This Master Plan 3 is accomplished by the collaboration form
government and private sectors with the same path of vision in
developing Thailand automotive industry as of year 2021: Thailand
will be the world manufacturing base with supply chain that
enhances domestics value added and environmental friendly
which have to be driven simultaneously and systematically. Formore details of the master plan (both Thai and English), please
visit our website at www.thaiauto.or.th.
During the past period, Thailand Automotive Institute (TAI)
was a part of many activities that supported and developed Thailand
automotive industry both directly and indirectly. The latest suc-
cessful event was the Press conference of the achievement
preparation of Automotive Industry Master Plan 3 (Year 2012
2016) on November 30th, 2012. Dr. Witoon Simachokdee, the
Permanent secretary of Ministry of Industry (MOI), honorable
presided over this event at Choonhawan room, MOI.
Additionally, there are several hot issues that impact toThailand automotive industry; for example, escalating volume of
new car from the 1st time car buyer, tax redemption scheme and
increasing the minimum wage rate to 300 THB, so on. Many are
now questioning if these and some factors like Technology, Human
resource, Automotive development model and Growing of automotive
industry would be threats or effect to other sectors; for instance,
traffic jam, pollution or environment. You will find all answers from
this issue.
At the end, I would like to invite you to visit our new website
at www.thaiauto.or.th. and join us for your chance to win and get
a free prize. Just simply fill in our questionnaire. All suggestions
will be used as guidelines to improve our services. As we alwaysrealize 1 suggestion is 1 step ahead of our development. Last but
not least, it is never too late to say Happy New Year 2013 to all
of you.
Please, enjoy your reading! See you for the next issue.

According to the escalated of fuel, gas and oil in the world
price market and there are potentials of their running out within
he next few years. This shortage will affect to all sectors; especially,
n-land transportation, which use automotive as the primary tool.
realize this issue and have changed my daily travelling behavior;
for instance, using more public transportations like BTS, MRT or
Bus instead of driving my own car. It saves me a lot and I canmanage my travelling time (in case of taking BTS or MRT).
However, if I get stuck in the traffic or on the rush, I can call the
service from motorcycle. It is quick and worry free for finding a
parking spot, which is sometimes hard to find and it is expensive;
especially in the center city.
Lets use more often with Public Transport Services
such as BTS
As benefits I mention above, lets use more public transportation
services! It is not only save your money but also save energy
consumption of Thailand. You may raise a question Sometimes
I must drive my car, how can I support the Nation for using less
fuel? Here are answers:

1. Select the right car for you
The bigger of engine is the more consumption of fuel. Size
of engine is up to capacity of piston displacement, which has
unit in cubic centimeter (cc.). However, to clarify the size of
engine is also depended on type of vehicle as well for example:
assenger car with capacity of 1,500 cc. is a small engine. On
he other hand small truck and pickup are in small engine sectionf they have capacity of 2,500 cc. Thus, you also have to consider
the purpose of your usage. If you have to load heavy cargo, you
should buy a truck with higher capacity.
Alternatively choosing the new high technology such as
ybrid Electric Vehicle is an alternative to save energy because
ts fuel consumption rate is only half of regular vehicle, which
saves your money. Nowadays Hybrid Electric Vehicle has been
mported for sale in Thailand, but the selling price is still high.
hus, you have to consider in several aspects and pros-cons
efore making decision.
2. Follow schedule of Routine Maintenance as
defined in manual booklet or recommendation from
mechanic for each modelRegular routing check as defined in the manual booklet is
mportant because the well maintained engine will remains in
good performance and normal rate of fuel consumption. It also
increases safety for you during driving. Here is a list of items
equired check up.
Oil changed and filtered as defined period or specific
distance
There are several kinds of engine oil sale in the market:
egular, Semi-synthetic and Fully synthetic, which have different
enefits caused from proportion of components. Each type hasdifferent qualification; i.e., Lubricant, Condensing heat, Rustproof
and Rinsing.

Maintain air tire as stated in the manual booklet
Regular inspecting air tire as stated from manufacturer,
hich is in the manual booklet or sticker on the edge of driver
door.
Under pressure air tire causes higher rate of fuel consumption.
Oppositely, high pressure air tire may cause explosive of tire and
uncomforted driving.
Inspect Fuel system
The leakage of fuel system may cause fuel wasting. To protect
this, here is simple thing you can do:
If you see wet stain of oil or odor of it, be suspicious. The
oil may leak from joint or tube connection, you must get your car
epaired as soon as possible.
Examine spark plug, routinely
Well maintained spark plug causes starting your car better.
After long period of use, there are wear and tear of temper tip.
hus adjusting tip in the right position or replace the new spark
lug is recommended. Normally, replacing the new spark plug
should be done yearly or every 20,000 km.
Inspect rate of Revolution Per Minute (RPM)
If the RPM range is too high, higher fuel consumption rate
ill be. The ideal RPM is the moment that engine runs smoothly
(average 800 rpm or as stated by manufacturer). If you notice
uncommon thing, you have to get your car to authorized shop or
contact customer service of the dealer you bought car from.
Examine Tread of Tire for any foreign objects
If you see any piece of glass, nail or any foreign objects,
you have to get rid of it. If air tire is under pressure, changing to
the spare tire is required. Then you go to tire shop to seal anyhole or leakage.

Habitually test all spare parts in case of emergency
Habitually test all spare parts if they are ready to use in
case of emergency such as reflector sheet for parking on the
road side, blinking flashlight, Tire changing kits with spare tire
and jumper cable.
In addition, levels of brake-clutch fluid, signal system,
gasoline and so on have to be inspected regularly. Even some
parts are not related to fuel consumption rate directly but there
are indirect benefits as well as confidence during steering your
car.
3. Planning before your journey
Before you travel, better to plan those directions to use the
shortest and nearest road or use least time in order to reduce
fuel consumption and save time of your travelling. Lets see what
we can do.
Having a map ready in your car.
Survey shortcuts or less traffic light/intersection roads.
Get information from friends, travel guide book or traffics radio
station such as JS 100 radio.
Avoid travel during the rush hourfor example during
7.00 8.00 am. or 5.00 6.00 pm. or during office day hour for
expressway as well as truck allowing period which is during after
9.00 6.00 pm.
Clear unnecessary staffThe more weight of your car,
the more fuel consumed
Use fuel with the right octane
Using higher octane than specific from manufacturer will
cost you more because more octane in fuel, more price of that
fuel. In contrast, using lower octane than specific, engine can
be knocked down and caused you a fortune.

4. Drive with care, habitually will less your cost
of fuel
If we have good driving technique, drive it habitually. You
ont pay more for fuel. If you follow these instructions:
Do not speed up your engine while driving off
Do not speed up your engine while driving off becausemore fuel is consumed. Taking off at the right rate is the warm
up engine which is better than idle away in the traffic and save
more fuel.
Do not start the engine for a long period of time without
driving (idle away)
Starting your car without driving for a long period of time,
more fuel is consumed
Do not set your air conditioner temperature too low
Setting too low temperature needs more fuel to run. A couple
inutes before your arrival, you should turn off AC or flake.
f there is no AC, you should change the temperature control to
the far most red or OFF to cut the operating of compressor while
fan is still running. This is the way to free water out of Evaporator
efore turning off the engine in order to protect decomposition
y rust, bad odor and extend life of AC.
Driving by the right rate
Driving too fast will consume more fuel. The average speed
ill save your fuel is around 60 90 km./hr. or as recommended
y manufacturer
Remark : By laws, speed limited for car is defined not over
90 km/hr.
Technique shifting gears coherent to range of RPM
The stick shift car should be operated coherent to range
of RPM. You can get suggestion from accredited mechanic or
anufacturer. At high range of RPM, you should up-shift gear
rom 1/2 to 3/4 and vice versa which will not waste fuel and loosing
orse power.

Regular Check any unusual thing of your car while driving
For example:
- Jerking of Engine is normally the beginning of wear
and tear
- Unsmooth of car running may be from unclean fuel filter
Unable to speed up or emission of black smoke is
caused from dirty air filter as a result, it will consume more fuel
mission of black or white smoke is caused from
incomplete burning process which will consume more fuel as well
- haking, unusual odor is a sign to show there is
something gone wrong, if not get it repaired soon.
5. Should not modified car from the originate one
Such as extend tread from the standard, Wheels have to
carry more weight of car body when speeding up; the engine
has to run with higher normal rate, which consumes more fuel.
oreover, adequate of resting and non-alcohol drinking
should be done before your journey. If you are asleep during
driving, you should find the nearest rest area for refreshing or
ake a nap for a while before start driving. Follow all these
techniques, you will drive safely, spend less fuel and help energy
saving for nation as well.

Nowadays, many related sectors have concerned
about controlling amount of pollution emerging in
the air, which affects to human being and life to live.
Controlling amount of pollution caused from automotive is one
of vital mechanisms that the government tries to implement to
support the campaign of Save the World along with regulations
of testing for the amount of toxic emission of each type of vehicles.
Additionally, the government also determines the standard of
OBD testing as an requirement as well.

OBD stands for On-Board Diagnostic. It is tracing and
checking if engine operates properly by computer circuit board
n minute by minute. In general, OBD needs to run along with
other parts and been called OBD system. The OBD system testing
ill check the OBD system installed in the vehicle in terms of
capa ty an ura ty. n t e s mu ate process, t e ve c e
s tested with the defective component or device fitted, which
inked to the engine (simulation of malfunction), or using the
defective catalyst or electronic; for instance, defected by
combustion (simulation of deterioration). It examines capability
of Electronic Control Unit (ECU) system if it can find any unusual
of system. If ECU system operates properly, the light of engine
mage on the instrument clusters will be shown. In addition, we
also able to use the Scan tool for testing the code or combination,
he figures read from ECU and Scan tool must match. Thus,
engine system and ECU must be able to control emission of
ollutant level not over the maximum limitation and under
estrictions.
The OBD family may be defined by basic design parameters
hich shall be common to vehicles within the family. In some
cases, there may be interaction of parameters. These effects
shall also be taken into consideration to ensure that only vehicles
ith similar exhaust emission characteristics are included within
an OBD family. Parameters of these vehicles, which are considered
to belong to the same engine/emission control/OBD system
combination, are described as following as
1. Engine
Combustion
Method of engine fuelling
Type of fuel
2. Emission control system
Type of catalytic converter
Type of Particulate trap
Secondary air injection
Exhaust gas recirculation
3. OBD part and functioning
- The method of OBD functional monitoring, Malfunction
detection and malfunction indication to the vehicle driver
The simulation of deterioration is able to applied with
positive-ignition engine vehicles (Benzene engine) and compression-
gnition engine vehicles (Diesel engine) ; these vehicles will be
tested along with following major lists
Examine Catalyst converterCheck for Engine misfire conditions (for Benzene engine)Simulate deterioration of Particulate trap, Exhaust gas
recirculation : EGR (for Diesel engine)
Inspect the operation of Oxygen Sensor (for Benzeneengine)
