A production for Al Jazeera's WitnessStrand was the first to use Panasonic'sAG-AF101 large-sensor camera forbroadcast work. It was used for adocumentary set in the DemocraticRepublic of Congo, about how womenraped and abused during the conflictare rebuilding their lives.

Over the last 6 months the SACIA Board have engaged with

members and industry stakeholders in order to solicit feedback on

the ethical challenges involved in conducting business within

Africa. We’ve had close on 120 organisations and individuals

share their input and based on these contributions, we’ve now

introduced the SACIA Business Code that indicates a

commitment to higher standards of ethics and service, and a willingness by SACIA members to

be held accountable to those standards. Our aim for the SACIA logo to be synonymous with

trust and quality. Customer need to feel safe when they enter into a contract with a SACIA

member, and of course members need to commit to excellence in all they do.

The code is based on treating people with dignity and respect, sticking to your promise

and making sure that nobody commits to a project they cannot fulfill. Over the next month

SACIA members and other stakeholders will be given an opportunity to sign the code and

pledge their support for the adoption of ethical business practices in our industry.

I am very enthusiastic about this Code and encourage all members and industry

stakeholders to sign up.

Fujinon will introduce several new optical productdevelopments to the Middle East market at this year’s CABSATshow. The all new XA99x8.4BESM optically stabilised HD EFPlens be unveiled, and two new PL Mount Compact Zoom Lensesthe ZK4.7x19 (19-90mm cabrio lens) and the ZK3.5x85 (85-300mm cabrio lens) PL Mount Compact Zoom Lens both lensesfeature exclusive detachable servo drive units, making themsuitable for use as standard PL-Mount lenses or as ENG-Stylelenses. The new ZK-lenses have a detachable digital-handgripwhich can be detached by removing only four screws. Theyincorporate flange focal distance adjustment, macro function, LDS(Lens Data System) and are /i metadata compatible. With a 19-90mm focal range for the ZK4.7x19 and 85-300mm for theZK3.5x85, they are extremely light-weight (~3.kg) includinghandgrip with servo motors.

Multi-source analysis for thecompressed domain

Harris Broadcast comes to the NAB 2013 Show withseveral new Videotek test and measurement products andenhancements. Notably, the company will inject loudnessmonitoring and enhanced multi-image display capabilities intoits MSA Series of multi-source analysis software products,enabling more test and measurement functionality in thecompressed domain. Harris Broadcast offers its MSA Seriesfor full testing of compressed video conformance, audio levelsand data services of over-the-air broadcast, cable, satellite andIPTV signals. Its multi-source capability means that engineerscan analyse many transport streams at once, including IP, RFand ASI encoded video signals. At the NAB 2013 Show, thecompany will demonstrate how engineers can simultaneouslytest and monitor multiple transport streams in various displayconfigurations. For example, users can monitor the four mostcritical signals in quad-split configurations while “shadowtesting” other signals in the background — with the ability toquickly bring different signals to the forefront.

Harris Broadcast introduces its next-generation, software-based NEXIO Volt server, addressing customer needs for higherchannel counts in a compact form factor, while increasingoptions for robust media storage. Now shipping, the companywill publicly unveil the new server at the CABSAT 2013 showtaking place in Dubai during March and the NAB show takingplace in April in Las Vegas.

Leveraging the latest processor, storage and connectivitytechnology, the new NEXIO Volt server platform, like itspredecessor, offers a 1RU package with low operating costs andhigh levels of resilience and reliability. However, it doubles thenumber of available record ports with four bi-directional HDchannels (up to eight SD), and offers exceptional overall channeldensity for ingest and playout operations. Its software-basedcodecs and software license keying provide flexibility, includingcustom features and capabilities to suit users’ exacting needs.

The available automatic generation of low-resolutionimages during ingest provides other benefits for ingest-heavymedia workflows, such as news, for low-resolution viewing,editing and conforming to high-resolution video for playout. It isalso suited for bandwidth-efficient monitoring and digital assetmanagement environments, where automatically producing low-resolution content eliminates the need to create it later —minimizing labour and removing transcoders.

At CABSAT 2013, NETIA will showcase the latest version ofits powerful Radio-Assist range of digital audio automationsoftware. Radio-Assist 8.1 will offer the same robust array of toolsfor streamlined end-to-end multimedia production, broadcast, andpublication workflows, along with two significant new features: anintegrated music-scheduling application and video editingcapability. Users can access both new features from a single userinterface. NETIA's Radio-Assist family of digital audio softwareprograms covers each part of the production and broadcastworkflow, allowing users to record, edit, or prepare a playlist. Inaddition to new browsing and publishing tools for full multimediafunctionality, the software features tools for acquisition, sound-fileediting, commercial and music production, newsroom systems,scheduling, multicasting, and administration. PAG has introduced new battery mounts and powerleads that make it possible to power the latest DSLR anddigital cinema cameras using its PAGlink intelligent, high-power, linking battery system. The PAGlink battery system wasconceived with multi-camera compatibility in mind. Rather thanusing a different batteries and chargers for each camera type,PAG anticipated that it would be more efficient to use the V-Mount (V-Lok/V-Lock) Li-Ion batteries, designed for shoulder-mounted broadcast cameras, for every camera powerapplication. When combined, two PAGlink batteries have acapacity of 192 watt-hours and a current draw capability of12A, which is superior to the 10A provided by so-called high-current cell technologies. If required, PAGlink allows a third orfourth battery to be added, providing endless power for anycamera set-up.

The demand for digital storage andarchiving continues to expand, andbroadcasters need to ensure they

have the right tools and solutions in placeto keep historical footage and meetdemand for the future, as well asintelligent management tools to ensurefootage can be easily indexed andretrieved when necessary.One of themajor challenges facing broadcasterstoday is the volume of legacy tapefootage, which needs to be archived in amanner which preserves the integrity ofthe video. Since tape is a physicalmedium, it degrades over time, whichmeans that migrating this footage to digitalarchives is the best solution. After all, thisfootage is a critical asset and is animportant part of preserving history,particularly with regard to news footage ofevents over the years. Mekelle University, found in thetown of Mekelle - in the Tigrayregion of Northern Ethiopia – at

present hosts over 23,000 students inregular, evening, summer and distanceeducation courses for both Bachelors andMasters Degree programs. TheGovernment of Ethiopia established thecollege through the merger of two formercolleges in May 2000: Mekelle BusinessCollege and Mekelle University College.Both colleges have a history of instability;exhausting ascends and descends, aswell as numerous relocations from placeto place. At present, the University boasts1400+ academic staff, 1700+administrative staff, eight colleges, fourcampuses, six institutes, one referralhospital and a Human Rights and LegalService Centre.

Growing student numbersSince its establishment, it has

proved to be one of the fastest growinguniversities in Ethiopia – and they areusing Vaddio’s classroom automationtechnology to do it. “The main objectivewas to provide a solution to the instructorshortage within the university,” explainedAshenafi Gebre of Mekelle University. Thenumber of students was growing, but thenumber of qualified instructors was not.“Because the ratio of students to

instructors was so lopsided, they neededto find a solution where one teacher couldteach more than one class at a time.”

Not only did they want to teachseveral classes at the same time, theywanted to teach them in front of a liveclassroom full of students and stream it toother areas on/off campus. “The existingvideoconferencing system had poorquality and couldn’t achieve the proposedgoal because we needed more than justcameras – we needed automatedtracking cameras and videowhiteboards,” says Gebre.

installed Polycom HDX 8000 codecs andceiling mics in each of the classrooms.“To achieve the best results we decidedto deploy several content sources and

cameras per room, so we added Vaddio’sAutoPresenter camera/content controllerand switcher,” explained Gebre. “WithVaddio’s AutoPresenter we had the optionof having more than just the one PolycomEagleEye camera. Now we could add theAutoTrak camera tracking system and aVideo Whiteboard to further automate theclassroom.”

Using Vaddio’s PresenterPODpreset trigger device, eachcontent/camera input to theAutoPresenter can be switched throughthe touch of a button. “The PresenterPODmakes it easy for the professors to justtouch a button and switch from the VideoWhiteboard to the desired camera,” saysGebre.

Plug and play solutions“Vaddio products are really easy to

install and to use – it’s plug-and-play, notplug-and-pray,” explained Gebre.

ISE 2013 closed its doors on 31January after three days that sawrecord numbers of exhibitors and

visitors drawn to the best-attended AVindustry tradeshow ever held,anywhere in the world. The show’sfinal total of 44,151 registeredattendees represents an 8% increaseon 2012’s world record of 40,869. Justunder 900 exhibitors – also a recordfor ISE – occupied all 12 halls of theAmsterdam RAI with most reporting abrisk three days of business involvinga healthy mix of new and establishedcontacts.

His Qatar Radio colleagueMohammed Qaddoumi, system engineerfor audio broadcasting, also underscoresthe system's efficiency and adds that thesoftware's Air-DDO broadcast tool hasproved particularly valuable. The technicalteam at Qatar Radio selected Radio-Assistafter performing site visits and extensivetesting and evaluation of the software.

International coordinated Qatar Radio's fullmigration to Radio-Assist 8.1, overseeingthe copying and conversion of all media,along with associated metadata, into theNETIA software system withoutinterrupting operations and without losingany of the broadcaster's 275,000 elementsand assets. With this shift, Qatar Radiohas been able to bring all radio productionand broadcast functions onto a single

platform. The Radio-Assist 8.1 softwaresupports coordination, scheduling, andlive broadcasting, as well as an archive ofmore than 300,000 hours of programming.

Slow transitionToday, Radio-Assist 8.1 is installed

on 34 workstations across two sites; QatarRadio's main broadcast facilities and adisaster recovery site. It is used by 80 staffmembers on a daily basis. The softwaresupports one principal channel broadcastin Arabic, another dedicated to Quran(religious/Muslim programmes), onechannel in French (Oryx FM, with partnerRFI), one channel in English, and achannel broadcast in Urdu. The transitionof these channels onto Radio-Assist wasachieved progressively over the course ofa year. Early in the project, NETIAprovided training for both administratorsand users. The integration was providedby Media Group International (formerly

known as Salam Media Cast) which isnow diversifying its business into newtechnologies. “Our name change to MediaGroup International reflects the company’sambition to stay relevant for ourcustomers internationally, offering excitingIT, telecommunications and broadcastaccess more widely throughout Europe,Middle East and Africa,” said PaulHennessey, Media Group InternationalCEO. “We have enjoyed successful growthin the past 35 years to become theleading company in the Middle East, andwe plan to continue our geographicalexpansion to further build up our businesscapability.”

NEC Display Solutions has added several new additionsto its popular MultiSync V Series range of public displays, onceagain setting new standards in the professional entry-levelsegment with the introduction of LED backlighting.

Zuma boosts FET funding to R2 billionGovernment funding to poorstudents in further educationand training (FET) collegeswill be increased this year,and the state’s commitmentto turn the colleges intocentres of excellence willcontinue.Speaking to students at theTshwane South FET College inMabopane, north of Pretoria,President Jacob Zuma saidthe feelings of inferiority thatcolleges experienced, in

New training initiative for AV Install Technicians

Over the last 6 months SACIAhas been hard at workdeveloping a series of trainingprogrammes aimed specificallyat AV install technicians. Thereare three courses in the series,starting with an introductorycourse that covers basicelements of AV installation suchas safety, on-site etiquette,working with hand and powertools, reading schematics andwiring diagrams, cabling andtermination. Each course includes elementsof both theory and practical

content, and each coursebuilds on the knowledgegained in the previous course.“At the conclusion of theintroductory course participantswill be able to install simpleaudio-visual system equipmentaccording to known bestpractices,” says courseinstructor Mark Hull. In additionto being presented throughSACIA, the Association is alsoworking with local FET collegesto embed the curriculum into abroader range of technicaltraining.

MECIA to close office at Dubai Media CityAfter operating as a Freezonecompany within Dubai MediaCity since April 2008, theBoard of the Middle EastCommunications IndustriesAssociation (MECIA) has votedto terminate their tradinglicense with the Dubai Media &Freezone Authority. “We’ve hada fairly low profile over the lasttwo years and we simplycouldn’t justify paying the

annual license fees andregulatory costs associatedwith a running an independentlegal entity,” explains MECIAchairman GeorgePuthenkulam. MECIA willcontinue to operate on aninformal basis, and willcontinue to participate at high-profile events such as theannual InfoComm MEexhibition.

InfoComm Design School comes to Johannesburg

During the first half of 2013InfoComm will deliver theirthree advanced DES classes inJohannesburg, South Africa. “Atthe moment South Africaboasts three specialist AVdesigners who have earnedtheir CTS-D credential andwe’re hoping that this coursewill inspire a few more peopleto acquire skills andcertification,” says KevanJones, executive director of theSouthern AfricanCommunications IndustriesAssociation (SACIA).The first course in the series,due to be presented from 8-10April, looks at the physics thataffect the planning and designof AV environments. Some of these inadequaciesinclude insufficientemergency and essentialservices, insufficientresources being made

available by local authorities,inadequate public liability insurance, alack of proper safety certification and

structural engineering certificates fortemporary structures, a lack of propersafety and security measuresincluding crowd control at events,”explains Deon Francis, partner atRoutledge Modise Inc. “Much of theflouting of these requirements hasbeen driven by the fact thatenforcement of punitive measures toensure proper safety and securitymeasures at events has been leftwanting, but these days are long over.An event that is found to be lacking inproper controls and safety measurescould find all involved coordinatingparties from organisers, sponsors,venue operators and owners all heldliable for any damages and legalclaims.”

In order to address theseinadequacies the Department ofSports and Recreation, through thepromulgation of the SASREA has nowplaced the responsibility of ensuringsafety and security at events on theshoulders of controlling bodies, eventorganisers and venue owners. Giventhe spirit of the Act, it is evident thatthese entities will be jointly and

severally liable in the event of any civilliability arising at any given event.“Joint and several liability is a form ofliability that is used in civil caseswhere two or more parties are foundliable for damages. The injured partyin such a case may seek payment ofthe entire judgment from any one ofthe parties so if any of the defendantsdo not have enough money or assetsto pay an equal share of the award,the other defendants must make upthe difference,” he explains.

Although the SASREA providesfor various duties and obligations oneach of the entities, in the event of adisaster occurring and injury toindividuals, those injured parties maychoose to sue any of the entities asreflected in section 4 of the SASREAwhether or not there was fault on thepart of that party. For instance, if aninjury has occurred as a result ofinsufficient barricading beingavailable, whilst that may be thevenue owner's obligation, the injuredmay choose to hold the controllingbody or the event organiser liable.Those parties cannot denyresponsibility on the basis that thebarricading was the responsibility ofthe venue owner as the SASREA hasplaced a burden on all the entities toensure safety and responsibility atevents. Dani Ettridge, of Aon SouthAfrica, a leading insurance brokerageand risk consultants, adds thatSASREA has serious implications interms of insurance liability cover.“SASREA has a very similar effect asthe Consumer Protection Act. In termsof the CPA, where damages arise as aresult of defective products,consumers can seek recourse againstany one of the parties in the supplychain, be it the manufacturer, thewholesaler or the retailer. Similarly, interms of the SASREA, in the event ofindividuals being injured at events,they can choose to seek recourseagainst any of the stakeholders in theevent, be that a sponsor, a supplier or

indeed an advertiser. It would then befor the parties to sort out amongstthemselves who should be liable andto what extent. This would not affectthe injured party though in that theinjured party could look to any ofthese entities for compensation,” shesays. “According to the provisions inSASREA, it is no longer viable orsufficient for only controlling bodies,event organisers and stadium/venueowners to have public liability cover.Whilst the SASREA does make publicliability insurance cover mandatory, inpractice usually only your controllingbodies and venue/stadium ownerswould enjoy public liability cover whilstthe other parties would, in mostinstances, either not have publicliability insurance or be indemnified bythose who do have such cover.However, such indemnity clauses arenow unlikely to be enforceable againstthird parties. It is imperative that eachand every party involved takes outsufficient public liability to protect theirown risks and not rely on theinsurance policies of others,” explainsDani.
