Greetings Chapter 2 Members:
What a great Zoom meeting we had last month! Special thanks to our Chapter Treasurer, Joe Basuino, for coordinating our speakers from Chicago Title Insurance Company who presented on “Title 101 - Title/Closing Process Overview.” Paul Van Every, Vice President/National Account Manager, and Ed Kezar, Senior Vice President/Operations Manager, did a great job presenting and responding to member questions during Q&A. We appreciate those who took the time to join us, the questions that were asked, and the conversations that followed.
Nominees for the 2020/21 Chapter 2 Executive Board were announced at our May meeting. All Chapter members should have received the nomination ballot via email from Chapter 2 Nomina-tions and Elections Chair, Robert Abbott, on May 14th. The ballot is also included in this newsletter on pages 5-6.
Included on the ballot is a Region 1 proposal for a $2.00 per member annual dues assessment to provide financial support for the Region 1 Secretary/Treasurer position. Alesia Strauch, SR/WA, R/W-RAC, provided a thorough explanation of the assessment in her May newsletter write-up, and it is included here again on page 7.
All Chapter 2 members in good standing are eligible to vote for both the 2020/21 Executive Board and the Region 1 proposal, so be sure to exercise your privilege and submit your ballot prior to the deadline of June 5th. Also, if you are interested in running for a position on the Executive Board, it’s not too late! Nominations will be accepted from the virtual floor during the Zoom meeting on June 10th.
Our featured speakers at the June meeting include Robert Abbott, who will lead the Nominations and Elections portion; Region 1 Chair/Chapter 2 member Yoli Matranga, who will provide some insight into her time at the Region level and a closing statement as her term comes to an end; and, in keeping with Chapter 2 tradition, past President Jim Finnegan will do us the honor of swearing in our new Executive Board. We will then wrap up the session with closing statements from the outgoing President, (hey, that’s me) and welcome the incoming President for 2020/21. We hope you will all tune in, log on, and join us for this virtual special event!
Despite the swearing in of the new Board, my time as President continues through the end of July, and the month of June is busy with virtual Region 1 meetings in lieu of the canceled Minneapolis Education Conference. Our new President will provide all updates at the Region and International levels once the Virtual Education Conference is wrapped.
In keeping with Chapter tradition, we will be on hiatus for the month of July, so there will be no monthly meeting and no newsletter. We’ll resume in August under the leadership of the newly elected Board. Meanwhile, I hope to see you all (virtually) on June 10th!

Our Chapter operates on the availability and willingness of
Chapter 2 members to step up and volunteer to help keep
our Chapter both successful and functional. We are currently
in search of members who are willing and able to take on the
following role and its accompanying responsibilities.
Young Professionals Chair: Overseeing the Young Profes-
sionals Committee, the Young Professionals Chair is in charge
of encouraging young professionals to become active in the
Chapter and industry by planning networking and educational
events targeting those age 35 and under. Current officer and
past Chair, Chadwick Wyler, will provide training.

Title 101/Closing Process Overview
The May 13th Chapter 2 monthly meeting was brought to order by
Chapter 2 President, Alexi Dicker, with 32 participants logging in to
Zoom Videoconferencing from the safety of their home quarantines.
First on the docket were Chapter 2 Board announcements, including
the slate of nominees for elected offices for the 2020/2021 year.
Next was the main feature, presented by Chicago Title Insurance Company executives Paul Van Every, Vice President/
National Account Manager, and Ed Kezar, Senior Vice President/Operations Manager. The two experts in commercial title
insurance presented an information-packed presentation entitled “Title 101 - Title/Closing Process Overview,” covering
everything you’ve ever needed to know about title insurance, and more! The presentation can be viewed in its

At our most recent Region 1 Spring Forum, a proposal was brought forward to provide financial support for the Secretary/Treasurer position to help off-set their personal cost to attend the International Education Conference and the two annual Region Forums. The proposal includes an annual assessment to Chapters based on membership count. The following is the Region proposal:
• Chapters with less than 100 Members = $1 per person assessment
• Chapters with more than 100 Members = $2 per person assessment
• Assessment to be funded to Region 1 annually after receipt of Chapter Membership incentives paid by IRWA HQ
• Assessment to commence fiscal year 2020/2021
• Secretary / Treasurer will track assessment by Chapter and provide financial report at Region Forums

Nominations and Elections Ballot 2020-21 Chapter 2 Executive Board Officers
NOMINATED MEMBERS
2020/21 Chapter President/International Director Chadwick Wyler, RWP, Associated Right of Way Services, Inc.
Chadwick has been employed as a Right of Way Consultant with Associated Right of Way Services, Inc., since 2013. His responsibilities include acquisition and negotiation on behalf of clients from property owners impacted by various types of projects, including rail, roadway, gas lines, and electrical transmission lines. He is currently serving as Chapter 2 Vice President, and his past roles include Chapter Treasurer and Chair of Chapter 2’s Young Professionals Committee.
2020/21 Chapter Vice President/International Director Joseph Basuino, SR/WA, SF Bay Area Rapid Transit District Joe currently serves as a Principal Right of Way Officer with the San Francisco Bay Area Rapid Transit District (BART), where he has been employed since 2006. In his position he provides right of way project management for BART extensions and infrastructure renewal projects. Joe represents BART in providing oversight for VTA’s Silicon Valley Berryessa Extension and is working on a team for the potential of Transit Oriented Development at the North Concord/Martinez BART Station. He is current Chapter Treasurer and past Chapter Secretary and has assisted with special Chapter events, including the coordination of a tour of the new BART facilities in Fremont.
2020/21 Chapter Treasurer Robin Thornton, Greenan, Peffer, Sallander, & Lally, LLP Robin is a litigation attorney with Greenan, Peffer, Sallander, & Lally LLP. She has represented public and private entities and individuals in a variety of contexts, including appellate matters, trials, administrative hearings, alternative dispute resolution proceedings, private negotiations, and in advisory capacities. She is most passionate about her work in eminent domain and has led and participated in numerous discussions and presentations on topics of interest in that field. She previously served on the Chapter 2 Hospitality Committee, has spoken at monthly Chapter luncheons, and spends time volunteering as a court tour docent for fifth graders in Contra Costa County.
2020/21 Chapter Secretary Craig Murray, SR/WA, City of Richmond As a Development Project Manager II for the City of Richmond, City Manager’s Office, Craig manages the Base Closure and Conversion of former USA Point Molate Naval Management. He also oversees the City of Richmond Marina Lease, manages the City’s Contaminated Parcels, and serves as City Asset Management and Real Property Officer. He is an elected Board Member and Immediate Past President of Las Gallinas Valley Sanitary District, current Vice Chair on the Marin Local Agency Formation Commission, and Secretary on the Marin County Special Districts Association. Craig has been an IRWA member since 1999, including prior memberships in Chapters 57 and 62 before moving to Chapter 2. He regularly attends monthly luncheons and has attended Chapter events such as the Fall and Spring Forums in Santa Barbara, San Jose, Las Vegas, and Salt Lake City.

Each IRWA Chapter in the United States belongs to one of the 8 Regions, which are comprised of the States located in the
general proximity. Chapter 2 is included in Region 1, which encompasses California, Nevada, Hawaii (no Chapters) and
Arizona.
Elected leadership at the Chapter Level includes an Executive Board (Officers) as well as two International Voting Directors.
In Chapter 2, generally our President and Vice President are also elected as the Voting Directors. Chapters also consist of
committees that serve their membership, such as our Hospitality, Newsletter or Young Professionals, as well as industry
committees including Appraisal, Relocation or Public Agency.
The Region also has a similar structure, with a Chair, Vice Chair and an optional Secretary/Treasurer position (also collectively
called Region Officers). At the Region level, the Chapter’s International Voting Directors nominate the Chair and Vice Chair
each year at the Spring Forum. The Chair and Vice Chair are then elected by the IRWA Board of Directors at the International
Board of Directors Meeting (held during the Annual Education Conference) each year. The organization provides financial
support through IRWA HQ for the Chair and Vice Chair to attend meetings and events, including the Annual Conference. In
Region 1, we also have a Secretary/Treasurer who is nominated and elected by the Chapter’s Voting Directors at the Spring
Forum. Our 2020/2021 nominated Region 1 officers are:
• Mike Flanagan, SR/WA is nominated for Chair
• Ray Mehler, SR/WA is nominated for Vice Chair
• Conner McDonald, SR/WA was nominated and elected Secretary/Treasurer
What do our Region leaders do? A big part of their role is to help facilitate communication between the Chapters within the
Region and with IRWA staff and leadership at the international level. They also coordinate education efforts in the Region,
are a liaison to the International Committees, facilitate leadership training and meetings, promote financial responsibility,
coordinate Spring and Fall Forums, and track and monitor membership. The Secretary/Treasurer position provides a valuable
service in taking meeting minutes, tracking Region finances and more for the Chair and Vice Chair, but the position does not
receive financial support from IRWA HQ.
