Annexure – III(A) Background of the College: Bhadrak Autonomous College , a source of hope & aspiration of the people of the entire Northern region of Odisha situated on the bank of river “ The Salandi” in the mouza Jagannathpur & it is little less than one k.m distance from the national highway No-5. Now it is one of the premier colleges in the state of Odisha. Its vast greenish campus, conducive academic climate provide it a serene , idealic atmosphere . Since its inception, it is known as “Santiniketan” of Odisha because of its calm, quite and greenish atmosphere. The establishment of such a premier institution in the District of Bhadrak is undoubtly the fulfillment of hope, aspiration , determination & dedication of many education loving people of Bhadrak such as Late Chhakadi Mohanty, Dr.Harekrushna Mahatab, Narendra Prasad Das etc . for whom, this institution could have been established in an area with rural background. From the day of its taking birth, the College with its rich cultural and literal heritage has been trying to provide quality education through dedicated, devoted & highly qualified faculties from all over Odisha and outside. It not only provides quality education but also provides input of good , moral character who can face any of the challenges in future. The college took its birth on 6 th July 1948 with intermediate class in Arts only. Subsequently Science course started with construction of Science block in the year 1964. The degree courses in Arts, Science started in 1951 & 1961 respectively and Commerce in 1965. Since then, college has achieved the multidimensional growth as regard to infrastructure, introduction of more & more Honors courses, P.G courses and in field of support services such as dispensary, NCC, NSS, Youth Red cross , Bank, post office, Cooperative stores, Gym. etc. The P.G programme in economics first started in the year 1979 & subsequently P.G courses in six other subjects such as English, Political Science, Urdu, Chemistry, Mathematics and Commerce started.     the Department of Higher Education ,Odisha. The residential accommodation in the

    campus has become a source of inspiration for many intelligent students of entire

    Northern region to carry on their study in this premiere institution. Similarly the

  • substantial residential accommodation for teaching staff is another attraction for many

    young and highly qualified persons interested for serving in this institution.

    It has taken many steps to introduce more and more self financing courses

    and redesigning of courses as per local need. Some selected self financing courses like

    Comp. Science (Hons.) in the year 2000 and B.C.A in 2007 were initially introduced. The

    self financing courses like MSW, PMIR, JMC started in the year 2015 and Bsc.ITM, BBA,

    MATHM in 2016.

    The Institution is making efforts for introduction of some new courses such as M.Sc.

    Comp. Science, M.Sc. in Physics, M.A. in History and Geology (Hons) .

    The opening of a IGNOU Study Centre in the year 1999 with an objective of

    democratizing of higher education to the door step of society is now considered as one

    of the best support service for the students who are residing in the college and who are

    in job and outside. Within a span of 16 years, the IGNOU Study Centre of this college

    has achieved the distinction of highest rate in enrolment in the year 2014-15 and for

    which the Study Centre has received recognisation from The Director , IGNOU.

    Vision :

    The vision of the college: To be an advanced centre of learning, where pursuit of

    knowledge and search for excellence shall reign supreme unhindered by the barriers of

    caste, creed and religion. To achieve the vision, the missions aim at imparting high

    quality education, developing appropriate skills for solving real life problems,

    inculcating the students with a habit of continuous learning, providing the students with

    equal opportunity without any discrimination of caste, colour, creed and sex, helping

    the students in unfolding of their creative abilities and development of their research

    temperament, fostering the qualities of good citizenship, encouraging the qualities of

    leadership keeping in view the challenges of time and societal responsibilities, creating

    an atmosphere for adoption of the principles of morality and healthy practices of life

    and interacting and remaining in close liason with other institutions of higher education

    for mutual benefit. The vision / mission of the college is stated in the college calendar

    for the year 2014-15. Keeping in view the vision of the institution, the curriculum has

    been designed as follows:

    All subjects in Under Graduate Programme have been upgraded to honours.

    All the departments U. G. and P.G. have framed their curricula as per UGC guideline to maintain the quality of education, which will be at par with other institutions of repute.

    The curricula is revised and updated to enrich the contents.

    In order to raise the academic standard of the students and inculcate in them the habit of continuous learning, stress is laid on continuous evaluation, holding regular seminars and adherence to academic calendar.

    To enable the students to secure employment, self-financing course in Computer Science Honours and Bachelor in Computer Application have been introduced. Further, professional courses, viz., Master in Social Work, Master in Personnel Management and Industrial Relation, and Master in Journalism and Mass Communication have been introduced under PPP mode.

    To afford equal opportunity to students of different communities, M.I.L. subjects in Odia, Hindi, Urdu and Alternative English have been introduced.

    To foster the qualities of good citizenship and leadership, due weightage is given for students participation in NCC, NSS and other extension activities.

    Since the inception, Bhadrak (Auto.) college performs the best possible effort as a mission of this institution to achieve the vision adopted by it.

    Following are the mission of this institution:

    1. Assurance of quality of teaching through a feedback & interaction of the students by the faculties and Alumni of the institution.

    2. To create harmony among the students, to provide academically conducive environment so as to develop the academic and competitive spirit among the students.

    3. To enhance and facilitate the research activities in the college. 4. To complete the course in schedule time and publish the final result

    strictly within 45 days from the commencement of examination so as to enable students to avail the scope of higher education anywhere in India.

    5. To provide better employment feasibility to the students of this institution.

    Internet Facility :

    Internet facility is now one of the best support services to the students of any educational

    institution. It provides e-book facilities to the students and make them equitant to recent

    development of science & technological methods. At present internet facility have been

    provided in principal room, Comp. Sc. department, BCA department, office, SAMS laboratory

    with LAN facility. All the departments of the college are connected to internet through Wi-Fi.

    The students of this institution will no doubt reap ample benefit both in academic, research &

    development. Teacher can avail internet facility in their department.

    Medical Facility : A health centre was set up in the college and made operational in 2004 with the fund available

    from Rajya Sabha M.P. Sri Manmohan Samal. A medical officer has been deployed by

    the CDMO, Bhadrak for the centre in order to cope up with the health related supports.

    (a) The health centre is carrying out intermittent medical check-up. Emergency cases are

    referred to the District Headquarter Hospital through 108 Ambulance.

    (b) Students safety insurance scheme is in operation.

    (c) The Youth Red Cross wing of the college provides financial support to the needy

    students with a view to facilitating their treatment.

    (d) The Government of Odisha reimburses expenditure incurred by the members of

    teaching and non-teaching staff of the college on medicine, hospitalization, etc., in case

    of their illness.

    IGNOU STUDENT CENTER

    Bhadrak Autonomous college, Bhadrak is an accredited study Centre (Code

    No.2118) for Indira Gandhi National Open University. The IGNOU Study Centre

    provides access to high quality professional, vocational and general education to

    all those who seek such education irrespective of age and formal qualification. It

    also provides various employment friendly and cost effective study programmes,

    thereby catering to the needs of the economically and socially disadvantageous

    but knowledge hungry students of the adjoining area. The students enrolment

    trend over the years has been a remarkable rise which needless to say reveals a

    measure of the popularity of the programmes offered by the IGNOU Study Centre

    of the college. At present there are more than 1000 students pursuing their study

    in different graduate/post-graduate programmes and certificate courses. The

    IGNOU Study Centre of this College has received recognization for The Director,

    IGNOU for highest enrollment in 2014-15

    Transport Facility : Public Transport.

  • Training and Placement :

    The college has a placement cell for placement of its students. The coordinator of the

    placement cell conducts career counseling classes. He also organises seminars, by inviting

    career counseling experts, to help the students to identify job opportunities, prepare

    themselves for interview, and develop entrepreneurship skills.

    Sports Facilities :

    (a) The following special facilities are made available on the campus to promote interest in

    sports.

    The College has (i) a large playground for football, hockey, volleyball and cricket, (ii) Indoor badminton court, (iii) Teni-koit double court, (iv) Basketball court with boards, (v) Kabaddi playground, (vi) Pavilion room, (vii) Sports pendal, (viii) Separate Boys Common Room and Girls Common Room equipped with indoor

    games like carom, table tennis, chess, etc.

    (b) Sports Equipment

    (i) 40 nos. of hurdles, (ii) High jump of right, (iii) Pole vault, vaulting box and pole, (iv) Victory stand, (v) Volleyball, (vi) Football, (vii) Basketball, (viii) Mat for cricket (66 ft x 8 ft), (ix) Cricket bats and kits, (x) Discus, (xi) Hammer, (xii) Short put, (xiii) Javelin etc. The college has all the necessary infrastructure and equipment to promote sports and games activities. There is an association called athletic association of the college. Two student representatives are elected every year as secretary and assistant secretary of the association. A group of teachers (senior most teacher known as the vice president) are also in-charge of athletics who give due weightage for promoting the sports and athletic activities. Coaches from different discipline of sports and games from district sports organisation are invited to the college who provide necessary coaching to student athletes to excel in athletic meet, sports, etc., at college level, inter college / University / State / National level. Besides outdoor games, the college has the facilities for indoor games. (c) A physical education teacher (PET) has been appointed by the college to guide and

    motivate the students for games and sports.

    (d) A 15 station multi-gym f has been set up in the campus.

    Admission Policy and Process

    For admission into UG courses (Arts / Science / Commerce), The Department of

    Higher Education, Govt. of Odisha, issues advertisement in leading newspaper for

    e-admission through Student Academic Management System (SAMS).

    Students apply on line through the website www.dheorissa.in. College wise /

    stream wise merit list is prepared centrally and SMS is sent to the candidates .The

    list of selected candidates is displayed in the SAMS website for UG classes.

    For admission into self-financing courses BCA, MSW, MPMIR and MJ&MC and

    regular PG programmes, the college gives advertisement in the dailies of state

    importance.

    All admissions are done strictly on merit basis with due regard to the reservation

    policy of the Govt.

    Intimation letters are despatched in the applicants address through speed post

    and simultaneously the provisional merit list is displayed in the college notice

    board, thereby ensuring transparency in admission.

    The admission committee is constituted with a panel of senior faculty members

    to look after the post admission process. Accordingly, the student profile is

    prepared and kept in the admission section in order to facilitate the whole annual

    Teaching Learning Method

    The college prepares an academic calendar which is distributed to each student at

    the beginning of the session. It contains the detailed programme of academic activities

    of the year, viz., commencement of classes, examination schedule, publication of results

    along with schedule of holidays, cultural functions, etc. Classes and examinations are

    held strictly as per the academic calendar.

    All the faculty members of different departments prepare the lesson plan and

    accordingly the classes are held so as to cover the course in time. The progress of the

    course is also recorded in a register which is periodically reviewed by the Principal. After

    completion of 50% of the courses, the internal examination is conducted. Courses are

    completed keeping in view the academic calendar. Term end semester examination is

    held as per the academic calendar.

    All the UG and PG courses are taught predominantly by lecture method. In the

    smart class room, departments use audio-visual teaching aids like overhead projector,

    slides, and LCD Projector to make teaching more effective and lively. Besides these,

    project work, field study, seminars, workshops, etc., are followed.

    Remedial classes are held on Sundays in all subjects to bring slow learners and

    academically weaker students at par with the main stream. Some doubt clearing classes

    are arranged on Saturdays for the benefit of the weaker students.

    Advanced learners are identified through various examinations conducted by different

    departments. They are taught beyond syllabus portions to enrich their knowledge.

    They are encouraged to participate in national level tests.

  • Since old courses have been improvised, restructured and updated, we have

    started a Question Bank for the reference of the students and teachers as well. The

    facility is available in the concerned departments as well as in the Central Library. The

    Question Bank facility enables the students for acquaintance in the pattern of question

    and various related question that can be framed on a topic.

    Regular class test in addition to mid semester and end semester examination.

    Implementation of compulsory presentation of seminar papers, undertaking

    project works, field studies, encouraging students to participate in science exhibitions,

    contributing articles for publication in college as well as hostel magazines and

    departmental wall magazines help in creating a culture of instilling and nurturing

    creativity and scientific temper among the learners.

    All the departments invite experts relating to their areas and people of eminence

    in the respective field to address seminars and provide extra-moral lectures.

    Annexure XXII

    FREE, FAIR AND CREDIBLE EXAMINATION PROCESS

    Autonomy has given a great deal of freedom in the conduct of examination,

    evaluation of answer scripts and publication of results. This freedom has been utilized

    by the college at the optimum level, even though the system has brought the examinees

    nearer to the examination conducting body of the college. The conduct of examinations

    has been free and fair in so far as adherence to rules and regulations of examinations

    and booking of malpractice cases are concerned. The following practices followed by the

    college need a special mention.

    a) Conduct of all examinations as per schedule included in the academic calendar and

    the program is non-negotiable except under unavoidable circumstances.

    b) Question paper setting and moderation thereof in all Term-End or Semester

    examinations by experienced teachers of other autonomous colleges and Universities,

    as recommended by the board of Studies of the subjects concerned.

    c) Maintenance of strict confidentiality in respect of paper setting, printing of questions

    papers and procedures & processes leading to the publication of results.
