nn County school system‘aggressively’ pushingelectronic communication

Last August was a busy timefor the Prince George’s CountyPublic School system’s communi-cation office.

“There was the earthquake,then the hurricane, then theflooding,” schools spokesmanBriant Coleman said, and eachtime, the office was flooded withcalls from parents. “We found ifwe put out information on thewebsite, it would reduce the callswe got. But then the websitewould go down because so manypeople were going on it.”

The string of emergenciesshowed the school system theywere not doing enough to getinformation to parents, so in

November, they introduced theE-Alert system, which sends par-ents emails or text messagesabout school closures and events.The cost for parents for the textmessages depends on their cellu-

lar phone service. About 100,000parents have signed up to date,Coleman said.

“I know that we’re late to thegame on the electronic commu-nication, but we’re aggressively

moving forward with it,” he said.In May, the school system

rolled out an iPhone app thatallows users to check news alerts,bus stops, lunch menus, andschool information. A similarAndroid application is expectedin the coming months, and

school officials are working on arevamp of the school system’sparent resource webpage.

Another essential tool, saidHigh Point High School PTA vicepresident Denise Melito, is the

“I love SchoolMAX [FamilyPortal], when it’s current and cor-rect,” Melito said. “But it’s only asgood as the information input.”

Input issues such as incorrectgrades and irregular updates makesthe system, which was implement-

ed in August 2008 for $4.1 million,less effective, Melito said.

Coleman said the school sys-tem is continuing to train theabout 9,000 teachers and toencourage a culture whereSchoolMAX is a priority. Morethan 57,000 parents in the124,000-student school districthave set up accounts.

Getting up-to-date informa-tion from the school system isessential for Michael Robinson,who founded the online networkParents and PGCPS at www.par-

entsandpgcps.com. Robinsonalso worked in the Office ofParental Engagement andCommunity Outreach from 2007until 2010, when it was closed dueto budget cuts. But, he said, par-ents also should find resourcesoutside the official channels.

“Anything and everything yousee that has the word ‘education’in it, drop what you’re doing andread it because it’s going to havean impact on your child’s educa-tion,” Robinson said.

In addition to Robinson’s

website, there are several activeemail lists centered on educationthat allow parents or communitymembers to sign up and followeducation discussions via email,like the MLK EducationCoalition, which sends partici-pants information on events andissues in schools in central PrinceGeorge’s County.

For students who need extraresources, parents can find infor-mation from advocacy organiza-tions, said Joseph Kitchen, presi-dent of Prince George’s

Association of Talented andGifted Education, or PGTAG, anonprofit group that acts as a go-between for parents and thePrince George’s Schools’ Talentedand Gifted Office.

Kitchen became involved inPGTAG after taking guardianshipof his nephew, a TAG student. Hesaid he had no idea how the TAGprogram worked until he foundthe organization.

“What [parents] need from us isinformation on how to make thingswork for them,” Kitchen said.

Three years since sevenPrince George’s County schoolswere transformed into kinder-garten through eighth gradeacademies, school officials saythe format better prepares mid-dle school-aged students for highschool and beyond.

“This has the potential to behugely successful,” said GlendaWashington, principal of WilliamW. Hall Academy. “In a K-8 set-ting, there is a better chance offostering relationships. That’swhat’s needed to have the type ofresults we’re hoping to see inchildren, which is higherachievement.”

A. Duane Arbogast, theschool system’s chief academicofficer, said the Board ofEducation voted in 2009 to con-solidate under-enrolled schoolsand converted seven schools into

K-8 academies. Arbogast said theconsolidation of select schoolsinto K-8 academies was done tooffer continuity in the types ofacademic programs, such as visu-al and performing arts offered, soan education focus stays with thestudents longer.

“It’s all about the continuity ofprograms,” he said. “So forFrench immersion, we don’t wantthere to be a French immersionelementary school and then not amiddle school.”

Arbogast said test scores of K-8 academies do not show a signif-icant increase or decrease in per-formance.

Washington said the CapitolHeights school has become a fam-ily-like environment for studentsby instilling the idea that the 535students should treat all 30 teach-ers as if they were their own.

“There are teams of teachersteaming on two grades, so thechildren may see four teachersone year, then next year they’llsee two new ones and two whoare the same,” said Washington,who added that strategy hashelped students feel comfortableand, in turn, perform better in

their education and be moreopen to learning.

Amy Hansen, PTA presidentat Greenbelt Middle School,which has a traditional middleschool model with grades sixthrough eight, said it might bebetter for students to transitioninto new schools with new teach-ers and students.

“You’re getting a bigger varietyof kids and can offer more courses,”Hansen said. “You have the poten-tialofbeingabletooffercourseslikeFrench and Spanish, but you can’tdo that when you have a smallerpopulation of students.”

At the Accokeek Academy,Principal Judy Adams said havinga K-8 structure allows the stu-dents to be better thinkers andhave a more organized mind.

Still, some K-8 school parentssay they have seen some down-sides to the setup.

Ray Lacy of Accokeek has twochildren attending AccokeekAcademy and is a member of theschool’s Parent Teacher StudentAssociation. He said the focus ofthe K-8 structure is on “college-readiness” when it should be moregeared toward “high-school ready.”

“My daughters went throughthat K to 5 model and once theyreached the middle school gradesthe teachers aren’t as patient,” hesaid. “They don’t have the time togive students chances to ask

questions, everything is more of arush, rush, rush atmosphere.They need to spend more time toallow students to have input.”

“It’s good that [students] havefound a way to take what they’veseen at school and use it on theirpersonal devices,” said CaraMcMahon, Spanish teacher atNicholas Orem Middle School inHyattsville. “It’s an importantthing to harness. Technology’snot going away.”

McMahon’s students usephone applications such asiTranslate to help with words theydon’t know. Other students whoare interested in learning French,which is not offered at the school,have downloaded French lan-guage apps to teach themselves,McMahon said.

Some students find it helpfulto listen to music while workingindependently, which doesn’tbother McMahon, she said, ifshe’s not giving instructions.

The county school system’swritten policy says students canuse cell phones “for approvedinstructional use by the student’steacher” but at no other non-emergency time during theschool day. “Images taken orstored on cell phones or [person-al electronic devices] duringschool hours and/or on schoolproperty may not be shared orposted electronically,” the policycontinues.

Schools spokesman BriantColeman said the policy isenforced by principals on a case-by-case basis.

Jasmine Gillispie, a recentgraduate of Oxon Hill HighSchool, said her teachers oftenallowed students to use theirphones to take notes, write dead-lines in a calendar or look upinformation.

“Having a phone withInternet access is helpful,” said

Gillispie, 18, of Suitland. “We dohave computers [at school], butsometimes it’s hard to get aholdof them.”

As of June, about 35 schoolshad full wireless access, said W.Wesley Watts Jr., the school sys-tem’s chief information officer. ByDecember, that number will bealmost 100 out of about 200county schools.

The use of cell phones in theclassroom could be helpful, but“it would put those students whocan’t afford those phones at a dis-advantage,” said Richard Dixon, aCapitol Heights resident whoseson, J.D., is a rising junior atForestville Military Academy. Andcell phones likely provide moredistraction than instruction, asstudents would be tempted tocheck text messages or playgames, he said.

According to 2012 research,more than 75 percent of all 12- to17-year-olds nationwide have acell phone, said Amanda Lenhart,a senior research specialist withPew Research Center's Internet &American Life Project. Half ofadolescents in the U.S. get their

first cell phone at 12 or 13, shesaid.

Parents and experts agreethat not every child needs acell phone.

Children with medicalconditions, busy after-schoolschedules, who have facedtrouble with bullies, or whowalk or bus home from schoolmight need a cell phone forsafety and logistical reasons,said Parry Aftab, founder ofWired Safety, a nonprofitonline safety and educationorganization.

“It doesn’t need to be asmart phone,” she said, assome service providers limitcalls to preprogrammed num-bers or disable features duringcertain times. “It doesn’t evenneed to have a text messagingplan.”

Kathryn Holmes Johnson,a Glenn Dale mother of two,gave her older daughter, a ris-ing eighth-grader at ThomasG. Pullen Creative andPerforming Arts School inLandover, a cell phone whenshe was in the sixth grade. Thefamily established cell phonerules such as limiting useexclusively for contacting par-ents or caregivers, HolmesJohnson said.

“There was just a wholeother level of anxiety thatcame about after 9/11 andmore recently after the [Aug.24] earthquake,” said HolmesJohnson, who added text mes-saging to her daughter’sphone after calls wouldn’t gothrough that day.

For students who have “alevel of independence wherethey’re not constantly undersupervision, it’s an importantdevice to have,” she said.

TIPS FOR MONITORING CHILDREN’S CELL PHONE USEParry Aftab, the founder of Wired Safety, a nonprofit online safetyand education organization, says there are many reasons why chil-dren should have cell phones and why parents should know whattheir children are doing with them.

The following is a list of Aftab’s recommendations for parents:

nn Do spot checks of text messages, pictures, Internet history andavailable accounts, such as Facebook, on your child’s phone. Anytime a parent asks, the child must give the phone for a spot check.

nn Take away the phone at bedtime. Children often text or call friendswhen they should be sleeping.

nn Use parental controls available from major carriers to block Internetaccess to certain sites, to limit the number of text messages sentor received, to disable calling and texting features during certaintimes, and to monitor where your child is using a GPS feature.Parents also can restrict incoming and outgoing calls to a specifiedlist of phone numbers.

ButChester also noted possible uses forcell phones: research, text messagereminders, educational applicationsand digital calendars.

About 12 percent of teenagers saidthey were bullied in person in the pastyear, compared with 9 percent who saidthey were bullied via text message, 8 per-cent who said the bullying occurredonline, and 7 percent who reported theywere bullied through a phone call,Lenhart said, based on Pew’s 2012research.

About one in five children admits tobeing an online bully, said RebeccaRandall, vice president of education pro-grams for Common Sense Media, a SanFrancisco-based family advocacy organi-

zation focused on investigation and edu-cation about media and technology. But allchildren must be taught to behave respon-sibly and respectfully online, whether on asmart phone or a computer, she said.

“More and more, schools are incorpo-rating mobile technology,” Randall said.“That line between home and school hasblurred.”

To ensure the most effective use oftechnology in the classroom, studentsmust learn what is acceptable to shareonline, how to respect others’ privacy,and what constitutes fair use of a copy-righted piece of work, said Randall, whowould like to see cell phones used morefrequently in classrooms.

“I would like to see more adoption of[cell phones] — if they’re used ethically,”she said, mentioning apps that send textmessage reminders before tests and thatcreate online flash cards.

“This is the world they are living in,”Randall said. “Our kids are growing up sur-rounded by, bombarded by digital media.We want kids to harness it to its full poten-tial.”

The average second-grader is manyyears away from signing a personal check,but the cursive writing needed to pen a sig-nature still is a necessity despite a statecurriculum standard that doesn’t includeit, Prince George's County public schoolofficials say.

There are no plans to phase out cursivewriting, a linked and curved type of formalhandwriting, from the school system’s cur-riculum despite the fact it is not includedin the Common Core Standards, said A.Duane Arbogast, chief academic officer forthe system's division of academics. Statecurriculum reflects Common CoreStandards, a national set of teaching objec-tives for language arts and math that thestate adopted in 2010. Arbogast said there’san emphasis on communication, writingcontent and precision in Common CoreStandards, but cursive writing wasn’tspecifically listed.

The omission of the cursive writingrequirement has sparked debates nation-

wide, dividing those who think the timespent on the lessons could be better used— especially in light of the increasing use ofcomputers and text messaging — andthose who say cursive writing is a necessity.

Arbogast said cursive writing is a codethat students need to be able to crack, hesaid.

“The requirement to use cursive in theupper grades and later in life don't seem tobe like when we were young, but they stillhave to be able to read and write in cursive,so it's still with us,” Arbogast said.

Benita Nicholson, a reading specialistat Capitol Heights' Doswell E. BrooksElementary School, said cursive writing isa quicker form of writing, and studentswon't be able to decipher handwrittendocuments such as letters if they don'tknow how to write in cursive.

"Once they begin, they like it and theylike the way it looks because of the easyflow and the way the letters are formed,"Nicholson said. "It's not just sticks and theball. Each person's signature is different,each person's cursive writing is different."

Nicholson said teachers typically beginteaching cursive writing at the end of thesecond grade, and then reinforce it in thethird and fourth grades.

"The reality is that most students havedifficulty with the keyboarding,"

Nicholson said of computer learning."They're still picking with one finger.They'd rather write something rather thando it on the computer because they'vebeen doing it so long."

Nicholson said students should besecure with cursive writing by the end ofthe fifth grade, but typically don't learnkeyboarding until they reach middleschool.

Wendy Frederick, a Talented andGifted coordinator for Capitol HeightsElementary School, said students ask whythey have to learn to write in cursive whenthey often use a computer, and shereminds them they will need to know cur-sive to write checks.

"They're probably not thinking aboutthat in second or third grade or evenfourth, but I let them know that it has to bein cursive, your distinctive writing,"Frederick said.

Central High School senior Tobi Oke, 18,said he only writes in cursive since heattended private schools for the first andsecond grade that told him he would need toknow how to write in cursive by the time hereached high school. Upon transferring toMitchellville’s Kingsford Elementary Schoolin the third grade, he said his teachers didnot require students to write in cursive.

“Going to a Prince George’s CountyPublic School it’s not something that’senforced,” Oke said. “... That’s what I wastaught so it just became a habit.”

For Prince George’s Countystudents, the opportunity tolearn continues after schoolhours thanks to a variety of freeprograms aimed at providing stu-dents with tutoring and home-work help.

During the school year, thecounty offers programs such asthe Count On US Math Show, alive TV show aired Monday andWednesday that allows studentsto call in questions or send emailsabout math problems.

Educators support programsthat provide opportunities tolearn outside the school day andschool year, said Briant Coleman,a spokesman for the county’sschool system.

“We know that learning does-n’t stop once a child leaves the

classroom,” he said. “It has to be aholistic approach to the educa-tion of children.”

Students also can view videosmade by the school system thatprovide tips for preparing for var-

ious standardized exams such asthe Maryland School Assessment,High School Assesment, the SATsand Advanced Placement exams.

Students also can take advan-tage of programs available

through the Prince George’sCounty Memorial Library System.

Perhaps most useful to chil-dren is the library system’sBrainfuse online learning pro-gram, said Kathleen Teaze, direc-tor of the county’s library system.The online service allows librarypatrons to ask questions on a vari-ety of topics. The service is avail-able from 2 to 11:55 p.m. daily.

The library’s Ask Us Now pro-gram allows students to be con-nected to librarians via text chatsor email and receive instant helpwith questions. Students may notbe interacting with their locallibrarian though as the 24-hourprogram also uses librarians inother states and countries.

“While we’re not an extensionof the school system officially, wetake the lifelong learning piece ofour mission very seriously,” saidTeaze, who has worked inlibraries for 22 years.

There also are communitygroups that offer free homeworkhelp and tutoring. One of them isthe city of Greenbelt, which offersfree, drop-in tutoring Saturday

mornings for students of all agesthrough the Greenbelt CaresYouth and Family Services Bureau.

Other organizations also havestepped up to provide help.

Hillside Work-ScholarshipConnection, a regional nonprofitthat provides a mixture of men-toring and tutoring, gets youthready for college or employmentafter high school.

“This year we graduated ourlargest class to date, 52 students,”said Carene Brodie, executivedirector of the program.

The organization servesabout 200 students yearly andcurrently partners with Central,Fairmont Heights and Suitlandhigh schools and G. JamesGholson and Drew Freeman mid-dle schools.

“If they’re enrolled at any ofthose schools, we can screenthem for enrollment,” Brodie said.

The opportunities available tostudents can vary depending onschool and time of year. Studentsor their parents should check withguidance counselors and teachersto see what free programs mightcurrently be available.
