In prev ious DeCLAR A newslet ter edi tor ia l, both t he Program Commi t tee Chair man and the Director of RENATA, enthusiast ically invited to par t ic ipate in TICAL2013 Conference, and predicted that the event in Car tagena de Indias would be a success, and, undoubtedly, i t was.

Not only the expectat ions regarding the number of par t icipants and of the quali t y and relevance o f t he present at ions were achieved by t he Conference, but also in every formal and informal conversation held in the framework of TICAL2013, it was remarked by the at tendees the impor tance of par t ic ipat ing in the event. Moreover, i t was ment ioned as an unmet aspirat ion the need of establishing an ef fect ive mechanism to cont inue in the long term the discussions raised within the contex t of each topic, and that giv ing bir th to a "suppor t net work" would be useful and valuable in order to meet this aspirat ion.

Dur ing the li t t le speech I gave at the closing sess ion, a t t he request o f t he RedCLAR A Management, I commit ted mysel f to look af ter the best ways to answer these requests, which is cer tainly a challenge that involves and commits all of us. Now I would like to tell you how we have been progressing in these lines and what do we expect to happen before we meet in TICAL2014.

First, we have formed the working groups, with the Universi t y ICT Heads and Direc tors that conf irmed their interest to par t ic ipate act ively in the TICAL Communit y. The following issues have been ident i f ied as the major ones: Net work In f rast ruc ture and Mobile dev ices, Academic Ser v ices, Inst i tu t iona l Management Suppor t

Ser v ice, and ICT Governance; however, due the breadth of each topic, subtopics or speci f ic discussion threads must be def ined. New subjects emerged, such as the Legal Aspects to consider in the provision of technological services, issue that was ver y appreciated dur ing the Conference. If you are still not integrated, or i f you are interested in raising a new topic in the f ramework of the Communit y, please don’t hesitate to contact me; the wider our par t ic ipat ion, the more valuable our work.

The work plan w ill be set i t in the upcoming days w i t h t he par t ic ipant s o f t he di f ferent groups. Bu t I would like to ment ion some c o mp l em en t a r y ac t i v i t i e s, t ha t w e t h ink could suppor t t he discussion work, such as: discussions with relevant stakeholders to know their exper ience and knowledge in cer tain areas that w ill cont r ibute to the groups discussions; we will search the establishment of alliances to access to t rainings or t raining mater ial; sur veying in format ion to enable us to ident i f y common projects, problems or needs; and we will also look af ter tools that allows content generated by the Community to be consulted in an expedit ious way by all stakeholders. These are some of the ideas that we are reviewing.

We know that the t ime we have is t ight, but we also wish to at tend the call of working together and suppor t ing each other, because we understand that these challenges mot ivate us equally. The format ion of this communit y must propi t iate a space for knowledge and collaborat ion for our Universi t y ICT Direc tors, a space ta ilored to their needs, where they can share exper iences, exchange k now le dge, mot i va te ini t i a t i ves, understand t rends and discuss common issues, among others. It should also br ing the possibili t y of establishing links bet ween the inst i tut ions in order to c reate par tnerships to leverage the synergies within the TICAL Communit y.

I invite you all to join us, so that we can show signi f icant progress in our communit y dur ing the TICAL2014 Conference that will be held in Mexico.

LAReferencia final project meetingThe meeting was held at the offices of the national network of Chile, REUNA on August 13 and 14, 2013 and was attended by representatives of each of the countries that are part of the Project: Argentina, Brazil, Chile, Colombia, Ecuador, Mexico, Peru, Venezuela and El Salvador.

With the aim of c losing the pro jec t and to establish the work guidelines for the f irst year of operation of LAReferencia as a federated network , on August 13 and 14, 2013 was held a meeting at tended by representatives of organizations that are in charge of the national nodes of each of the countr ies involved in the init iat ive.

According to Carmen Glor ia Labbé, Deput y General Manager of RedCLAR A and St rategic Coordinator of LAReferencia, the cent ral point o f t he meet ing was t he development o f an act iv i t y plan for 2014, the f irst year of work of the federated network, not as a project, but as an independent ini t iat ive that seeks a posit ion in t he region, t he ensur ing o f i t s f inanc ia l sustainabili t y, st rengthening nat ional nodes and their incorporat ion into any internat ional project.

About LAReferencia

LA Referenc ia i s a p ro jec t p resen te d by RedCLARA, funded by the Fund of Regional Public Goods of the Inter-American Development Bank (IDB), which main purpose is the creat ion of an agreed strategy and agreements f ramework for the construct ion and maintenance of a federated network of inst itut ional repositor ies of scient i f ic publicat ions for stor ing, shar ing and disseminate the scient i f ic product ion of Lat in America.

This new link, whose equipments were also dona ted by RNP, c onnec t s Buenos A ires (Argent ina) and Por to Alegre (Brazil) with a 10 Gbps lambda equipped with 8 Ethernet channels of 1 Gbps. From Por to Alegre to Sao Paulo, RNP provides a dedicated channel of 1Gbps.

The project of establishing this link began in

2009 and is a joint ef for t of RNP, Level3 and RedCLARA, with PADTEC equipment.

The link is ver y impor tant as i t gives greater ser v ice availabili t y to A rgent ina and Uruguay and improves ser vice latency, reducing the data transfer t ime in almost 50%. With this new optical system RedCLARA can increase bandwidths in an easier way and with lower costs.

CUDI invites you to surf in its new portalThrough http://www.cudi.edu.mx/, users have access to information about the activities of the National Research and Education Network in Mexico and its member institutions. The portal is a window into the activities of the international networks in which the Mexican NREN seeks recognition and participation of its members, in order to promote the development and promotion of applications and services, and disseminate relevant information about the work of the National Research and Education Networks.

How does the CUDI plat form for communit ies and technical groups operates?

CUDI’s plat form it is formed by the collaboration and learning spaces created for the Communit ies and Technical Groups of CUDI, i t allows users to interact in a f lexible and f r iendly way and it seeks to foster the act ive par t icipat ion of i ts members.

The users of CUDI’s plat form have their own space called My Site, in that space they can store and share f iles with other users, organize their schedules, describe their prof ile, and make of their own the collaborative spaces for communities and of technical interest groups.

What kind of interaction levels has the plat form?

The project's goal is to be the env ironment of collaborat ion, learning and research , of the Nat ional Research and Educat ion Net work in Mexico, generat ing:

• Pa r t i c ipa t i on and sha r ing o f sc ien t i f i c knowledge.

• Iden t i f i c a t i o n a n d r e c o gni t i o n a m o n g academics and researchers.

How did the idea of st rengthening CUDI’s communi t ies wor k (i t s p lat for m) w i t h t he RedCLARA’s VC Espresso system arouse?

VC Espresso is an essent ial ser v ice for the implementat ion and development o f CUDI’s plat form; it is the tool through which we can achieve t he interac t ion bet ween t hose researchers, academics and students that are interested in the issues t reated by the communit ies and technical groups .

We found that through VC Espresso we have a standardized plat form regardless of the brand of the connected equipment.

In September 27, 2010, in the contex t of the RedCLARA Meeting held in Managua (Nicaragua), for the f irst t ime CUDI introduced the project of i ts plat form as a collaborat ion site to publish the information of the NRENs that were par t of the LA Public Relat ions Network. We were seeking to integrate tools such as:

- Videoconference

- Electronic whiteboard

- Desktop shar ing

- Chat

VC Espresso is now an integral par t of the

CUDI’s Plat form because i t contains all these elements .

What k ind of wor k was car r ied out w i t h RedCLARA to st rengthen this plat form? Did you have the need of tailor ing VC Espresso to your needs?

For the integrat ion of VC Espresso we had the suppor t of Car los González, f rom RedCLAR A, and of Rafael Morales, University of Guadalajara. Through CUDI’s Plat form - developed in Sakai CLE – it was achieved the implementat ion of the Meetings ser vice (we call this “Vir tual rooms” in the collaborat ive spaces), thus integrat ing both systems by means of the t rusted exchange of data between them , preventing users of CUDI’s Plat form to sign themselves twice.

Which do you consider is the contribution of VC Espresso to CUDI’s communit ies and technical groups?

It is a tool for the collaborat ive work that is car r ied out by our coordinators and allows to

comment and modif y documents in real t ime, thus breaking the barr ier of physical distance, as CUDI members are distr ibuted throughout the country it allows instant communication via audio and video.

How do you evaluate the work done together w i t h RedCLAR A for st rengt hening CUDI’s communit ies?

Re dCL A R A’s supp o r t w a s key f o r t h e implementat ion of VC Espresso, the availabili t y and exper t ise of the technical suppor t facili tated and streamlined the integrat ion of the tool to the collaborat ive spaces .

How was the feedback received from community members regarding VC CUDI Espresso?

The coordinators and researchers who have used the ser vice have been sat isf ied Espresso VC and continue to use the ser vice.

Would you recommend the use of this tool by other NREN?

Amply.

Does CUDI has plans to integrate another RedCLARA tool to its plat form?

In CUDI we are planning to implement the Big Files Transfer ser vice, generat ing collaborat ive spaces accounts .

The contest is open unt il 15 October 2013, 5:00 pm (Brussels t ime) to all women who have founded or co-founded their company and who have at some point of their careers benef i t ted f rom the EU's research f ramework programmes or the Competit iveness and Innovation framework programme.

The f irst pr ize is EUR 100.000, second prize EUR 50.000 and the third pr ize EUR 25.000.

An independent panel of judges f rom business and academia will examine and select the three winners who will be announced in spr ing 2014.

March 1, 2013 , Bucaramanga , Colombia: representat ives of f ive Lat in-American National Research and Educat ion Net works, RedCLAR A and var ious universit ies and research centers of Lat in America and Spain signed the Declarat ion of Bucaramanga, with the intent ion of cont inuing collaborat ing in the const ruct ion of advanced computing ser vices and of creat ing an Advanced Comput ing Ser v ice for Lat in Amer ica and the Caribbean (named SCALAC). August 28 to October 28, 2013: SCALAC gathers 10 institut ions of Spain and Lat in America in order to provide resources of High Per formance Computing (HPC) through a call for projects, applicat ions and developments generated by researchers across the region.

A long w i t h t he ex per ienc e ga ined in t he deve lopment o f c o llab o ra t i ve p ro jec t s f o r the development of computat ional gr ids and e-Science, as EELA, EELA-2 and GISELA, and the observation of projects devoted to the integration of supercomputers, databases and tools of high cost employed in a distr ibuted fashion and based on open systems (such as the U.S. Ex t reme Science and Engineer ing Discovery Environment

- XSEDE), the decision to form SCALAC was taken star t ing f rom the ref lect ion and the collaborat ive work car r ied out by the RedCLAR A Transi t ion Team (CLARA -TT) that, created in the framework of GISELA, was searching for the sustainabili t y of advanced computer ser vices for Lat in America.

One of the researchers that has deeply worked on the subjec t is Herber t Hoeger , involved f rom the beginning of the EELA project in the development of e- Science in Lat in America, we talked with him about SCALAC.

What is your role within SCALAC?

I am c o l l ab o ra t ing on bui lding SCA LAC communit y, which means: mot ivat ing di f ferent data centers in Lat in America to work together in order to provide an advanced computing ser vice to the researchers of the region. These act ions result in a coordination / organization of meetings, dissemination and monitor ing of agreements and especially in a permanent collection of information, ident i f y ing projects and players who can join in the realizat ion of this idea of collaborat ion to strengthen the capacit ies of our researchers .

Trying to build access to advanced computing capabilities

SCALAC, the Advanced Computing Service for Latin America and the Caribbean, is an initiative that has been long-awaited by users of High Performance Computing in the region. We talk about it with one of its leaders: Herbert Hoeger , PhD in Computer Science and active promoter of the e- Science and the computational grids in the region, who from its academic position in the Universidad de Los Andes (Mérida , Venezuela) participated in GISELA, EELA and EELA-2 initiatives.

Is SCALAC a formal group or a project that is looking to become as such?

SCALAC was of f icially launched in Bucaramanga, Colombia, in March 2013, w i th the suppor t of RedCLARA. It is the continuation of a major ef for t that was built through cooperat ion projects with the European Commission. Among these impor tant projects we can mention EELA (Enabling Grids for e-Science in Europe and Lat in America), EELA2 (E- sc ience gr id fac ili t y for Europe and Lat in America), GISELA (Gr id Init iat ives for e- Science vir tual communit ies in Europe and Latin America) and now CHAIN (Co -ordinat ion & Harmonisat ion of Advanced e- Infrastructures) and CHAIN REDS (Coordinat ion & Harmonisat ion of Advanced e- Inf rastructures for Research and Education Data Shar ing). As a commitment to promote this idea, the SCALAC ini t iat ive has the backing of the academic net works of A rgent ina (InnovaRed), Colombia (RENATA), Costa Rica (RedCONARE), Ecuador (CEDIA) and Mexico (CUDI). Centers of Brazil (SiNaPAD) and Spain (BSC , CETA-CIEMAT and CIEMAT) are also involved in SCALAC.

What is the main objective of SCALAC?

It is the integrat ion of a regional community of researchers and technologists who combine their skills to provide advanced computing ser vices to the region and the rest of the wor ld .

Groups of researchers and technologists f rom each country of fer their time, exper tise, computing resources, as well as the telecommunicat ions net work inf rast ructure in order to achieve this purpose.

SCALAC ser v ices are based on a v ir t ua l net work of resource centers established and distr ibuted in the region for the development of e- Science projects . Among the ser vices that SCALAC aims to build is the access to advanced computing capabili t ies such as gr id computing, c loud c ompu t ing, sc a lable superc ompu t ing archi tectures, remote sc ient i f ic v isualizat ion, data repositor ies, among others.

What is the impor tance of SCALAC for Lat in America and the Caribbean and how it relates to the experiences of EELA, EELA2 and GISELA?

SCALAC is the cont inuat ion of these projects and inher i ted the technical and organizat ional st ructure of GISELA. SCALAC seeks to integrate c o mpu t a t i o na l a n d huma n r e s o ur c e s f o r researchers in Lat in America to access a wider range of resources, applicat ions and locally ex ist ing knowledge, allowing them to be more product ive and to address problems of regional impact.

How will be SCALAC f inanced?

One of the challenges, i f not the main one we have, is sustainabili t y. On one hand there is an init ial suppor t commitment signed by f ive Lat in Amer ican academic net works (CEDIA, CUDI,

InnovaRed, RedCONARE and RENATA) and on the other, we are developing a cost study to compensate the par t ic ipat ion of the resource centers. Though there’s a lot of init ial enthusiasm, and we have the self less voluntary par t icipat ion of these supercomputing centers, we will ensure sustainabili t y only when we build mechanisms through which the benef i ted researchers star t cover ing operating costs of the service providers centers. In our region there are no regional f inanc ia l inst i tu t ions that can suppor t, even par tially, the star t of a project like this. So we have to be very creat ive to ensure the sustainabili t y of the ser vice.

What is t he impor t ance of RedCLAR A’s par t icipation in SCALAC?

RedCLARA plays a double role. The f irst and most impor tant is the one of the regional integrat ion through a dedicated high-speed net work . That is, the assurance that the ser vices available at a computer center in Argentina, can be used by a research group in Costa Rica. This enables that gr id t ype ubiqui tous comput ing ser v ices can be prov ided by severa l geographica ll y distr ibuted centers. The second role refers to the availabilit y of very broad bandwidths that allow to t ransmit large volumes of data and per form data visualizat ion sessions remotely.

Could you please refer to the call to provide resources of High Per formance Comput ing (HPC)?

SCALAC, with the suppor t of computer centers BSC, CEDIA, CeNAT, CETA -CIEMAT, CIEMAT, SC3UIS and SINAPAD launched a call to provide resources for High Per formance Comput ing to researchers w i thin the region. Dur ing CLCAR

(Latin American Conference on High Per formance Comput ing) 2013 in San Jose, Costa Rica, i t was decided that since this is the f irst call, i t must be car r ied out only by inv i tat ion, so i t is not an open call; t he SCALAC members w ill look af ter research groups that w ill be inv i ted to par t ic ipate in the call w i th the object ive of benef it ing them with the resources of fered and those groups will also help us to test and validate the dif ferent facilit ies available. The observations of these researchers will be impor tant to make the necessary adjustments to minimize possible inconvenience in future calls.

What are the steps that SCALAC will follow within the course of its f irst year?

We will work in order to gain reliability, popularity and sustainabili t y.

We must c ont inue w i t h t he in tegrat ion o f resources f rom dif ferent inst itut ions and ensure that the service is reliable. The service works and that there is suppor t / suppor t for researchers to run their f laws .

We are focusing in the massive use of the e-In f rast r uc ture. This resul t s in applicat ions adapted to the integrated inf rast ructures and helps to foster the di f ferent Science Gateway. The Science Gateway are por ta ls that a llow researchers to access computing resources and available applicat ions, hiding the complexit ies of dealing directly with the infrastructure, making the resources and applicat ions signi f icant ly easier to use. This has the potent ial to at t ract those reluctant users to invest in learning the par t icular intr icacies of the required resources.

in SCALAC. We must promote the par t icipat ion in projects f inanced by local and internat ional o r g a ni z a t i o n s: COLCIENCI AS, CON ACY T, CONICYT, Wor ld Bank, Uni ted Nat ions, NSF, and calls as CyTED of those of the European Commission such as Hor izon 20/20 and FRIDA, for example .
