I would like to extend my warmest greetings to the Municipal

Planning and Development Office of Real, Quezon. It is with pride that I

congratulate the barangays up your municipality for actively and

successfully participating in the LGU’s CBMS-Based Barangay Planning

and Budgeting Module (Module III).

As a government committed to uplifting the lives of its people,

we believe in the importance of continuously improving our programs and services. And in this

undertaking, it is pertinent to make use of technological advancements and scientific

approaches in order to stay competent and effective.

CBMS, or Community Based Monitoring System, is a process of data gathering,

processing and validation whose output is used to create responsive developmental programs.

This evidence based approach ensures accuracy in managing and remedying each of the unique

concerns present in Quezonian communities, and makes impact-monitoring of government

initiatives more efficient.

I believe that we are on the right track towards true and lasting progress as we work in

making this system mainstream in the province. With the steady support of LGUs and other

partners in the grassroots level, the Provincial Government of Quezon will surely be able to

create a bright future for all its citizens.

Message

Greetings!

Poverty alleviation, as one of the biggest challenges in a third

world country like Philippines has been a top priority of our leaders.

Different strategies have been used by our national government to lessen

poverty incidence in our country thru diverse programs and projects. But

still, poor families are increasing in number, many are still suffering from

malnutrition, lack of education, unemployment and other basic needs which is vital to achieve

quality of life.

The Local Government Unit of Real thru DILG technical assistance and in partnership

with AKI-CBMS, the Community Based Monitoring System (CBMS) project was launched in

February 2014 which aims to address the root cause of poverty by way of knowing the gravity of

poverty in our locality, identify who are the poor, where they are and the reason why they are

poor. As the Local Chief Executive, the result of CBMS data is a very essential tool in order to

have a clear picture and broader perspective of our present situation and most importantly

identify appropriate interventions in addressing the needs in our community.

In my administration as municipal mayor, I will make sure that my five point agenda are

aligned in poverty reduction. First is the strong collaboration between municipal and

barangay governments through direct participation of all stakeholders in governance and

formulation of development plans. Second, transparency and accountability of all local

government officials and employees. Third, economic development by means of strengthening

economic enterprises, efficient management of all local government owned facilities such as port,

public market, slaughterhouse and others. Fourth, sectoral engagement to help promote

creation of community-based projects for the barangays to augment development funds from

municipal government like education, health, livelihood, etc. Fifth, disaster preparedness,

mitigation and climate change adaptation to strengthen the mechanism on preparedness,

mitigation and adaptation on all disasters, environment protection and conservation.

I accept the challenge to fight poverty, but I cannot do this alone. I need your full

support and cooperation to achieve our goals for the general welfare of every Realeños... God

Message

Greetings!

I would like congratulate the Barangay Government of Bagong Silang for

completing its Barangay Development Plan which will act as its

framework on the development direction of Barangay Bagong Silang. The

need to prepare a Barangay Development Plan (BDP) is in accordance

with the budgeting principle that “local government budgets shall

operationalize the approved local development plans’’ as mandated under Sec. 305 of R.A. No.

7160. Without the priority programs and projects embodied in the plan, there is no basis for the

programming of funds and therefore no basis for budgeting.

The 17th Municipal Council is expecting that the said plan will not just be a mere document in

the book shelve intended just to comply the requirement of higher government authorities but a

reference contributing to and serving a reference for the future actions of the Barangay

Government.

It was in 2014 when the Community Based Monitoring System (CBMS) started at Brgy.

Bagong Silang. The major objective of local government unit of Real, Quezon in implementing

CBMS as a tool is to help in poverty alleviation. It challenges to build and strengthen the capacity

of the local planners and program implementers by means of collecting organized information at

the local level in order to determine the nature, extent and root cause of poverty. This tool aims

to identify and target eligible beneficiaries and come up with effective anti-poverty initiatives and

to track the impact of programs and projects being implemented especially to the barangay level.

The CBMS has 13+1 indicators that show the magnitude and proportion of households

or individuals, with either met or unmet needs, in the area of health and nutrition, shelter, water

and sanitation, basic education, income, employment and peace and order. Aside from numeric

data analysis, CBMS utilizes the advancement of technology by using Geographic Information

System (GIS) in creating maps to make figures more understandable and facilitate identification

of poor.

Brgy. Bagong Silang would like to extend sincerest appreciation to its benevolent

partners, the local government unit of Real, Quezon headed by our Municipal Mayor, Hon.

Diana Abigal D. Aquino, the Sangguniang Bayan members headed by the Municipal Vice Mayor,

Hon. Joel Amando A. Diestro, Municipal Planning and Development Coordinator Rommel A.

Poblete and staff, Department of Interior and Local Government (DILG) thru DILG Cluster

Head Mr. Gerardo G. Gabin and MLGOO Mr. Pierre Vladimir Palogan, AKI-CBMS and to all

the Baranggay Officials, Civil Society Organizations (CSO’s) and other stakeholders who worked

tirelessly and contributed their time to make this Barangay Socioeconomic Profile and

Development Plan possible.

agong Silang is a mountainous area which is initially Sitio Macaray-Caray, Barangay

Llavac, Real, Quezon. By 1983 the first man came to plant trees. As time passes,

population increased in number. Planting trees are their main source of living.

Year 1984-1987 Iglesia came and Mr. Rolando Ladines became purok leader while Mr.

Joe Velano was in year 1988-1989. Mr. Nathaniel Robles also served as purok leader in year

1989-1991. Meanwhile in year 1991-1994 two councilors were elected in Barangay Llavac, they

are Mr. Amador Robles and Mr. Rizal Marigocio. The latter died in 1993 and was replaced by

Mrs. Maxima Marigocio.

During logging operations, the first school was also built which was led by the New

People's Army. The first two teachers were only volunteers but eventually given honoraria by the

local government of Real.

Barangay Bagong Silang was part of the Presidential Proclamation 1636 established as

Natural, Parks, Wildlife Sanctuary and games reserves.

Farmers from Cavite, Camarines Sur, Camarines Norte, Albay, Oriental Mindoro,

Batangas and Quezon occupied the land and planted coconut, banana, pineapple, citrus, lime and

reed. These farmers were formed into organizations to ask the authorities to proclaim their place

as resettlement project.

On the 10th of December 1987 then President Corazon C. Aquino signed the

proclamation 196 that separates the rest of the land in proclamation 1636 with an area of 11,626

hectares.

February 1991 when the land measurement begun and by the month of December in the

same year, farmers began to receive (CLOA) Certification of Land Ownership Award. By means

of two times plebiscite, Bagong Silang formally became a Barangay.

The first appointed Barangay Officials during chief town Hon. Amelia Diestro were:

At first, Local Government of Real was the one who gave them their honoraria and it

was in year 1194 when the Barangay started to prosper.

The first barangay election happened in year 1994 and was participated by all. Barangay

Captain Remegio O. Delica’s term only lasted until 2006 because he was sick and Mr. Regalado

O. Abdon replaced him as acting barangay captain. In year 2007 another barangay election

happened in which Mr. Rey de Guzman won as barangay capatain. Year 2010 when they

performed another barangay election and Mr. Gemiliano E. Delica became barangay captain

because he had no opponent and all his fellow members also won as councilors. They were Mr.

Arnel Mandreza, Mr. Johnny Cabillan, Mr. Gerardo Barlizo, Mrs. Noemi Ritas, Mr. Regalado

Abdon, Mrs. Maria Bazar and Mrs. Norma Azur. Until now, barangay officials and citizens

continue to be united and work together to support the continued development of Barangay

Bagong Silang.

arangay Bagong Silang is one of the 17 Barangays in Real, Quezon. It is compose of eight

(8) Purok namely: Palanas 1, Palanas 2, Madayagdag, Anthurium, Centro, Macaray-caray,

Site and Kamagong.

Barangay Bagong Silang is bounded by Brgy. Tagumpay in the north, Llavac in the south,

Tanauan in the east and Marco High Way in the west. There were a total of 3,281 hectares of

agricultural land out of 3,296 hectares total land area in the barangay thus main source of living is

farming / gardening.

The barangay is classified as rural, and has a population of 478 as of 2014 CBMS survey with

total households of 126 and an average household size of four (4).

Brgy. Bagong Silang has two (2) educational facilities. One (1) of which is public elementary

school and one (1) Day Care Center.

Basic health care services and service facilities are also present in the barangay however,

majority of these services are located in 3 urban barangays (Pob.1, Pob. 61 and Ungos).

Barangay Silang is approximately 1 hour away from Real Town proper. Tricycle and

motorcycle are the mode of transportation within the barangay. It costs P200.00/travel (tricycle)

from Bagong Silang up to Brgy. Llavac and vice versa.

Some credit institutions present in the barangay are CARD, KUMARE Inc. ASENSO,

ASA PHIL., BLESS and ASHI.

There is no agency or organization responsible for the water distribution in the barangay.

Most of the residents have their own use faucet and shared faucet water system. In terms of

electrification, Quezon Electric Company II (QUEZELCO) provides the electric service for the

residents.

Waste segregation and composting are being practiced in the barangay.

Barangay Bagong Silang is generally peaceful. With the presence of Barangay Tanods and with

the cooperation of all the residents, peace and order are sustained.

he Community Based Monitoring System (CBMS) of Brgy. Bagong Silang was initially

spearheaded by the Municipal Government of Real, Quezon thru Department of Interior and

Local Government (DILG) in partnership with AKI-CBMS. A Memorandum of Agreement between

AKI-CBMS, DILG and LGU-Real, Quezon was signed last February 24, 2014 for the

implementation of the said project. In accordance to the agreement, Hon. Joel Amando A. Diestro

issued Executive Order No. 002 Series of 2014 organizing the TWG of CBMS and later revised the

composition of TWG thru Executive Order No. 003 Series of 2016 designating its focal person with

the following members:

CBMS Module I: Training on Data Collection and training of thirty one (31) enumerators were

conducted last April 28-May 2, 2014 facilitated by DILG. The Municipal Government of Real

shouldered the training expenses for the TWG and enumerators.

The data collection/interview started May 12, 2014 and concluded December 12, 2014. The

Municipality allocated forty pesos (P40.00) per household surveyed.

13+1 core indicators in table 2 shows that a high percentage of unmet needs in households

with income below poverty threshold with a total of 111 or 88.1% and households with income below

the food threshold with a total of 81 or 64.3% .

Health and Nutrion

No child died under 5 years old and also no woman died due to pregnancy-related causes.

There were 13 or 21.3% malnourish children aged 0-5 years old. BHWs conduct regular home visits to

every purok and massive information campaign about wellness of children 0-5 years old. As part of

intervention, it is important to continuously monitor and conduct home visit to avoid death of

children and pregnancy-related cause incidence.

Lack of nutritious food is the main reason for having 13 malnourished children. Feeding

and Food Always In The Home (FAITH) programs were suggested as possible interventions. It is also

important to remind the residents to plant vegetables in their backyard.

Shelter

A total of 7 households living in a makeshift housing with a proportion of 5.6% and 13

households who are informal settlers with a proportion of 10.3%. Majority of the land area in the

barangay is under Proclamation 196. A total of 7 households are living in makeshift houses due to

poverty. They cannot afford to buy materials for the construction of their houses. Aside from

makeshift housing, there are also 13 households who are informal settlers. Majority of them

constructed their house near the road even without permission from the lot owners.

Water and Sanitation

Only 1 household who has no access to improved water source due to insufficient source of

water and 2 households do not have access to sanitary toilet facilities because of financial constraints

and they are informal settlers. In order address the issues, the brgy. officials will conduct dialogue to

lot owners to give them permission to construct sanitary toilet facilities. Another is provision of

additional public toilets.

Basic Education

Children aged 6-11 years old not attending elementary has a magnitude of 7 with 10.6%

proportion while a high percentage of children aged 12-15 years old not attending high school with 21

individuals and proportion of 51.2% . At the very young age, elementary and high school students

tend to help their parents to earn money. Some of them are not interested to go to school basically

because of financial problem. Since the nearest high school is located in the nearby barangay (Llavac)

which is about 5 kms. Away, they have the tendency to stop.

Income

A total of 111 households or a proportion of 88.1% with income below poverty threshold

and 81 households with income below the food threshold. This data shows a high poverty incidence

in Brgy. Bagong Silang. Unemployment is the main reason for this incidence, to add the increasing

number of children in the family. In order to survive, majority of them are depending to loan in

institutions / relatives. Identification of appropriate livelihood program and skills training program are

some of the possible interventions.

Employment

A total of 51 or 28% member of the labor force are unemployed. This is due to lack of job

opportunities and seasonal jobs (contractual). Sometimes, they also receive salary lower to the

minimum wage and always delayed.

Peace and Order

No person is a victim of crime during the last 12 months during the survey period. Barangay

Tanods are actively doing rounds.

Table 26 shows the Types of Program Implemented in the last 12 months. In Small Livelihood Program 14 or 2.93% benefited in the barangay. The highest magnitude is from Purok Centro with 6 or 8.11% while the least is from Purok Anthurium with 1 or 1.89%. In food for school program 13 or 2.72% benefited in the barangay wherein the highest magnitude comes from Purok Palanas 1 with 4 beneficiaries, meanwhile none from Purok Brgy. Site and Purok Kamagong benefited from this program. On the other hand, only 2 member benefited from cash for work program. These individuals were from Purok Palanas 1. In Social Pension for Indigent Senior Citizen program, 9 or 1.88% benefited in the barangay wherein the highest magnitude comes from Purok Palanas 1 with 5 individuals. Meanwhile, 56 members benefited in 4P’s program wherein the highest magnitude comes from Purok Centro and Macaray Caray both with 13 individuals each while Purok Brgy. Site has zero beneficiaries. There are 52 (10.88%) member of Philhealth. Majority are in Purok Centro with 15 individuals while the least is from Purok Kamagong with 1 or 1.67%.
