We have a lot of news in our News this month, some of it actually making headlines. Therefore, we have skipped our regular Featured Funder and Sage Advice columns to provide an overview of how federal agencies are affected by the “unavailability of appropriated funds,” to quote the NEH, a.k.a. the government shutdown. Also, the NIH has released information about new rigor and reproducibility guidance and other policy changes as of January 25, 2019.

Following the News, this newsletter profiles opportunities coming due mostly in late March. Alternatively, you can download the whole year’s Grants Calendar from the website and sort by due date, discipline, funder, or grant type.

You can find reminders for deadlines over the next six months on page eleven, grouped by discipline.

From the NSF

Information About the Government Shutdown for NSF Proposers and Grantees Proposal Preparation & Submission No new funding opportunities (Dear Colleague

Letters, program descriptions, announcements or solicitations) will be issued.

FastLane and Research.gov proposal preparation and submission will be available; however, proposals will not be processed until normal operations resume.

Grants.gov proposal preparation and submission will likely be available; however, proposals will not be processed until normal operations resume.

Responses to any inquiries received regarding upcoming deadlines, including proposal preparation, will be deferred until normal operations resume.

Impact on Existing Deadlines During a lapse in appropriations, NSF will continue to accept proposal submissions pursuant to existing deadlines. Review Process Ad hoc reviewers will be able to submit

reviews via FastLane. All panels (including virtual panels) scheduled

to occur during a lapse in appropriations will be cancelled and will likely be rescheduled to a later date.

The Interactive Panel System will not be available.

The Graduate Research Fellowship Review Site will not be available.

Additional information will be available for panelists on the NSF website.

Proposal Processing Time The Foundation may not be able to meet our customer service standard of informing proposers whether their proposals have been declined or

recommended for funding within six months of the deadline or target date, or receipt date, whichever is later. Issuance of New Grants and Cooperative Agreements No new grants or cooperative agreements will be awarded. Issuance of Continuing Grant Increments (CGIs) No new CGIs will be awarded. Post-award Administration for Grants and Cooperative Agreements Performance of Work Awardees may continue performance under their NSF awards during a lapse in appropriations, to the extent funds are available, and the period of performance of the grant or cooperative agreement has not expired. Any expenses must be allowable and in accordance with the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR § 200). During a lapse in appropriations, NSF cannot authorize costs exceeding available award amounts or obligate additional funds to cover such costs. Payments No payments will be made during a lapse in appropriations. The Award Cash Management Service (ACM$) will not be available. Project Reporting Principal Investigators (PIs) will be able to submit annual and final project reports and Project Outcomes Reports via Research.gov. (USDA) The University of Minnesota has links to Shutdown Plans for these agencies here. Proposal are still being accepted online through systems such as Grants.gov, Research.gov, FastLane and ezFedGrants, and most deadlines will be observed.

From the NIH IMPORTANT INFORMATION FOR ALL NIH APPLICATIONS DUE AS OF JANUARY 25, 2019 NIH – New Rigor and Reproducibility Guidance

“Applicants, investigators, and reviewers have expressed some confusion and have also misinterpreted this term, specifically when discussing the rigor of the prior research and how to address its weaknesses in grant applications. NIH defined this term originally to mean the rigor of the prior research used to support the proposal, not solely the hypothesis or rationale for the study. So as noted on the updated webpage, for applications due on January 25, 2019 and beyond, the term “rigor of the prior research” will replace “scientific premise” under the Significance section for most research grant and career development award applications (see NOT-OD-18-228 and NOT-OD-18-229). Applicants will be asked, on and after

that submission date, to also describe plans to address weaknesses in the rigor of the prior research in the Approach section.

“[NIH] also recorded a conversation for the NIH All About Grants podcast series to help the extramural research community better understand the NIH’s Rigor and Transparency policy. Dr. Patricia Valdez, NIH’s Extramural Research Integrity Officer, describes how to address the key policy elements in an application, how they are considered during peer review, and annual progress reporting following award.”

In addition to the review criteria updates above, here is a roundup of other changes for grant applications/submissions:

NIH Policy and Guidelines on the Inclusion of Individuals Across the Lifespan as Participants in Research Involving Human Subjects (NOT-OD-18-116)

Individuals of all ages are expected to be included in all NIH-defined clinical research unless there are scientific or ethical reasons not to include them. Applications for research involving human subjects must address the age-appropriate inclusion or exclusion of individuals in the Inclusion of Women, Minorities, and Children section of the proposed research project.

Changes to the NIH Academic Research Enhancement Award (R15) Program (NOT-OD-19-015)

The R15 activity code is rebranded as “NIH Research Enhancement Award” and going forward will include two programs: Academic Research Enhancement Award

(AREA) for Undergraduate-Focused Institutions Research Enhancement Award Program

(REAP) for Health Professional Schools and Graduate Schools

An institution letter verifying eligibility with the criteria listed in the funding opportunity announcement is required with each application

[Barnard Sponsored Research provides this] and the ineligible institution list will no longer be maintained. The NIH Academic Research Enhancement Award (AREA) Parent Announcement, PA-18-504, expires January 8, 2019 and will not be reissued.

New Funding Opportunity Announcements Targeting Basic Experimental Studies with Humans (NOT-OD-19-024)

We’ve issued new R01 Parent Announcements identified as Basic Experimental Studies with Humans. These opportunities focus on applications that propose clinical trials that also meet the definition of basic research. Pay close attention to participating Institutes and Centers and any restrictions posted in the Related Notices section of each opportunity. Applications proposing basic experimental studies involving humans may also be submitted to opportunities which allow clinical trials.

Harassment and Discrimination Protections in NIH Training Applications (NOT-OD-19-029)

The Letters of Support section of institutional training (T) applications must include a letter on institutional letterhead signed by a key institutional leader that describes the institutional commitment to ensuring that proper policies, procedures, and oversight are in place to prevent discriminatory harassment and other discriminatory practices.

NIH Implementation of the Final Rule on the Federal Policy for the Protection of Human Subjects (Common Rule; NOT-OD-19-050)

Several provisions in the Revised Common Rule resulted in changes to NIH policies and procedures. From an application submission perspective, the most notable changes are: Changes to categories of research qualifying

for exemptions (FAQs) Use of new exemptions 7 and 8, when

applicable

Key changes that may impact NIH studies include the following: NIH will no longer require Institutional Review

Boards (IRBs) to review entire grant applications and contract proposals related to research. The IRB must continue to review and approve the research protocol for all NIH-supported non-exempt human subjects research studies. NIH will require clinical trial informed consent

documents to be posted on a public federal government website; NIH will no longer require for annual IRB

reviews for certain categories of research, and NIH is implementing changes to exemption

codes. Applicants should take note of changes to categories of research qualifying for exemption and take care to select the appropriate category (see Exempt Human Subjects Research infographic).

General Council of American Overseas Research Centers (CAORC) Multi-country Research Fellowship Program Deadline: February 15, 2019 "The Council of American Overseas Research Centers Multi-Country Research Fellowship Program supports advanced regional or trans-regional research in the humanities, social sciences, or allied natural sciences for U.S. doctoral candidates and scholars who have already earned their Ph.D. Preference will be given to candidates examining comparative and/or cross-regional research. Scholars must carry out research for a minimum of 90 days in two or more countries

Funding is provided by the State Department's Bureau of Educational and Cultural Affairs." <<more>> Hagley Museum & Library Henry Belin Du Pont Research Grants & Exploratory Research Grants Deadline: March 31, June 30, October 31, 2019 "Administered by the Center for the History of Business, Technology and Society, Hagley invites serious researchers to apply for one of our grants to defray the costs of an extended stay intended to use our collections. All grants require applicants to explain how their project will contribute new information to previous scholarship and how Hagley’s research materials are pertinent to their project. Exploratory grants are limited to one week and Henry Belin du Pont research grants may be up to 8 weeks. Researchers who first apply for an exploratory grant may ask for a longer research grant if our collections warrant more attention. Anyone can apply for one of these research grants, but only advanced graduate students are eligible for our Henry Belin du Pont dissertation grant and the Jefferson Scholars/Hagley Library fellowship. Scholars with a Ph.D. may also apply for a four- or eight-month NEH-Hagley Postdoctoral Fellowship." <<more>> Fahs Beck Fund of the New York Community Trust Research and Experimentation Grant Program Deadline: April 1 and November 1, 2019 "Areas of interest to the Fund are: studies to develop, refine, evaluate, or disseminate innovative interventions designed to prevent or ameliorate major social, psychological, behavioral or public health problems affecting children, adults, couples, families, or communities, or studies that have the potential for adding significantly to knowledge about such problems." <<more>>

Whiting Foundation Creative Nonfiction Grant Deadline: The Whiting Foundation invites applications through institutions. In the past Whiting has invited Barnard to submit a proposal in March. If you would like to apply, please contact Sponsored Research. "The Whiting Creative Nonfiction Grant of $40,000 is awarded to writers in the process of completing a book of deeply researched and imaginatively composed nonfiction. The Whiting Foundation recognizes that these works are essential to our culture, but come into being at great cost to writers in time and resources. The grant is intended to encourage original and ambitious projects by giving recipients the additional means to do exacting research and devote time to composition." <<more>>

Arts and Humanities University of London, School of Advanced Study Institute of Classical Studies Fellowships Deadline: January 31, 2019 "With its internationally renowned library, the ICS provides outstanding research facilities for scholars working in the fields of Ancient Greek and Latin languages and literature, Ancient History, Mycenaean Studies, Classical Archaeology and Ancient Philosophy. Specialist archive rooms are dedicated to research in the Ancient Theatre, in Epigraphy and Papyrology, and for the Ancient Commentators on Aristotle Project. Offices for research fellows are located within the area of the library. A computing room is well supplied with electronic information resources in Classics and related fields." <<more>> Graham Foundation Grants to Organizations Deadline: February 25, 2019 "For organizations, our priorities are to: Assist with the production and presentation of significant programs about architecture and the designed environment in order to promote dialogue, raise

Its purpose is to assist scholars in preparing, completing and publishing results of their research in Graeco-Roman Art and Architecture, and the broader Mediterranean world of Classical antiquity. Awards may be used for research leading to the publication of an art historical monograph or for costs associated with publication, such as image licensing.” <<more>> Institute for Religion, Culture, and Public Life, Columbia University Joint Projects Deadline: March 4, 2019 "The Institute for Religion, Culture, and Public Life supports academic research, teaching, and scholarship. The Institute seeks proposals from Columbia University faculty for programs that aim to understand the role of religion in the contemporary world and its historical roots. Joint Project funding may be applied to seminars, conferences, events, research, teaching, and other joint projects that bring together an interdisciplinary group of scholars.” <<more>> College Art Association Millard Meiss Publication Fund Deadline: Expected March 15, 2019 "Grants to "support book-length scholarly manuscripts in the history of art, visual studies, and related subjects that have been accepted by a

publisher on their merits, but cannot be published in the most desirable form without a subsidy. Thanks to the generous bequest of the late Prof. Millard Meiss, CAA began awarding these publishing grants in 1975. Books eligible for a Meiss grant must currently be under contract with a publisher and be on a subject in the arts or art history." <<more>> Terra Foundation for American Art Academic Workshop & Symposium Grants Deadline: Letter of Inquiry due March 15, 2019 "The Terra Foundation for American Art actively supports projects that encourage international scholarship on American art topics, as well as scholarly projects with focused theses that further research of American art in an international context. Academic program funding is available for in-person exchanges such as workshops, symposia, and colloquia that advance scholarship in the field of American art (circa 1500–1980) that take place in the United States and examine American art within an international context, with at least half of the participants coming from outside the United States.... Additionally, the foundation welcomes applications for international research groups." <<more>> National Gallery of Art Visiting Senior Fellowships Deadline: March 21, 2019 "Fellowships are for full-time research, and scholars are expected to reside in Washington and to participate in the activities of the Center throughout the fellowship period. Lectures, colloquia, and informal discussions complement the fellowship program.... Paul Mellon and Ailsa Mellon Bruce Visiting Senior Fellowships are intended to support research in the history, theory, and criticism of the visual arts (painting, sculpture, architecture, landscape architecture, urbanism, prints and drawings, film, photography, decorative arts, industrial design, and other arts) of any geographical area and of any period. National Aeronautics Space Administration through the American Historical Association, the History of Science Society, and the Society for the History of Technology Fellowship in Aerospace History Deadline: April 1, 2019 "The Fellowships in Aerospace History are offered annually by the National Aeronautics Space Administration (NASA) to support significant scholarly research projects in aerospace history. These fellowships grant the opportunity to engage in significant and sustained advanced research in all aspects of the history of aerospace from the earliest human interest in flight to the present, including cultural and intellectual history, economic history, history of law and public policy, and the history of science, engineering, and management. NASA provides funds to the American Historical Association, the History of Science Society, and the Society for the History of Technology to allow each association to award a fellowship. Franklin Jameson Fellowship in American History is offered annually by the John W. Kluge Center at the Library of Congress and the American Historical Association to support significant scholarly research in the collections of the Library of Congress by scholars at an early stage in their careers in history." <<more>> Kress Foundation Conservation Grant Program Deadline: April 1 and October 1, 2019, and January 15, 2020 "The Conservation program supports the professional practice of art conservation, especially as it relates to European art of the pre-modern era. Grants are awarded to projects that create and disseminate specialized

knowledge, including archival projects, development and dissemination of scholarly databases, documentation projects, exhibitions and publications focusing on art conservation, scholarly publications, and technical and scientifi c studies. Wilson Center Title VIII Research and Summer Research Scholarships Deadline: January 31, 2019 "The Kennan Institute seeks fellowship applicants from diverse, policy-oriented sectors such as media, business, local government, law, civil society, and academia to examine important political, social, economic, cultural, and historical issues in Russia, Ukraine, and the region. Among the aims of the new fellowships are to build bridges between traditional academia and the policy world, as well as to maintain and increase collaboration among researchers from Russia, Ukraine, the U.S., and around the globe." <<more>> European University Institute Fernand Braudel Senior Fellowships Deadline: March 30 and September 30, 2019 “Fernand Braudel Senior Fellowships provide a framework for established academics with an international reputation to pursue their research at the EUI. Fellowships last for up to ten months in one of the EUI's four Departments which in turn invite fellows to participate in departmental activities (seminars, workshops, colloquia, etc.). Fellows are encouraged to make contact with researchers sharing their academic interests, may be involved in the teaching and thesis supervision tasks of EUI professors, and associated with one of the research projects being carried out at the EUI.” <<more>>

Access Group Legal Education Diversity Pipeline Grant Program Deadline: March 31, 2019 "To be considered for funding, a proposal must seek to improve directly access to legal education for historically underrepresented minority students and students from economically disadvantaged backgrounds. Measurement and evaluation are essential components for demonstrating the effectiveness and scalability of interventions, and are key factors when deciding what grants we make. AccessLex Institute also encourages applications from programs that display a collaborative approach and strong partnerships with other organizations to achieve the goal of enhancing access to legal education for students from diverse backgrounds." <<more>>

American Classical League Scholarships Deadline: January 15 and March 15, 2019 "ACL wants to help our members enhance their teaching by encouraging them to travel, take courses, attend professional meetings, and engage in professional development that is concerned with Latin, Greek and the ancient world where these languages prevailed." Irish HE institutions. The objective is to foster international contact between scholars of the subject and the UK’s role within it. The scheme is open to bona fide scholars actively working at, or with a clearly defined relationship to, a recognised institute of higher education outside the UK. The proposed host institution in the UK or the Irish Republic must demonstrate that it is committed to underwriting the essential costs of the visit in terms of the provision of office accommodation, academic support and, where appropriate, contributions to the costs of lodging and transport.
