1.1 Sources for socio-economic and environmental information

- Diversity of the sources

- Search for available data by country

- Inventory with localization on Internet (exact addresses)

4

1.1 Sources for socio-economic and environmental information

- Table with for each indicator/country the lowest NUTS of information

(D24)

5

1.1 Sources for socio-economic and environmental information

- Problems of the indicators definition according to the various countries of the UE27

- Require an explanation at the time of data display (cfr. Infra the example of EIS - Meuse the Rhine)

- It is necessary to warn during transborder cartographic analyzes

- It is necessary to elude the question of the harmonization (too expensive, too

long, cfr. Infra example of EIS - Meuse the Rhine) by taking precautions of uses, the more justifiable as the transborder cases are “rare”.

1.2 Sources for the space data (cuttings)

- Difficulties of obtaining because:

- system of subcontracting

- dissociation between the statistical institutes and the

suppliers of cartographic data (statistical cuttings)

- Diversity of cuttings and sometimes heterogeneous applications of the European standards (NUTS)

- Differentiation of the definitions, distinctions according to the countries

- Subcontractors often private = high cost and no anticipatory provision of the data

7

1.2 Sources for the space data (cuttings)

- Probable need for a manual redigitalisation for a certain number of countries on low cutting levels

- Problems of the aggregation of shp of different origins (and thus of precision, of reference system, of heterogeneous identifiers, …)

- Problems of the identifier allowing the relation between the tassignee able and the shp.

1.3 Examples of observatories in Europe

National suppliers of statistical data

General suppliers for each country of the UE27.

They have all a Web site allowing them to have access at the statistics.

1.3 Examples of observatories in Europe

EIS - Euregional Information Service

- European Program for Euregio

Meuse - Rhine (The Netherlands, Germany,

Belgium)

- Harmonization of the statistics within

the Euregio to make them available

for all the actors.

- Observations: weakness of the results,

difficult harmonizations

inadequate standardization

1.3 Examples of observatories in Europe

Created in 1994, the aims of the institute are:

- Platform of regional information: mutualisation of the statistical data

- Tool of territorial ingenery: support, council, accompaniment

- Territorial standby

- Forecast

Various types of documents: documentary studies/charts/statistical data/instrument panels/…

Various topics: agriculture/demography/economy/employment/environment/…

2.1 Correspondence between the indicators available and the questions of the European guide

Result of D23: co-operation WP4i and WP6c

15 territorial indicators make it possible to take into account 20 questions of the European guide

The indicators are not always available at the low levels for all the countries

2.2 Identification of relevant statistical cuttings

- The majority of the actors works on a communal or neighbourhood scale: need for a infra-communal cutting

- The data are generally available until the commune scale

- The commune is the basic administrative unit in the UE27 (the problems of definitions are avoided)

- At a lower level, the divergences can be difficult to surmount

Indicators for the guide CATALYZES

Page 14: B08 A44s Wp4i En

14

2.2 Identification of relevant statistical cuttings

- The relevant territory will thus depend primarily on the actor considered

- Nevertheless, it is necessary to take into account the accessibility of the data on the various levels of cuttings

- By aggregation, it will always be possible to go up the space levels but the reverse is not true : when it is possible, it is always preferable initially to be based on basic statistical sectors (statistical sectors, IRIS…)

Page 15: B08 A44s Wp4i En

15

2.3 Relevance of the cartography for the representation of the indicators

- The cartography is not always relevant, in particular:

- when the number of entities is weak

- when the differences between the values are negligible

- the representation requires classes (reduction in

legibility of the data)

- In certain cases the representation in the form of table is at the same time more readable and more precise

Page 16: B08 A44s Wp4i En

16

2.3 Relevance of the cartography for the representation of the indicators

Example of the observation zone of Integr@:

- Low number of space entities

- Inadequate representation

- Lack of legibility

17

2.4 Treatment of the territorial indicators (protocols)

A protocol of treatment was set up for each indicator.

Cartographic examples of representations were set up for each indicator.

• Geo-referenced data gathering

- Slowed down by the subcontracting and the singuliarity of the request (many contacts with international companies which provide the data)

- Problems of private subcontracting: “packages” having to be dissociated

- It is impossible for us to check a priori the identifier of the geo-referenced data

- “Free” data rare and spatially very limited (by taking into account the fact that one must play the multispatiality)

Current research

Page 19: B08 A44s Wp4i En

19

• Search for the whole of the statistical definitions by country when the data are not standardized with EUROSTAT.

• Collect of statistical data

- In progress: EUROSTAT, various national sites

- Regular modifications of the Internet access paths towards the data (new research to carry out to locate the data)

- Standardization of the mode of data storage

Current research

Page 20: B08 A44s Wp4i En

20

- Integration of WP4i in WP6i

- Search in detail for the geo-referenced data (statistical cuttings)

- Analyse of the of the cartographic data accessbility (cost of acquisition according to the supplier)

- Collection and formatting of the contextual data (DB)

- Search for the whole of the definitions for the reasoned catalogue

Prospects in WP6i
