LIVERPOOL CHAMBER of Commerce fully supports the lobby led by Liverpool City Council to create a permanent cruise liner terminal at the Pier Head. The rationale for this is compelling whether from an historical and cultural perspective or commercially.

The modern commercial port has shifted its axis to the north. This has reinforced the port’s business and it is more than holding it’s own. The famous Albert Dock and several of the historical smaller docks south of the Pier Head have been given new life at the heart of the city’s thriving visitor and retail economy, and it is the proximity of these facilities to the proposed Cruise terminal that makes it a unique and hugely enjoyable experience for tourists and operators alike.

The argument from Southampton and elsewhere that Liverpool should be required to repay a significant element of the EU subsidy that funded the current cruise facility is a pragmatic and predictable response from a competitor. In fact it is an inappropriate response on several levels. An important reason Liverpool’s economy contracted so dramatically in the 1970s and 1980s was because public policy, such as membership of the Common Market in 1973, undermined the city’s ability to make a living.

One example of the consequences of these changes was the loss of Liverpool’s thriving sugar industry. EU membership moved sugar production from Caribbean cane to European beet and cost Liverpool an estimated 9,000 jobs. At the same time, de-casualisation of the national dock labour force and changing technology in shipping away from bulk handling to containers all exacerbated the port’s and the city’s plight, causing GDP per capita to slide below 75% of the EU average and so triggering

EU Objective One support, including the subsidy for the cruise liner facility.

The point of structural funds is to give new purpose to regional economies whose original raison d’être has ended. To sabotage the new competitiveness thus engendered is perverse. Today, largely because of EU funding, Liverpool is rehabilitated - politically, socially and (partially) economically. We still have some of the most blighted areas in the country and many of the most deprived electoral wards in the UK, and so the recovery is very much a work in progress.

Liverpool City Council has made a commitment to partial repayment as a concession to the so-called anti-competitiveness lobby: that is a matter for them and we in the Chamber will support them.

Given the recent news that Santander has saved 279 jobs, taking over a Wavertree call centre, I am particularly delighted to welcome Charlotte Hogg, Santander’s Head of Retail, as the key note speaker in this year’s Chamber Annual Dinner. With the global economy still in a fragile state and with the recent government banking reforms, we look forward to her take on the recent years in financial services sector and her views on the future for banking and business.

THE RunLIVERPOOL Marathon takes place in the Liverpool City Region on Sunday October 9.

Attracting local runners and many as far afield as New York, Dubai and Australia, the event is all set to have a massive international focus with an estimated 30,000+ marathon fanatics descending on the city for the weekend.

To make the race a success, organisers are inviting Liverpool businesses to get involved with the event and join in the fun.

Speaking about the event, Race Director Alan Rothwell commented:

“Marathon Day will have a real festival atmosphere and we anticipate that the streets will be packed with the public

cheering the runners on at all stages of the course. Spectators are massively important to the race and runners really appreciate being cheered on – it’s a real spine tingler and a must to help runners get to the finish line!!”

“It would be fantastic if businesses in the city would get involved, and that can be either by entering a team of runners who support the company’s chosen charity, or by simply coming down en-masse to the marathon route on race day and cheer on participants.”

“We’re keen to work with any companies from both Liverpool and Wirral who would like to showcase their employees talents on the route. These could include music

acts, dance groups or sports clubs. We’re happy to hear from anyone who would like to perform and the more the merrier - the Marathon route covers over 26 miles, which has to be the biggest stage in the world!”

There are also many areas of the marathon where businesses can be profiled, through their support of event literature, sponsoring online activity, a presence in the race packs and even the numerous water stations located on the route, can be sponsored, fully branded up in a company’s livery!

Chamber delegation take advantage of JLA link to US

John Longworth appointed Director General of the

British Chambers of Commerce

A dELEgATIOn from Liverpool Chamber of Commerce set off on a trade mission to Boston, departing from Liverpool John Lennon Airport (JLA), taking advantage of the convenient KLM service to Amsterdam with its onward connections to Boston.

Earlier this year a delegation from Boston, visited

Liverpool seeking investment opportunities. Visiting delegates saw the potential in the city and invited a reciprocal visit. As a consequence, Chamber CEO, Jack Stopforth and Head of Client Services, Jenny Stewart lead a delegation of Liverpool companies looking to build on the meaningful business and cultural relationships identified

during the previous exchange.Jack Stopforth explained: “We

aim to help the participating companies, develop business relationships between Boston and the UK and consolidate the already existing links.”

Jenny Stewart added, “Its great to be able to travel out to the US from Liverpool John Lennon Airport and support

KLM. The airline’s regular service to their Schiphol hub, means that members have the added convenience of starting their journey from closer to home.

We hope that this link will also help to encourage other companies explore business opportunities between our two great cities.”

FOLLOwIng An extensive national search, the British Chambers of Commerce (BCC) has announced the appointment of John Longworth as its new Director General. Mr Longworth will replace David Frost CBE, who has run the leading business organisation since January 2003.

Mr Longworth has held a number of high-profile roles in business and public life, including stints as a senior executive at Asda and Tesco. He is currently a non-executive director of the Co-operative Group Food Ltd and Nichols plc, is a member of the Competition Commission, and is active in both social enterprise and a Midlands-based venture capital-

backed company, SVA Ltd.Announcing Mr Longworth’s

appointment as Director General, Neville Reyner CBE DL, President of the British Chambers of Commerce, said:

“John Longworth is an outstanding choice to lead the BCC at a time when its influence on the UK growth agenda has never been higher. Santander Boss to Address Chamber DinnerLIVERPOOL CHAMBER has secured a top speaker from the banking industry to address the most prestigious event of Liverpool Chamber’s year.

With over 500 guests, this year’s event will take place at Liverpool’s Anglican Cathedral on Thursday 1 December.

Charlotte Hogg, Head of Retail Distribution and Intermediaries, Santander UK plc is our guest speaker for the evening. Charlotte joined Santander in July 2011, taking responsibilities for all retail areas across Santander UK including branch distribution, bancassurance, mortgages, telephone distribution, e-commerce, agencies and intermediaries. Charlotte is also a Non Executive Director at BBC Worldwide, Member of the Finance Committee at Oxford University Press, Governor of Nottingham Trent University and Chairman of First Story.

Charlotte was previously Managing Director, UK and Ireland at Experian and has a strong strategic financial services background and experience from her time at Morgan Stanley,

Goldfish and the Bank of England. The black tie dinner commences

PROFEssOR PAuL Morrissey has recently been named as non-executive chairman to the board at Qire.

Morrissey is a highly accomplished International IT/Telecommunications and Utilities Business Technology Professional and Technology Entrepreneur with over 30 years of Corporate Executive Level experience in the Public Sector. He is also the brother of actor David Morrissey, who has starred in such television programmes as State of Play and The Deal.

Paul has successfully launched

several EIS schemes over the past five years in the Creative and Digital Media environment, and has funded and sold numerous companies over the past fifteen years in the Data/Telecommunications/Utilities environment. These include Data Centers, OSS Technology, Digital and Creative Media, Content Companies and Technology Managed Services businesses.

Paul has had a long and successful association with Liverpool John Moores University (LJMU), especially with its school of Mathematics and Computing at

LJMU. He has helped to pioneer multiple undergraduate and graduate level schemes, which enable students to transition into industry from the University.

All of this makes him an ideal candidate for the position of non-executive chairman at Qire.

Qire specialises in providing enhanced client-based communications on a hosted basis. The company has built a future-proof, modular technology platform that enables client companies to run integrated, interactive communication campaigns with their own

customers across multiple electronic and web based communication channels. The organisation is recognised as a primary supplier in the UK market and is well known for its efficient, flexible and hyper responsive client based solutions.

App-etising Success For Crosby Associates

Company boss rubs shoulders with Hollywood stars

wHEn CHAngE comes along, you either fight it, or use it. Crosby Associates used change, and are benefitting as a result.

Since 1997, Crosby Associates have produced diaries for various companies and Chambers across the UK. Recently, however, new communications technology has impacted on this area of business.

MD, Lee Caroll decided to embrace technological change. He said: “This led to us setting up a Digital Limited department. We

have now created 34 websites for businesses like Rachel’s Russian Hair and The Print Works.” Whilst the company still produce diaries, they no longer provide the only source of income.

But Crosby Associates have also delved into another area of new media. Two members of staff were trained to produce apps for iPhones, iPads and Androids and they haven’t looked back since.

Lee explained: “The first app was created for the Liverpool Chamber

of Commerce. It provided access to a directory of local businesses and enabled users to book places onto event sessions at the Chamber. Since then, a more advanced app has been produced to allow accountants to work out tax calculations, and view income and VAT figures.”

The app is about to go live, and research has shown that businesses are willing to pay a significant amount of money to have it. And Crosby Associates

are only just getting started: more sophisticated apps will be produced, offering even more services, which will bring about even more success.

So, the future looks bright for Crosby Associates. Their original business remains intact, but thanks to the decision to branch out and produce websites and apps, the company is now a beneficiary and not a victim of new media, and should be successful in years to come.

THE OwnER of a Merseyside staging and production company shined a spotlight on some of the world’s biggest stars this summer after winning a prestigious contract at the Cannes Film Festival.

Chamber member Colin Reader, MD of Liverpool-based MSP Live, provided and operated all of the equipment required for the UK Film Council’s Pavilion throughout the star-studded festival.

The 64th Cannes Film Festival was held in May with Robert de Niro, Woody Allen, Angelina Jolie and Dustin Hoffman amongst the stars attending.

“Working in the UK Pavilion is an excellent place to network and to gain new business,” said Colin, who personally supervised the event.

“This is the fifth year we have been awarded the contract and it is a terrific one to have because it is so exciting, with many

of the top stars visiting the UK Pavilion.”MSP, a family-run company, has also been

awarded the contract to produce all of the forthcoming events for Trinity Mirror Group including the Daily Post Regional Business Awards.

The boost has been welcomed by Colin and his partner Lisa Richards who are passionate about the need to keep trade local to Merseyside to help the region prosper.

“We are encouraged to see a positive upturn in local business and we are grateful for the help and support of local organisations who have appreciated our professional expertise and commitment to the region,” added Colin.

Established in 2000, MSP is a market-leader for audio-visual equipment, staging and production services across the UK and internationally.

Colin and Lisa operate MSP from an 18,000 sq ft warehouse and offices in Aintree and services provided include a full broadcast editing suite and a conference and meeting centre.

Morrissey Heads To The Top

The company was founded in was founded in 1995 and won the prestigious BIBA business awards in 2010. It achieved its reputation by sourcing only the finest raw materials, carrying on the British tradition of craftsmanship. Alan believes in apprenticeships and job creation. He said “As a boy I watched the large ships and barges sailing up the Manchester ship canal, delivering the raw materials from all over

the world to Northwest factories and then returning the finished goods to all areas of the globe. A time when British manufacturing was inspirational. I was inspired to one day design and build barges. The love of

waterways and my boyhood dream will soon be reality and a Pendlewood™ barge will be cruising up Manchester ship canal and at the helm will be myself and my team at Pendlewood™ who I am very proud of .”

Doing business in South KoreadR VInCE Cable, Secretary of State for Business, Innovation and Skills commented: “I very much welcome the EU/Korea Free Trade Agreement (FTA), undoubtedly one of the most ambitious trade agreements between nations in recent history.

“Korea has often been overlooked as a place to do business for many UK companies, which have tended to focus on Korea’s powerhouse neighbours, China and Japan. Yet what I found during my visit to Korea in late May was a vibrant, resilient, well-educated and dynamic economy, which offers countless opportunities for firms of all sizes and across a number of sectors, from ICT through to life sciences.

“We only have to look at the facts and figures to realise the huge potential that Korea offers. Home to 50 million people generating GNP of US$ 1 trillion, Korea is the world’s twelfth largest economy (it grew at 6 per cent in 2010) and the fourth largest in Asia. It boasts an affluent, sophisticated and globally aware consumer base, many of whom have an appetite for high-end British goods.

Bilateral trade is already at an impressive £10 billion in 2010. And now the FTA is set to boost this significantly - potentially benefiting UK firms by some £500 million annually.

“During my recent visit to Korea, I was very encouraged to find a whole host of UK

firms, amidst the hundreds of Tescos and sprinkling of Paul Smith stores, thriving in the Korean market. Runcorn-based Banner Chemicals, for example, has established a very successful market presence in Korea thanks to the advice and support of UK Trade

& Investment (UKTI). UKTI supported some 500 companies to do business in Korea last year – twice as many as in 2008. Many of them were SMEs.”

Appointed by Architects EWA, Team a go-go have released visuals of the interiors for the £4 million Trafford Youth Village: The Fuse Project in Parrington, Greater Manchester.

building will include a sports hall, a cafe and a “chill out zone”, amongst other features.

Sam Harry, a designer at Team a go-go, said: “Their brief to us was ‘make us smile, and make everyone who comes in the building smile too’. We’ve certainly had fun creating a world class facility that appeals to all.”

The Big Lottery is funding the scheme under the Myplace initiative.

LT Print lands new deal with Wirral Partnership HomesMERsEysIdE PRInTER and Liverpool Chamber member LT Print has signed a new deal to provide a range of products for Wirral Partnership Homes, the largest affordable housing provider in Wirral.

The Wallasey based firm, which also has a walk in digital print office in Birkenhead, will produce internal pamphlets, newsletters and tenant correspondence as well as the housing provider’s annual report.

LT Print sales manager Keith Barlow said the firm is delighted to have landed the new contract with

the not-for-profit organisation.He said: “LT Print has secured

the exclusive printing contract with Wirral Partnership Homes for the first time ever. It is a very big organisation to be working with and this is a comprehensive deal to win.

“We will be printing all their newsletter and we will also be producing all the internal literature to tenants. The organisation provides an invaluable service for a large number of residents across the Wirral and we are thrilled to be helping to boost the service it offers.”

LinkToChina Comes to Liverpool

As THE world’s second largest economy, China offers a wealth of opportunities for UK businesses from all sectors. Although there has been high growth in the manufacturing sector over the past 20 years, China is looking to become more innovative and creative, a development which will be heavily dependent on foreign investment providing an invaluable opportunity for companies looking to develop trade links.

To assist North West businesses finding those all important contacts in China, the British Chambers of Commerce and China Council for the Promotion of International Trade (CCPIT) have set up the LinkToChina programme. This project has been designed and set up to provide direct, exclusive, translated, detailed, credible, free or low-cost business opportunity for project match-making and to provide in-market local support and solutions for trade and investment partnerships. There is also a fast-track service designed to accommodate urgent enquires or requests

The location of the proposed regional project office is

based at Liverpool Chamber of Commerce. There are different levels of service and subscription rates for members and non members of the Chamber.

Subscribers will gain access to a range of events, free bulletins, free market workshops and clinics, referrals to professional services and support in the UK. Upcoming events include regional launches of the programme across the UK, several inward delegations and trade missions.

LIVERPOOL CHAMBER of Commerce and UKTI are working together to deliver several new programmes which will provide assistance in increasing your export potential.

One of these is Passport to Export. Ideal for new or inexperienced exporters, this programme explains how to break into the global marketplace. Passport to Export offers training, planning and subsidies to help you start trading abroad. On average, firms will have a 34% increase in productivity during the first year of the programme, which costs £250 + VAT.

Benefits of Passport to Export include a free export health check; matched funding of up to £1,000 for export related costs; up to six days of one-to-one mentoring from an international trade expert; a subsidy of up to £500 towards travel costs; and a market selection service to assess the potential of your products. To be eligible, your business should employer fewer than 250 staff, be based in the North West of England, and be committed to exporting.

Another programme is the Overseas Market Introduction Service (OMIS). A bespoke service connecting you to a global network of UK

Embassies, Consulates and High Commissions, you will gain advice on entering a market, local business culture and etiquette. You can arrange receptions, meetings and seminars where you can products and services.

The OMIS offers identification, assessment and contacting of potential distributors, partners and contacts; market sector overviews; market analysis; introductions to Chambers of Commerce and Trade Associations; and delivery and collection of tender documents. The OMIS is chargeable, but heavily subsidised by the UKTI.

The other major programme is the Gateway to Global Growth. This is designed to assist as you expand your overseas activities. Aimed at established exporters unsure of the next step in take in terms of development, the course allows you to grow your export function, and build on your existing knowledge by working with international trade experts.

The Gateway to Global Growth provides delegates with the opportunity to conduct an in-depth review to identify your company’s needs and aims; receive up to £1,500 to help develop your international strategy; receive specialist advice; discover important information

on the national and regional grants available to exporters; and receive quality training, strategic development and master classes on key topics. This programme is free of charge.

dIgITAL EnTREPREnEuR, Martha Lane Fox, is leading the Race Online 2012 campaign.

The campaign is working to support the 8.7 million people in the UK who have never used the internet. She will be launching the national campaign at Liverpool’s Digital Innovation Park, Edge Lane at 12noon on Tuesday 1st November.

The local strand of the campaign is called Go On Liverpool and a key part of this is the Give an Hour promotion. It aims to recruit 5,000 Liverpool digital champions during the weekend of 29/30 October and inspire this network to stay active between November 2011 and March 2012 to support 25,000 people to get online.

To achieve this, Race Online 2012 is working with Liverpool Chamber and a growing number of local public, private and voluntary partners to support the estimated 100,000 people in the city who have never used the internet.

The Chamber’s Head of Policy and Information, Maresa Molloy explained: “When the clocks go back on October 29/30th we all gain an extra hour. The BBC Give an Hour national campaign will appeal to everyone to use this extra hour to help a member of their family, a friend, a neighbour, a colleague or a customer to see how the internet could transform their lives.

“There is an overwhelming economic and social case to reduce the digital divide in the city by 25% by the end of June 2012, by encouraging 5,000 people, who are online everyday, to volunteer as digital champions and help inspire 25,000 people across the city to take their first steps online.

For individuals; 90% of new jobs require basic IT skills; many jobs are now only advertised online; and the average household saves £560 a year from shopping and paying bills online.

For public bodies, there is an opportunity to offer higher quality services at lower cost with potential annual savings of £156 for every new person online who shifts two existing contacts a month to digital public services.

Liverpool will feature strongly in the national Give an Hour campaign. BBC Merseyside will use their local channels to raise awareness. A Liverpool digital champion celebration event will take place at the Global Entrepreneurship Congress, hosted by Liverpool in March 2012 to showcase Liverpool Digital City.

CELEBRITy HAIRdREssER Herbert Howe is well known for his generosity to charities in the city, and in particular, in setting up his own special Christmas charity, Queenie’s Christmas in 2007.

The charity, named in memory of his mother Queenie, hosts a fundraising party each year which is the highlight of the city’s party calendar. Queenie’s Christmas Gala Ball is attended by local dignitaries and celebrities, the funds generated by this spectacular evening finance a host of events. It’s patrons, include local stars, Claire Sweeney and Ricky Tomlinson.

The charity finances and hosts a range of events including the Lord Mayor’s Christmas party for 250 underprivileged youngsters. The charity holds a Christmas lunch for 500 people who would otherwise be having Christmas alone. Christmas party

and gifts are organised for young carers throughout the city who are indentified by Barnardos. They age between 6-18 year old and also enjoy outings to Blackpool and trips to the pantomime thanks to Herbert’s generosity.

Herbert explained: “We are a Christmas charity for the benefit of the people of Liverpool. It has no administration charges, every signed penny of the money raised, goes to the charity.

VMM Is A faith based NGO based organisation located in Liverpool and were founded in 1969. They recruit, train and support personnel to work in areas of great need in developing regions of East Africa including, Kenya, Malawi, Sierra Leone, South Sudan and Tanzania, and, Uganda and Zambia.

Teaching, training and practical co-ordination of vital skilled positions in organisations is essential. At present they have more than 40 volunteers overseas assisting over a 100,000 poor and marginalised individuals.

VMM has over 50 years of

experience working in Africa. With its faith ties, it has an added strategic value in regions where regional development and service provision is given by faith groups. However, VMM works with people and organisations of all faiths and none.

New Manager for England and Wales, Van Garber stated, “We respond to the needs identified by local communities and it is around these needs that viable and sustainable projects have developed. All of our volunteers are involved in important and tailored training in enhancing the capacity of the local people and ensuring that the projects flourish.

“The volunteers that we provide include project managers, IT specialists, accountants, administrators, doctors, nurses, teachers, engineers, agriculturists, builders and mechanics. Most spend 6 months to two years overseas, but some, depending on the needs of the project, remain longer as they get so involved with the projects.”

To date VMM has sent over 2,900 professional skilled personnel who are placed in strategic capacity building positions in faith and NGO partner organisations. All organisations are committed to the achievement of certain

targets of the Millennium Development Goals (MDGs) focused on the elimination of poverty and improvement of both health and education.

There is a need for businesses to get involved. Employers can make an impact overseas by seconding a professional to work in one of the many projects in Africa. This could be in one of many schools, community centres, hospitals, training organisations or universities.

Businesses could also sponsor one of the qualified volunteers waiting in the queue for funding. There is currently a listing of over 70 positions from partners that are needed but require funding.

LIVERPOOL CHAMBER Training hosted its annual awards event in the Trophy Room at Liverpool Football Club’s famous Anfield ground, to recognise the achievements of its Apprenticeship and NVQ candidates during the last 12 months.

Radio City’s Rick Vaughan hosted and Miss Liverpool, Sarah Fairley & Chamber Deputy CEO, Carole Crosby presented the awards to learners nominated for to their hard work and success.

King and Fowler were established in Liverpool in 1887 to service the marine industry. In 1947 they treated the first aerospace order for British Aerospace. At present their customers include Airbus, BAE Systems, Boeing, Hawker Beechcraft, Rolls Royce and Westland Helicopters to name a few.

Karen started a company called “Parents Like You” from grass roots with a colleague and had to learn about the law, data protection, running the financial side of the business, how to apply for grants and working in

partnership with other agencies.The support that she gives to

parents is invaluable and she also now works with Liverpool John Moores delivering lectures to graduates working towards social care degrees. Karen’s first formal

qualification was a level 3 in Management and she progressed until she had completed her level 5. What Karen has learnt throughout the process of completing the qualification she has put into practice with all of the volunteers she manages.

Management Level 4 Achiever of the year -karen Richardson – The Contact Company

Karen changed her career path

from social care into the Contact Company first as an agent. She quickly became a Team Leader and then successfully applied for and gained the position of Senior Team Leader.

Not having a background in management Karen applied her natural abilities to effectively running her campaigns and the department. Given the opportunity to do this management qualification was quite daunting but Karen went on to achieve her qualification with submissions of evidence at a very high standard. Karen is a credit to her company and a worthy winner.

IMPORTAnT CHAngEs to penalties for late Construction Industry Scheme (CIS) returns come into effect in October

From 6 October 2011, CIS contractor monthly returns will be liable to a new penalty regime:

a £100 fixed penalty if the return misses its due date (the 19th •of each month);a second £200 fixed penalty if a return is two months late;•a tax-geared penalty if the return is not filed six months after its •due date – the greater of 5% of any deductions shown on the return or £300;a second tax-geared penalty if the return is still outstanding •after 12 months – the greater of 100% of any deductions or £3,000 if withholding of information was deliberate and concealed; the greater of 70% or £1,500 if it was deliberate but not concealed; or the greater of 5% or £300 for cases where information was not withheld;an upper limit (‘cap’) on the amount of fixed penalties charged •to new contractors that have not filed their first returns on time; andinterest on any penalty paid late.•

The first return affected will be for payments made to subcontractors in the month ending 5 November 2011, which is due on 19 November 2011.

NEW CIS PENALTIES

IF yOu have driven on the UK’s roads and motorways, travelled on the tube or train, used council services even, there is a good chance you’ve benefitted from the work Amey does. Now Amey is the latest member to join the Liverpool Chamber of Commerce. Their massive scope of work means they touch the lives of millions in Greater Merseyside.

The company provides a range of services across the region, including undertaking highways maintenance for Halton Borough Council and delivering facilities management and catering for the Parklands complex in Speke. They are also responsible for examining and assessing the railway network across Merseyside, as part of a nationwide contract with Network Rail.

Other projects in the region Amey has been working on includes; general maintenance and upkeep of both the Wallasey and Birkenhead tunnels, and also carrying out a full examination of the Bidston Moss Viaduct on behalf of Merseytravel. In Knowsley, Amey is delivering a high speed

traffic management and emergency response service on behalf of Knowsley Borough Council.

BALFOuR BEATTy is at the forefront of a new initiative which encourages girls and young women to consider work in construction.

The company allows young women to experience life in the construction industry, as part of the Liverpool City Region Apprenticeship Scheme.

Nina Thornton, Community Liaison Office for Knowsley for Balfour Beatty Construction, said: “Women are currently massively under-represented in the industry, making up just one percent of those employed in building trades, and 12% of those in design and management.

“There is a huge variety of careers open to women in construction, and at Balfour we want to make as many young men as possible aware of the options that are open to them.”

In relation to the initiative, Nina visited The Academy of St Francis of Assisi in Kensington. There, year nine girls were given a greater insight on career opportunities. In addition,

the students were mentored through a quantity surveying task, and were invited to a Balfour construction site to learn about the crafts involved and to network with employees.

Balfour Beatty also helps young girls to gain work experience, and recently placed their first female candidate.

Benjamina Fitzpatrick, a 19-year-old from Kensington, learned bricklaying skills over the course of a week at Greengates Primary School in Halewood – the building site of a new state-of-the-art school.

Tony Ellender, Balfour Beatty’s training manager, said: “Working with partner companies like LKC Decorators, Bethell Construction, Precise Partitions, Keith Walton Brickwork and Mansell Finishes allows us to come together and give young women invaluable hands-on experience of what it’s like to work in construction.”

Apprenticeships are very useful and important in career development: as work-based training programmes, they are designed around the needs of employers, provide experience for students, and can lead to nationally recognised qualifications. Most training is on-the-job, with further education being provided by a local college or a specialist training provider.

There are other benefits for the apprentices themselves. The number of apprentices that a business can have is unlimited, so candidates needn’t worry about the availability of places within a company. Also, as the schemes can last between one and three years, this provides plenty of training for the apprentices and can help them to determine whether or not to pursue their chosen field.

There are also many advantages for an organisation to employ apprentices, some of which include increased productivity; full or part subsidised training; assistance with free recruitment;

an improved retention of skilled staff; and an increased competitive edge.

Liverpool Chamber launched The Apprenticeship Pledge earlier this year.

This is a crucial initiative to help young people find work, and provide local employers with the skilled and motivated staff that they require.

As part of the Pledge, the Chamber asks for all local businesses to sign up and commit themselves to consider hiring apprentices.

Apprentices don’t just have to be new staff; existing employees can learn new skills and qualifications through the programme.

“The Chamber believes that both employers and apprentices benefit greatly from the Pledge, which would result in an increased workforce and local economy,” said Carole Croft, chamber deputy chief executive.

Major overhaul planned for underground stationsLiverpool Central to see major improvements

LIVERPOOL’s FIVE underground stations are to get a £40 million plus overhaul over the next few years starting with £20 million improvements to Central Station.

The work will improve access, particularly for disabled passengers and those with luggage or children in buggies, improve the passenger flow at platform level and generally refurbish all passenger areas.

It includes:an additional lift •new escalators to the Northern •Line platformadditional platform space •new, brighter cladding on the •platform wallslarger and improved toilet •facilities and waiting areas

The work in the concourse area will build on the recently completed MtoGo unit in the

ticket hall. The walls and ceiling will have new, brighter cladding, the flooring will be renewed and there will be lots of natural light as a clear glazed roof and glass external walls will be constructed. When the project is completed, Liverpool Central will have undergone a complete refurbishment of all areas.

Bart Schmeink, Merseyrail’s Managing Director said: “Liverpool Central is the busiest station on the network and should be Merseyrail’s flagship station but as we all know, it certainly isn’t in its present state. This major overhaul is long overdue and the inevitable inconvenience of closing the station whilst the work is carried out will be well worth the wait. By autumn 2012 Liverpool Central will be a very pleasant place to catch

your train. Liverpool Central will be fit to serve a city that itself has gone onward and upward over the last few years.”

Jo Kaye, Route director of Network Rail which is providing the bulk of the funding for the work, said precise dates are not yet available because contracts for the work have not been let but the station is expected to be closed from April to August next year (2012).

She said: ”The announcement is being made now to give passengers advanced notice that Central station will have to close for about four months while the improvements are made. With the number of people who use the station every day already making the platforms very crowded, it is simply impossible to carry out

work on this scale and keep the station open. Train services will operate as normal - but they will pass through the station without stopping.”

Councillor Mark Dowd, chair of Merseytravel, said: ”I have campaigned long for these improvements because, quite simply, Liverpool Central is no longer fit for purpose. I have already warned it is approaching a situation where it will become dangerous to the travelling public. Without this development it would only be a matter of time before someone was hurt.”

Neil Scales, chief executive of Merseytravel, added: ”We are drawing up plans for alternative bus services for the duration of the work to minimise inconvenience to commuters and to shoppers.”

LIVERPOOL John Lennon Airport (JLA), are one of the regional airports that have signed a joint letter urging the Government to revise aviation taxes in recognition that the current Air Passenger Duty (APD) has a damaging and disproportionate impact on the regions across the UK.

Airport owners Peel Airports, submitted its detailed response to an HM Treasury consultation on Reform of Air Passenger Duty later highlighting the impact that the current aviation taxation system has on its business and serious concerns over the prospect of ‘double taxation’ and further increases in flying taxes when aviation enters the EU Emissions Trading Scheme in 2012.

APD in the UK is already up to 8.5 times more than the European average. Many European countries have either already abandoned their aviation taxes, or indicated that they will do so, due to the negative effects on their economies. It is now very difficult for regional airports in the UK to attract airlines to commence new services, which in turn impacts on the local economy, jobs and inward investment.

The tax disproportionately affects airports outside of London’s Heathrow and Gatwick and regional airports have been hit the hardest by the economic downturn. Without decisive action, the gap

between the largest London airports and those in the regions will go on increasing.

Craig Richmond, CEO of Peel Airports commented, “Reform of the current APD is essential to help UK airports be more competitive against our European rivals and to stimulate passenger demand during what continues to be one of the most challenging economic environments that our industry has ever experienced.

THE CHARITy and third sector is proving to be attractive to recent graduates, seeking jobs in the city.

The final cohort in the Graduate Retention Programme, a consortium between Liverpool Chamber of Commerce and local universities including the University of Liverpool, presented the culmination of their work to members of the Chamber. The programme seeks to help unemployed recent graduates and professionals to realise their skills fully in the jobs market, through a series of workshops culminating in a presentation of a collaborative project.

Cohort 15 developed the concept of a charity focused event management company, Fund Fair, which they pitched to the assembled audience to demonstrate their skills.

Virtual company would run event management for charity fund raising events. The cohort presented three case studies; a music festival, a family funday and

gala dinner. It would also provide a range of services from conduit for fundraising to pathways to employment and volunteering.

They presented detailed information on the ticket prices and how the costing of each event will ensure that it turns a healthy profit for the charities involved.

Carole Crosby, Liverpool Chamber’s Deputy Chief Executive, said: “The cohort divided themselves into teams working on the finance, PR, Promotion and marketing, in some cases using skills they had and in others working outside their comfort zone to demonstrate versitility. The groups went into the detail looking at the ethos behind the logo design, website architecture.”

FuTuRE JOBs Fund (FJF), was set up by the last Labour government to help mainly young unemployed people back into work. Liverpool Chamber was instrumental training and placing candidates in companies throughout Merseyside and also was able to add to its own staff through the FJF recruitment process.

During the lifetime of the project a total of 233 candidates completed Customer Service Technical Certificate Level 2 and a further 277

completed a variety of training seminars from MS Word/Excel to Manual Handling and Sales Techniques with Liverpool Chamber Training.

MIkE LOwEs and Lee Stewart know what it takes to turn up the heat during an economic recession.

Two years ago, after working together for five years, they created Renewable Solutions UK Ltd, a renewable energy specialist company, designing and installing solar panels, wind turbines and heat pumps. Now based in Bootle, Mike and Lee work with a range of local, national and international clients.

Mike said: “Setting up the business was one of excitement and fear! We decided from the outset that we would not burden the company with bank loans, so we used personal credit cards to buy stock and keep us going through the early stages. It was tough but success now is certainly sweeter having survived a tough start, and we’re 100% debt free.”

About 18-months ago Renewable Solutions needed to expand into larger premises in order to grow. This involved the usual infrastructure expense and in addition, they had to build offices within the unit. After asking around to see if any help was available, Stepclever were recommended.

Mike said: “Stepclever have a great Business Manager who

could see our potential and secured the support we needed to help us grow. We predicted that the support would help us expanding our staff levels by five within the year – we ended up employing 12 people!”

The Government’s push on renewables and low-carbon incentives is making this a fairly stable industry at the moment. Tariff Schemes allow an annual return of some 10% per annum on electricity-generating renewables, so the current low interest rates are making savers and investors turn to Renewable Solutions for that elusive return – all of which helps make for a stable business.

Mike added: “We are in a privileged industry at the moment. We like to think of ourselves as fairly dynamic and being government certified across every product range in our industry will help us to diversify as and when we need to.

Alison Perry is director of Triangle Builders Limited – a building organisation which works with social housing landlords across Merseyside to design, build and renovate properties. New rights for agency workers: the Agency Workers Regulations 2010In An expanding landscape of legal protection for workers within the UK, the next development will be the introduction of the Agency Workers Regulations 2010 on 1 October 2011.

The Regulations have been hyped in the media as giving agency workers or “temps” the same rights as permanent employees of the end-user client. This is incorrect. New and specific rights of equality, unique to temps, will be created.

This article provides a very broad overview on how the Regulations will affect those who use temps and the agencies that supply them.

Equality of basic working and employment conditions

The Regulations require the provision of the same “basic working and employment conditions” to a temp, after

completion of a 12 week qualifying period, as they would receive if they were recruited directly into the job by the client. “Basic working and employment conditions” are defined as those relating to pay; duration of working time; length of night work; rest periods and rest breaks; and annual leave only.

For these purposes “pay” is defined as any sum which would be payable to a worker of the client including salary, overtime pay, shift allowances, bonuses and commission (if related to performance of the worker). It also includes vouchers or stamps which have an expressed fixed monetary value or are capable of being exchanged for money, goods or services and is not part of a salary sacrifice scheme, e.g. luncheon vouchers. The Regulations clarify other items of remuneration which do not constitute “pay”.

When determining what basic working and employment conditions the temp is entitled to, a comparison will be made with a “comparable employee” of the client who is engaged in

the same or broadly similar work, having regard where relevant to whether they have a similar level of qualification and skills.

In general terms, the temp will qualify for this right after having

undertaken the same role with the same client for 12 continuous weeks. However, calculation of the qualifying period has a number of quirks to it. Non-working periods between or within assignments may not break continuity.

The Regulations impose anti-avoidance measures which give temps a right of action if they believe their assignments are being deliberately structured to prevent them completing the qualifying period.

Equality in relation to access to collective facilities and amenities

From day one on assignment, temps will have the right to be treated no less favourably than a comparable worker in relation to “collective facilities and amenities” provided by the client. Examples of such facilities include a canteen, a workplace crèche, transport services and car parking.

Information as to vacant posts within the hirer

Similarly, from day one, temps will have the right to be given information on the client’s vacancies, to give the temp the same opportunity as a comparable worker to find permanent employment with the client. There is however no obligation on the client to employ the temp.

special rights relating to pregnant women and nursing mothers

A temp who is pregnant and

who has completed the 12 week qualifying period will be entitled to paid time off to receive ante-natal care.

Where a temp’s assignment is ended on “maternity grounds” and the agency has suitable alternative work available, the temp is entitled to be asked if she want to be put forward for that work. The temp also has a right to be paid by the agency for the original anticipated or likely duration of the assignment unless she unreasonably refuses an offer to be put forward for other suitable temp work.

The new protection for agency workers who are pregnant or new mothers runs alongside protections provided by the Equality Act 2010 and general health and safety law.

Practical effectsAfter 1 October 2011, those

who use temps will see a change in the way that agencies communicate with them. The Regulations’ obligations mean that agencies will need to obtain more information about assignments and potential comparators from their clients, if the assignment is likely to last more than 12 weeks. Pay rates, hours of work and holiday may need to renegotiated to take effect on completion of the qualifying period. Clients will need to ensure that induction processes for temps include provision of equality of access to collective facilities and vacancy information.

Special care will need to be taken if a temp is or becomes pregnant.

Whilst the penalties for failure to comply with the Regulations are not generally severe, being largely based on losses caused to the temp by the failure, note that a punitive award is available where

a client or agency deliberately structures assignments to prevent a temp from completing the 12 week qualifying period.

Both clients and agencies need to start their preparation for introduction of the Regulations well before 1 October.

The 154 bedroom Days Inn with business traveller facilities and the luxury 151 bedroom Hotel Indigo Liverpool have recently opened, targeting both ends of the price spectrum. Under development is the indulgent 84 bedroom Layla Hotel, Club & Spa, hotly tipped to be a five star deluxe boutique property.

New and refurbished venues are also making the city a must experience destination. The

Museum of Liverpool opened earlier this year providing not only the largest newly built national museum in Britain for more than a century but 8,000 metres of events space for up to 1,000 delegates. The 6,000 objects in the Museum showcase popular culture and tell the story of Liverpool’s unique contribution to the world, making it an ideal location for a reception or gala dinner in the city.

Liverpool’s landmark Arena and Convention Centre Liverpool (ACC Liverpool) is set to benefit from the addition of a new 8,100m²

exhibition and events complex which is due to open late 2014. The extension to the existing ACC Liverpool will also include the development of an on-site up-scale 200 bedroom hotel. The new facilities will be connected by a sky bridge directly into ACC Liverpool, making it the only interconnected arena, convention centre and exhibition facility in Europe.

These developments are also supplemented by expansion in the city’s restaurant stock. Recent restaurants include the multi-million pound Eastzeast Indian restaurant on the Waterfront, Thai restaurant Chaophraya with three private dining rooms, as well as two celebrity fronted restaurants – Jamie’s Italian and the Marco Pierre White Steakhouse Bar & Grill part of Hotel Indigo Liverpool. This rapidly expanding restaurant scene is providing new scope for meetings and conference planners looking to build their delegates’ itineraries.

This explosion of the conference product in the city is having an impact on the rest of the region too – nearby Southport, part of the Liverpool City Region, will add

Southport Cultural Centre in 2013. This brand new arts complex and events space will offer a 430 seat theatre and a studio space, capable of hosting meetings and events for up to 600.

With all this, it’s not surprising that the city has attracted a number of large scale and high profile events into the region – from product launches from major international brands to associations and conferences such as the International Conference on the Arts in Society and the UK Digestive Disorders Federation in 2012, the SSC International Society on Thrombosis and Haemostasis, and the sixth European Conference on Head & Neck Oncology (ECHNO) in 2014, for which Liverpool has bid against other cities from around the globe.

This month, the Labour Party Conference takes place across five days (25 to 29 September), when 11,000 delegates will descend on the city with an estimated economic impact of £15 million.

ACCORdIng TO the Gibbons Review of Dispute Resolution in 2007 the estimated cost to employers of defending a claim at employment tribunal was £9,000. THE gOVERnMEnT has unveiled a package of measures designed to make it easier for businesses to take on apprentices.

The changes are being made following a review led by the Confederation of British Industry (CBI), the Employer Reference Group and a number of large companies, including BT and TUI Travel.

Skills minister John Hayes said the measures will simplify payments, streamline contracts and eliminate a number of data returns and audit requirements.

There will be a pilot scheme involving more than 20 large employers, who will trial a “payment by outcomes” approach to apprenticeship funding.

In addition, the Government will introduce a commitment to no “in year” changes to contracting arrangements, greater use of electronic information to reduce paperwork and a more proportionate approach to audit and inspection, which will include reduced preparation time for employers.

It will also launch an online “plain English

toolkit” to provide companies with clear guidance on the processes for taking on apprentices.

Announcing the measures, Hayes said: “Where red tape and bureaucracy deters employers from taking on apprentices, we’ll sweep it away.”

Business secretary Vince Cable added: “Apprenticeships are proving an increasingly effective training route for young people and companies. They are a proven way to fill skills gaps in our economy.

“But for far too long, too many businesses have been put off by overly complex procedures and unnecessary layers of paperwork. We’ve worked with business to cut bureaucracy and ensure the benefits for employers, learners and the economy are maximised.”

Susan Anderson, the CBI’s director for education and skills policy, said: “Cutting bureaucracy will support even more businesses to become involved [in apprenticeships] and these recommendations

set out the right path for reform.”However, shadow skills minister Gordon

Marsden told FE Week that the changes must not damage training standards.

“Any actions the Government takes to reduce red tape must also ensure the quality and reputation of apprenticeships is not compromised,” he said.

“They must ensure the status of apprenticeships as a key part of any growth policy is not undermined by the short-term pursuit of over-inflated targets.”

The plans to cut red tape follow Prime Minister David Cameron’s announcement of a £25 million fund to support up to 10,000 higher and advanced apprenticeships in areas such as advanced manufacturing, IT and hi-tech engineering. The fund will have a particular focus on expanding apprenticeship places among SMEs.

We are sure that you can!Nationally SSAFA Forces Help is divided into 95 branches and the Merseyside Branch has been awarded the honour Freedom of the City. In March 2011 we became the first and only Branch to be awarded this prestigious award. The award recognises the fantastic work done by SSAFA’s volunteer Caseworkers in Liverpool since 1885. The Organisation’s first branch was created in Liverpool.

So what do we do? We are the only Volunteer Caseworker organisation that supports service and ex- service personnel and their families. On Merseyside we support over 900 clients per year and raise £350,000 in funds for such needs as stairlifts, mobility scooter, white goods, training, rent deposits, building adaptations – the list is endless. We identify the need then send the evidence to the relevant military and non military funds. For example, Joanne, who served in the Queen Alexandra’s Royal Army Nursing Corps for 14 years, needed financial support to convert a room in her house to make her son’s life bearable following a series of difficult operations. We examined the need and applied to The Soldiers’ Charity, Nursing Funds and Hospitality Action-licensing trade charitable fund. They granted £5,095 between them and now her son Owen is very happy and comfortable in his new room.

SSAFA itself does not have funds to disburse to clients but it does require financial support to maintain a network of 80 volunteers across Merseyside, working in each borough in order to continue our support work.
