GUIDELINES FOR AUTONOMOUS COLLEGES

w.e.f the academic year 2012-13.

1. INTRODUCTION:

Need for Autonomy:

JNT University Hyderabad as on now academically administering as many as 289 Engineering

Colleges, 23 Integrated/Technical Campus Colleges, 96 Pharmacy Colleges, 46 MBA/MCA

Standalone Colleges. As the part of its responsibility, the University is providing academic

regulations, syllabus for all the courses being offered in these colleges. Further, it is monitoring

attendance, internal evaluation and conducting university examinations and evaluating the answer

scripts and publishing results of the students studying in these colleges.

As its responsibility, the University is conducting every year Fact Finding Committee inspection

for grant of affiliation. Based on the annual inspection reports and performance of students, it is

observed that in a good number of long standing institutions, the faculty and infrastructure are well

maintained. Hence, the University decided to grant autonomous status to colleges/institutions

affiliated to JNT University Hyderabad and have good faculty, infrastructure facility and

performance of students. Hence, to provide autonomous status to deserving affiliated colleges, JNT

University Hyderabad formulated certain guidelines for grant of autonomy, the procedure to be

followed by the autonomous colleges which are presented in the following sections.

2. Objectives

2.1. To encourage autonomous colleges to:

o determine and prescribe its own courses of study and syllabi, and restructure and redesign the

courses to suit local needs; and

o Evolve methods of assessment of students? performance, the conduct of examinations and

notification of results;

o Use modern tools of educational technology to achieve higher standards and greater

creativity; and

o Promote healthy practices such as community service, extension activities, projects for the

benefit of the society at large, neighborhood programmes, etc.

2.2. Relationship with the university:

Autonomous colleges are free to make use of the expertise of university departments and other

institutions to frame their curricula, devise methods of teaching, examination and evaluation. They

can recruit their teachers according to the existing procedures prescribed by the University.

The university will examine and accept with suitable modifications if required, the methodologies of

teaching, examination, evaluation and the course curriculum of its autonomous colleges. It will also

help the colleges to develop their academic programmes, improve the faculty and to provide

necessary guidance by participating in the deliberations of the different bodies of the colleges.

The role of the university:

o To promote academic freedom in autonomous colleges by encouraging introduction of innovative

academic programmes;

o To facilitate new courses of study, subject to the required minimum number of hours of

instruction, content and standards;

o To do everything possible to foster the spirit of autonomy;

o To ensure that degrees issued indicate the name of the college;

o To depute various nominees of the university to serve in various committees of the autonomous

colleges and get the feedback on their functioning; and

o To create separate wings wherever necessary to facilitate the smooth working of the autonomous

colleges.

2.3. Conferring autonomous status:

Autonomy granted to the Institution is Institutional and covers all the courses at U.G., P.G.,

Level, which are being run by the Institution at the time of conferment of autonomous status.

Also all courses introduced with the approval of the University by the Institution after the

conferment of autonomous status shall automatically come under the purview of autonomy.

Partial autonomy cannot be given to any Institution.

The university will confer the status of autonomy upon a college that is permanently affiliated.

CRITERIA FOR IDENTIFICATION OF INSTITUTIONS FOR GRANT OF AUTONOMY:

The autonomous status will be granted based on the report submitted by the Autonomous inspection

committee and with the approval of University Autonomous committee which examines the following.

a. Academic reputation and previous performance in university examinations and its academic/co-

curricular/extension activities in the past.

b. Academic/extension achievements of the faculty.

c. Quality and merit in the selection of students and teachers, subject to statutory requirements in this

regard.

d. Adequacy of infrastructure, for example, library, equipment, accommodation for academic

activities, etc.

e. Quality of institutional management. (f) Financial resources provided by the management/state

government for the development of the institution.

f. Responsiveness of administrative structure. (h) Motivation and involvement of faculty in the

promotion of innovative reforms.

For Autonomous Status, the eligibility criteria is as follows:-

1. The College shall have 10 years standing.

2. The College shall have Faculty/Infrastructure as per AICTE/JNTUH norms.

3. The College shall run a minimum 4 PG programmes other than MBA/MCA.(for at least two

academic years).

4. The Principal shall be ratified by the JNTUH.

5. The College shall have 80% of the faculty Ratified by the JNTUH.

6. The College shall have Faculty: Students ratio UG= 1:15, PG=1:12.

7. The College shall be accredited by NBA/NAAC approval within a period of 2 years from the

date of Autonomous status conferment / extension of Autonomous Status.

3. Preparation prior to applying for autonomy:

Preparing a College for Autonomy:

There are several areas where proper preparation is necessary if college autonomy is to be

implemented successfully. These are: faculty preparation, departmental preparation, institutional

preparation, and preparation of students and the local community. Such multi-pronged preparation

should be completed well before autonomy is sought and conferred upon a college so that no part of

the college community is found unprepared for the new responsibility which it is called upon to

shoulder.

Faculty Preparation:

It is essential to get the staff of the college involved in the thinking and planning processes from the

very beginning. Seminars, workshops and consultations may be organized to make the staff familiar

with the concept, objectives and rationale of autonomy. (This will help them have a sense of

participation in decision making and motivate them to get involved in the entire exercise). This could

form part of the academic calendar of the college.

Departmental Preparation: An important responsibility of the department is that of designing

suitable courses in the major and related subjects, introducing new courses of study, renaming

obsolete courses by changing their content, updating existing courses to match the current state-of-

the-art in each discipline, and preparing course materials and human resources.

These will be done in the light of the general objectives of autonomy and the specific objectives of

the education institutions.

Examination Branch: An examination branch has to be established with infrastructure, faculty and

Common programmes to be adopted are:

a. Semester pattern of study

b. Continuous internal assessment

c. Credit/grading system as presented by the University.

d. Student feedback

e. Self-appraisal by teachers

4. Procedure for applying:

The JNTUH will invite proposals from eligible colleges seeking autonomous status, once in an

academic year through university website: www.jntuh.ac.in.

5. Procedure for approval by the JNTUH:

The autonomous status will be granted based on the report submitted by the Autonomous inspection

committee and with the approval of University Autonomous Committee as per the norms of the

university.

6. Governance of an Autonomous College:

The college will have the following committees to ensure proper management of academic,

financial and general administrative affairs.

The following bodies shall be constituted:

o Governing Body

o Academic Council

o Board of Studies

o Finance Committee

(*The Governing Body is different from Trust Board/Board of Management/ Executive

Committee/Management Committee).

The composition and functions of the above committees are given in Annexure- III to VII. The

college will, in addition, have other non statutory committees such as the Planning and Evaluation

Committee, Grievance Appeal Committee, Examination Committee, Admission Committee, Library

Committee, Student Welfare Committee, Extra-Curricular Activities Committee and Academic

Audit Committee.

Governing Body:

The constitution of this body will be according to the structure given in Annexure- III.

Academic Council:

The Academic Council will be solely responsible for all academic matters, such as, framing of academic

policy, approval of courses, regulations and syllabi, etc. The Council will involve faculty at all levels and also

experts from outside, including representatives of the university. The decisions taken by the Academic

Council shall be ratification by the Academic senate of the university. The composition and functions of the

Academic Council are given in Annexure IV.

Board of Studies:

The Board of Studies is the basic constituent of the academic system of an autonomous college. Its

functions will include framing the syllabi for various courses, reviewing and updating syllabi from

time to time, introducing new courses of study, determining details of continuous assessment,

recommending panels of examiners under the semester system, etc. The composition and functions

of the Board of Studies are given in Annexure V.

Finance Committee:

The Finance Committee will advise the Governing Body on financial matters and shall meet at least

twice a year. The constitution and functions of the Finance Committee are given in Annexure VI.

7. Procedure for Monitoring/Evaluation:

The right of autonomy may not be conferred once and for all. It has to be continuously

earned by the college. The status of autonomy will be granted initially for a period of three

years.

The performance of the Autonomous College will be evaluated by the University based on the annual

report submitted by the college / and based on a inspection.

Guidelines for Autonomous Colleges :

1. List of students admitted by Convener and Management in the Autonomous College shall be

submitted to the University showing clearly all the details under category, Convener,

Management etc.

2. Attendance details shall be posted in the Exam Branch portal of the University at the end of

every month throughout the duration of semester.

3. Academic regulations, Syllabi, Evaluation system, Moderation system, Malpractice,

Punishments, all Other Examination process (including procedure of setting of question paper

and evaluation etc) should be submitted to the University for Approval.

4. Internal Marks should be uploaded to the Exam Branch portal of the University after the

Internal Exams regularly.

5. 80% of the ratified staff shall be working for not less than 5 Years in the Institution

(Retentivity).

6. Autonomy will be given for 3 years subject to fulfillment of requirements during previous 3

years.

7. JNTUH will inspect all the colleges and their courses every Academic Year for recommending

the courses for the purpose of respective counselling irrespective of colleges being given

autonomous or permanent affiliation. All the colleges has to submit the application with all

existing and new academic programme(s) along with supporting documents and pay the

inspection fee, as approved by the University from time to time towards processing and

inspection charges.

8. Colleges are required to upload institution information such as faculty, supporting staff,

infrastructure, equipment etc. from time to time in the Academic Audit Cell Portal and required

to furnish documentary evidence to the Inspection Committee at the time of inspection.

Autonomous colleges shall support the university activities without disturbing their

autonomous college activities.

In the event of the availability of evidence confirming decline in standards in an autonomous

college, it shall be open to the University to revoke the autonomous status of that college after

careful scrutiny, and due notification to the management. In such cases the students already

admitted under the autonomous scheme would be allowed to complete the course under

autonomous status. An autonomous college should get themselves accredited by the

NAAC/NBA within a period of two years from the date of conferment/extension of autonomous

status.

General matters starting of new courses:

An autonomous college is free to start a new degree or postgraduate course with the approval of

the University. Such courses shall fulfill the minimum standards prescribed by the university in

terms of number of hours, curricular content and standards, and the university shall be duly

informed of such courses.

An autonomous college may rename an existing course after restructuring/redesigning it with

the approval of the college Academic Council as per University norms.

The University has the right to review all new courses of an autonomous college. Where there is

evidence of decline in standards or quality, the university may, after careful scrutiny, either help

modify them, wherever possible, or cancel such courses.

Award of Degrees through University

The university will award degrees to the students evaluated and recommended by autonomous

colleges (who are admitted as per approved norms of Govt. of A.P & University). The degree

certificates will be in a common format devised by the university. The name of the college will

be mentioned in the degree certificate.

Procedure to introduce a new course by autonomous college:

Step 1

The concerned department of the college should conceive the idea of introducing new course and it

should be well discussed in the Board of Studies of that subject. The Board of Studies will formulate the

idea into a proposal with all necessary details such as objectives, eligibility, course content and fees

structure. Such proposal will be forwarded to the Academic Council. A new course or subject cannot

be introduced unless there is an expert working in the college (Professor or a Doctorate) in

the relevant field.

Step 2

The Academic Council will discuss such proposal in its meeting and shall approve the proposal.

In case the Council finds the proposal appropriate. The Academic Council shall have the right to

send back the proposal to the Board of Studies for revision/modification or may reject the

proposal giving suitable reasons. The proposal can be resubmitted to the Academic Council for

reconsideration after the necessary modifications are made.

Step 3

The proposals approved by the Academic Council will ultimately be submitted to the Governing

Body of the college for final approval and for permission to execute the proposal.

Step 4

Autonomous college shall send all proposal approved by the Governing Body of the college to

the University for Information.

University may ask clarification regarding the issues in the proposal from the college. The

college is bound to give such clarification.

8. Meetings of the Bodies:

Introduction of a new course should be executed after due preparation and large scale

participatory discussions.

O Board of studies shall meet whenever an syllabus or related matters need to be

reviewed/revised or to introduce new subject or courses etc.

o Academic Council meeting should be held twice in a year to discuss proposals for the next

academic session and again to monitor status of newly introduced courses. Academic

Council shall propose ways and means to maintain quality norms.

o Finance committee should meet at least twice in a financial year.

9. Examination Cell & System

Autonomous College shall have an Examination Cell headed by Controller of Examination who

will be a ratified faculty nominated by the Principal on the basis of potential of the person. The

Principal of the college shall be the Chief Controller, Examinations.

The Controller of Examination will create his/her own team with the approval of the Principal of

the College. The team shall consist of Deputy Controllers/Assistant Controllers, the number of

persons to be nominated shall depend on the quantum of work in the Examination Cell. Teachers

working in the college shall be nominated in the Examination Cell for a tenure of 3 years. They

will continue doing their teaching work as scheduled by the college.

There shall be a team of Office Assistants, Computer Programmers, Data Entry Operators and

other helpers in the Autonomous Cell.

Examination Cell will have appropriate printing unit also for printing of question papers and

other relevant confidential material.

There shall be continuous, comprehensive evaluation of students through internal and external

examination. At least 2 internal examinations per semester and 1 semester ending examination

should be conducted.

University approval is essential for Academic regulation and Evaluation procedures of the

autonomous colleges to maintain the uniform calendar and standards of the University.

10. Award of Degrees:

The university will award the degrees to the students evaluated and recommended by

autonomous colleges as per the university norms. The degree certificates will be in a

common format devised by the university. The name of the college will be mentioned in

the degree certificate.

11. Few General issues:

o All recruitments of teaching staff will be made by the Governing Body / in accordance

with the policies laid down by the University.

o Universities shall consider both internal and external assessment of students in

autonomous colleges.

o An autonomous college should prepare a calendar for meetings of various bodies to

ensure that the implementation of the recommendations made by them is not unduly

delayed for reasons of non-convening of such meetings.

o A wide variety of courses may be evolved in modules so that students may opt for them

according to their convenience. Such courses may help them acquire additional credits as

per the university norms.

o Teacher evaluation in autonomous colleges may include periodical self-evaluation,

institutional assessment of teacher performance, student feedback, research appraisal and

other suitable forms of teacher appraisal. Teachers self-evaluation forms and student

feed-back forms shall be designed such that Teacher self-evaluation form shall indicate

the details of the faculty member and student feed-back form shall contain only class,

section if any, subject and name of the teacher / instructor. In no case student name/roll

number shall be included.

o Autonomous colleges need to apply to the University for Affiliation of new courses at

the time of introduction.

o Autonomous college need not pay affiliation fees to the university every year. One time

fees of `.3 Lakhs shall be paid at the time of conferment of autonomous status. The

Institutions already having autonomous status need to pay the one-time payment of

`.3 Lakhs and to discontinue the annual affiliation fees. The common service fee and

other fee has to be paid by the Autonomous College as per the norms.

AUTONOMOUS COLLEGE

I. Composition:

1. The principal (Chairman).

2. All the heads of department in the college.

3. Four teachers of the college representing different categories of teaching staff by rotation on the

basis of seniority of service in the college.

4. Not less than four experts from outside the college representing such areas as Industry, Commerce,

Law, Education, Medicine, Engineering etc., to be nominated by the Governing Body.

5. Nominee of the university.

6. A faculty member nominated by the principal (member secretary).

II. Terms of Members:

The term of the members shall be three years except for the university nominee.

III. Meetings:

The principal shall convene a meeting of the Academic Council at least once a year.

IV. Functions:

Without prejudice to the generality of functions mentioned, the Academic Council will have powers to:

(a) Scrutinize and approve the proposals with or without modification of the Boards of Studies with

regard to courses of study, academic regulations, curricula, syllabi and modifications thereof,

instructional and evaluation arrangements, methods, procedures relevant thereto etc., provided

that where the Academic Council differs on any proposal, it will have the right to return the matter

for reconsideration to the Board of Studies concerned or reject it, after giving reasons to do so.

(b) Make regulations for sports, extra-curricular activities, and proper maintenance and functioning

of the playgrounds and hostels.

(c) Recommend to the Governing Body proposals for institution of new programmes of study.

(d) Recommend to the Governing Body institution of scholarships, studentships, fellowships, prizes

and medals, and to frame regulations for the award of the same.

(e) Advise the Governing Body on suggestions(s) pertaining to academic affairs made by it.

(f) Perform such other functions as may be assigned by the Governing Body.

RECOMMENDED COMPOSITION OF THE BOARD OF STUDIES AND ITS FUNCTIONS IN AN

AUTONOMOUS COLLEGE

I. Composition:

1. Head of the department concerned (Chairman).

2. The senior faculty of each specialization.

3. Two experts in the subject from outside the college to be nominated by the Academic Council.

4. One expert to be nominated by the vice-chancellor from a panel of six recommended by the

college principal.

5. One representative from industry/corporate sector/allied area relating to placement.

6. One postgraduate meritorious alumnus to be nominated by the principal. The chairman, Board of

Studies, may with the approval of the principal of the college, co-opt:

(a) Experts from outside the college whenever special courses of studies are to be formulated.

(b) Other members of staff of the same faculty depending on requirement.

II. Term

The term of the members shall be three years except for the university nominee.

III. Meeting

The principal of the college shall draw the schedule for meeting of the Board of Studies for different

departments. The meeting may be scheduled as and when necessary, but at least once a year.

IV. Functions

The Board of Studies of a department in the college shall:

(a) Prepare syllabi for various courses keeping in view the objectives of the college, interest of the

stakeholders and national requirement for consideration and approval of the Academic Council;

(b) Suggest methodologies for innovative teaching and evaluation techniques;

(c) Suggest panel of names to the Academic Council for appointment of examiners; and

(d) Coordinate research, teaching, extension and other academic activities in the department/college.

2. Guidelines for Permanent Affiliation

The Permanent Affiliation will be granted for the institutes / colleges applied for Permanent

Affiliation with the payment of necessary fee. After scrutiny of application, the University

depute the Permanent Affiliation Committee which visits the institute and examines the

following:

1. The College shall have 6 years standing.

2. The College shall have Faculty/Infrastructure as per AICTE/JNTUH norms.

3. The College shall run minimum 2 PG programmes other than MBA/MCA for at least

two academic years.

4. The Principal shall be ratified by the JNTUH.

5. The College shall have 65% of the Faculty Ratified by the JNTUH.

6. The College shall have Faculty: Students Ratio UG= 1:15, PG= 1:12.

7. The College shall be accredited by NBA/NAAC within 2 years after grant of permanent

affiliation.

8. Permanent Affiliation will be granted for all courses (not for specific courses) in the

institution.

9. JNTUH will inspect all the colleges and their courses every Academic Year for

recommending the courses for the purpose of respective counselling irrespective of

colleges being given autonomous or permanent affiliation. All the colleges has to submit

the application with all existing and new academic programme(s) along with supporting

documents and pay the inspection fee, as approved by the University from time to time

towards processing and inspection charges.

10. Colleges are required to upload institution information such as faculty, supporting staff,

infrastructure, equipment etc. from time to time in the Academic Audit Cell Portal and

required to furnish documentary evidence to the Inspection Committee at the time of

inspection.

3. PROCEDURE FOR RECOMMENDATIONS TO UGC FOR GRANT OF 2(f) & 12 (b) STATUS:

- All Permanent Affiliated colleges, NBA / NAAC may be considered for Recommending for

UGC by taking an Undertaking on non-judicial stamp paper about their limiting collection of

fees as per the Govt. Norms.

5. PROCEDURE FOR ESTABLISHMENT OF RESEARCH CENTRE:

Guidelines for Recognition of Institution / Organization as approved Research Centre

for Ph.D Programme under Jawaharlal Nehru Technological University Hyderabad:

1. The Research Centre for Ph.D programme under the University will be given to the

Institution/Organization for individual departments for full time Research Scholars only.

2. The department should be accredited by NBA.

3. One eligible Supervisor should be available for each PG programme in the respective

department. A faculty member is eligible as Supervisor if he/she posses Ph.D in the

respective stream (or) related discipline with five years of Research experience.

4. Dedicated Internet Bandwidth should be available in the Institution / Organization as per

University norms.

5. Access to E-journals of reputed publications should be available. (past 3 years proof is

mandatory) as per University norms.

6. The Institution / Organization should apply for Research Centre in the prescribed

Proforma. After careful scrutiny of the application, an Expert Committee will visit the

Institution / Organization and verify the facilities of the institution. Based on the

recommendation of the Committee, approval for Research Centre will be given to the

department as per University norms.

7. Preference will be given to those Institutions having sponsored research projects from

UGC / DST / AICTE / and other Government Agencies / Corporate Sector (or) Public

Sector Organizations / Status of Permanent Affiliation (or) Autonomous.

8. Infrastructural facilities such as office space and furniture should be provided to the

research scholars. Quarter (or) Transport facility is preferable.

9. Progress of Research Centre will be revived for every two years by an Expert

Committee, which will recommend for extension / withdrawal of approval.

10. Plagiarism policy of the University should be Extended to the thesis work of PG courses

of the College / Organization, which is mandatory.

11. The Institute / Organization should maintain proper documentation for the R & D

programs taken up.

12. In-house R&D Centers recognized by DSIR will be given due deference.

13. If the Research Centre do not maintain the standards and procedures as per norms, the

university has the right to withdraw the status of Research Centre.

14. The Institutions should provide willingness to the following:

a) Willing to offer fellowship for full-time research scholars as per university norms

prescribed from time to time.

AICTE norms.

5. JNTUH will inspect all the colleges and their courses every Academic Year for

recommending the courses for the purpose of respective counselling irrespective of colleges

being given autonomous or permanent affiliation. All the colleges has to submit the

application with all existing and new academic programme(s) along with supporting

documents and pay the inspection fee, as approved by the University from time to time

towards processing and inspection charges.
