AsoneofhisLirstactsasPresident,onJanuary23,2017,thePresidentissuedamemorandumimposingaFederal“HiringFreeze”andrequiringalong-termplantoreducethesizeoftheFederalGovernment’sworkforce.Inaddition,onMarch13,2017,thePresidentsignedExecutiveOrder13781establishinga“ComprehensivePlanforReorganizingtheExecutiveBranch,”whichsetinmotiontheimportantworkofreorganizingexecutivedepartmentsandagencies.ThesetwoactionsarecomplementaryandplansshouldreLlectbothPresidentialactions.
ExecutiveordersareissuedbyUnitedStatesPresidentsanddirectedtowardsofLicersandagenciesoftheFederalgovernmentoftheUnitedStates.
ApresidentialmemorandumisatypeofexecutiveactionissuedbythePresidentoftheUnitedStatestomanageandgoverntheactions,practices,andpoliciesofthevariousdepartmentsandagenciesfoundundertheexecutivebranchoftheUnitedStatesgovernment.Ithastheforceoflawandisusuallyusedtodelegatetasks,directspeciLicgovernmentagenciestodosomething,ortostartaregulatoryprocess.
Memorandacanbeamendedorrescindedbyexecutiveordersoranothermemorandum,butexecutiveorderstakelegalprecedenceandcannotbechangedbyamemorandum.
AMessagefromtheDirector,OfLiceofManagementandBudget~Iamproudtointroducethe“AmericaFirst”Budget.WhilerecognizingthisBlueprintisnotthefullFederalbudget,itdoesprovidelawmakersandthepublicwithaviewoftheprioritiesofthePresidentandhisAdministration.
