    Russian roo ban hits

    Blackall hard The Russian government hasimposed a ban on all Australiankangaroo meat imports, out ofconcerns about food safety andcontamination with coliformbacteria. The ban came into effect on

    August 1, and the full implicationsof the decision are now beingrealised. Three of the ve operatingcompanies in Blackall have beenbadly affected.

    Queenslands Minister forPrimary Industries, Fisheries andRural and Regional Queensland, Tim Mulherin, emphasisedwhat a signicant blow this is to

    the kangaroo industry and thecommunities it supports.

    Russia currently makes upabout two thirds of the market hesaid.

    My department is workinghard with other agencies in acoordinated response to ensurerstly that action is taken to speedup the lifting of the ban, andsecondly to minimise the impactson the industry and regional

    The tennis club was treated to some awesometennis last Tuesday night when Mal Anderson and ateam of professional tennis players were in Blackallfor the day. They coached local children all day. Thechildren had a blast and learnt a lot of new skills.Those that attended the day were treated to a game

    of singles between two of the men, followed by twomen from Blackall playing a game of doubles againstthem. It was a great night and nished off with a

    sausage sizzle.Ladies are encouraged to pick up their tennis

    racquets and put on their shoes for a ladies tennisday. It is set to be held on August 18 from 9:30 until11:30. Morning tea will be available and a fee of $4will cover ball fees for the morning. There are sparetennis racquets if players would like to play but donot have a racquet.Tennis xtures will be starting on Tuesday, August

    11 at 6:30 pm. If anyone would like to play, theyshould contact Marg on 4657 4546 by no later thanAugust 7 so that the teams can be drawn up. Feeswill be $ 5 a night for ball fees and lights. Drinks willalso be available.

    A tennis fun day will be held on November 7. The Blackall tennis club will be holding a tennistournament on September 26. There will be singles,doubles and mixed doubles. More information will

    follow in later weeks about these two events.

    Sunday at the Blackall bowls club with J Turner,J Blucher and R Blucher taking on R Robinson, MPngst and D Daly in a good close game.

    Don Daly apparently was the best player for theopposition team but they still managed to win 26-21.

    In another trebles game, Woody, R Doyle and Gumbydid battle with C Pngst, G Whiteld and Dally Holdenafter being in trouble early, down 11-4 on 6 ends.

    Gumbys team was playing great bowls and Dally

    picked up 6 shots on end 7. Gumby then got boggeddown on 11 for the next 7 ends to go down 35-14.In the best game of the day, T Hayward, L Kelly

    and J Carter had a great tussle with W Richardson,J Bowyer and R Browning. John was leading 15-10after 13 ends, but then it was 19-19 on the last endwith Ross missing with the last bowl to give Johnsteam a win 20-19.The club would like to thank the six players who

    went to Barcaldine on Saturday who did very well withtwo wins and a close second to come third overall.

    Next weeks bowls in pairs see W Richardson and DDaly play T Hayward and L Kelly, and C Pngst andM Pngst play J Turner and Woody.

    In the nal of B Singles, J Bowyer will go up againstJ Carter with spotter R Browning. In handicap singles,Gumby and R Doyle with battle it out with spotter DHolden. G Whiteld will play R Black with spotter G

    Macnamara. Bowls will begin at 9.30am.

    Ronan Robinson received aregional award when the ErgonEnergy Tidy Towns awards werepresented in Tambo last Friday.

    Known as the QueenslandsYoung Legends award, itrecognises strong youth initiativeand involvement in a communityor encouragement of youthinvolvement by a community,council or business.

    Ronans part in the campaignfor public recognition of the lateLieutenant Edgar Thomas Towner,of Blackall, who won a Victoriaand Military Cross in World War1, came to the attention of judges

    when they were going about theirwork earlier in the year.

    The judges congratulated himfor being responsible for thissignicant contribution.

    His award was accepted byBlackall-Tambo mayor Jan Rosson his behalf.

    Ronan will now line up againstother regional nalists for thestate wide Young Legends awardto be announced at the end ofAugust.

    Amongst the many awardsannounced on the day was theone for Windorah as westernQueenslands Tidiest Town for

    On July 13 followingannouncement of the ban, WildGame Resources closed their doorsas around 75% of their kangarooproduct goes to Russia.

    Brett, the shooters andadministration staff were put outof work.

    Deinitely warmer today. Maybe themonth of August will be warmer?? It wouldprobably be far more beneicial if it was awet month.

    Another really busy week one way oranother. I am still recalling with greatpleasure the musical evening at theWoolscour. It was just so dierent!

    The widening eect of the embargoimposed by Russia on the importationof Australian Kangaroo meat for humanconsumption is being felt in communitiesall over the west. Harvesting of wild gamefor both human and pet consumption hascome under the spotlight from severaldierent agencies and to try to cope withthe dificulties experienced by our tradingpartners in Russia. We have to ensure ourproduct is meeting all requirements for bothAustralian and Russian Inspection Agenciesto see the recommencement of the exportof this important product from our region.I was able to be a part of a teleconferencecalled to give an update on the situation andto discuss the issues raised which led to theembargo. Harvesting of wild game is one ofour regions larger industries; it is also onewhich I would like to see expanded as wellas valued added to in our region.

    The Regional Awards for the 2008 TidyTowns were held in Tambo on Friday, July 31with the Blackall Tambo Regional Councilas hosts. CEO of Keep Australia BeautifulCarol Millar was the MC while Matt Bron,Director of Tourism Queensland based inLongreach presented the awards to the

    representatives of the shires and regionalcouncils which make up the Central Areajudged by Mick and Jennie Graham.

    The awards: the Environment Protectionaward - Longreach, Litter Preventionaward - Bedourie, Resource Recoveryaward - Jundah, Heritage award - Winton,Partnerships award - Aramac, AustraliaPost Bush Spirit award - Birdsville andMuttaburra, Gryunphos Pump awardfor the use of waste water - Ilfracombe.

    Outstanding Signage in the ChannelCountry - Desert Channels Queensland,Young Legends award - Ronan Robinsonand accepted by the Blackall TamboRegional Council, Outstanding Achievementaward - Yaraka, Friendliest Town award -Longreach, Ergon Energy Tidiest Townaward - Windorah.

    Congratulations to Ronan Robinson onhis Young Legends award. Blackall was therecipient of this award in 2007 also.

    To alleviate the necessity for long distancetravel for these awards it was suggestedthat they could be held in conjunction withthe Western Queensland Local GovernmentAssociation Conference which does makereally good sense as all shires and regionalcouncils are represented at that event.

    The Blackall Tambo Regional Council,Department of Works continues with theupgrade to the Emmet Road, while in Tambothe Arthur Street enhancement is nearingcompletion. The Tambo Community andCultural Centre project is in the later stagesof construction. Blackall sale yards arebeing upgraded with repairs to the wateringsystem in the yards and the construction ofmuch needed new yard space. The gravelre-sheeting of the Ward road has alsobegun which will increase the length of theall weather section on this road by about 4kilometers.

    2009 is the Year of Astrology and theplanet Mars will be the closest to the Earth,only 34,649,589 miles away, than it hasbeen for a long long time. At the beginning

    of August it will rise from the East at about10pm and reach its highest point at about3am towards the end of August. Mars willrise at nightfall and reach its highest pointat 12.30am, a very bright star right next tothe moon. It will be visible to the naked eye.The next time the planet Mars will be thisclose to Earth will be in the year 2287. Socheck it out! I doubt we will be around forthe next opportunity!!

    For around the last 8 weeks wehave been in a lot of trouble.

    Neville says that the price dropto 65 cents it is the lowest that hehas ever seen.

    Vox Pop: Your opinion of the new Blackall-Tambocouncil logo?We took to the streets last week to ask readers from Blackalland Tambo what they thought of the new logo for the Blackall-Tambo Regional Council. Here are some of their responses.

    Rhonda: I dont have a problemwith it. Its quite unusual but quiteeffective.

    Helen: To me it doesnt meanBlackall or Tambo. When I hear thosenames I think of Bottle Trees and theriver. I thought theyd combine them

    more. Theres nothing wrong with thelogo in itself.

    Chris: It looks like an animated car.

    It creates discussion. Its not a symbolof the council I think they shouldhave had something more appropriate,something rural like cows or sheep.

    Leah: It doesnt say anything to me.I think they should have had somethingthat depicts this region more.

    Nat: It reminds me of earth and sky,river and bush. I like the colours. Alogo is a symbol of who you are thisis a good one.

    Barb: Its like a kids drawing of acar. They could have come up withsomething more easy to identify.

    I had to be told what it was. I thinkmost country people like somethingthey can understand, not something soabstract.

    Cally: I love it! Its so new andexciting and vibrant.

    Keren: I absolutely hate it. I cant

    identify with it at all theres nowestern connection, no Blackall-Tambo connection. Maybe I just dontget modern art.

    Terry: Its a very positive sign thatthe amalgamated council is getting onwith moving forward.

    Tess: Its not good; I cant look at itand know what it represents.

    Kel: I like it, its recognisable. Itreminds me of when the CBA and

    BHP logos came out no-one knewwhat they meant, but you look at itand know its them.

    Flo: I like the old one because of itscolour, it stood out. I saw the logo onthe cars and thought there was a newelectrician in town.

    Mary: I think it looks like a car. Icant see how it fits. The money spentwas over the top. Someone here could

    have done better.

    Lyle: It looks good to me. It looks

    like the Barcoo River running between

    two towns but I dont know what thethree dots are. I dont interpret it as acultural thing. It probably means more

    to the traveller; locals get blas aboutthese things.

    Tammy: It looks really strange.

    I dont see how it represents eitherBlackall or Tambo.

    Rod: Tourists are confused aboutit. They think its two cars having asmash. I think its a waste of goodmoney, it doesnt represent the

    outback.

    Ozzie: I love it. Its really fresh,modern and vibrant. You dont have

    to see anything in it, its just a newlook for council. Its a good logo.

    Bob: Lots of logos have cows andwindmills on them Im glad theydecided not to look like everyoneelse.

    Rob: I dont really like it. I dontthink Blackall-Tambo when I see it.

    Anne: The designs excellent. Idid question the colouring a strawcolour would be more in touch. I think

    itll grow on you.

    Charmaine: No-one knew what the

    dots meant. Other than that, I dontmind it. People from away wont get

    it. I thought it might have been linkedto the original Kargoolnah name it

    seems a bit Aboriginal to me.

    Therese: Its very disappointing. Iwas expecting something better. This

    has no meaning at all.

    Chris: I thought it was good,

    different from normal, the way itflows and the colours. Its similar tothe old Tambo colours.

    Robyn: Im glad its a moreearthy image and not the classicmasculine image. Theres no point of

    a representational image if we dont

    know what our future is.

    Verna: Ive got nothing against thelogo but I dont see how it represents

    Blackall and Tambo. Its not ugly oranything, just a logo.

    Kylea: I dont understand it. Othercommunities need to know what westand for. Its a bit of scribble.

    Andrew: I probably stand alone butI think it is brilliant. People are tryingto see cows in it but it is what it is andthat is a good new image for Blackall

    and Tambo.

    James: Its fine. I suppose it is quitemodern which is why a lot of people

    are unsure about it.

    George: It is a bold move by the

    council to take on something a littlebit different.

    Ally: I havent seen it. What is it?

    Celia: It is just another one of thosethings that costs a lot of money and

    doesnt really matter. Is it going tomake a difference to my life? I dontthink so.

    Matt: I like the colours but three dotsare confusing because at first glanceyou think they are the towns but thenyou wonder why there are three.

    Angela: I think in time it willbecome something that we can all

    identify with. I like how simple it is.

    Neither Blackall nor Tambo received a single dropof rain for the entire month of July. Last year Tambohad 215 points (54.7mm) while Blackall had 203points (51.6mm) and no rainfall in 2007.

    On average in July, Blackall records 99 points(25.3mm). The most rain recorded in a single day inBlackall in July was back in 1933 with a solid fall of670 points (170.3mm). The minimum temperature recorded in Blackall

    last month was a perfect 0.0 degrees on July 17. Amaximum of 31.2 degrees was reached on the rst

    of the month, July 1, pushing close to the highest

    recorded temperature in Blackall in July of 31.3degrees in 1996. The minimum temperatures rangedfrom 0 to 12 degrees, while maximum temperatures

    ranged from 18.6 to 31.2 degrees. The average maximum temperature was 23.1

    degrees, above the average for July, while the averageminimum was 5.7 degrees, more than a degree belowthe average.Temperatures in Tambo ranged from -2 degrees on

    KIDS CORNER with Eddie EmuGday. Friday night was buzzing in Blackall with the Arts Appreciaon Night being heldat the Cultural Centre. The evening started with the viewing of some very impressive artdisplays and a scrum-dilly-umpous meal cooked by the Blackall State School year 10Home Economics class and their teachers. There were many wonderful acts throughoutthe night from piano solos, choirs, recorder club, a scene from Romeo and Juliet, a rockband, talented dancers, wakakirri and ending with a very entertaining drum line. Judgingby the smiles from both adults and children this is an event which needs to be repeatedevery year. EDDIE

    The Blackall Junior State School was one of themany visitors who had the opportunity to look insidean RAAF VIP jet last week, and word back from theairport was - what well behave and well mannerchildren we have here in Blackall.Congratulations to the kids of Blackall once againfor making Blackall proud.

    VISITS BLACKALL Tarsiers are believed tobe the smallest moneys inthe world, they are foundon several SoutheastAsian islands includingthe Philippines, Celebes,Borneo, and Sumatra.They have long legs,short bodies, androunded heads that canturn almost completelyaround like something out of a horror movie. Their faces areshort, and their eyes which is their most striking feature,are large and protrude out of their face like golf balls. Theirears are large, membranous, and almost constantly inmotion. Tarsiers are about 9-16 cm long, excluding theirtail, which is about twice that length again. Their fur isthick, silky, and coloured grey to dark brown. These cutelittle fellows are an endangered species which means weneed to look after their environment.

    Letter to the EditorTo the Editor - Landholders Pay thePrice Again The article by Sally Cripps on

    the Longreach Wild Rivers Forum(Barcoo Independent 31st July 2009)highlights the spirit of cooperationexhibited at the meeting. Thiscooperative spirit is highlycommendable but should notdistract us from the serious issuessurrounding the Wild Rivers Actand the proposed declaration overthe Cooper Catchment.

    Before the 2009 state election,the Cooper Creek system wasone of three Western riversystems that Premier Anna Blighannounced would be declared asWild Rivers. It is well understoodthat this was a political act togain much needed Green votesrather than a decision based onscience. The consequences of thispolitical act are very serious forour community.

    At the recent Wild Rivers meetingin Blackall, local landowners wereinformed that development wouldbe regulated in a one kilometrezone either side of a waterway,or a band two kilometres wide.Existing rights and grazing will

    continue but future developmentis curtailed. Some examplesof possible impacts in the twokilometre zone include:

    Restrictions on newdevelopment

    Most developments must complywith codes and will require permitsirrespective of land tenure

    Rehabilitation of land using wellestablished practices is restrictedto work which does not disturbthe soil more than 5cm

    Treatment of regrowth will bevery limitedThe two kilometre zone overrides

    areas mapped white on a vegetationmap or a PMAV

    Uncertainty about the use ofbuffel grass in the zone The Wild River mapping which

    has not yet commenced willprotect the rivers natural values(also not yet listed) by deningHigh Preservation Areas (HPAs) which could be the main riverchannels and any nominated waterways within the catchmentboundary. The wild river HPAspotentially could cover the BarcooRiver and many feeder waterways,for example, Hope, Valentine,

    Boree, Dismal, Douglas Pondsand Ravensbourne creeks.

    After the meeting we mappedpotential High Preservation Areason our property Norwoodand thismapping indicates that there wouldbe an area of 35% minimum of ourproperty that could be affected bythis declaration.

    Other unanswered questionsincluded: why the current CooperWater Resource Plan and theVegetation Management Act do notprovide enough protection for theBarcoo and how the differences inland systems, land managementand river ow between the CooperEast (above Isisford) and that ofthe lower Cooper where oodplainutilisation was signicant wouldbe reconciled under a Wild Riverdeclaration.

    I am greatly concerned thatthere were so few landownersat the meeting. All landownersare urged to become fully awareof the implications of wild riverdeclarations. Information can befound at http://www.nrw.qld.gov.au/wildrivers/
