The Dr. Babasaheb Ambedkar Open University (BAOU) was established by
the Act No.14 of 1994 passed by the Gujarat State Legislature, and assented to by the
Governor of Gujarat on 27th July, 1994. The BAOU is the seventh Open University in
the country in terms of their establishment.
The University offers 72 programmes with an enrolment of more than
1,00,000 learners. The headquarters of the university is located at Ahmedabad. The
University has established Regional Centre on the campus of Saurashtra University,
Rajkot, Hemchandracharya North Gujarat University, Patan and K.S.K.V Kachchh
University, Kachchh and has initiated the process of establishing Regional centres on the
campuses of Veer Narmad South Gujarat University, Surat and Sardar Patel University,
Vallabh Vidyanagar. The University has more than 500 study centers. It has jurisdiction
over the whole state of Gujarat. It is open to all persons irrespective of classes, castes,
creed, religion or sex.
The important and distinguishing objectives for BAOU are:
To advance and disseminate learning and knowledge by a diversity ofmeans, including use of any information and communication technology,
To provide opportunities of access for higher education to the largestpossible population,
To promote the educational well-being of the community generally, and To encourage the Open University and distance education system in the
education pattern of the State.

The RAIP constituted by the Hon. Vice-Chancellor and established at Dr.Babasaheb
Ambedkar Open University for promotion of research and innovation through the
following functional tasks:
2.1 To conduct Research and Innovation Promotion activities and conduct meetingsfor developing policies and frameworks for conduct of research activities.
2.2 To prepare agenda items on various matters pertaining to research with theapproval of the Hon. Vice-Chancellor and place the same before the
Research and Innovation Promotion Committee (RAIPC) for consideration
and approval.
2.3 To send offer letters to all approved research supervisors and scholars forregistration and confirm their registration.
2.4 To engage Research Teaching Assistants under the Research and TeachingAssistantship (RTA) Scheme as and when approved by the statutory bodies
of the University for conducting research and teaching in different
disciplines.
2.5 To facilitate systemic research and innovation in the form of research projects(Minor and Major Projects).
2.6 To recognise higher learning educational institutions/oragnizations as RecognisedResearch Centers of BAOU for conducting research and / or innovative
programmes/activities as per BAOUs guidelines within the framework of
the Ordinances and Regulations of the University.
2.7 To conduct workshops/seminars on Research and Innovation for the researchcandidates and concerned stake-holders.
2.8 To facilitate various administrative activities in facilitating, promoting andconducting research and innovation such as to conduct entrance
examination, registration, re-registration, and term-end examination, etc. as
directed by the Hon. Vice-Chancellor.

4.1 Preamble:
The following provision will regularte and govern the Ph.D. programme and
such other research and innovation degree/diploma/certificate programmes
and/or activities that may be launched by the university.
4.2 Structure and Role:
The programme of Doctor of Philosophy (Ph.D.) shall be organized and
managed as follows:
4.2.1: Ph.D. Programme offered by the University, in the discipline areas as
may be aproved by Academic Planning Board (A.P.B) on the
recommendation of the RAIPC.
4.2.2: There shall be a UniversityResearch and Innovation Promotion
Committee (RAIPC) and an for every subject as and when required.
4.2.2.1 The composition of RAIPC will be as follow:
(a) The Vice-Chancellor or his Nominee (Chair Person)
(b) Director (Academic) Convenor and Member-Secretary
(c) Head of Concered School/ Department
(d) A member of the School or Department or an invitee expert in
the subject concerned nominated by the Hon.Vice-Chancellor.
(e) Two external experts of the concerned subject, not below a rank
of Associate Professor and who have made notable contribution
in the field,nominated by the Hon. Vice-Chancellor. However in
case of inter disciplinary nature, the Hon. Vice-Chancellor may,
at his discretion, nominate a maximum of two additional subject
experts.
(f) Two members of the Academic Planning Board nominated by
the Hon. Vice-Chancellor.

4.2.2.2 The RAIPC shall perform the following functionsa) To scruitinise the proposal received for registration as Research
Supervisor or Research Scholar as the case may be.
b) To assess the suitability of the proposed topic (research problem)c) To assess the competence of the applicant to pursue the Ph.D.
programme, through personal interaction, if required.
d) To make recommendation for registration and re-registration in astipulated time and in such manner as decided or the merit of the case
concerned.
e) To finlise the title of the research work.f) To assign guide (Research Supervisor) to the student.
4.2.2.3. The meeting of RAIPC will be convened as and when required with the
permission of the Hon. Vice-Chancellor in accordance with the registration
schedule of the University.
4.2.2.4. Director, (Academic) of the University shall be responsible for over all
coordination of the Ph.D. degree programme in accordance with the
provisions of this ordinance and rules/norms in force from time to time.
4.3 Structure:
The rules and format for the division and award of the credits will be framed by the
RAIPC.
The Ph.D. programme shall be having the credits as mentioned in the following table.

5.1 Masters degree or its equivalent (as certified by the AIU) with at least
55% (B+) marks (50% marks in case of SC/ST candidate) of any
University/Higher Learning Institution recognized by UGC and/or DEC, in
the relevant discipline.
5.2 The candidate must qualify in the Ph.D. Programme Entrance Test of
Dr.Babasaheb Ambedkar Open University.
5.3 The minimum qualifying criteria shall be as decided by the RAIPC and
reviewed from time to time.
The initial screening of the applications shall be done by the Faculty of the
discipline/area concerned or by a Committee Constituted by the Hon. Vice-Chancellor.
Applications received for Ph.D. programmes shall be classified into two categories:
Category A: Eligible candidates for Entrance Test of Ph.D. Programme
6.1 The eligible candidate shall be admitted as doctoral research candidatethrough an Entrance Test conducted by the Dr. Babasaheb Ambedkar Open
University (BAOU). The enterence test will be based on the papers
mentioned below. Paper I and II will be common for all candidates and
Paper III will be related to the Post Graduate subject of the student.
Students will prepare for the enterance from the available sourses. BAOU
shall not provide any study material for the test.
6.1.1 University will prepare a merit list of the successful candidates for
admission to the Ph.D. programme as per following merit.
1) Marks obtained in Ph.D. eligibility test by candidates

1.2) Paper 2: Reasoning and Comprehension Skills 050 marks

6.2 The formate of the Entrance Test shall be as decided by the RAIPC and reviewed
from time to time.
6.1.2 To qualify as Ph.D. research candidate, he/she must obtain
aggregate 50% mark with a minimum 40% mark in each section.
In the Ph.D. eligibility test 5% Relaxation in aggregate shall begiven to the candidate of SC/ST categories.
6.1.3 All the eligible candidates will be called before the faculty wise
RAIPC to present their research proposal. After discussion, the
RAIPC may suggest the correction/ additions/ changes to the
research proposal, which shall have tobe carried out by the
candidate and submit revised proposal.6.1.4 The research supervisor will be allotted to the selected research
candidate by the RAIPC on the bases of the area of the research of
the candidate and the specialization of the supervisor.
6.1.5 The Chairman of the RAIPC shall reserve the rights for the final
decision. The Chairmans decision shall be binding to all
concerned.
Category B: Exempted candidates from the entrance test of the Ph.D. Programme
6.2 Those candidates who have cleared UGC-NET/GSET/JRF or those having
ten years of relevant teaching/ practical/professional experience will be
exempted from appearing at the Entrance Examination. If found eligible
through a screening process decided by the University, the candidates
pertaining to category B will be directly called for the presentation/
discussion of their research proposals at the meeting of RAIPC.

7.1 Intake:
7.1.1 Only the stipulated number of candidate as decided by RAIPC may
be admitted to Ph.D. programme on merit.
7.1.2 If successful candidates in the subjects are more than the stipulated
number of seats for Ph.D. admission, admission will be given on
merit. The merit of the entrance test is valid for the same year only.
7.1.3 The number of seats for Ph.D. programme shall be decided well in
advance and notified on the university web site or by and
advertisement by the University
7.2 Duration:
7.2.1 Admission will be granted once in a year (subject to the
availability of the seats with the Research Supervisor). The
announcement of admission will be declared in the month of
July/August and the admission process will be completed by the
end of the month of December. First term of admission will be
granted on 1st
January. Therefore, Ph.D. eligibility test will be
conducted once in a year (if required).
7.2.2 The advertisement for the programme shall be issued once in a
year, in the month of July/ August under the title of Research
Degree Programmes specifying the disciplines and the subjects
for Ph.D. programme. Applications from all the candidates
(pertaining to category A & B) in the prescribed format shall be
received in duplicate by the Director of Research and Innovation
Promotion Unit of the University. All eligible applications, after
initial scrutiny, shall be sent to respective Schools/ Centres
/Institutes/Committee, as the case may be, of the University.
7. Admission

7.3 Submission of Research Proposal:
7.3.1. The candidate has to submit the research proposal in ten copies.
7.3.2 The research proposals along with the copies of the application
form will be sent to all the members of the RAIPC well in advance
at least before 15 days of the RAIPC meeting.
7.4 Re-registration:Re-registration or extension period for a maximum of Two
years may be granted to the candidate to complete the Ph.D. work, on the
recommendation of the RAIPC on the merit of the case.
7.5 In case of Re-registration the candidate shall be required to pay the full and
actual fees as may be applicable at the time of Re-registration. While for
those candidates who may be granted extension shall be required to pay a
fee as applicable per term at the time of re-registration.
7.6 The non refundable fees of Rs. 1000 will be deposited by the candidate
along with the application form in duplicate and ten copies of the research
proposal. The changes in the fees may be made by the University from time
to time.
8.1 Every candidate registered for a research degree programme shall be
required to pursue the programme under the approved research supervisor(s)
of the University. Independent supervision/Joint Supervision for candidates
shall be assigned by the RAIPC.
8.2 Research Supervisor(s), subject to availability and expertise in the area/
discipline, of research being pursued by the candidate shall be allotted by
the chairman of the RAIPC and shall only be considered for guiding
research candidates
8.2.1 In case of an Inter-disciplinary area of research approved by the
RAIPC, more than one Research Supervisor of the concerned field may be
allotted if requested by the candidate and approved by the RAIPC. In such
cases, the fixed amount of Honorarium to the Research Supervisors will be

equally divided between the supervisors.
8.3 The RAIPC shall recommend to the Research and Innovation Promotion
Unit a panel of experts to be recognized as research supervisorswho may or
may not belong to the University.
8.4 Eligibility of the Supervisor:
1. Ph.D. degree in the subject of related discipline from a recognized
University or equivalent published work in the relevant field
recognized so by an expert committee constituted by the Hon.
Vice-Chancellor.
and
2. Minimum seven years of teaching experience at the post graduate
level or Twelve years of teaching experience at the under
graduation level, or Twelve years of practice/profession in the
relevant field.
and
3 Five research papers or ten research articles or ten monographs in
the subject published in a refereed/indexed/ ISBN/ISSN numbered
journal of national/and/or international standing or/ a refereed e-
journal, out of which at least three should be after getting the
Ph.D. degree. Or two books published as a reference book in the
relevant subject, or ten exhibitions or performances with due
evidence.
8.5 At any time, a research supervisor shall not guide more than 8 BAOU
candidates prescribed for Ph.D. candidates by the University taking into
consideration independent supervision/joint supervision of candidates to be
taken for research guidance.
8.6 A person must be working in a university department or a recognized
college of any university or a recognized research institute or a retired
faculty from any university department who has not crossed the age of 70
years. OR he/she must be a practicing professional/artist working
independently.

8.7 The supervisor shall be paid a fixed honorarium per students as
recommended by the Academic Planning Board and approved by the Board
of Management of BAOU. However the honorarium shall be paid to the
Supervisor after the submission/ non submission of the Thesis but not prior
to completion of the stipulated time.
8.8 The honorarium /sitting/ Traveling Allowance to the external members of
RAIPC as well as experts and examiners will be paid as per University rules
and norms.
9.1 Every candidate shall carry out the study and related research tasks under
the supervision of his/her research supervisor(s). Monitoring the routine and
timely progress of the Ph.D. candidate shall be the responsibility of the
supervisor(s).
9.2 The Six monthly Progress Reports along and the annual reports are to besubmitted through his/her supervisor(s) in the prescribed format to the
Research and Innovation Promotion Unit. Failing which, the registration ofthe candidate shall be liable to cancelled. The Research and Innovation
Promotion Unit will maintain all the records and put up before the Progress
Monitoring Committee (PMC) of the concerned subject.9.3 Each candidate shall give at least two Seminars/Talks during the whole
duration of the programme before the PMC.
9.4 The Progress Monitoring Committee will consist of

10.1 Change of title in Ph.D. thesis, if necessary, should be effected within one
year from the date of registration for Ph.D. The change of title shall be
approved by Progress Monitoring Committee of the concerned subject and
thereafter placed before RAIPC for approval. No change of title will be
permitted after one year.
10.2 In case there is a major change of topic/ discipline as assessed by the PMC
the candidate will have to go through the process of fresh registration.(Research area, theme, topic, and subject/discipline/faculty etc. are to be
considered as major changes)
10.3 The University may allow a change of supervisor under exceptional
circumstances as mentioned below, on the recommendation of the Progress
Monitoring Committee of the concerned subject.
a) If the supervisor expires or is ill so as to be unable to carry onsupervision.
b) If the supervisor leaves the head quarter / India and goes abroad formore than eight months.
c) If the supervisor does not wish to continue as a guide/ declines toremain the supervisor.
d) for any valid reason(s) presented by the candidate or the supervisorwith or without evidence and accepted by the PMC of the concerned
subject with due recommendation to the Hon. Vice-Chancellor.
e) The Hon. Vice-Chancellor may accept the recommendation of the PMCand act accordingly or decide the subsequent procedure to be followed
in the matter concerned.
10. Change of Status, Topic of Research and
Research Supervisor:

11.1 The registration of a candidate for Ph.D. shall be liable to be cancelled for
any of the following reasons:
i) Non-payment of registration/re-registration fee.
ii) Unsatisfactory progress reports as found so by the PMC
iii) Non-compliance with the provisions of the Ordinances and other
Regulations of the University, as found so by the PAI Unit.
iv) Failure to attend three workshops and/or submit the thesis within theprescribed time limit.
V) Giving false information at the time of application / admission.11.2 The decision of the University with regard to cancellation of Registration
shall be final and binding to all concerned.
12.1 All the candidates are required to attend at least three workshops before the
prescribed date for the submission of the Thesis.
12.2 There will be four workshops organized by BAOU for one batch out of
which the candidate has to attend any three workshops compulsorily.
12.3 Evaluation in Workshops:
12.3.1 Evaluation system of Workshop as applicable to the prescribed
credit-based courses.
12.3.2 The supervisor of the candidate and one subject expert suggested
by the Vice-chancellor will evaluate the work done by the
candidate during the workshop.
12.3.3 If the candidate fails to attend three workshops in the stipulated
time, his/her registration will be cancelled. However, in the case
with genuine reason, the decision of the Hon. Vice-chancellor will
be final and binding.

12.3.4 The candidate has to obtain at least C Grade (measured on a five
point scale) or 50% of the maximum score in the workshop to be
declared successful, failing to which, the candidate will have to
attend one more workshop. If the candidate fails to obtain at least
C grade in more than one workshop, his/her registration will be
cancelled.
13.1 Requirements for Submission of Ph.D. Thesis
After the research supervisor(s) is/are satisfied that the candidate hasacquired a sound understanding of the substance in the thesis and the
relevant research approaches, the research supervisor shall permit the
candidate to precede with the submission of her/his thesis, in Gujarati/
Hindi/English/Sanskrit subject to the following:
(i) Submission of synopsis:
A synopsis should represent the thesis and reflect clear idea about thewhole research report. It should cover (a) the objectives, nature and
scope of the work done, (b) the principal conclusions, (c) the
contribution made to the body of knowledge on the subject, and (d)
bibliography.
The synopsis should be submitted in about 3000-5000 words. Itshould be written in double-spaced A-4 size pages with 1.5 marginat left, 1 margin at right, and 1 margin at top and bottom.
The candidate shall submit a copy of synopsis in electronic form (CD)and 20 copies in hard form.
The synopsis must be submitted within at least 45 days before thesubmission of the thesis to the Research Cell not before three months
of validation period or not before 36 months from date of registration. The synopsis will be circulated among the members of APB/ Board
of Studies/Committee/PMC of the concerned subjects to invite their

suggestions/ recommendations/ comments if any.
ii) At least two research papers in the area of the study should be
published/accepted for publication in a peer
reviewed/referred/ISSN journal before the pre-submission
seminar.
iii) The candidate shall present her/his thesis work in a pre-
submission seminar to be convened exclusively for this purpose
by the Research and Innovation Promotion Unit. The audience of
the pre-submission seminar may or may not remain the same as
that of the PMC, as approved by the Hon. Vice-Chancellor.
iv) After the seminar, the candidate and research supervisors shallconsider the reactions and observations expressed by the
participants or/and PMC Members. The Director of the School
concerned/ Director Academic and supervisor(s) will then assess
whether the candidate has attained the expected level in
conceptualization and quality of research work. If their
assessment is in the affirmative, the candidate shall be allowed to
submit the thesis to the University.
v) However, if it is realized that the expected level has not been reachedthe supervisor(s) shall suggest to the candidate specific tasks to be
accomplished before submission of the thesis. On satisfactory
completion of the assigned tasks, she/he shall be allowed to submit
the thesis.
vi) Six hard bound copies of the final thesis and one in the electronicform on a CD shall be submitted to the Director, Research Cell
through the Supervisor. The thesis will include a certificate signed
by the supervisor(s) and the candidate about the originality of the
work.
vii) The Format of the thesis shall be as follows :The following specifications should be maintained in the final presentation of thethesis.

a. The paper used for printing shall be of A4 size.
b. The printing shall be in a standardized form on one side of the
paper and in one and-half spacing.
c. A margin of one-and- half inches shall be on the left hand side.
d. The title of the thesis, name of the student, degree, name of the
guide, place of research and the month and year of submission
shall be printed on the title page and the front cover.
e. The colour of the cover should be preferably dark. Side cover
should mention Ph.D. thesis on the top, name of the student,
month and year.
f. Font Size: The font size mentioned below is in reference to Times
New Roman (English), Shruti (Gujarati), Mangal (Hindi/
Sanskrit). However, any type of font matching the suggested size
will be accepted. The candidate has to observe that the fonts used
are not highly decorative.

7. The candidate shall follow all the specifications that are issued by the
University from time to time.
13.3 Evaluation of Ph.D. Thesis & Viva-voce
i) The thesis shall be examined by two external experts nominated
by the Vice- Chancellor from a list of 7-10 experts submitted by
the supervisor(s) in consultation with PMC of the subject.
ii) The examiners will submit their Evaluation Reports to the
University individually within a month. If he/she fails to do so, theuniversity may assign the task to another examiner.

iii) On the position recommendation to the concerned candidate of the
examiner for the award of a Ph.D. degree, an open defense of the
thesis shall be conducted at the place of research by a panel
comprising two external examiners, to be nominated by the Vice-
Chancellor, and one of the supervisor(s) of the candidate. The
Director Academic would be the Chairperson of the panel. The
supervisor will be the Convener of the panel. The defense shall be
open to all interested participants.
iv) The examiners reports shall be shown to the candidate before
hand to enable her/him to address the issues raised therein while
preparing to defend the thesis during the open defense.
v) In case any examiner suggests certain modifications and re-
submission of the thesis, the same should be communicated to the
candidate, who will be asked to resubmit the thesis with all the
modifications within six months. The research supervisor(s) will
ensure that the suggestions of the examiner(s) are adequately
addressed before resubmission of the thesis. The modified thesis
shall be referred again to the examiner(s) concerned for re-
evaluation.
vi) If one of the examiners does not recommend the thesis for the
award of a Ph.D. Degree, the thesis shall be referred to another
examiner for independent evaluation. If the third examiner
recommends the thesis for the award of a Ph.D. Degree, the viva
voce examination shall be organized by the Director Academics
with the help of Research Cell. However, if the third examiner
also rejects the thesis, the thesis shall be placed before the PMC
for due consideration and recommendation of further action.
vii) The date, time and venue of the open defense, along with a one-
page abstract of the thesis, shall be notified to all concerned by the
Research Cell at least one week prior to the open defense.

The Viva-voce shall be organized in two phases.
Phase 1: Public Defense: This phase may be arranged in the presence of
Director of the Concerned School, Head and Faculties of the
Department and other research scholars.
Phase 2: Viva-voce by external referee, in presence of internal referee and
Director-Academic. And
(viii) The joint report of phase 1 and phase 2 i.e. the open defense, and
Viva_Voce, prepared and signed jointly by the external
examiner, the supervisor(s) and the Director Academics, shall be
submitted with necessary remarks regarding degree to be
awarded or not to be to the Hon. Vice-Chancellor for approval
and issue of Ph.D. notification. The decision of the Hon. Vice-
Chancellor on the Joint Report shall be final and binding to all
concerned.
13.4 The whole evaluation process of the Thesis must not generally exceed the
time period of four months from the date of submission of the thesis.
14.1 A candidate shall be awarded the Ph.D. Degree in concerned subject and
discipline with the approval of the APB of the University, provided that the
joint evaluation report of the viva phase 1 and 2, progress reports and
evaluation details of the Workshops and positive evaluation reports are
submitted by all the referees including the Supervisor. The Registrar of the
University shall issue the Notification. He/She will issue the Provisional
Degree and final degree certificate to all qualified candidates after the
approval of H.E. the Chancellor/ Hon. Vice-Chancellor.
14.2 The University will hand over a certified copy of the Thesis duly counter-
signed by the Registrar/ Director Academic to the Candidate along with the
Notification/ provisional Degree Certificate.

15.1 For all other matters related to Ph.D. Programme under the clauses which
are in this Ordinance, the decision of the Hon. Vice-Chancellor shall be
final and binding to all concerned.
16.1 Research Degree Programmes of the University shall be guided by the
Ordinances and Regulations of the University. Any
amendment/modifications prescribed by the UGC from time to time shall be
considered by the University Authorities/Bodies before their
implementation. Till that date the University shall follow its own
Ordinances and Regulations maintaining the highest possible
standards/quality in conducting research programmes.
