1.0 INTRODUCTION This Concept Design Report (CDR) has been prepared by Arthur Schrock, Director of Tippett Schrock Architects, Townsville, to facilitate the public consultation and funding application processes to be undertaken by Barcaldine Aged Care Inc leading to the establishment of an Aged Care Facility in Barcaldine to accommodate senior citizens of the Barcaldine region. The following documents informed the architectural and building services requirements described in this report.

4.0 ARCHITECTURAL DESIGN OBJECTIVES 4.1 Domestic Ambience Residents should feel ‘at home’ in their surroundings; the scale and form of the residential buildings is intended to be domestic and familiar. The site area per dwelling is purposely generous with building separation distances maximised for western folk relocating from large residential blocks. The character of each residential unit is to be that of a compact home; the ambience of the overall development is to be that of a residential village. The location and expression of the Central Facilities Building is purposely different to express its purpose as a community facility, easily accessible to the wider community, and without intruding into the residential village. 4.2 Passive Environmental Design Wherever possible, care has been taken to orient buildings to address climatic issues raised by the hot /arid climate of Barcaldine. Wherever possible living spaces have been oriented to reduce solar gain in summer and maximise solar access to verandah spaces in winter. 4.3 Design for Access The facility is designed for walkability, with as few impediments as possible to the use of buildings and external spaces by an unassisted person in a wheelchair. Accessible Design – design prescribed by rules and standards that state precise dimensions and describe features expected of an accessible design. Such is the range of possible disabilities that buildings complying with the standards can be used by 80-90% of people. Door openings, thresholds, corridor widths, bathroom space standards and bed space clearance dimensions are intended to be accessible without modification; as will the height of door locks, light switches and power outlets. All points of entry are no-step. Adaptable Design - design which is not initially accessible but can be made accessible should the need arise. Residential unit kitchens, laundries, and bathrooms, are intended to be adaptable for wheelchair access by changing out cabinetwork modules, or changing WC suites and taps. It is not intended that all elements of the Central Facilities Building are designed for accessibility or adaptation, those elements are:

- General store building. - Airconditioning plant spaces, electrical switch room. - The kitchen.

4.4 Design for Reduced Life Cycle Costs To reduce future operating costs of the facility the following strategies have been considered to reduce maintenance and utilities costs without compromise to functionality or comfort levels.

- Design for natural lighting. - Design for natural ventilation during the comfortable period of the year. - Use of minimal maintenance and movement tolerant exterior materials and finishes. - Use of robust easily repairable interior materials and finishes. - Use of standard finishes, fittings and equipment capable of repair by local tradespeople. - Use of light weight building super-structures, tolerant to structural movement. - Use of heavyweight slab on-ground construction to moderated interior temperature

swings, thereby reducing reliance on mechanical ventilation systems. - Use of appropriate insulation standards to walls and roof assemblies to minimise use of

mechanical ventilation systems. - Provision of ceiling fans to reduce reliance on mechanical ventilation systems. - Use of energy efficient light fittings. - Use of energy efficient reverse cycle mechanical (air conditioning) systems. - Consideration of innovative water heating strategies. - Use of flow limited outlets to all light use hydraulic (water) services. - Use of dual flush 6/3 litre cisterns to toilet pans. - Use of familiar tap fittings rather than mixer outlets to reduce hot water consumption and

to allow flexible use of ambient water temperatures. 5.0 THE SITE The site proposed was gifted to Barcaldine Aged Care Inc by Barcaldine Regional Council. The site has the following attributes:

- Area of 10,542.5 sqm, with the perceived possibility to expand the facility by acquisition of unused rear portions of adjoining properties located to the north of the site.

- The 60.7M frontage to Beech Street provides an asphalt sealed and kerbed all weather access for residents, and for visitors to the Central Facilities Building.

- Gentle cross fall eliminating the necessity for access ramps within the development. - Minimal interference from established surface water drainage features. - Access to utilities and sewer drainage.

6.0 THE DEVELOPMENT 6.1 Operating Philosophy The facility is intended to provide self-contained independent living infrastructure requiring no assistance; but with the security of an on-site caretaker to monitor site security and to attend to minor maintenance issues. 6.2 Site Layout The site plan seeks to accommodate public (recreation) and private (residential) zones of activity clearly separated; within a simple compact suburban layout of buildings optimised for reduced walking distances and to provide the best possible climatic orientation for the residential buildings. Public activities and access are confined to the Central Facilities Building, which is located prominently at the ‘front door’ of the Village. It is easily recognised by its contrasting architectural expression and it’s prominent Porte Cochere. The office is prominently located facing Beech Street and is easily accessed from the footpath and the Porte Cochere. The location of the office allows it to function as a control point that is easily found by both residents and visitors. The Caretaker will operate from a typical residential unit located beside the visitors carpark; to facilitate out of hours visitors enquiries, and to allow easy supervision of the carpark and the internal road network. Parking and Vehicle Access Bus access is confined to Central Facilities Building Porte Cochere; visitor and staff parking is clustered around the building, a single PWD parking space is provided. Undercover parking for a single medium sized SUV vehicle is provided at each residential unit; the building setback from the internal roadway is sized to allow casual tandem parking of a visitor vehicle adjacent to each unit entry. 6.3 Residential Unit Buildings Purpose: To provide accommodation in one bedroom, and two bedroom, detached and duplexed home unit style environments; optimised to maximise privacy. Description: Sixteen (16) units in total are intended to be constructed in the first phase of the development. Unit Type A – 2 bedroom detached units (#4); Unit Type B – 2 bedroom duplex units (#6); Unit Type C – 1 bedroom duplex units (#6). The unit plans are essentially identical in respect of accommodation, the principal difference being the number of bedrooms provided. Each unit contains an entry, internal store room, kitchen/dining space, living space, bathroom including laundry, bedrooms, and patio/drying area. A fully fitted kitchen is provided. It is intended that variety will be achieved by varying finish colours and texture. This strategy will also apply to the exterior of the residential buildings. With the exception of the kitchen all spaces are designed to be wheelchair accessible. Should the occupant require a wheelchair in future, modular design of the kitchen will allow the sink bench to be adapted for wheelchair use; and the WC suite changed out for a PWD compliant fixture. Taps will also require replacement Units will be provided with reverse cycle air-conditioning (mechanical) and ceiling fans. Refer to the Schedule of Materials and Finishes Refer to typical residential unit plans and elevations Each residential building is proposed as single storey and will comprise a concrete slab on ground flooring system, lightweight timber or metal wall framing, and timber trussed dutch-gabled roof framing system. The dutch-gabled roof form is chosen for its familiar domestic character. The minimum ceiling height within each unit will be 2700mm. Duplexed units will be acoustically and fire separated from neighbours as required by the Building Code of Australia. Unit bathrooms will be acoustically separated from living spaces. Internal bathrooms will have natural light and ventilation provided by mechanically augmented skylights..

6.4 Central Facilities Building Purpose: To provide a Recreation Centre for residents of the village and senior citizens in general. To provide office, storage and facilities. To provide a Visitors Unit that will provide for

- a senior citizen requiring short term respite accommodation. - live-in accommodation for weekend relief caretaker. - a living space for a visiting medical consultants

Description: All primary functional elements are separated but located under one roof; each functional element and will have separate air-conditioning systems. Colour and textural changes will be used to make the Office readily legible for visitors The Recreation Hall and Administrative Office are immediately accessible from Beech Street via the Porte Cochere, which provides a covered drop off and collection point for the Community Care bus and private vehicles. The visitors unit is discretely located with the office cluster, accessible via the public spaces but facing Bauhinia Street. Storage facilities for games, craft, computer centre and audio-visual entertainment are clustered at the western end of the Hall adjacent to the fully fitted (non-commercial) kitchen. The hall spaces opens both sides; on the north to the Porte Cochere, and on the south to a verandah which is primarily intended as a breakout space for social activities related to the Hall, and for craft activities requiring good ventilation. A skylight breezeway provides access toilet facilities from the Hall and the verandah. The Building is proposed as single storey; and will comprise of a concrete slab on ground flooring system, structural steel portal framed primary structure, and a raftered skillion roof system. The minimum ceiling height in the Hall is intended to be 2.9 metres, the minimum ceiling height in the office and visitors suite will be 2700mm The skillion roof form was chosen to give the point of entry a distinctive signature, to emphasise this building’s different functions, and to allow a simple and economical Porte Cochere structure. 6.5 General Store Building Purpose: To provide maintenance storage for the caretaker. A service yard adjacent to the general store will provide enclosed storage for refuse bins and sundry pieces of equipment, easily accessible to the driveway and footpaths. Description: A nominal 6m long, 6m wide, 3.0 metre eaves height metal framed and colorbond sheeted ‘kit’ shed. Access will be provided by two roller doors. Refer to the Schedule of Materials and Finishes 6.6 Caretakers Residence (Unit No. 1) Purpose: To provide a two bedroom ‘visitable’ residence to accommodate the caretaker. It will have covered car parking for one car and an internal store. Description: The building is proposed as single storey and is consistent in appearance and layout with the typical two bedroom detached residential unit, although its colour signature may vary. Construction will comprise of a concrete slab on ground flooring system, lightweight timber or metal wall framing, and timber trussed dutch-gabled roof framing system. 8.0 STRUCTURAL/CIVIL ENGINEERS REPORT

8.1 Structural Engineering Considerations The proposed residential project consists of a combination of detached two (2) bed dwellings, attached two (2) bed duplex units, attached one (1) bedroom units and a free standing community centre.

The geotechnical site investigation was undertaken by 1st Independent Soil Testing. Their report dated 15th August 2014 classifies the site as a “P” site due to the inferior bearing strengths encountered in all four (4) bore holes. The geotechnical report recommends that foundations should be placed into the extremely weathered rock encountered at a depth between 2.3m and 2.4m which has a minimum unconfined compressive bearing strength of 400 kPa. The report points out that driven or screwed piles would be an easier option than using bored piers due to the presence of loose and very loose wet sands encountered during the investigation.

The soils encountered are of low plasticity which would normally classify the site as an S-D site for reactive movement. However a P (problem) site has been adopted due to the inferior bearing strength in all test holes. An alternative solution is the pouring of a raft slab to each structure. These slabs, provided they are stiffened by a grid pattern of reinforced concrete foundation beams, assist with spreading the loads imparted by the building via the slab to the foundations. This is undertaken in conjunction with the construction of an earth pad under each building platform. This earth pad is constructed from imported granular non plastic material. This pad provides a twofold benefit:

1. Raising the foundations above groundwater levels; and 2. Assisting with onsite stormwater drainage by providing an opportunity to drain the site to

the adjoining streets. Whilst the soils are considered to be relatively stable from a reactivity point of view, we still recommend that the walls be of light weight construction where possible to minimise any cracking of the structure. Typical details of the layout and stiffening of the raft slabs are included in drawings 140099-1/01A and 140099-1/02A. It is recommended that an expansion joint be placed between the carport slabs and the slab of the residence to allow for any articulation between slabs. This detail may differ for larger or smaller concrete slabs.

Whilst the slab detailed is typical, minor changes will be required to accommodate any portal frames and roof supporting structures required for the larger community centre. It is recommended that the two (2) slabs for the duplex residences be poured separately to the carport slabs. The carport slab can then be placed between the two slabs for the residences and tied with an expansion joint using steel dowels to control differential vertical movement. 8.2 Civil Engineering Considerations The site is very flat and therefore the primary consideration is the disposal from the site of stormwater. The movement of stormwater through the site, by virtue that there is no accepting underground stormwater infrastructure at the fronting streets, will need to be surface flow accommodated by internal roads and grassed swale drains. Therefore, the use of kerb and channel is not preferred whereas the delineation of the edge of sealed roads and swale drain could be way of a 400m wide x 200m deep reinforced concrete edge beam. Grassed swale drains would then lie outside of the road edge beams.

Suitable pedestrian paths could also be used to assist with the transfer of stormwater drainage from building roof water to the roadways.

9.2 INTRODUCTION

This report has been prepared on behalf of Tippett Schrock Architects for Barcaldine Aged Care Inc. to detail the Concept Design for Electrical, Dry Fire and Mechanical Building Services for the proposed Aged Care Facility at Beech Street, Barcaldine. The Design Concept for the Electrical, Dry Fire and Mechanical Services to the project will be of proven:

Design; Reliability; Durability.

Designs will be developed to:

Maximise ease of maintenance; Facilitate replacement of componentry; Provide a satisfactory internal working environment; Ensure suitability for the semi-arid environment; Ensure reliable operation of systems;

The system designs will be developed during the design and documentation phase with respect to Authority and Code requirements, Client briefing, aesthetics, functionality, buildability, practicality and local conditions. The building services systems will be designed, documented and certified to conform to all relevant Codes, Rules, Regulations and Acts of all properly constituted authorities having jurisdiction over the works. The following are the most relevant:

9.3 ELECTRICAL SERVICES The Electrical Services systems forming part of this report include:

Supply Authority power; Site power reticulation; Lighting and power; Voice/data cabling systems; MATV system; Emergency call system; Fire Detection and Alarm system.

The following criteria is used to select the concept and final design solutions for each of the systems and the respective equipment/component selections.

Cost; Energy efficiency; Environmental sustainability; Site location; Reliability and durability; Simplicity and installation practicalities; Buildability and maintainability; Fit for purpose; Specific user requirements; Code requirements; Applicable aged care guidelines.

9.3.1 ELECTRICAL SUPPLY The applicable supply authority is Ergon Energy. Initial assessments of maximum demand indicate a load in the order of 350 to 450 amps per phase including an allowance for future Intermediate Care. This figure is conservative and may reduce during design. Provision can be made for a future installed Solar Photo Voltaic system to also reduce consumption on site in daylight hours. Subject to formal agreement with the supply authority, site power is likely to be supplied from a new transformer, (point of supply), on the site boundary originating from overhead High Voltage services in Boree Street.

9.3.2 SITE POWER RETICULATION Site power reticulation is proposed generally as follows:

Underground consumer’s mains cables from the Ergon point of supply to the site main switchboard.

Site main switchboard to be located in a dedicated cupboard adjacent the toilets at Central Facilities.

Underground submains from the main switchboard to Unit Distribution Boards and Central Facilities Distribution Board.

Separate underground conduit and pit systems for both power and communication reticulation along common service routes.

Consumers mains and sub-mains will be provided with min. 33 percent spare capacity. Spare conduits will be provided for future building expansion.

9.3.3 SWITCHBOARDS The main switchboard will be painted metal clad construction with hinged lockable doors, removable panels and escutcheons generally fitted with main switch, supply authority metering, surge diverters, busbars, distribution chassis assemblies, distribution circuit breakers, neutral link and earth bar. Individual Units shall be separately metered. Central Facilities and common services such as site lighting and power shall be separately metered. The main switchboard will incorporate terminals for connection of a temporary mobile generator set and a manual change-over switch. Depending on availability and size of generator set, the whole or part of the site load may be connected. Load shedding of non-essential loads can be carried out manually at switchboards or at the respective equipment. Supply authority metering will be incorporated within the main switchboard. Three phase distribution boards generally mounted externally within accessible cupboards to respective blocks will be painted metal clad construction with lockable hinged doors and hinged escutcheons, generally fitted with main isolator; insulated distribution busbar chassis assembly, circuit breakers, earth leakage circuit breakers, neutral and earth bars, ancillary components and controls for external lighting and emergency/exit lighting. Single phase domestic style distribution boards will be installed within each Residents Unit. These boards will be recessed moulded plastic type fitted with main isolator, circuit breakers, earth leakage circuit breakers, neutral and earth bars. Generally switchboards will be provided with minimum 33 percent spare capacity/space.

9.3.4 LIGHTING INSTALLATION Lighting will be provided both externally and internally. Final positions and luminaire selection will suit the applicable design criteria for each area. External lighting will be provided for security and access purposes. Control will be by photoelectric switch and time switch. Internal lighting will be provided throughout for both staff and residential purposes. Generally lighting will use fluorescent or LED sources to achieve the required lighting levels and energy efficiency with some dimmable luminaires used to create a homely atmosphere for the Residents. Luminaires will generally be fitted with diffusers for glare control, however the issue of cleaning and bugs is a major issue for consideration in the final selection of luminaires. Generally luminaires will be switched locally at the entrance to each room or area on the same side of the door as the door handle. Some two way switching will be preferred where it is convenient to the fitout and at the bedhead of the Residents Bedroom. Larger rocker style switches will be used in resident occupied areas and generally mounted at 1000mm above the floor. Movement sensor switches will be provided where appropriate to eliminate energy wastage. Time delay switches will be provided for control of exhaust fans in Bathrooms. Illuminated switch mechanisms will be considered for Bathrooms to assist Residents to find switches in the dark. Emergency and exit lighting will be provided to code requirements. Ceiling fans will be provided throughout where detailed by Room Data Sheets. Controllers will be located adjacent light switches.

9.3.5 POWER INSTALLATION The power installation will consist of general power outlets (often referred to as GPO’s), special purpose socket outlets (e.g. for computers or dedicated equipment), isolators and permanent connections (e.g. for A/C units, hot water units, cooking equipment). Quantities and positions of outlets will be refined with further liaison and to suit the fitout for each area in line with Room Data Sheets. Circuit serving power socket outlets will be protected with an earth leakage circuit breaker at the respective distribution board. Mounting heights of outlets throughout resident occupied areas will generally be 450mm above the floor, 200mm above benches and minimum 500mm from a corner. 9.3.6 NATIONAL BROADBAND NETWORK The NBNCo Rollout has not commenced in the area and it is likely that telephone services will initially be provided on copper. In order to allow for future reticulation of Fibre to individual Units a network of spare conduits will be provided from Central Facilities. Future NBNCo equipment will be located in the Central Facilities Equipment Store. 9.3.7 VOICE/DATA CABLING The following voice/data cabling installation is proposed as follows:

Telephone lead-in from Beech Street to a site main distribution frame (MDF). MDF located in the Central Facilities Equipment Store and communication voice/data

cabinet with patch panels. CAT 6 voice/data cables to reticulate to telephone and data outlets in selected locations

e.g. Office, Rec Room, Kitchen. CAT 6 cables to reticulate to two telephone outlets in each residential unit (one in Lounge

and one in each Bedroom). A telephone system with handsets for administration purposes and computer hubs/equipment may be provided by others and readily connected to the above cabling installation. Phone points in each residence will be arranged as a direct exchange line.

9.3.8 MATV SYSTEM A master television cabling network is proposed. The network will be specified for compatibility with Free to Air and Pay TV, analogue and digital systems. Cabling will reticulate from head-end equipment in the Office via splitters and booster amplifiers to outlets in selected locations, e.g. each Residence Unit, Recreation Room, Visitor’s Accommodation. A central master Free to Air antennae and mounting for a Pay TV satellite dish will be located at the Recreation/Office Building and connected to the central head-end equipment in the Equipment Store. The Pay TV satellite dish and decoders can be installed by the Pay TV provider upon application by the home or an individual Resident. 9.3.9 EMERGENCY CALL SYSTEM A telephone based emergency call system is proposed to be selected and supplied by the home. Resident’s emergency bracelets will allow emergency alerts via the telephone base unit in the Lounge Room. Emergency calls will transmit via the telephone cabling network to a remote monitoring station selected by the home. The final configuration and selection of a system is dependent on the homes individual needs and preference. 9.3.10 FIRE ALARM SYSTEM The system depends on the building classification and an interpretation of the BCA. Subject to confirmation the Units are understood to be Class 1b and the Central Facilities a mix of Class 5 and 9b with Visitor’s Accommodation being Class 4. It is not thought that a detection/occupant warning system is required and the Units and Visitor’s Room will be provided with Smoke Alarms, interlinked. An external light will indicate a Unit in alarm to assist in response.

9.4 MECHANICAL SERVICES The Mechanical Services systems forming part of this report include:

Air conditioning and toilet exhaust system to each 1 Bed Duplex; Air conditioning and toilet exhaust system to each 2 Bed Duplex; Air conditioning and toilet exhaust system to each 2 Bed Detached dwelling; Air conditioning system to the Central Facilities Recreation Room; Exhaust and Supply system to the Central Facilities Recreation Room Kitchenette.

(Based on the final selection of Kitchen equipment). Toilet exhaust systems to the Central Facilities Toilet Block; Air conditioning & toilet exhaust system to the Central Facilities Visitor Accommodation; Air conditioning systems to the Central Facilities Office, Office Facilities, Interview room,

Equipment store and the Reception Area;

The following criteria shall be used to select the concept and final design solutions for each of the mechanical systems: Site location (isolated); Local environmental conditions (dust levels/flooding/corrosive environment etc); Type and size of space being air conditioned or ventilated;

Function and usage of space being air conditioned or ventilated; Reliability and durability of equipment selections; Simplicity and installation requirements of systems; Ease of construction; Maintenance requirements (equipment access and ease of maintenance); Level of individual equipment control (local and Master controllers); Suitability of selected equipment (fit for purpose) Suitability of plant locations (available space/visually pleasing); Overall energy efficiency (including power requirements and ongoing equipment running

costs); Capital cost; Environmental sustainability; Mechanical equipment noise and vibration requirements; Comply with the latest relevant publications of the Building Code of Australia (BCA), and

all relevant Australian Standards. Comply with local governing body (council), Aged care guidelines and the rules,

regulations and acts of all constituted authorities having jurisdiction over the works;

9.4.1 DESIGN CONDITIONS Air conditioning systems will be designed for the most adverse Barcaldine ambient conditions (as referenced by AIRAH): Outside Design Conditions: Summer: 39.2ºCDB/ 24.5ºCWB Winter: 6.3ºCDB Unless specific internal conditions exist for occupancy areas, air conditioning systems will be designed to achieve the following indoor conditions: Inside Design Conditions: Temperature: 23ºCDB ± 1.0 ºC Humidity: Up to 60% Relative Humidity (RH) maximum (uncontrolled) Plant capacity selections shall be based on the ambient air temperature at the condensers of 43°CDB. Outdoor air requirements: Natural or Mechanical ventilation requirements in accordance to the BCA and Australian Standards. Air conditioning systems will be designed to accommodate applicable internal loads, including:

Lighting: As required by the building electrical services design General Power: As required by the building electrical services design Equipment Loads: Specific loads as briefed for individual areas, diversified as

appropriate. Occupancy: To briefed levels for individual areas

9.4.2 NOISE CRITERIA Air conditioning, ventilation systems and associated mechanical plant will be designed and selected to maintain internal noise levels applicable to the space being served. In the absence of particular user requirements, maximum levels listed in AS 2107 “Acoustics - Recommended design sound levels and reverberation times for building interiors” will be used. External noise levels at boundaries will comply with local council regulations.

9.4.3 ENERGY SAVING Efficient air conditioning, ventilation systems and other associated plant will be specified to reduce energy consumption. Air conditioning: The air conditioning systems will have inverter speed controlled compressors and the system selection will meet the design conditions. (This will ensure that the operation of condenser compressors is minimal and as such will reduce power consumption. This will also ensure that correctly sized equipment is selected). Highly efficient filtration systems will be used in order to reduce outside air requirements in conditioned space (stipulated by code) and reduce ongoing running costs for the Central Facilities Recreation room and Offices. Ventilation Systems: The ventilation fans will have speed controllers and the ventilation system selection will meet the design conditions. (This will ensure that the operation of fans are minimal and as such will reduce power consumption. This will also ensure that correctly sized equipment is selected). Individual indoor fan coil unit (FCU) proprietary controllers will be limited to the parameters set by the master controllers. An additional controlling function will be provided for all Duplexes, Detached Dwellings and the Visitors Accommodation area. This function shall force the indoor fan coil units within a conditioned space to shut down if the external doors associated with the space are left open for more than 3 minutes. (This will stop the outdoor unit compressors from operating and in turn provide energy savings). The Central Facilities Offices and Recreation room air conditioning systems will each have an additional “after hours” timer function. This will allow for each air conditioning system to be operated out of hours for a pre-set duration. (This control will ensure that each air conditioning system cannot be left operating for long periods and will limit unnecessary power consumption). Ventilation systems (supply and exhaust) will be set to operate on individual control systems based on the final use of the particular system. Energy savings will be achieved through the use of run on timers, space movement sensors, dedicated on/off/dial switching and dual operation of supply and exhaust controls.

CONTROLS Controls for the Central Facilities Offices and the Recreation room shall have, as a minimum, the following capabilities:

On/Off switch; Start/Stop timers; Temperature setting.

The Central Facilities Offices and Recreation room air conditioning systems will each have an additional “after hours” function. This will allow for the operation of the air conditioning systems in each space outside the scheduled times, as set by the master controller. These controls will be in the form of a wall mounted push button with run on timer. (Initial timer setting will be 2 hours, fully adjustable). Outdoor air serving the Recreation Room shall be controlled via a wall mounted dial controller. The controller is graduated to indicate differing amount of room occupants. (This will allow for the reduction of outdoor air in the space at minimal occupancy by reducing the power consumption required to cool the outdoor air by the air conditioning unit). Exhaust air systems serving the Central Facilities Toilet Block will be controlled via the room lighting circuit such that when the lights are activated, the exhaust fan will operate and continue to operate via run on timer after the lights are turned off. The lighting circuit shall be activated via movement detectors installed in the space. (This reduces power consumption by limiting the systems to occupancy based usage). Exhaust air systems serving the Duplexes, detached Dwellings and Visitors Accommodation area will be controlled via a wall mounted push button time delay switch. (Initial timer setting will be 5 minutes, fully adjustable). Exhaust air systems serving the Central Facilities Offices shall be controlled via the room lighting circuit such that when the lights are activated, the exhaust fan will operate and continue to operate via run on timer after the lights are turned off. (Initial timer setting will be 5 minutes, fully adjustable). Make up/supply air systems (if required) for kitchenette exhaust systems will be incorporated in order to reduce exhausting cooled air. The control of this system shall be in conjunction with the exhaust such that when the exhaust is activated, the supply air will also operate. (This will ensure the operation of the air conditioner system compressor is reduced by limiting the conditioned air exhausted).

9.4.4 AIR FILTRATION Air conditioning and supply ventilation systems will be provided with standard air filtration to the particular areas served, and where appropriate designed to higher efficiencies to optimise ventilation rates in accordance with AS1668.2 and to improve system energy efficiency. 9.4.5 REFRIGERANTS Refrigerants for larger air conditioning systems will be selected for low ozone depletion potential (zero will be achievable on most systems), low global warming potential, short estimated atmospheric life, and low total equivalent warming impact. 9.4.6 CONCEALMENT Cavities, risers, bulkheads, screens and the like will be used to conceal ducts, condensate drains, refrigerant pipes, air conditioning condensing units, fans, where appropriate. 9.4.7 ACCESS All serviceable equipment will be positioned as to provide suitable access for maintenance.

9.4.8 MECHANICAL SYSTEMS DESCRIPTION 1 Bed Duplex Air Conditioning System Each 1 Bed Duplex will be air conditioned via a reverse cycle, multi-split, inverter type air conditioning system consisting of two (2) wall hung indoor fan coil units and one (1) outdoor condensing unit. The indoor fan coil units shall be arranged to enable one (1) fan coil unit to serve the Living area and one (1) fan coil unit to serve the bedroom. Condensing units will be mounted external to the building on a concrete plinth complete with vibration isolation mounts. Each indoor fan coil unit within the 1 Bed Duplex will have an individual hand held infa-red proprietary controller. Each controller will be mounted within the proprietary wall bracket and will have, but not be limited to the following controls:

On/Off; Start/Stop timers; Temperature setting; Fan speed (including “auto” setting); and Heating or Cooling Mode.

In addition to the above controls, each of the air conditioning systems will be connected to the master site wide controller located within the main Office. Each indoor fan coil shall have a “shut down” function which is activated if the external doors associated with the conditioned space are left open for more than 3 minutes. Door mounted reed switches, timer controllers, add on cards and associated equipment shall be installed to achieve this function. (This will stop the outdoor unit compressors from operating and in turn provide energy savings). Toilet Exhaust System Each 1 bed Duplex bathroom will be provided with an exhaust fan integrated with a solar tube light system. Each exhaust system will be controlled via a wall mounted push button time delay switch. (Initial timer setting will be 5 minutes, fully adjustable).

The indoor fan coil units shall be arranged to enable one (1) fan coil unit to serve the Living area, one (1) fan coil unit to serve bedroom 1 and one (1) fan coil unit to serve bedroom 2. Condensing units will be mounted external to the building on a concrete plinth complete with vibration isolation mounts. Each indoor fan coil unit within the 2 Bed Detached Dwelling will have an individual hand held infa-red proprietary controller. Each controller will be mounted within the proprietary wall bracket and will have, but not be limited to the following controls:

On/Off; Start/Stop timers; Temperature setting; Fan speed (including “auto” setting); and Heating or Cooling Mode.

Central Facilities – Offices (Office, Office Facilities area, Reception, Equipment Store and Interview room) Air Conditioning The Central Facilities Offices will be air conditioned via a reverse cycle, VRV inverter type ducted split air conditioning system consisting one (1) ducted indoor fan coil unit and one (1) outdoor condensing unit. The ducted indoor fan coil unit and associated ductwork shall be concealed within roof space and serve each room via individual ceiling mounted supply air diffusers and ceiling mounted return air grilles. The condensing unit will be mounted external to the building on a concrete plinth complete with vibration isolation mounts and will be located within the Central Facilities A/C enclosure. The Central Facilities Office fan coil unit will be controlled via a wall mounted, wired proprietary controller. The fan coil unit controller will have, but not be limited to the following controls:

On/Off; Start/Stop timers; Temperature setting; Fan speed (including “auto” setting); and Heating or Cooling Mode.

In addition to the above controls, the air conditioning system will be connected to the master controller located within the Office. Central Facilities Office – Kitchenette Kitchenette Exhaust System The Office Kitchenette will be exhausted via an individual in-ceiling exhaust and make-up/supply air system connected to individual roof mounted intake and discharge cowls. Control of the exhaust fan shall be via a wall mounted dedicated power outlet or switch which is activated when smoke/odour producing kitchen equipment is connected to the outlet. The supply air system will operate in conjunction with the exhaust fan to provide make-up air for the exhaust system. Note: The requirement of this system will need to be determined based on the Kitchen equipment installed. Alternatively, standard ducted range hoods may be provided and installed by the kitchen installation contractors.

Central Facilities – Visitors Accommodation Air Conditioning The Central Facilities Visitors Accommodation will be air conditioned via a reverse cycle, split inverter type air conditioning system consisting of one (1) wall hung indoor fan coil unit and one (1) outdoor condensing unit. The indoor fan coil unit shall be arranged to enable the one (1) fan coil unit to serve the Visitors Bedroom. The condensing unit will be mounted external to the building on a concrete plinth complete with vibration isolation mounts and will be located within the Central Facilities A/C enclosure. The Central Facilities Visitors Accommodation indoor fan coil unit within the Visitors Bedroom will have an individual hand held infa-red proprietary controller. The controller will be mounted within the proprietary wall bracket and will have, but not be limited to the following controls:

On/Off; Start/Stop timers; Temperature setting; Fan speed (including “auto” setting); and Heating or Cooling Mode.

In addition to the above controls, the air conditioning system will be connected to the master site wide controller located within the main Office. The indoor fan coil shall have a “shut down” function which is activated if the external door associated with the conditioned space are left open for more than 3 minutes. Door mounted reed switches, timer controllers, add on cards and associated equipment shall be installed to achieve this function. (This will stop the outdoor unit compressors from operating and in turn provide energy savings). Toilet Exhaust System The individual Visitors Bathroom will be provided with an exhaust fan integrated with a solar tube light system. The exhaust system will be controlled via a wall mounted push button time delay switch. (Initial timer setting will be 5 minutes, fully adjustable).

Central Facilities – Recreation room Air Conditioning The Recreation room will be air conditioned via a reverse cycle, packaged air conditioning system, with the unit sitting external to the building within the A/C enclosure. The supply air will be provided by a visible fabric duct which will run longitudinally down the centre of the room. Return air ductwork will be achieved via a ceiling mounted grille connecting to rigid ductwork within the ceiling space. Supply and return air ductwork is connected to exposed rigid ductwork visible in the A/C enclosure. Supply and return air ductwork will require attenuators to meet acoustic requirements. The package type air conditioning unit mounted external to the building on a concrete plinth complete with vibration isolation mounts and will be located within the A/C enclosure. The Recreation room air conditioning system be controlled via a time clock, initially set for daily 8 hour operation (fully adjustable). An additional wall mounted, hard wired, push button controller shall allow the unit to operate after hours for a pre-set time of two (2) hours (fully adjustable). The packaged air conditioning system will have, but not be limited to the following controls:

On/Off; Temperature setting; and Heating or Cooling Mode.

Additional outdoor air controls will be provided in the form of an adjustable graduated wired controller. The controller will provide the required outdoor air rate based on the number of occupants in the space. Central Facilities Recreation room – Kitchenette Kitchenette Exhaust SystemThe Recreation room Kitchenette will be exhausted via an individual in-ceiling exhaust and make-up/supply air system connected to individual roof mounted intake and discharge cowls. 10.2 CODES AND REGULATIONS Compliance with the current edition of the following Australian Codes and Standards as a minimum would be required:

10.3 WATER SUPPLY

Cold water Site reticulation: Barcaldine water supply is from underground and is at a raised temperature – approximately

35°C in winter and up to 45°C in summer. Because of the high incoming temperatures to site, we propose a 100mm to 150mm class 16 Blue Brut ( or similar) reticulated ring main at a suitable depth underground, to act as a cooling storage for the potable water, for domestic water connections and irrigation purposes.

Potable cold water supply to site will be from a combined fire and water service connection to site provided by the Barcaldine Regional Council, of a minimum water service size of 100mm.

Potable cold water will be reticulated throughout the site as a ring main (as mentioned above), with branch points to each Duplex, Detached Dwelling and the Central Facilities as required from the ring main through Polyethylene pipework underground to Submeters installed at each water supply connection to each Duplex, Detached Dwelling and the Central Facilities as required.

Downstream of the meter, the water reticulation will divide to supply two services. One service will be a connection to supply a 50mm diameter buried poly coil which will then be connected to all water point inside each dwelling excluding the hot water system. The other service connection will be to service the external hose cocks for each unit and the hot water system. The length of poly will vary between single duplex and double duplex / detached dwellings. The internal water supply reticulation pipework for each Duplex, Detached Dweling and the Central facilities will be of copper type B or Rehau (or similarly approved product), throughout the ceiling, dropping to fixtures as required. Hotwater Site reticulation:

The proposed method as mentioned in the Data sheets, of heating the water to each Duplex, Detached Dwelling and the Central Facilities, is a combination of electric storage and solar hot water systems with collectors and storage tanks. Because of the increased temperature of the incoming potable water, we suggest the use of solar heat pumps, for a more economical and controlled method of heating the water. An appropriately sized solar heat pump unit would be installed as required.

As the solar heat pump hot water unit will be heating the water to above 60°C, as required in the AS3500.4, the use of thermostatic mixing valves will be required to limit the temperature of the hot water to 45°C to all outlets of sanitary fixtures used primarily for personal hygiene purposes.

10.4 SANITARY PLUMBING AND DRAINAGE

All sanitary plumbing and drainage from each Duplex, Detached Dwelling and the Central Facilities, will be run by gravity to the newly installed council sewerage infrastructure. As per the Survey plan and As-Constructed Civil plans provided, there are a number of sewerage inspection chambers installed within the property boundary at a sufficient depth for a gravity drainage system provided we can utilize all sewer inspection chambers throughout the site for connections into the council sewerage infrastructure, and are not limited to the one sewerage connection point to site designated by the local authority.

10.5 FIRE SERVICES

Fire Extinguishers and Fire Blankets: There will be First Aid Fire Extinguishers and Fire Blankets installed where required as

mentioned in the Data Sheets, installed as per AS2444. Fire Hydrants:

As there is no buildings with a fire compartment area over 500m², there is no requirement for the use of fire hydrants for protection. However the installation of fire hydrants located throughout the site has been requested by the client. We propose a minimum 100mm class 16 Blue Brut (or similar) reticulated fire hydrant ring main at a suitable depth underground, with a maximum of 6 x above ground twin pillar fire hydrants installed to provide coverage to each Duplex, Detached Dwelling and the Central Facilities. If there are more than 6 fire hydrants required, then a fire booster cabinet will be required at the property boundary as well. PLEASE NOTE THAT THE INSTALLATION OF A FIRE HYDRANT SYSTEM TO SITE WILL REQUIRE COMPLIANCE WITH THE RELATIVE AUSTRALIAN STANDARDS AND QFES REQUIREMENTS. THIS MAY MEAN THE INSTALLATION OF STORAGE TANKS, FIRE BOOSTER PUMPS ETC IF REQUIRED. FLOW AND PRESSURE TESTS WILL HAVE TO BE CONDUCTED ON EXISTING RETICULATED COUNCIL WATER MAINS TO VERIFY INCOMING WATER SUPPLY TO DESIGN A SUITABLE FIRE HYDRANT SYSTEM.

Fire Hose Reels:

As there is no buildings with a fire compartment area over 500m², there is no requirement for the use of fire hose reels for protection. Fire Sprinklers:

Under the NCC 2014, fire sprinkler protection is required for a Class 9C building. We understand that the site will have no buildings classified as Class 9C, thereby not requiring a fire sprinkler system for protection.

10.6 ROOF AND SURFACE WATER DRAINAGE

Roof and surface water drainage is to be designed as per AS3500.3. All eaves gutters are to be sized for an ARI of 194mm/h ( 5mins / 20 years) All box gutters are to be sized for an ARI of 256mm/h ( 5mins / 100 years) All rainwater gutters to have fireproof leaf mesh installed at the construction stage.

11.0 LANDSCAPE PROPOSAL

11.1 GENERAL The main aim of the landscape treatment at the Barcaldine Aged Care facility is to provide a shady pleasant environment for the residents through the use of appropriately located shade trees. Additional landscape appeal will be provided through the use of colourful feature planting beds at building entries to create a sense of pride and ownership of the individual dwellings. The landscape design will respond to: The soil and climatic factors affecting the site; The need for a low maintenance yet effective external environment; The need to provide a safe environment for the residents and encourage the use of the

external landscape during the cooler parts of the day; The need to provide some colour and diversity of plant forms in the landscape.

11.2 SOIL TYPES The site soils are generally of a free draining nature being a light brown sandy soil overlaying a high water table that provides good opportunities for plant growth. The use of native plant species will help in plant survival during the generally dry winter months. 11.3 CLIMATE Barcaldine receives an average of 450mm of rainfall throughout the year with the majority falling in the summer months. Winter winds can be cold and summer temperatures can soar so it is important that the landscape is developed to optimise direct sun penetrating the buildings and outdoor seating spaces during winter by use of deciduous trees whilst their summer leafy canopy will provide protection from the undesirable hot summer sun. Some boundary screen shrubs will be used in appropriate places along the western and southern boundaries to reduce the impact of cold winter winds. Screening shrubs will also be used where appropriate to maintain privacy with neighbouring properties. The majority of the grounds will be turfed to provide a cool surrounding environment by reducing reflective heat. Where costs allow a slow growing turf will be used to reduce maintenance and the associated disruptive noise and dust associated with mowing.

11.4 LANDSCAPE DESIGN The landscape treatment is proposed to include: Turf to the majority of the internal spaces including building surrounds and the Village

Green; Grass seeded areas where future expansion is planned; Grass seeding to the Bauhinia and Beech Street frontages in keeping with the surrounding

neighbourhood; Planting beds with a colourful mixture of native and exotic shrubs and tuft plants to the

entries to the Central Facilities and the dwellings. Some planting beds to define external recreation spaces adjacent seating nodes; Some raised planting zones that allow for community gardening of herbs and small

vegetable crops; Some low mounding to define spaces such as the Village Green and provide some

undulation in the otherwise flat terrain; Trees to provide shade to dwellings and adjacent paths as well as opportunities for seating

nodes to encourage community interaction. Deciduous trees will be used where appropriate to allow winter sun penetration into the adjacent buildings;

Trees to provide shade and definition to the entry drive and to visitor car parking; Screen planting to some boundary edges to diffuse cold winter winds and to avoid the

feeling of confinement that can be caused by a continuous fence line; The Village Green will incorporate some paving and seating nodes under the canopy of

deciduous shade trees with meandering path, small feature planting nodes, mounding and turf providing a pleasant meeting place for the residents to interact and recreate.

A fully reticulated pop up irrigation system with automatic controller to all garden and lawn areas throughout the development.

This simple landscape treatment will result in an easily maintained grounds whilst providing a pleasant, shady environment for the residents, staff and visitors. 11.5 SAFETY The landscape treatment will respond to the nature of the development and the need for safety of the residents will be reflected in the surface finishes and plant selections. The pavements will have flush edges being a mixture of plain and coloured concrete and gradients to suit the mobility impaired finishing flush with adjacent turf or planting beds. Plants will be nontoxic and user friendly, i.e. no thorns or spikes.

11.6 PLANT SELECTIONS Plants will be selected to encourage the use of resident’s sensory functions e.g. touch, sight smell and hearing. Plants will consist of a mixture of native and exotic species and shrub species will generally be small to medium in size in and around the buildings. Larger growing screen plants will be used along the boundaries. It is not intended to irrigate the landscape at this stage and some hand watering of the planting and turf areas will be required during the dryer months of the year. Trees will also be a mixture of native and exotic species to provide colour and shade whilst having a deciduous habit where necessary to provide winter sun penetration. Trees will be selected based on their known ability to grow in the Barcaldine region.
