, , Bangladesh Rural Water Supply and Sanitation Project TERMS OF REFERENCE (TOR) for Sr. Water Supply Specialist, Consultant 1.1 Responsibility of Sr. Water Supply Specialist: Department of Public Health Engineering (DPHE), under the Ministry of Local Government, Rural Development and Cooperatives (MLGRD&C), is the Implementing Agency for BR WSSP, with overall project management provided by the Project Management Unit (PMU), headed by a Project Director. The PMU is mandated to manage the BRWSSP in keeping with the Borrower's obligation to use the project fund with due regard to economy and efficiency and only for the purpose for which project financing is provided. It is proposed to hire a Senior Water Supply Specialist as part of the PMU to assist the Project Director and to lead the technical and project management activities envisaged under BRWSSP. The overall responsibility of the Sr. Water Supply Specialist is to manage all technical, contractual and commercial activities related to successful planning, design, detailed engineering, procurement, construction, quality control, management, monitoring for ensuring successful implementation of the water supply and sanitation schemes taken up under the project. He/she shall be the key member of the PMU and shall report to the Project Director. 1.2 Key Functions or. Sr. Water Supply Specialist: 1.2.1 Conceptual Planning. He/she shall be responsible for all preliminary planning activities primarily the conceptual planning of individual or multi-village water supply schemes, sanitation proposals including identification and confirmation of villages to be included in different schemes. 1.2.2 Develop and Manage WASIS. S/he will be responsible for setting up a Water and Sanitation Information System (WASIS) and provide lead role in organizing and collecting of all base line data of the current water supply status of the villages included in BRWSSP including population, service area, infrastructure data like water source, pumping, treatment, transmission network, storage and distribution network, and all other salient features such as Surface Water Treatment Plant (SWTP)/ Iron Removal Plant (IRP)/ Arsenic and Iron Removal Plant (AIRP)/Overhead Tanks (OHTs) etc. 1.2.3 Coverage and Demand Assessment. She/he shall be responsible for establishing the present coverage of water services and planning targeted coverage to be achieved by the end of BRWSSP. This shall also include measuring the present demand and forecasting the future water demand in a intervals of 5 years over a 20 (twenty) years design period for domestic, small commercial! industrial, institutional and other users duly taking into account the present level of consumption, socio-economic development of community and price elasticity principles of water tariff setting and other parameters. The specialist shall actively co-ordinate with the financial analyst and guides the field teams for ensuring economically and financially sustainable investments for providing efficient water supply services. 1.2.4 Design of water Supply and sanitation components. S/he shall be responsible for supervising and guiding the field teams for determining the nature, extent and location of different water supply and sanitation infrastructure components and also identifying various

1.2 Key Functions or. Sr. Water Supply Specialist:

This shall also include measuring the present demand and forecasting thefuture water demand in a intervals of 5 years over a 20 (twenty) years design period fordomestic, small commercial! industrial, institutional and other users duly taking into accountthe present level of consumption, socio-economic development of community and priceelasticity principles of water tariff setting and other parameters. The specialist shall activelyco-ordinate with the financial analyst and guides the field teams for ensuring economicallyand financially sustainable investments for providing efficient water supply services.

1.2.4 Design of water Supply and sanitation components. S/he shall be responsible forsupervising and guiding the field teams for determining the nature, extent and location ofdifferent water supply and sanitation infrastructure components and also identifying various

technological options with alternatives suitable for the scheme based on a sound cost benefitanalysis for justifying the sustainability of the investments;. He/she shall be responsible forselection and recommendation of water supply technology for non-piped option based onhydro-geological and hydro-chemical analysis duly taking into account the preference andthe opinion of the community.

1.2.5 Developing Technical Base Map. S/he shall supervise and guide the activities and teamsfor preparation, through surveys, the base maps of the Project area, coverage and union wisetechnological map for facilitating special planning and prioritizing the different options intechnical, social and particularly in Operations and Maintenance (O&M) aspects with properjustification and logic. Identify and design different water supply infrastructure suitable forthe schemes and ensure proper layout maps.

1.2.6 Developing Water Supply System. Szhe shall supervise and lead all the activities related toanalyzing and designing the water supply system including production assets (PTW / intakefor SWTP), pumping, storage, transmission and distribution network including design ofconnections to consumers. The design responsibilities shall also include but not limited tofollowing:

1. Water quality assessment, requirement of treatment and analysis of the treatmentprocesses considering the ability, effectiveness, efficiency and suitability in the localenvironment, social acceptability including limitations if any;

11. Estimation of water consumption in each sub-project;111. Setting up design criteria for major infrastructure facilities;IV. Establishing optimum design period for the required capacity of major facilities;v. Assessing the sustainable yield of all the proposed sources taking into account

existing and potential uses over the design period.VI. Working out with critical 0& M needs of the project

S/He shall lead the preparation of detailed engineering design and construction drawings ofthe each facilities for the each project that will cover details of on-site preparatory tasks,layout planning, hydraulic design and detailing of the components, architectural andlandscape designs for different infrastructure components like pumping stations, watertreatment plants, foundation and structural works for reservoirs (overhead/ground), pipelineinstallations, mechanical works including piping works and installation of pumps and otherequipment, and electrical works including instrumentation and control panel system.

1.2.7 Field Visits and Project Monitoring. She/he shall undertake regular field visits to variousProject sites and provide guidance to the field staff in setting out the infrastructure assets,monitoring progress, quality assurance, mid-course correction as necessary, verifyingcontract variations etc as necessary based on contingent needs of the Project.

1.2.8 Co-ordination with Other Consultants in the PMU. S/He shall coordinate at all times,with the other specialists/consultants who would be involved in planning, design andimplementation of the watersupply and sanitation facilities.

1.2.9 Developing Annual Work Plan. S/he will assist the Project Director in preparing pragmaticand achievable annual work plan for successful implementation of the Project.

1.2.10 Ensure Timely Implementation of the Work Plan. S/he shall ensure timelyimplementation of the Work Plan and execution of all activities including pre-feasibility,feasibility, engineering design, supervision etc as defined in the overall scope of works

1.2.11 Ensure Application of Environmental and Social Framework. S/He shall oversee thepreparation and implementation of the Environmental and Social Management Plan in

accordance with the Environmental Management and Social Development Frameworkdeveloped for the Project.

1.2.12 Preparation of Reports. S/he shall assist the Project Director in setting up robustManagement Information System and lead the activities in preparing and transmittingmonthly, quarterly, annual reports and also a PCR as stated in the reporting requirements

1.2.13 Knowledge Transfer. Knowledge and Technology Transfer are very important forsustainable operation of the scheme. The Specialist shall undertake and prepare trainingmodules and manuals (construction, supervision, operations and maintenance) for watersupply and sanitation including benchmarking and performance improvement, water safetyplan and organize training programs as necessary.

1.2.14 Training the PMU Staff. The Sr. Water Supply Specialist shall organize structuredtraining program for providing hands-on training to the PMU staff on various aspects ofwater supply and sanitation tasks especially O&M requirements for each scheme.

1.2.15 Any Assigned Responsibilities. S/he shall undertake any cognitive responsibilities assignedby the Project Director for the interest of successful implementation of the Project.

1.3 Qualifications and Experiences:

1.3.1 Master's degree in Sanitary Engineering or Environmental Engineering with bachelordegree in Civil Engineering

1.3.2 At least 15 years' experience in planning, design and implementation of large-scale watersupply projects, of which at least five years experience in rural piped water supply sectorespecially in Bangladesh or its adjoining regions.

1.3.3 Strong familiarity with NWSSSP, national water policy, National Arsenic Mitigation Policyand WB' s Environmental guidelines are desired.

1.3.4 Hands on experience in working with NGOs in delivery of water supply.1.3.5 Well conversant with policies, programs and alternative technological options related to the

rural water supply sector of Bangladesh1.3.6 Ability to work in a multi- disciplinary team environment1.3.7 Working experience in donor assisted government project1.3.8 Skills in computer aided design of water supply system1.3.9 Fluency in English both oral and written1.3.10 Competence in relevant report writing.1.3.11 Age preferably below 60 years.

1.4 Duration of the AssignmentThe duration of the assignment will be for 48 months which may be changed based on therequirement ofthe project.

1.5 RemunerationThe Senior Water Supply Specialist will be paid a negotiable consolidated remunerationinclusive of all applicable Taxes and VAT as per laws of Bangladesh. Payment shall bemade on monthly basis upon demonstrated satisfactory performance output certified by theProject Director.
