Australian Defence T&E Initiatives

T&E MOU’s

Bilateral Australia – US T&E Program MOU (TEP MOU) 2003. Cooperative T&E by Australia and the US on any system at any level of T&E

Multilateral T&E Program MOU (MTEP MOU) between Australia, US, Canada, United Kingdom and New Zealand was established in 2012 and can support cooperative T&E by any two or more of the participating countries on any system at any level of T&E

US Distributed Test/Training Environment nodes established across Australia (Woomera, DSTO and numerous Bases)



Senate Report into Defence Procurement

Highlighted several deficiencies:

Poor compliance with Defence T&E policy in general but particularly during acquisition

Failure to do required T&E planning

Insufficient consultation during T&E planning

Insufficient early T&E to inform decision makers early enough to influence key decisions



Australian Defence T&E Office Directed

Defence Chiefs’ of Services Committee Directed:

ADTEO lead consolidation of Defence T&E Policy and Procedures into Defence Capability Development Manual

Develop specific T&E policy for Pre-First and Second Pass T&E to obtain early risk reduction

Improve early test concepts/plans to obtain more T&E data throughout solicitation and facilitate transition to a Test & Evaluation Master Plan
