Backyard Pool SafetyHere are some safety tips from the American Red Cross to help prevent accidental drowning. Never leave children unattended near water. A child can fall into a pool and drown in just a matter of minutes. Always keep basic lifesaving equipment nearby. Among these items should be U.S. Coast Guard-approved flotation devices (life jackets and ring buoys) and a reaching pole. Some families install pool alarms for extra protection. Put a fence at least 4 ft. high around the pool area with a self-closing, self-latching gate that is locked when the pool is not in use. You and any caregivers should be trained in CPR. Teach your children to swim at an early age.

It’s never too early to start thinking about your child’s education. Talk to us about College Savings plans and rest easy knowing you’ll

be able to give your kids the brightest possible future.

Child Development Centers will begin the 2020-2021 school year on Tuesday, Sept. 8, in its Venango County preschool classrooms with 100 percent in-person learning.

Here is a summary of key information relating to the upcoming term:

COVID-19 Safety Protocols – CDC’s internal Health Services Team, led by a board-certified pedia-trician, has implemented strict safety measures in response to the ongoing COVID-19 pandemic.

Aside from enrolled children and staff, access to all centers is restricted as part of the protocol. Anyone who does enter the facility is required to pass a screening at the door which includes a tem-perature check, use of hand sanitizer (provided by CDC) and answering a series of questions relating to symptoms and potential COVID-19 exposure.

All adults and children ages 2 and above are also required to wear face masks. Parents of preschoolers (ages 3-5) have the option to sign a waiver if they feel their child cannot reliability remove a mask in an emergency or do not feel they can wear one safely. School-age children can obtain a waiver for mask-wearing if they have a legitimate medical concern with documentation from their primary care physi-cian.

Bus runs for Head Start classes at the Grant Street site in Oil City and Seventh Street center in Franklin will be staggered. This will result in a slight exten-sion of the school day at these locations to accom-modate the multiple runs.

The first bus will arrive at the centers at 8 a.m. and the first bus leaving the center to take children home will depart at 2:30 p.m. Specific pick-up times will be communicated to families through a phone call and/or a postcard sent via mail.

When buses arrive at their designated stops, a CDC staff member will follow the same screening

protocols that take place at the entranceway of all centers (explained above).

Children with a temperature registering at 100 degrees Fahrenheit or above, and those displaying obvious signs of illness, will not be permitted to board the bus or attend class that day.

Children will be spread out on the buses as much as possible and the seats will be cleaned between runs to ensure a sanitary environment. Everyone will be re-screened once buses arrive at the center.

Please note, families who do not utilize transpor-tation services for Head Start are welcome to self-transport but are asked to drop their child off at the door to be screened and escorted to their classroom by a CDC employee.

Head Start — Head Start is the federal govern-ment’s preschool program for 3-, 4- and 5-year-old children from low-income households. Head Start at CDC is a full-day, nine-month program that is intended to prepare children for a successful transi-tion to kindergarten and elementary school. In addi-tion to early childhood education, Head Start offers a number of other services that support the children’s health, development and family well-being. Slots are still available at the Cranberry center, as well as the 7th Street site in Franklin and Grant Street location in Oil City. Interested families can submit an applica-tion by visiting www.cdcenters.org/enroll-now or by calling (814) 670-0643. A family’s income must be at or below the federal poverty level — currently $26,200 for a family of four — for children to enroll in Head Start. The program is free to income-eligible households.

Pennsylvania Pre-K Counts — This state-funded pre-kindergarten learning program will be offered at CDC’s Hasson Heights, Franklin School-Age and Cranberry centers. Pre-K Counts is for children who are at least 3 years old but not yet old enough to start

kindergarten. The full-day, nine-month program is open to families whose income is below 300 percent of the federal poverty level ($78,600 for a family of four). Pre-K Counts is intended to give children an early educational boost that will help them to do bet-ter in the classroom when they make the transition to kindergarten and elementary school. Instruction focuses on reading and math skills, social and school-readiness skills, following directions, and getting along with fellow students and teachers. There also is emphasis on developing an interest in learning and involving the family in the child’s edu-cation.

Preschool — CDC also offers a tuition-based preschool program at its Venango County centers for 3-, 4- and 5-year-old boys and girls that is identical to Pre-K Counts but has no income eligibility guide-lines. For more information on any of the preschool programs, families can call (814) 670-0838.

School-Age Care — The Venango County School-Age Program for children in kindergarten through sixth grade will continue to offer before and after school care, which includes breakfast, snack, educa-tional activities, homework help and transportation to most schools every day that classes are held. Families who enroll for before-school services may drop off children at CDC any time between 6 a.m. and when buses leave for school. All children in after-school care must be picked up by 6 p.m.

CDC will not be able to accommodate school-age children who need care during the school day or dur-ing remote learning sessions.

Hours of operation — The school day for chil-dren enrolled in CDC’s Pre-K Counts program is from 8:30 a.m to 2:30 p.m. Child care at centers that offer Pre-K Counts is available before and after classes.

See CDC, Page 16

As previously mentioned, the Head Start classes at Grant Street and Seventh Street will have an extend-ed day to accommodate staggered bus runs. The first bus will arrive at the centers by 8 a.m. and the first bus will leave to take children home at 2:30 p.m. The number of bus runs per center may vary.

School days off — Unless otherwise noted, CDC centers are open on snow cancellation days and other days off. CDC’s only weekdays off during the school term are Labor Day, Thanksgiving, the day after Thanksgiving, Christmas Eve, Christmas, New Year’s Day and Memorial Day.

Outer Limits — CDC’s Outer Limits program makes a way for local children to take part in school-related athletics, the arts and other activities that involve skill-building. Among activities that partici-pants may choose are football, soccer, wrestling, cheerleading, and music and art lessons. Families can learn more by contacting Outer Limits coordina-tor Tammy Snyder at (814) 225-8388 or [email protected].

KNOX – Keystone School District has summarized its updated plans to start the 2020-21 school year and it is as fol-lows:

Public school districts have been tasked with and are committed to reopen-ing schools for in-person instruction to

support the educational and mental health needs of students.

At the same time, the school district is attempting to balance the public health requirements that have framed our reopening plans in an effort to mitigate infection and transmission rates.

As a school district, the district is fully committed to reopening for daily, in-person instruction as encouraged by the American Academy of Pediatrics, the USDOE/PDE and various other agencies and institutions, while com-plying with recommended public health guidance.

Keystone School District plans on implementing the following procedures pertaining to each COVID-19 phase are as follows:

Green phase: Students and staff will return to

daily, in-person teaching and learning All members of the school commu-

nity will comply with public health guid-

ance specific to the “green” phase: school health and safety; social and physical distancing measures; busing and trans-portation; desks and seating; meals and cafeterias; facial coverings and masks; personal hygiene; and cleaning and dis-infection Daily, home health screenings con-

ducted by parents and guardians

Yellow phase: Students and staff will return to

daily, in-person teaching and learning in close consultation with DOH/PDE All members of the school commu-

nity will comply with public health guid-ance specific to the “yellow” phase: school health and safety; social and physical distancing measures; busing and transportation; desks and seating; meals and cafeterias; facial coverings and masks; personal hygiene; and clean-ing and disinfection Daily, home health screenings con-

ducted by parents and guardians; addi-

tional health monitoring protocols will be implemented as per local DOH/CMHD recommendations

Red phase: School will be closed to in-person

teaching and learning Keystone School District teachers

and staff will provide a robust learning opportunity for all students through online (synchronous and asynchronous) teaching using Google Classroom, dis-trict issued chrome books and other nec-essary materials and supplies Students will be provided with new

planned instruction needed to attain the relevant academic standards set forth in the PA School Code

Students and families who intend to pursue a fully-virtual, cyber learning option for the 2020-21 school year, should contact the district’s main office at (814) 797-5921 for more information on Keystone’s Virtual Learning Academy.

FOXBURG – Allegheny-Clarion Valley School District has summarized their updated plans to start the 2020-21 school year and it is as follows:

The A-C Valley School District is working hard to meet their vision statement that supports students to “Dream Big, Work Hard, and Act Responsibly.”

In these difficult times planning for a return to school, ACV’s educational team has created a return to school plan that attempts to meet the needs of the families and students by offering three main options for obtaining a great education this year.

These options include:

Traditional Face-to-Face Learning: This is a typical in-school classroom option, but with safety pre-cautions in place.

Distance Learning: This is an education provided by ACV teachers using the same curriculum as the face-to-face learning, but one that can be accessed at home. It will still have the support and communication oppor-tunities as face-to-face learning, just modified for learn-ing that occurs in your home.

A-C Valley Cyber: This is the district’s full cyber program that utilizes curriculum in a 100 percent online platform. These courses are similar in nature to tradi-tional learning, but without the support and communi-cation of the local teachers.

It would be comparable to a program such as PA Cyber and Commonwealth Connections Academy, and parents and students would still have access to com-municating and help through the school.

Unlike disconnecting from ACV by choosing an outside cyber program such as PA Cyber, students choosing the ACV cyber program remain an ACV stu-dent. The ACV cyber liaison is Julie Raybuck. All computer equipment will be provided by the district.

The school district decided to give the three options outlined above for the following reasons:

The district acknowledges that there are many unknown variables in life right now. Some families are concerned about safety at school while others are concerned too many restrictions will be placed on them.

The district wants to provide reasonable options for families to make a decision that helps meet their indi-vidual needs and values.

Families will have the opportunity to evaluate their decision at the end of each quarter. If families begin the year using distance learning, they may choose to change and return to in-person at the end of any quar-ter.

This is vice-versa with families who choose to ini-tially send their children to traditional, in-person learn-ing. At the end of each quarter they may decide to move their child to distance learning.

If the A-C Valley cyber service program is started, it is possible to transition back to traditional learning, but not as seamlessly.

To help families in their decision making process concerning the three learning options available, tradi-tional, distance learning and A-C Valley cyber, the fol-lowing breaks down the requirements of each option and which one it applies to: Reports to the classroom – traditional;

Taught by ACV teachers – traditional, distance learning and ACV cyber; Decision can be changed quarterly – traditional

and distance learning; Computer and materials provided to student – all

three options; Opportunity to interact (in person or through

zoom meetings) with ACV teachers and classmates – traditional and distance learning; Required face coverings, social distancing and

other safety precautions – traditional; Online curriculum with no “live” teaching – ACV

cyber; Will require significant parental support to moni-

tor at home work completion – distance learning and ACV cyber; After-school curricular activities (sports, dances,

etc.) – all three options; In-school assemblies, field trips, etc. – all three; Can attend the Clarion County Career Center

(grades 10 to 12) – all three except distance learning and ACV cyber students will be responsible for getting to ACV to ride the career center bus.

The A-C Valley cyber program is a purchased pro-gram that is fully online. Mrs. Raybuck, A-C Valley’s coordinator, handles all communication with students, but the classes are premade and taught by teachers out-side of ACV.

Local support for this learning is limited due to the online nature of these classes. Students must be enrolled in the cyber program for one full semester at a mini-mum before they can decide to return to face to face instruction.

The validity of the adage “necessity is the mother of invention” was on full dis-play during the COVID-19 outbreak. People quickly had to learn to adapt to a new way of life, including an educa-tional system that was transformed dra-matically by social distancing guide-lines.

More than 76 million students are enrolled in United States schools, per the latest Census Bureau information. In 2018, 2.12 million students were in Canadian postsecondary institutions alone. In a matter of days, millions of students who once attended classes in-person were forced to transition to vir-tual learning instruction. The process showed just how flexible learning sys-tems can be, and how virtual instruction may become more than an emergency protocol in the future.

Schools utilized systems like Google Classroom, Canvas and virtual meeting apps to connect and learn. While in-class lessons provide the socialization and one-on-one interaction that can be vital for students’ academic success, there are many different reasons why virtual instruction can be a key component of learning models as well. When virtual learning is used in conjunction with tra-ditional teaching, students may have a more well-rounded experience. Here are some potential benefits that may unfold as more data is collected. Pace: Virtual learning affords stu-

dents the chance to work on lessons at a pace that fits their individual needs. Students can go back and re-read or re-work problems until they’re satisfied they have learned their lesson. Lessons can be slowed down or sped up depend-ing on proficiency, creating a customized educational experience. No more weather days. Many

school districts include snow or extreme weather days into their calendars, adding

on extra days at the end of school year to meet the specified number of educational days. Remote learning can take over in these times and keep school districts from having to pad calendars. Convenience: The American

Academy of Pediatrics recommends that middle and high schools start at 8:30

a.m. or later to provide students the best chance to get the amount of sleep they need. Still, most adolescents currently start school before 8:30 a.m. Remote learning enables students to complete their assignments when it works best for them. This may help them get more sleep, too.

Apps: Learning apps are a new wave of educational tools that have helped buoy virtual instruction. Primary school students or those with individual education plans may bene-fit the most from reinforced app skills that match their learning pace in fun ways.
