS MANLEY OAKLEY - MAY 6, 2018

On May 6, 2018 the Manley Oakley Trophy was awarded to Steve Kostanich who scored a 2-gun grand agg of .2444. The top four scores at this year’s Manley Oakley were close. Dan Kjelland took second with a .2451, just .0007 away from Steve’s winning score. That’s equal to a difference of .0140 moa on just one of the weekend’s 20 targets. Larry Boers was also on the doorstep, putting together a .2494 for third place and Mark Walker scored a .2589 for fourth. As you can see the competition was lively. But when the final cease-fire was called it was Steve Kostanich who, with his decades of expe-rience, once again took the trophy home. Congratulations, Steve!

Sporter Class was contested on Satur-

day with temps from 48 to 63 degrees, under a high overcast. The breeze was significant, with lulls that became less frequent as the day went on. In the morning’s SP-100 Dan shot a screamer small group of .060. But it wasn’t enough, as Mark put together the winning agg of .1948. Dan took second with a .2108. The afternoon’s SP-200 saw Mark continue to put the pressure on the field. He shot the small group of .350 and won the yardage with a .2524 agg. Steve was close behind, taking second with a .2557. By the end of the first day Mark had won Sporter Class with a .2236 grand agg and Steve took second with a .2339.

Heavy Varmint Class action got under-way on a sunny Sunday, with temps from 54 to 65. Conditions had improved a bit from

Saturday, but by match 4 we were dealing with mirage. At 200 yards, Dan shot both the small group of .179 and the winning agg of .1935. Larry’s .2283 agg placed second. As the afternoon progressed, lengthening shadows shut down the mirage, though conditions remained tricky. At 100 yards, it was Steve who shot both the small group of .136 and the top agg of .2260. Larry claimed second place with his .2438 agg. With a third place finish at 100 yards, Dan held on to win HV Class with a .2195. Sec-ond best was a .2360, which was shot by Larry.

We really had a great day for a match with a wind mostly from the west that varied in intensity. Just enough to make it a chal-lenge.

In the VFS class at 100 yards the winner was Wayne Corley with a 250-19X, 2nd was Mike Schneid-man with 250-19X (tie breaker determined this) and 3rd was John Hutchins with 250-18X. At 200 yards Mike Schneidman was the winner with 247-2X, 2nd was Jerry Kloeppel with 246-3X and 3rd was Bud Mundy with 245-5X. In the grand agg the winner was mike Schneidman with 497-21X, 2nd was Wayne Corley with 495-23X and 3rd was Jerry Kloeppel with 495-19X.

In the Hunter class the 100 yard the winner was Paul Hon with 250-14X, 2nd was Peter Hon with 246-10X and 3rd was Tom Hencken with 245-5X. At 200 yards the winner was Tom Hencken with 240-3X, 2nd was Matthew Hon with 235-5X and 3rd was Peter Hon with 229. In the grand agg the winner was

NBRSA ITEMS NOTICE TO GENERAL MEMBERSHIP

The general membership meeting of the NBRSA will be held during the Group Nationals on Wednesday, September 12, 2018 immediately following the completion of competition for the day. It will be held at the Holton Gun Club, 6201 Crystal Lake Road, Holton, Michigan 49425. Please plan on attending. Agenda items up

for consideration at the meeting are listed below.

2018 Agenda Items for the Board of Directors

Eastern Region Agenda Items:1). I will submit an item - Letting shooters shoot a match or two a year without being a full member of the NBRSA. You could charge a small amount per match. With the shooters not setting any records per say. I see the number of shooters at Matches dropping. We have to get more people involved somehow. The NBRSA would get the match fees plus the Club,s would make more money. The dues are now $60.00 per year with magazine costing $48.00 per year. Maybe we could try it on a trial basis. Submitted by John Mangus.2). Mandate a change whereby all NBRSA Alternate Directors to fully participate in all NBRSA BOD meetings, allowing them to freely speak and share their ideas and provide their feedback on all NBRSA related business matters. Submitted by Jack Neary.3). Institute a practice whereby we set aside 60-90 minutes during the end of our annual BOD meeting where the BOD's open our meeting to any and all NBRSA members whom wish to attend to share their input or ideas or address any issues with the BOD's. Submitted by Jack Neary.4). The BOD's would immediately implement a new meeting policy; whereby the NBRSA President, VP, Controller and BOD's will hold quarterly conference calls in addition to our annual BOD meeting. These quarterly conference calls will allow the NBRSA leadership team to address any and all regional/national issues in a more proactive and timely manner, versus waiting for our annual BOD held each Fall at the NBRSA Group Nationals for issue review and resolution. These quarterly conference calls will also include the full-participation and input of all NBRSA Alternate Director's during each conference call. Submitted by Jack Neary.

Gulf Coast Region Agenda Items:1). The only thing that we had was a motion to present a shatter blast target competition similar to what the range at Huntsville is having. They shoot 2” Daisy clay pigeons at 250 yards along with a 3/8” aspirin at that distance on black poster board . The motion was to come up with a shatter blast type target that could be shot at 200 yards to allow more ranges to host it as well as the present 250 yard and 400 yard or other distance clay pigeon matches that is being shot at Huntsville. If it’s registered with the NBRSA, the shooters would need to be members to participate in it. The idea behind register-ing is that it would be a way to get new members who are accuracy oriented and might gravitate to group or score and would also allow the NBRSA to host any records that might be set. It also might help integrate the score shooters and group shooters. In the GC region, it seems like we have score shooters and group shooters and not much cross over between the two groups. We are planning to have a one target shatter blast match between the 200 HV and 100 HV at Seymour in June. It will be shooting at eight 5/8” Tums and two 3/8” aspirins hot glued to a black poster board with only 10 shots fired allowed. The formal motion will be finalized at the continuation of the GC region meeting at the Buffalo Shoot match in Midland. Submitted by Dickie Pustejovsky.2). Allow unlimited rest to be clamped to the bench top. Superfeet must be used between the rest points and the bench top. The shooter will be respon-sible for any damage from clamping he causes to the bench top. Presented by Larry Baggett.

Mid-Continent Region Agenda Items:Rule book page 9 4.13 Course of Fire:1). 4.13.1 The Group Nationals Unlimited, Heavy Varmint, Light Varmint & Sporter Rifle Championships.I want to have discussion about changing the order that we shoot the match. I would like for the competitors who only shoot the varmint rifles to be able to complete the match in 4 days. I have been talking to people in my area several would like to change. Submitted by Don Creach.2). Approve the dates for the 2019 Short Range Hunter and VFS Nationals as August 6 thought the 9th at Northern Colorado Bench Rest Shooters Range. Submitted by Don Creach.

Mississippi Valley Region Agenda Items:NoneNorth Central Agenda Items:None

Northwest Region Agenda Items:1). Put in place a written procedure to properly place someone on probation or to remove them from the NBRSA. Submitted by Tacoma Rifle and Revolver Club.2). Relook at cost of NBRSA Trophy Fee and who gets what for that fee. So we can make corrections/additions to the rule book. Submitted by Dan Zaccanti.3). Long Range Shooters.

Southeast Region Agenda Items:1). Steve Lee and Don Creach will present a proposal to revise Tournament Rules Item 17 to institute a formal procedure for tracking potential World Record submissions. We will work out a procedure to make sure World Record submissions are not misplaced or lost prior to delivery to the World Records Committee chairman. Submitted by Steve Lee.

Southwest Region Agenda Items:By-Laws ChangesARTICLE II – REGIONS1). Section 2. Directors - Each region may will elect an alternate for its director. In the absence of a director from a meeting of the Board of Directors, his or her alternate may, upon written notice to the Secretary, attend such meeting and exercise therein the rights, powers and privileges of the absent director. Submitted by Dave Woodward.2). Section 3. Meetings - The director of each region shall call an annual meeting or use other methods of communication to notify the region’s mem-bers to set forth a match schedule and to conduct any business of the region. All members of the region must be notified by mail at least thirty (30) days prior to the date of the annual meeting. The director of each region shall decide the final dates for all registered matches in his or her region. They must not be in conflict with any National matches. The members present at the annual meeting shall be allowed to conduct any business of the region, so long as such business does not conflict with any By-Laws or rules of the Association which shall be determined by the Board of Directors. Submitted by Dave Woodward. 3). Section 4. Resignations and Removal of Directors - (b) Any director may be removed for cause by vote of the Individual Members from that region. or by vote of the directors provided there is a quorum of not less than a majority of the entire Board of Directors present at the meeting of directors at which such action is taken. Any director may be removed without cause by vote of the Individual Members from that region. Submitted by Dave Woodward.4). Section 5. Vacancies - A vacancy occurring on the Board of Directors shall be filled by the elected alternate from that region, except that, if a va-cancy remains unfilled for six (6) months after it occurs, and by reason of the absence, illness or other inability of one or more of the remaining directors a quorum cannot be obtained, the remaining directors, or a majority of them, may appoint a director to fill such vacancy. Alternate Directors who fill vacancies shall serve until the next meeting at which the election of directors is in the regular order of business, and until their successors are elected and have qualified. ARTICLE V – OFFICERS

5). Section 2. Term of Office and Qualifications of Officers - The President shall be elected by the general membership. All other officers will be elected by the board. Unless a shorter term is provided in the resolution of the Board electing such officer, The term of office of each officer shall be for two (2) years and extend to the first meeting of directors following the second Annual Meeting after the Annual Meeting at which he or she has been elected and until the officer’s successor is elected and qualified. The President, Vice President and Secretary must be a past or current member of the Board of Directors, except the Business Manager. Submitted by Dave Woodward6). Section 4. Removal of Officers - Any officer, except the President, may be removed by the Board of Directors for cause at any time. Submitted by Dave Woodward7). NBRSA needs to develop a set process to discipline a member e.g., warning, censure, suspension, termination. The facts must be clearly stated and voted on by the membership. Submitted by Dan Lutke 8). NBRSA can not remove a member off the World Team for any circumstances. NBRSA needs to keep a distance from World Team. It should have no say in running of the World Team. No Financial input. No management, etc. Submitted by Dan Lutke9). NBRSA needs to have set rules and regulations for the transfer of power when a new President takes over. There need to be policies in place to ensure a smooth transition. Submitted by Dan Lutke10). It needs to be clearly stated the job of Business Manager before and during the take over. Who does Business Manager answer to – the Board or the President? And who reviews the decisions of the Business Manager. There needs to be checks and balances. This is a group effort. Decisions cannot be made for the entire group by one or two people. Submitted by Dan Lutke 11). Checking current membership needs to be the duty of the Regional Director. They must have a roster and check the matches in their region to make sure the shooters are dues paying members of the NBRSA. Would be a more accurate resolution of any disputes about dues and valid member-ship. Submitted by Dan Lutke12). Place a term limit of 3 consecutive 2 year terms for all directors. Make it retroactive. Submitted by Lou Murdica

The floating design of our neck turner and the universal floating case

driver allows the case mouth (bore) to run on the arbor absolutely

concentric. Therefore allowing O.D. to be turned concentric with I.D.

The tail-stock creates a horizontal inline support for the base of the

case. Also allows the operator to keep both hands on the power screw

driver or drill. This makes it very easy to control feed rate of the cutting

operation, generating a very fine turned finish. Case holder drivers are

designed to be the most gentle driver, yet providing an adequate hold.
