Dr. You has 12 years of pavement research, published over 100 peer-reviewed papers, is associate editor for ASCE Journal of Materials in Civil Engineering, a member of the Board of Directors for the International Journal of Pavement Research and Technology, and a lead editor of four ASCE Geotechnical Special Publication books.

Dear Ms. Gause:

On behalf of my research team, I wish to express our interest in undertaking the NCHRP 20-05

Topic 44-06 “Implementation of Mechanistic Empirical Pavement Design Guide (MEPDG) and

DARWin-ME Software” project. This letter is in response to your solicitation for consultancy

services regarding the Synthesis of Information Related to Highway Problems.

Our experienced research team is qualified to deliver on the NCHRP 20-05 Topic 44-06 project

objectives and includes Dr. Zhanping You, Dr. Bernie Alkire, Mr. Julian Mills-Beale and Mr. Xu

Yang. Our team is professionally committed to: 1) Survey agencies in all states, Washington

D.C., Puerto Rico, and the Canadian provinces to determine their status regarding

MEPDG/DARWin-ME implementation; 2) Evaluate how DOTs successfully transitioned from

exploratory to full implementation states; 3) Providing a guiding framework to assist those DOTs

who have not started or are in the process of implementing the MEPDG/DARWin-ME.

Ultimately, we will seek to provide the platform for a heightened level of interaction between

state department of transportation (DOT) materials, design, traffic, and construction engineers to

aid DOTs for full-scale implementation of the MEPDG/DARWin-ME. Our past and present

working experience with state DOTs and agencies puts our team in an appreciable position to

organize and document all activities of the MEPDG/DARWin-ME.

Listed below are the qualifications and credentials of our team:

1) Dr. Zhanping You (Associate Professor in Pavement Engineering): Dr. You has worked

with the Michigan DOT, agencies and contractors on aspects of MEPDG including: 1)

Population of Michigan’s materials library for implementation of MEPDG; 2) Testing of

typical Michigan HMA, WMA and aggregates for inclusion in the materials library; 3)

Development of a framework for using existing pavement management data to calibrate the

MEPDG performance models; 4) Local calibration of the MEPDG. Other notable projects

include sustainable material use in pavement structural design and construction, discrete

element modeling for pavement performance characterization, and innovative automated test

development for transportation material characterization. Dr. You has 12 years of pavement

research, published over 100 peer-reviewed papers, is associate editor for ASCE Journal of

Materials in Civil Engineering, a member of the Board of Directors for the International

Journal of Pavement Research and Technology, and a lead editor of four ASCE Geotechnical

Special Publication books.

2) Dr. Bernard Alkire (Professor Emeritus in Transportation Engineering): Dr. Alkire’s

40 years of service has made him well acquainted with the federal and state government

contracting process and he has completed several contracts associated with the Local Technical

Assistance Program sponsored by the FHWA. He obtained his PhD in 1972 from Michigan State

University and has worked as a registered professional engineer since 1968. Additionally, he has

worked tirelessly in coordinating transportation engineering technology transfer to local and

tribal governments in the Eastern US. He is well versed in MEPDG traffic counting and

pavement data management, frost penetration in road sub base materials, design of aggregate

surfaced roads and mechanics of sand-ice materials.

3) Julian Mills-Beale (Assistant Professor in Pavement Engineering): Researcher Mills-Beale

works with the California Baptist University and has 8 years of experience in pavement design

and construction engineering in both Africa and the US. He has been involved in recycled

aggregates, bioasphalt development, Marshall and Superpave™ mixture characterization,

pavement distress surveys, traffic count and destructive non-destructive pavement testing

research. His achievements include: 1) 8 peer-reviewed publications; 2) 3 book chapter

authorships; 4) Invitational editor and reviewer for the ASCE Journal of Materials in Civil

Engineering, ASCE Geotechnical Special Publication GeoHunan International Conference and

the Journal of Construction and Building Materials.

4) Xu Yang (Pavement Engineering Researcher): Researcher Yang’s interests are in MEPDG,

sustainable pavement repair/maintenance engineering, Superpave™ material characterization,

alternative asphalt materials and micromechanical simulation using the discrete element method.

Having studied for his MSc Transportation Engineering degree from the prestigious Southeast

University in China, he has 2 peer-reviewed paper publications to his credit including the

“Preliminary Study of Materials Effect of Cold In-Place and Full-Depth Reclamation Asphalt

Concrete in Mechanistic-Empirical Pavement Design” published by ASCE. Furthermore, he has

been active in the pursuit of collaborative development of alternative materials for sustainable

transportation with the Michigan DOT.

We applied for this project due to our belief that the MEPDG product can be pivotal in

revolutionizing the planning, construction, rehabilitation and maintenance structures of durable

transportation infrastructure in the United States. You can rest assured that our team will

competently and transparently work with NCHRP, highway agencies, and contractors to ensure

SUMMARY

Dr. Alkire was the Director of the Tribal Technical Assistance Program at Michigan Technological University and has over 15 years of experience in technology transfer. He has provided technology transfer to tribal governments since 1992 and works with the Federal Highway Administration (FHWA) and Bureau of Indian Affairs (BIA) to provide transportation related assistance to tribes located in the Eastern part of the United States. He is well acquainted with the federal and state government contracting process and has completed several contracts associated with the Local Technical Assistance Program sponsored by the FHWA.

Since 1992, Dr. Alkire has made numerous presentations to tribal planners and council members on subjects as diverse as prioritization of transportation projects using a process he developed in cooperation with the FHWA Office Corporate and Professional Development (OCPD). In addition he attends many workshops and has made presentations on construction, maintenance, pavement management, and transportation planning. Some of the workshops include Partnering for Indian employment, GIS satellite down linking, and planning and funding under ISTEA. He frequently contributes and participates in FHWA work groups and TTAP panels and is presently the TTAP member on the National Local Technical Assistance Program Association (NLTAPA) Executive Committee. Dr. Alkire’s experience in design includes 6 years with the Michigan Department of Transportation as a Road Design Engineer and 38 years teaching transportation related courses. He has done research in frost penetration in road sub bases materials, design of aggregate surfaced roads and mechanics of sand-ice materials.
