He has gone to every nook and ends of the island mapping it. In one of his treks, he got captured by the Moros where he stayed as prisoner for a few days. After a while, he found an opportunity to escape. He wandered for days until he reached the seashore of “asinan”, a sitio. Here he met the three Fernandez brothers namely: Daniel, Matias, and Liborio. He stayed with them and made his own “asinan”. Due to fear, the natives would come down in groups, armed to buy “asin” (salt). When they reached Sitio Asinan, Miguel Egorola asked what they carry with them. The natives answered, “sundang”. Then Miguel Egorola asked, sundang…..bolo? Thus, he engraved on a miyapi bark, “Bolo”. When Miguel heard the arrival of the Spanish soldiers, his friends, he gave his “asinan” to the three brothers and told them not to forget the word he engraved on the miyapi bark “Bolo”. Then he left and told his friends of his plight with the Moros when he was mapping Masbate. From then on, the Spanish soldiers would shoot at the Moros whenever they see them sailing on their “Pangcos”, which eventually drive the Moros away from Masbate Seas. When the natives learned that the Moros were no longer seen sailing the shores, they started coming down and resided near the shoreline, causing the population of the place to increase. Eventually, the youth thought of putting up a barrio. Every Saturday, they haul stones which they put on the shoreline of “asinan”. When the elders saw that what the youth did was good, they supported them in making their barrio and elected their officers. After some years, when the place became prosperous, they decided to have it officially registered in the Municipality of Masbate and named, “ Bolo”, in memory of Miguel Egorola. BARANGAY BOLO

Geographic Location

Bolo is bounded by Barangay Anas in North, Barangays Cawayan Exterior and Cawayan Interior in South, Masbate Pass in East and Municipality of Baleno in West.

Land Area

Barangay Bolo has a total land area of 797.4308 hectares which represents 4.24% of the total land area of the City of 18,789.23 hectares. Political Subdivision Barangay Bolo is a coastal barangay. It is divided into four (4) puroks supervised by councilors per purok with purok presidents. The number and name of each purok are as follows: Purok No. 1-Bolo Diot, Purok No. 2, Purok No. 3 and Purok No. 4.

Natural Characteristics: (Physiography and Slope) Barangay Bolo shared the city’s general terrain of a surface configuration ranging from slightly undulating to rolling and from hilly to mountainous. It has a narrow to broad hydrosols, flat coastal plains and alluvial fans are frequent indentures of the rugged and irregular coastline. Soil The coastal rolling and mountainous area soil that embraces Barangay Bolo is mostly Himayangan Sandy Clay Loam and Hydrosol of about 690.43 hectares and 98.63 hectares respectively. Himayangan Sandy Clay Loam on one hand, are residual soils developed in place from weathering of non-calcareous shale. It is characterized by light brown to gray; poor granular; gravelly sandy clay loam or surface soil ranging in depth from 0-20 centimeters (cm). In about 20-80 cm. in depth it is dark brown to grayish brown, poor coarse granular to blocky clay loam. Eighty centimeters and below in depth, it has a yellowish red to gray clay loam with mottlings; poor course granular; mellow when wet; friable and compact when dry and sometimes sandstones are on the process of weathering. Hydrosol on the other hand, is characterized by a brackish aqueous horizon or

surface water ranging in depth from 5 to 100 centimeters or more depending upon the rise and fall of tide. It is slimy, yellowish brown, grayish brown to gray, fine sandy clay, sixty clay to clay with plenty of undecomposed organic matter in depth ranges from 20 to 70 centimeters. The mangrove and swamp areas of Barangay Bolo fall under this type of soil.

Hydrogeology The quality of water of Barangay Bolo is rated poor to fair with sediments content. This is due to the fact that their main source of water comes from shallow and deep well. Potable water is sourced from spring in Sitio Purang. Even though their drinking water is naturally produced,

proper care must be exercised. Other hydrogeological sources are coming from Bolo Dacu River and Bolo Diot River. Natural Resources (Coastal/Marine and Forest)

Barangay Bolo is blessed with natural resources. They have forest and coastal/marine resources. The forest resources are found mainly on the rugged slopes of the barangay. Some important commercial forest trees in the area are narra, acacia, gemilina, ipil-ipil, etc. Unfortunately, some areas are denuded for barangay road widening, opening of road and occupation of houses. There are areas being reforested and protected. In fact, a

watershed will be established to secure the barangay with an ample supply of water. The trees plantation is niche for some fauna like snakes and birds and flora like wild orchids. The coastal/ marine area of Bolo hosts to a wide variety of fishes, soft and hard corals, and other marine life creatures. Commonly found fish species are sardine, milkfish, sigarid, terapon, stingray, needle fish, mullet, tuna, barracuda, shells and other species that are found in the sea of Masbate. There is also an existing large area of mangroves

and areas to be developed for mangrove reforestation area. These mangroves serve as protection to sea-life creatures from flood, typhoon and other related risks. The deployment of Bantay Dagat within the barangay secures the proper protection and management of their coastal resources.

Land Use

Barangay Bolo is basically an agricultural community devoting 70.87% of its land use to agriculture as shown in Table 1. Other uses include Government (22.76), Fishpond (4.61) and Residential (1.76). The barangay has formerly very limited area for habitation compared to the number of people who would want to stay. Hence, mangrove area was converted into residential use to accommodate the mangrove area

growing population. Today with the roads constructed connecting Bolo to its neighboring barangays, portions of agricultural land will surely be switched to commercial and residential purposes. This will be true in areas traversed by the road.

Land Use Potentials A large portion of land is suitable for agricultural activities. It is being utilized for planting vegetable crops like eggplant, beans, okra, squash, camote tops, etc., which provides daily sustenance for families and additional livelihood. There are portions potential for forestry and fruit-bearing trees plantation.

The opening of road is the cutting edge of progress in the barangay. It significantly leads to more land use potentials. One, it allows efficient delivery of goods to other barangays through its farm-to-market road. Second, is the influx of commercial establishments due to accessibility to other nearby barangays. Further, it is utilized to facilitate easy transport of materials needed by the barangay for the implementation of significant infrastructure projects that lead to its socio-economic advancement.

Population Size, Number of Households, Population Growth As of 2005, the total population of Barangay Bolo stands at 2, 655 with 495 total number of households. The number of households per purok is enumerated in Table 2. Average annual population growth rate is 2. 215% in 1995-2000 (CDS, 2002) and projected to increase until 2010. Annual growth rate mirrors an increasing trend with the connection of road resulting to better investment and commercial activities.

Based on the table above, age profile of the barangay shows that it has a very young population with only 696 members of the total households who are active in the labor force. Population Density Actual population density of Barangay Bolo is 333 persons per square kilometer in 2005. It is projected to continually increase from the year 2005 to the year 2010. Projected population density is 270 persons per square kilometer in 2010 (CDS, 2002). Contributory factors on its increase are the urban populace shifting to rural areas like barangay Bolo, due to land constraints and high land prices. The presence of coastal road to and from the city as well as establishment of secondary education is big factors in the increasing population density of this barangay. Barangay Bolo is one of the rural barangays that is in close proximity to poblacion.

Fertility: Child-Woman Ratio Fertility rate refers to the number of children that the average woman will have in he lifetime. A total fertility rate of 0.98% or 98 children aged 0-4 to women of reproductive age (15-49 years old) child to woman ratio (CDS, 2002). This data indicate that it has a relatively higher fertility rate as compared to urban barangays and some rural barangays.

Roads

Road is critical to development since it facilitates the mobility of products and people in the area and promotes economic activity.

Within Barangay Bolo, roads are rough

and graveled. Concrete pathways interconnect different puroks.

Foot wharf A foot wharf is located in Purok 2 with an area of 145 linear meter. Port

especially during low tide, a 200 meters length and 3 meters wide port located in Purok 2. The port can accommodate small motorboats coming from the different coastal barangays of the city and the neighboring municipalities of the province. Water supply within the barangay

may be rated as poor to fair with the population largely dependent on shallow well, deep well and even springs and creeks. The waters from deep well areas are, in general, of good quality. However, its proximity to the sea may affect the quality especially too much water is withdrawn from its source allowing sea water intrusion to take place. Care must be exercised, however, in limestone formations

where calcium carbonates are the major content. The aquifers are generally susceptible to pollution caused by the activities of man and animals. As reflected on the table 6, 26.9% or 133 households don’t have access to safe water facility vis-à-vis drinking water.

In order to promote the general well-

being of the people, Level II or the community water system-shared was developed with spring (bukal) as its main source. This will ensure that the populace

will have a source of drinking water that is accessible and potable. With this, the occurrence of water borne-diseases is expected to decrease particularly among children who are vulnerable to these kinds of diseases.

There are two water system installed in the barangay. Both have one unit concrete reservoir with control box for four distribution lines. The first one is a 3mX3mX3m=27m3 capacity and the other one is a 5mX3mX3m=45m

3 capacity.

Communications

Barangay Bolo’s telecommunication is served by Globe and Smart. The barangay also makes use of the VHF hand-held radio. A satellite phone was provided by the city for barangay captain powered by Smartlink.

Electricity

The barangay has no MASELCO connection. The generator is the source of power supply which operates from 6:00 PM to 10:00 PM. The barangay has a total of 14 generator sets owned by private individuals as well as the barangay council.

A solar energy is expected to be installed in 2007 having been chosen as one of the pilot areas for the barangay electrification. It is expected to provide electricity for the whole barangay. However, the limitation of a solar panel power supply cannot be disputed. Transportation

Motor boat is the main mode of transportation between barangay Bolo and poblacion. The barangay can now be accessed by private land vehicles because of the opening of coastal road.

Cemetery/Burial Grounds Barangay Bolo has no burial grounds. Some residents prefer to bury their dead on their vacant lot while others carry their dead in the old or new cemetery of Masbate City, Barangay Anas, or Magdalena, Baleno.

Solid Waste Management The majority of solid wastes within the barangay are composed of household wastes, agricultural wastes like leaf litters and coconut husks and other biodegradable materials can also be found.

The wastes are often dumped or burned by residents in backyard pits. Those residing near the sea or along the coastline just dumped their garbage at the sea. Some dispose wastes literally anywhere. The barangay maintains four (4) garbage collectors/street sweepers with Php 250.00 honoraria per month.

The result of CBMS showed the top five (5) Minimum Basic Needs of Barangay Bolo comprising of: 1) Proportion of households with no access to sanitary toilet facilities; 2) Proportion of households with income less than the poverty threshold; 3) Proportion of children 13-16 years old not in high school; 4) Proportion of households with income less than the food threshold; 5) Proportion of households without access to safe water.

Summary of Issues/Concerns and Challenges

1. On proportion of households with no access to sanitary toilet facilities.

Almost 63% or 312 households do not have sanitary toilet. This means that there is an indiscriminate dumping of human waste anywhere which may pose hazard to the health condition of the populace. In view of this, the barangay may allocate funds for this problem so that public or a private toilet should be constructed with common septic tank.

2. Proportion of household with income less than the poverty

threshold.

Encourage investors in the barangay to open new livelihood opportunities that will provide the residents job that will give them a permanent monthly income.

Provide capital for food processing projects and other small scale business.

Skills enhancement training for residents in preparation for job opportunities such as welders, mechanics, and other related works.

5. Other social concern that should be given priority:

Health- upgrade health facilities and provide additional health equipment to provide better health care services to those in need. Also increase in the allotment for medicines should be included in the budget of the barangay.

Social Welfare- there is a need to construct an additional day care center to cater children 3-6 years old specifically in Purok I. Moreover, day care centers should be given budget for the provision of educational materials to for better comprehension and familiarization of the pre-school children. For the vulnerable groups, mutual aid system should be given.

The programs of the city government are geared towards poverty reduction. Developmental social programs and projects are being conceived to provide quality education, better health care, security, and empowering all sectors of the society. Education The greatest challenge of the Department of Education with the LGU is to provide quality education among children in elementary and secondary levels. It may seem elusive but it can be achieved through provision of programs and projects anchored on academic excellence and education for all.

Julian V. Antonio Elementary School (JVAES) is the only primary school present in the barangay. It caters to children 6-12 years old. However, there are children above 12 years old who still avail elementary education. This is a complete elementary school covering an area of 9,697 square meters. It is complemented with1:1 teacher-classroom ratio and approximately 1:45 teacher-pupil ratio. Performance indicators of the elementary school also reflect that it has a graduation rate of 97% with 0% drop-out rate. Other indicators are found on table 14.

The facilities of JVAES in terms of its classrooms are basically good with

some buildings that need repair. However, school facilities deemed necessary for the total development are lacking. Absence of library room and industrial arts, agriculture and H.E. rooms and insufficiency of toilets and sports facilities are setbacks in the educational system of the school. Thus, there is a need to install/construct such facilities in order to provide better learning and hands-on experience of the lessons being taught to the school children.

The establishment of Bolo High

School on August 11, 2003, encouraged the students to continue their secondary education. It doesn’t only serve Barangay Bolo, but also barangays of Anas, B. Titong, Ubongan Dacu and Cawayan Exterior. This school

was originally an extension of Masbate National Comprehensive High School. On November 5, 2005, it was established as Bolo High School. The teaching force of the school comprises of a principal, two regular teachers and nine local school boards.

For the SY 2006-2007, it has a total enrollment of 327 with 3rd year being

the highest and 2nd year with the lowest. It has an approximately 1:35 teacher-student ratio and 1:1 teacher-classroom ratio. Teaching force of the school include a principal, two permanent teachers and ten local school board. Performance indicator showed that it has a 0% drop-out and repetition rate and 81% participation rate. Other indicators are shown on Table 19. This school having been newly established has classrooms that are in good condition but lacks school facilities like library/reading room, science laboratories, school clinic, and school canteen. The absence of such facilities affects the provision of quality education among its secondary school children.

In 2007, new concrete buildings will be constructed which is donated by the SEDIP and DPWH. The establishment of these new classrooms will make it conducive for learning for high school students.

Literacy The barangay is considered to have a “high level of education” with a literacy rate of 94.8%. This implies that most constituents have the ability to read and write. Of the 918 total population of 10 years old and above, 5.2% are not literate or 92 individuals are not able do simple reading and writing. Basic literacy course under the Alternative Learning System (ALS) is the DepEd program in cooperation with the city government to address illiteracy in the barangay.

Health Barangay Bolo has one (1) Barangay Health Station (BHS) with one (1) midwife and six (6) barangay health workers assigned to monitor and conduct health services. It has also four (4) traditional birth attendants (hilot) who help in maternal deliveries in the barangay. Barangay health personnel are assisted by doctors, nurses and dentist from the city once a month to carry-out medical services and implement health programs and projects. The health station/center is equipped with medicines, table, weighing scale and chairs.

With the existing facilities, some patients of the barangay with minor medical and dental needs sought care at BHS while major cases are being brought to any government or private hospitals at Masbate poblacion where there is adequate facilities and equipment. One of the problems encountered by the barangay is the insufficiency of medical supplies and other basic health equipment and facilities such as examination table, sphygmanometer, etc.

Malnourished children are very minimal in the barangay as reflected on the

CBMS. It has a malnutrition rate of 6.40%. Adequate and proper nutrition for the children is very important so that they would grow healthy and develop fully particularly the mental and physical aspects.

Health is likewise concern with the use of contraceptive among couples in Barangay Bolo. The barangay has 495 couples. Of the said number, only 131 couples are practicing family planning methods. Among the enumerated methods below, majority of the couples chose rhythm method with a total 83 couples.

Rhythm or natural method is not always safe due to miscalculations. There is a big possibility that population growth will continue to rise. The need of advocacy for responsible parenthood, proper care for children, etc are necessary to help parents realize their important roles to their families.

Indiscriminate dumping of human waste pose health hazards to the residents as it causes diseases. Thus, it is necessary that the residents should have sealed toilet bowls to prevent health hazard.

Social Welfare

Improved quality of social services is one of the major concerns of the city government. It aims to provide all the essential needs of the people particularly to those who are underprivileged. Social services are geared to reach even the remotest barangay of the city. Services such as family counseling, gender and development, pre-marriage counseling, day care services, senior citizens, and self employment assistance and emergency assistance are provided. On one hand, for the children’s welfare, two (2) day care centers are presently existent in the barangay with two (2) day care workers. One section has 50 enrollees and the other one has 42 enrollees. There are three community organizations present in the barangay. These are Women’s Organization, Senior Citizen and Youth Organization (MCYC). These organizations remained strong and continue to help in empowering women and youth alike and support to elders.

Intervention to persons with disability is also a main concern of the social welfare. The barangay has a total of 35 physically challenged individuals.

Housing Based on Community Based Monitoring System, the actual count of household that belongs to squatter areas in this barangay is 1.20% or six (6) out of the 495 households. It shows that most of the residents are tenants or have permission to construct houses from the land owner.

On the other hand, there is no household living in blighted areas. Generally, blighted areas are those whose houses are made of makeshift materials (barong-barong). Absence of such houses in the barrio is an indication that the residents have durable housing within the next five years.

Protective Services A Barangay Police Outpost is located within the center of the barangay. A total of 11 barangay police personnel (tanods) assigned to maintain peace and order. Five (5) Barangay Unified Force (BUF) are also deployed for additional security against petty crimes especially at night. These police personnel are equipped with paraphernalia like nightstick and flashlights to effectively implement the peace and order within the barangay. Barangay Bolo has an organized barangay justice system represented by their corresponding Lupon. The presence of barangay justice system shows that

Sports and Recreation

One of the programs of the city government is to provide recreational facilities in every barangay for the development of the youth. It is also a mechanism that will veer them away from vices.

The most common form of sports

and recreation is basketball. Thus, there are four basketball courts distributed in four puroks of the barangay. It is used by

everybody inclined to this sports. Barangay Plaza is also being used for significant events of the barangay like fiesta activities and sportsfest. For local populace as well as tourists who want some relaxation, there are Videoke houses and billiard hall present to cater them.

Religion and Culture

The people of Barangay Bolo are predominantly catholic. Patronal Fiesta is observed every December 11-12 in honor of La Purisima Conception. It is celebrated with a festivity that includes parade, field demonstration and program entrance of baby and lady beauties. Agriculture

Barangay Bolo utilizes 565.1136 hectares for agricultural purposes comprising 70.87% of its total land area. The major crops produced are rice, corn, coconut, root crops (sweet potato and cassava), fruit( mango, banana, papaya and avocado) and vegetables like beans, eggplant, okra, alogbate, kamalonggay, camote tops, upo, squash, sigadilyas and bamboo shoot (dabong). Many residents engaged in livestock and poultry production. The livestock (swine and carabao) and poultry are provided by the city government to those who want to engage in swine and poultry raising.

Despite the efforts of all farmers to improve farm management and production, many problems are encountered which affects the sustainability and productivity of their farm harvests. The problems that emerged are 1) irrigation; 2) insufficiency of machineries or farm facilities to have a better harvest; 3) far distance of the place where they trade their products and related concerns and 4) insufficient seedlings and fertilizers.

Fishery

Another major livelihood of the residents is fishing. The fishing ground of the barangay covers Bolo Pass with an area of 1 Km wide and 2.5 Km length. A fishpond is also present with a total area of 24 Hectares. The main problem of some fishermen is insufficient materials and equipment such as fishing net, banca or motorboat for fishing as well as capital. Some residents are employed in fishpond as laborers. They tend the fishpond owned by some private individuals.

Trade and Commerce

Being a coastal barangay, fish

trading is the dominant economic activity. Fish are traded to the different parts of the province and can reach as far as Bicol Mainland and Manila. Copra is also a product traded or sold in the buying stations located in Kinamaligan, Bapor, Tugbo and F. Magallanes. There are no other major business establishments within the barangay. Small-scale businesses such as sari-sari store abound within the barangay.

A small wet market is located in Purok 2.

Tourism The barangay boasts its best spot for witnessing sunrise and sunset. Tourists will be enchanted at it as they stroll along the coastline. Development of mangrove plantation is one of tourism potentials for local tourists. Employment

Due to its geographical location, the populace is dependent on agriculture

and marine resources as farmers and fishermen. However, others are employed as salesladies, construction workers, household helpers, traders etc. Professionals constitute a very low percentage of the population. The table below shows the unemployment statistics of the barangay which constitutes for only 15 years old and above populace.

The total revenue of Barangay Bolo posted an increase in 2006 as

compared to the previous year. It can be attributed to the increase of their Internal Revenue Allocation (IRA). Nonetheless in the last three years, there is an increase of the said IRA of the barangay. For expenditure, personnel services cover the highest for the last three years.
