B. Duane Lovaas has not scheduled a Northern Section rneeting for Decernber.The next rneeting will be in January and it wili be organized by the SantaClara Co. laboratorY.

C. Ed Blake has recently cornpleted his doctoral dissertation, GeneticMarkers in Hurnan Sernen. A copy of this work has been donated tothe CAC and will be on file at the Kirk library for the use of studentsand rnernbers of the CAC. This docurnent can be checked out of thelibrary for two weeks in person or by rnail by contacting Ed or George

7 Sensabaugh. They will absorb the cost of rnailing out and individuals'' will absorb the cost of return rnail. Individuals should feel free to copywhatever rnaterial they find useful. Ed says that this docurnent shouldnot be considered a cookbook such as Cullifordrs rnonograph, but rnoreas a general reference work. Basic farniliarity with biochernicalgenetics concepts is assurned in the ,vriting style. For exarnple, thedocurnent is directed towards individuals with a reading knowledgeof Harris' work, Hurnan Biochernical Ccnetics. The docurnent shouldcontain considerable inforrnation that is, and will be in the future,useful to those in the prof ession.

Gunshot Residue DetectionCase Work Sought for Methodology Developrnent

Under contract to the National Institute of Law Enforcernent and Crirninal

Justice, the research division of the Law Enforcernent Assistance

Adrninistration, the Aerospace Corporation has deveLoped the "Particle

Analysisrrrnethod of grrnshot residue detection. It us'es a scanning electron

rnicroscope with X-r:ay anaTyzer for the identification of gunshot residue on

the hands of a suspect or on his clothing. Usually, it is effective for several

hours after a shooting. Cn sorne occasions, positive results were obtained

after delays in excess of ten hours.

In order to cornplete the developrnent of the rnethod, the Aerospace

Corporation will neecl to exarnine hand-lift sarnples frorn 100-150

firearrns cases before 1 August I977. Cases are being solicited f rorn

rnunicipal, county, and state crirninalistics laboratories in the llnited

states. The exarninations rvi11 be perforrned free of cha1.ge. The

purposes of the Prograrn are:

to detect and solve any rernarning problerns that rnay

be encountered in actual cases,to speed the transfer of the rnethod frorn the laboratorytc field use, and

to acquaint rnore crirninalists with the details of the

rnethod well enough to start thern practicing it when

necessary or desired.

Crirninalists wishing to subrnit cases should obtain sarnpling disks and

instructions frorn the Aerospace Corporation. Whenever possible, the

subrnitting crirninalist should attend the exarnination in order to 1) learnhow to conduct this exarnination, and Z) be able to give testirnony in court.

Although the Aerospace Corporation is rvilling to have its personnel testify

when necessary, rnanpower lirnitations dictate that this be done only in

exceptional cases, while rnost of the tirne the subrnitting agency will have

to take responsibility for court testirnony. It should be understood

that this prograrrl is not intended to provide a routine service, it is

rneant to be a cooperative effort to cornplete the developrnent of this

new rnethodology.

Concurrent with the increased ernphasis o11 case wor.l<, the Aerospace

Corporation will finish a cornplete characterization of occupational and

environrnental particles that need to be distinguished frorn gunshot residue

during the exarnination. Assistance with the collection of such handblands

is welcorned.

Two nel Standard Reference itlaterials (SRM's) that wil laid forensic scientists and lal enforcement officials inmore accurate analyses of evidence have been issued b;, theNational Bureau of Standards (NBS) Office of Standard Ref-erence llaterials.

SRII 1821 Ethanol will be used to calibrate and verify theaccuracy of various met.hods used by 1aw enforcement offi-cials to determine blood or breath alcohol concentration ofdrivers suspected of drir"'ing under the influence of alcohol.SR\t 1821 is more than 99.0e, ethanol, analyzed for water andcertain organi-c compounds. A11 states nol have "impliedconsentil J.aws requiring that drivers, in order to obtainand keep their licenses, must be willing to submit to chen-ical tests when requested by police. By assuring the accur-acy of these tests, the new SRlvl wiIl help guarantee thatevidence obtained stands up in court.

SR-N! 1825, Refractive Index Silicone Liquids, has beenprepared to meet the need of crine laboratories where foren-sic scientists use refractometers and microscopes to identi-fy glass fragments, such as automobile headlight glass, sub-mitted as evidence.

Technical support for certification of SRM 1823 came fronLEAA. It was coordinated through the NBS Law EnforcementStandards Laboratory in conjunction with the Office of Stan-dards Reference Materials.

SRM 1823 consists of two silicone liquids that are ther-mally and chemically stable over a wide temperature range.The liquids span the refractive index range of a variety ofglasses and fibers that are examined by neans of immersiontechniques in forensic science laboratories. They are cer-tified for refractive indexes at 10 wavelengths that spanthe visible spectrum and at four temperatures, from 20oCto 80oC.

A. Our President, Chuck Morton, has provided the following inforrnationon the cornrnittee rnernbership frorn 7976-L977.

The committees have been established for the L976-77 year.Responses to the "COmmittee Preferenceil survey were very good..So many members indicated interest in committee assignments thatit was not possible to accommodate all of them. The selectionamong many qualified and interested people was difficult. Selec-tions wera Jometimes made on the basis of geographic distributionand ease of communication between committee members. I wouldlike to thank every member who volunteered and./or offered comments.Having to choose amonq several ind.ividuals, all of whom would bean asset to any committee, made it difficult at times. The namesof individuals who indicated an interest will be given to thevarious committee chairpersons so they will be able to call onthem during the year if special projects require additional help.Members who did notsubmit "preference" forms were generally not,considered for committee assignments.

If members have ideas or comments they would like to haveconsidered by the various committees, they are encouraged to con-tact them directly.

It is our belief that the Roger Greene Award should be a high honor, bestowedby the Association upon an outstanding individual for one or rnore accornplishrnentsfar beyond the rro"rrril expected of association rnernbers or other forensicscientists. We are not hunting foran individual deserving of the award, but tat]ner,when superior and unusual contributions to the profession are rnade by a forensicscientisi the justification for an award will be irnrnediately apparent to all rnernbers.The only way we have of honoring such an individual is by the presenting of thisaward.

It is the belief of this cornrnittee that very few awards should ever be given and

no atternpt will be rnade to locate a recipient. When the individual who should be

honored ty the award. cornes to our attention, it should be irnrnediately apparent toevery other rnernber of the Association that he should be so honored'
