Cynthia Barnhart is Assistant Professor in the Depart- ment of Civil and Environmental Engineering at MIT on leave from Georgia Tech. Ellis L. Johnson is a fellow at the IBM Watson Research Center, Coca-Cola Professor in the School of Industrial and Systems Engineering, and a director of the Logistics Optimization Center at the Georgia Institute of Technology. George L. Nemhauser is an institute professor, Russell Chandler Professor in the School of Industrial and Systems Engineering, and a director of the Logistics Optimization Center at Geor- gia Tech. Gabriele Sigismondi is an analyst at TNT Traco S.p.A. in Torino, Italy. Pamela Vance is Assist- ant Professor of Industrial Engineering at Auburn University. She received her Ph.D. from Georgia Tech in August 1993. The authors' research concerns ap- plying integer programming to the solution of large- scale practical problems. This work was done when all the authors were affiliated with the Computational Optimization Center (now the Logistics Optimization Center) at Georgia Tech.

Stephen E. Bechtold is Professor of Management Science and Operations Management in the College of Business at Florida State University. His research focuses primarily upon staffing and scheduling em- ployees in service operations. Dr. Bechtold currently serves on the Editorial Advisory Board for the International Journal of Service Industry Management, and on the Editorial Review Boards for the Journal of Operations Management and Produc- tion and Operations Management.

Jack Brimberg is Associate Professor of Engineering Management at the Royal Military College of Canada. His research concerns the development and analysis of facilities location models. This work is part of his dissertation written under the direction of Professor Robert Love at McMaster University.

Shelby Brumelle and Danny Granot are Professors in the Management Science Division of the Faculty of Commerce and Business Administration of the University of British Columbia. Granot holds the

Affilitates Professor of Management chair. His re- search includes game theory, combinatorial optimi- zation, and operations management. Brumelle is Acting Chairman of the Division. His research in- cludes applied stochastic processes, multiple objective optimization, and airline yield management.

William Burnett is Senior Vice President, R&D Man- agement for the Gas Research Institute, Chicago, where he is responsible for planning and managing GRI's R&D program including end use, transmission and distribution, supply and basic research efforts. His interests are R&D management, energy policy, and analytical planning systems, including develop- ment and implementation of the Project Appraisal Methodology.

Jonathan P. Caulkins is Assistant Professor of Oper- ations Research and Public Policy at Carnegie Mellon's H. John Heinz III School of Public Policy and Management. His research focuses on applying operations research to the analysis of drug control policy. One component of this, including his paper, involves modeling how drug markets respond to various interventions.

Hong Chen is Assistant Professor of Management Science at the University of British Columbia. His interest is primarily applied probability, in particular, performance, evaluation, approximation, control and optimization of queueing networks. David D. Yao is Thomas Alva Edison Professor at Columbia Univer- sity, where he has been a Professor of Industrial Engineering and Operations Research since 1988. His research includes queues and queueing networks, op- timization and control of discrete event stochastic systems, and related applications in manufacturing systems and communication networks. Their collab- oration on dynamic scheduling of fluid networks started when Chen was a postdoctoral research fellow and Yao was an associate professor at Harvard University.

Sriram Dasu is Assistant Professor in the Anderson Graduate School of Management at UCLA. His re- search includes queueing network models of manu- facturing systems and applied probability models that arise in operations management.

Moustapha Diaby is Assistant Professor of Production and Operations Management at the College of Business, Arizona State University. He received a Ph.D. in Management Science, an M.S. in Industrial Engineering, and a B.S. in Chemical Engineering from the State University of New York at Buffalo. His areas of research include production planning, inventory management, vehicle routing and scheduling, and mathematical programming.

Matteo Fischetti is Associate Professor of Operations Research at the University of Padova. Gilbert Laporte is Professor of Operations Research at the Ecole des Hautes Etudes Commerciales de Montreal. Silvano Martello is Professor of Operations Research and Management Science at the University of Torino. Their research interests are related to combinatorial optimization theory and applications.

Pekka Korhonen is Professor of Statistics at the Helsinki School of Economics. He received his Ph.D. in Applied Mathematics in 1979 from the University of Helsinki and has published extensively in the areas of multiple criteria optimization and decision making. Herbert Moskowitz is the Lewis B. Cullman Distin- guished Professor of Manufacturing Management and Director, Center for the Management of Manufactur- ing Enterprises, at Purdue University. He received his Ph.D. from UCLA in 1970 and has published numer- ous articles on decision analysis, statistical quality control, and management sciences. Pekka Salminen is Assistant Professor at the University of Jyvaskyla, from which he received his degree in 1991. His re- search interests are in multiple criteria decision mak- ing. Jyrki Wallenius is Professor of Management at the Helsinki School of Economics. He received a DBA in Managerial Economics at the Helsinki School of Economics in 1975 and has published extensively in multiple criteria optimization and decision making. The research reported in this paper is part of an ongoing collaboration to develop better prescriptive and descriptive models for decision making in multi- ple criteria decision environments.

Nirup N. Krishnamurthy is Senior Analyst at the Corporate Research Center for United Airlines, Chicago. Rajan Batta is Associate Professor and Interim Chair of the Department of Industrial Engineering at SUNY at Buffalo. Mark H. Karwan is Professor and Associate Dean of Graduate

Studies at the School of Engineering and Applied Sciences, SUNY at Buffalo. Their paper is based on Krishnamurthy's doctoral dissertation, which was cosupervised by Batta and Karwan. Further work in this area is being conducted by Batta and Karwan and two doctoral students with financial support from the NSF.

Daniel E. Lane is Associate Professor in the Faculty of Administration of the University of Ottawa. His interests include decision making, simulation model- ing, and control of large resource systems and FMS production operations. This work was motivated by problems experienced in a silicon wafer fabrication plant of a large telecommunications company in the Ottawa area.

Robert F. Love is Professor of Management Science at the School of Business of McMaster University. His interests are in location modeling as well as queueing and inventory systems. A current research focus is the development of accurate distance predicting models for use in location and vehicle scheduling models.

Dominic J. Monetta has served in a number of public policy positions in science and technology. His prin- cipal interests lie in strategic planning and technology management. In December 1991, Monetta was ap- pointed Deputy Director of Defense Research and Engineering for Research and Advanced Technology, where he managed the science and technology pro- grams of the DoD and monitored the defense in-house laboratories.

J. B. Rosen is Professor in the Computer Science Department of the University of Minnesota. His re- search includes large-scale numerical optimization, global optimization, and parallel computing. G. L. Xue is Assistant Professor in the Department of Computer Science and Electrical Engineering at the University of Vermont. His research centers on com- putational biology, massively parallel scientific com- puting, and global optimization. This paper was writ- ten while Xue was working on his Ph.D. thesis at the University of Minnesota.

Adam Shwartz is with the Department of Electrical Engineering, Technion, Israel. His interests are analy- sis and control of probabilistic models, including per- formance evaluation and Markov decision processes. The motivation and specific examples are from com- munication and computer networks. Eitan Altman is with INRIA, Centre Sophia Antipolis, France. His research includes Markov decision processes, Markov games, optimal control, and performance evaluation of queueing networks with applications to computer and telecommunication networks. The research in this edition developed in the attempt to obtain explicit optimal policies for a constrained control problem in a single-server telecommunication network.

Jeffrey B. Sidney has been a professor in the Faculty of Administration of the University of Ottawa since 1980. His research focuses upon various combinato- rial optimization problems, particularly in jobshop scheduling and computer science. The work reported here was motivated by the author's involvement with wafer fabrication scheduling systems in the Ottawa area.

Barry G. Silverman is Director of the Institute for Artificial Intelligence and Professor of Engineering Management at George Washington University. He was the recipient of the 1991 Innovative Application of Al award from the American Association for Artificial Intelligence for his work on critiquing sys- tems. He is a fellow of the Washington Academy of Science, a fellow of IEEE, a recipient of the Leo Schubert Award for excellence in college teaching, and serves as associate editor of IEEE Expert and AI area editor of Interfaces.

Gary M. Thompson is Assistant Professor of Manage- ment at the University of Utah. A member of the Decision Sciences Institute, TIMS, and the Production and Operations Management Society, his research focuses on the effects on customer service of labor staffing and scheduling decisions. In his free time, Dr. Thompson is an avid hang glider pilot. His longest flight of 158.6 miles set the distance record for hang gliding flights originating in Idaho.

Dan Trietsch and Ken Baker independently began work on the lot streaming problem in the mid- 1 980s. Their early working papers on the topic were unpub- lished, but widely cited. In this collaboration, they have combined and extended their results to provide a framework for research and application of the lot streaming model. Dan Trietsch is principal at Trietsch Associates in Pacific Grove, California, where his con- sulting emphasizes total quality, JIT, and manage- ment by constraints. Ken Baker is Nathaniel Leverone Professor of Management at Dartmouth's Amos Tuck School of Business Administration, where he teaches courses relating to manufacturing management, model building, and quality and time-based manage- ment for students in management and engineering programs. He is known for his textbook, Elements of Sequencing and Scheduling (1993).

Frank Van der Duyn Schouten is Professor of Oper- ations Research at Tilburg University, The Netherlands. His current research includes optimiza- tion in multi-item inventory systems, maintenance of multicomponent systems, and control of queueing networks.

Stephan Vanneste is attached to the Koninklijke/Shell Research Laboratories in Amsterdam, where he works on problems in applied probability, in particular in reliability, availability, and maintenance. He received his Ph.D. in 1992 at Tilburg University and this work is part of his Ph.D. thesis.

Susan H. Xu is Associate Professor in the Depart- ment of Management Science and Information Sys- tems at Pennsylvania State University. J.
