All Referees are protected by Alabama Law, Section 13A-11-144
“Harassment, etc., of sports official”
All Official U10 and Up Games must have at least one Center
Referee signed up in www.sportac.us to avoid the game being cancelled
When competing versus out of Region teams, it’s important to ensure
An official Referee is signed up, as some Regions are not permitted to
Play without a Referee
In the event that a referee does NOT show up for an in Region game,
It is permissible to handle the game like a scrimmage with coaches on the
Field
It is preferred that U8 games also have an Official Referee

Law Changes
• Removal of “triple punishment” scenario
–DOGSO sanctions: play down + PK + Red Card suspension
–NEW LAW: “legitimate attempt to play the ball” results in fouls –
player cautioned (YELLOW) instead of Sent Off (RED)
–NOTES:
• Only applies to fouls inside the penalty area
• Referee’s opinion if “legitimate attempt to play the ball”
• Foul outside penalty area would be subject to a send off
• Kick-off now kicked in any direction, including backwards
• Players injured in a reckless or excessive force challenge (resulting in
caution or send off) NOT required to leave field to receive treatment
(expeditious treatment)
• Goalkeeper comes off line during PK is cautioned if the kick fails, and PK
re-taken
Law Changes
• Kicker of penalty kick violates Laws, then kick NOT retaken. Restart
IFK for defending team
• Foul occurs when players are off field (through course of normal play),
then restart is appropriate free kick on the touchline or goal line
–Old Laws: play restarts dropped ball. Only misconduct committed
off the field
–New Laws: could result in a penalty kick being awarded
• Offside restarts now taken from the point on the field where the
offending player was when they became offside
–Old Laws: restart taken from the point where they were originally
in an offside position
Heading Changes• New AYSO policy is that there will be no
heading U11 and below.
• AYSO 498 Madison does not have a U11 division, so this new rule will apply to U12 and Below

• U12 and Below:– No heading during practices
– Coaches are not to coach heading
– Indirect Free Kick for Deliberate headers during games (In the opinion of the referee)
– Headers inside the goal area
• U14– Coaches can coach heading
– No more that 20 headers during practices a week
– Unlimited heading during games
• U16/U19– No Change

Insurance Information• Players are covered if registered
• Coaches, parents, siblings and others are not covered playing soccer
• Coaches are covered only coaching soccer
• Claim forms can be found at our web site or www.ayso498.org
• An incident report must be filled out within 30 days of incident if players does not return to the game after an injury…Forms can be found on the web site
• Do not let player return to field if a suspicion or possibility of a concussion.– Parents must sign a Participation Release or a Medical Clearance form
before player returns to play
– Clearance from Safety Director required before player returns to play
• No protective headgear allowed due to pending litigation

Coach Administrator Points • EBOPSP – Everyone will play and an attempt
will be made to equalize time – equal time means that different players will start from week to week and an attempt will be made to get different players the extra quarter from week to week
• EBOPSP – Good Sportsmanship – Show it and teach it! P.I.E. Positive Instructional Encouragement
• Do not run up the score – no matter how strong your team is, try to keep the goal difference less than 4

• No dissent with referee – If there is an issue with a misapplication of the Laws then
coaches can write an email to [email protected], he will make sure that the referee understands the laws so that the correction is made for the future
– Everything else is a judgment call!– Remember that we are all volunteers and most of our referees
are also learning more about the game.

be reported to the RC

Rescheduling of Games
• Rainouts will not be rescheduled.
• Teams may setup scrimmages with other 498 teams during scheduled practice days and times.
– Teams will be responsible for locating fields. Can not displace other teams from fields.
• Notify Coordinator and or Commissioner of any games/scrimmages between teams that are not at a regular practice/game schedule or field.

5. Beginning Player – Just starting to acquire the basic skills required to play at age-level. Player has not yet mastered them
and does not use them regularly in games.
4. Developing Player – Has basic ability with the skills presented throughout the season, and the player can use them to a small
degree during games.
3. Mid-level– Player has acquired all of the age appropriate skills, uses them effectively during practice, and frequently
during games.
– Player also understands positional awareness, but may not always show mastery.
– Player understands teamwork and plays effectively (passes, makes runs, etc.) during games.
2. Above Average– Player has acquired all of the age appropriate skills, uses them consistently both in practice and in
games. Player uses them skillfully to a higher degree than most other players.
– Player shows solid understanding of positional awareness and can play most positions effectively (Offense, midfield, defense, and goal keeper where appropriate).
– Player shows highly effective teamwork during games and makes effective use of his/her teammates (passing, runs into space, gets open for passes).

into eAYSO.
• To input the individual ratings for your team, follow the
steps below.
1. Log into http://www.eAYSO.org;
2. Find and click on “View coach team”;
3. Click the “Click Here” tab under the TEAM column;
4. Input your individual ratings as categorized above into each
players ratings box;
5. When complete, click on “Update”. You have now completed
the ratings process.

Spring Uniform Information
• We are continuing to use the Uniform Kits
from the Fall & Winter sessions
• New kits are available to purchase
• Uniform Issue location/time is TBD
Tobacco and Alcohol Policy Section E article 8 of the AYSO National Rules and Regulations:
“Present a healthy, athletic environment for players by, in the case of coaches and referees, neither consuming alcoholic beverages nor using tobacco products during practices or games or in the immediate vicinity of the soccer fields.”

Three Types of WeatherHeat:
• Hydration is critical
• Shade
Storms:
• Have a plan!!
• Building or darkening clouds (thunderheads)
• Storms can develop fast, so take action early
• If it is raining, someone should check radar
• Obey field closures
• Pick a designated weather observer
Cold:
• It will be colder during tournaments
• Have kids bring appropriate clothing– For the game

AYSO Section 5 Games
• Every year there are Section games held during the month of June during Father’s day weekend
• The games are for U10 – U19.
• Games are held June 16-18, 2017 in Knoxville, TN
• The region will be forming teams for the section games starting now. – AYSO 498 will sponsor as many teams as possible but
each player is responsible for their own fees.
