Snow Information Parking of Vehicles: There is no parking of vehicles on any Borough street when snow is forecasted. All vehicles must be
parked in your driveway or on the right of way area off of the paved portion of the roadway in front of your home. Vehicles left on the roadway will be towed.
Depositing of snow or ice into the street is prohibited: No person shall throw, place or deposit any snow or ice into or on any street in the Borough, nor upon the property of another and no owner, tenant or occupant shall cause or allow such depositing of snow or ice which accumulated on private property or upon vehicles into the streets of the Borough.
Please remove all portable basketball hoops from the side of the roadway as they inhibit snowplowing and cause safety issues.
Please remember to not place your trash or recycling cans out for collection when snow is forecast. Please place it out the following day, after snow removal is complete.
Please remember that ALL SNOW must be cleared from your vehicle before driving. IT’S THE LAW.
Selling or Renting a Home? A Certificate of Occupancy (C.O.) is required. Applications are available online at www.pinebeachborough.us. Along with a rental CO, all landlords are required to register with the Borough for each of their rental properties and each time their tenants change. Landlord registration is free. Applications are available at the Borough Clerk’s Office. CO Inspections are performed Mondays from 2:00-3:00PM. Please contact our office with any questions, concerns or comments at 732-349-6425.
Zoning Permits: Any additions which change the footprint of your home, accessory building (tool shed, detached garage, gazebo),
pool or fence must first have a Zoning Permit. To obtain a permit, please bring a current copy of your property survey and show where the change will take place. Surveys must be original size; no reduced or enlarged copies will be accepted. The Zoning Officer is available Mondays from 3:00PM-4:30PM.
Construction Permits: The Construction Department is open on Monday, Wednesday and Friday mornings from 9:30AM-
11:30AM. Please call 732-349-6425 during those hours for questions or scheduling an inspection. The Borough of Pine Beach follows the State of New Jersey Uniform Construction Code and it is the responsibility of the homeowner to know if a permit is required. If you are unsure if you are required to have a permit for the work you are doing, please call Borough Hall when the Construction Department is open.
Stormwater Pollution - Easy Things You Can Do Every Day To Protect Our Water Conserve water. Do not over water your lawn.
Adjust sprinklers if water runs into the gutter. Water during cooler times of the day. Identify pests before spraying pesticides. Reduce the amount of grass by planting ground cover. This reduces the need for fertilizers, herbicides and pesticides. Use natural pesticides such as milky spore and nematodes wherever possible. Have your lawn tested at the county Rutgers Cooperative Research and Extension office to determine if you need to fertilize. Never apply to your lawn or garden if the weather calls for rain. Use a mulching mower instead of bagging grass clippings to reduce lawn wastes and to reduce the need for fertilizer. Do not put loose leaves or grass clippings in the street. Use them in a compost pile as a source for enriched soil. If you do need to dispose of leaves or grass clippings, contact your municipality to determine the appropriate method to dispose these wastes. If you must use herbicides, apply them directly to the weeds rather than broadcasting if possible. A healthy lawn will reduce weed growth. Use mulch on flower beds and gardens to prevent weeds from growing and to help absorb water. Use drought-resistant native plants in gardens and beds. These plants require less fertilizer and less water, thereby reducing the amount of potential polluted runoff.

Free Annual Rabies Clinic: Will be held on Saturday, March 10th from 9am to 10am at the Pine
Beach Recycling Center on Pennsylvania Avenue. It is a New Jersey law to license your dog or cat in
the town you reside in. License renewals are due by March 31st. If your pet is no longer with you,
please call our office to inform us. Please be advised that on April 1st, there will be a $10.00 late fee
added onto any license. Summonses will be issued shortly thereafter for any dog or cat without
a current license.
Brush Pick up begins this month: Please observe the dates scheduled for your zone on the
calendar. We ask that you please place your brush to the curbside no later than the Sunday of your
scheduled week. Failure to do so, may result in you missing the collection.
Tips: Please cut brush into lengths no longer than 4 feet, Brush MUST be tied into manageable bundles. No logs or branches larger than 4” in diameter will be collected. Trash collection tips and reminders:
Please place your trash or recyclable items out for collection after 4pm on the day before collection.
Never place bulk trash or recyclables in the Green Robo-Can. This is a violation of collection
rules and will result in your trash not being collected. All trash in the Robo-Can must be bagged.
Please do not place items out to the curbside for collection unless a pickup is scheduled on the
calendar.

BOROUGH RECYCLING YARD: The yard is located at 801 Pennsylvania Ave. It is open during the week from 7am to
2pm and on select Saturdays from 8am to 2pm for residents. You may bring to the yard any recyclable material, brush or leaves. Items that are not accepted are hazardous waste, bulk, trash, tires and E-Waste. Please do not leave any items outside of the gate when the yard is closed.
LEAF COLLECTION:
Please bag leaves in standard lawn bags. Do not utilize the paper type bags as they rip when wet.
Do not overstuff the bags, this makes them difficult to empty and heavy to lift, especially if leaves are mulched.
Please do not tie tight knots in tops of bags, loosely close the tops of the bags. Please place a receptacle at the curb with
your leaf bags, as we empty the leaves into our truck and they will be left for you to reuse and will prevent them from blowing
away.
Please stack your bags for collection off of the roadway.
Please follow the schedule and place your leaves out to the curbside no later than the Sunday of the collection week. Failure to do so may result in you missing the collection, which may begin first thing on Monday morning.
Please plan your yard cleanup accordingly as there will be no further pick-up until Fall.
You may bring leaves or brush to the Borough Yard when it is open.
Beach Badges, Ramp and Parking Permits Fees: A parking permit is required to park in the municipal lots and a beach badge is required to use the beach and the docks. Parking and Beach Badges: $10.00 parking/$10.00 beach badges. Citizens 62+ $5.00 parking/ $5.00 beach badges. Children Under 12 are free and do not require a badge. Ramp permit fee is $125.00 by April 15th/$150.00 after April 15th. The ramp is located at the end of Prospect Ave. Reminder: No dogs are allowed on beaches or the River Walk at any time. No exceptions. *All boats placed on beaches must be registered at Borough Hall and stored in designated areas only. This registration is free. Boats
may not be stored on the beach before April 1st and must be removed no later than November 30th. Any boats remaining after
November 30th will be removed and a $25.00 per month storage fee will be charged by the Borough.

Small items must be in a container weighing no more than 50 lbs (piles of loose debris will not be collected)
No Bulk trash in Green Robo cans at any time.
Bulk trash may not be brought to the Borough Recycling Center and will only be picked up curbside. We are sorry but we cannot collect E-Waste.

Household Hazardous Waste: Items such as paints, varnish, solvents, caulk, glue, fuels, antifreeze, brake fluid, motor oils and
filters, energy efficient or fluorescent bulbs or any other item which is chemical in nature. Residents may drop these items off at the Ocean County Recycling Center. These items MAY NOT be disposed of in household trash and MAY NOT be brought to the Borough Recycling Center. For more information please contact the Ocean County Recycling Center at 732-367-0802
Metal items: We will no longer pick up metal recyclable items at your curbside. Theft of these items has made this prohibitive.
A metal recycling dumpster is provided at the Borough Yard for residents to drop off recyclable metal items during normal business hours. Accepted items include appliances (remove doors), BBQ’s, swing sets and most other items consisting of metal.

Mandatory Water Restrictions- In order to comply with the DEP regulations, a mandatory water restriction of outside water
usage and car washing will be in effect June 20 to September 20. All Borough residents are required to adhere to the “Odd – Even”
watering method, where homes with an even house number may water outside on even numbered days, odd numbered homes may
water on odd numbered days. Compliance with the Borough restrictions is mandatory except for those residents with private wells,
unless the state declares mandatory restrictions, in which case they apply to all users including private wells.
WATER RESTRICTIONS WILL BE STRICTLY ENFORCED. PLEASE ADJUST YOUR AUTOMATIC SPRINKLERS ACCORDINGLY.
Police Nixle Electronic Notification System-The Borough of Pine Beach is a member of the Nixle Electronic Notification
System. This system will allow us to electronically push both emergency and community notifications, via text message or email to our
residents that choose to subscribe to this valuable service. We will not only use this system to make notification of important
information in the event of an emergency but will also send out ordinary messages regarding anything from town wide events to trash
collection. There is no cost to subscribe to this service, however depending on your cellular plan, text message rates may apply. We

Independence Day Parade: The Borough of Pine Beach Independence Day Parade will be held
on July 4th. It starts at 9 am in the Pine Beach Chapel parking lot located on Hillside Avenue. The parade
proceeds to Prospect Ave-NJ Ave-Springfield Ave- Henley Ave-Riverside Drive and ends at Vista Park. There
will be awards and activities for the children at the park. Please come out to enjoy the festivities.

IMPORTANT RECYCLING AND WASTE DISPOSAL INFORMATION You may have wondered why the town does not
collect certain items? There have been some changes that Ocean County has made regarding what our town is able to collect
from our residents. These rules are enforced by Ocean County and not by our town. We are sorry for any inconvenience but
please understand and try to help us conform.
Anything we are unable to accept you may bring to: Ocean County Northern Recycling Center at 601 New Hampshire Ave, Lakewood 732-367-0802 or the Southern Recycling Center 350 Haywood Road, Stafford 609-978-0913. These items can be brought Monday–Saturday from 7:30-3PM **IMPORTANT- PLEASE MAKE SURE THERE ARE NO PLASTIC BAGS IN YOUR RECYCLING CAN THEY INTEREFERE WITH THE SORTING PROCESS AT THE RECYCLING CENTER.
E-waste cannot be collected any longer: The County will only accept these items from residents and not from the town.
Electronic items such as televisions, VCR’s, computer monitors, CPUs, laptops, cell phones, printer cartridges.
Rigid Plastic Recycling Program : Our town can no longer accept rigid plastic items as Recycling. Examples of these
items are buckets, milk crates, lawn furniture, totes, playhouses, car seats, pet carriers, pallets, closet shelving, empty
garbage cans, 5 gallon water bottles, automotive plastics.
Single Stream Recycling : Place your bottles, cans, glass, mixed paper and cardboard in one bin.
CARDBOARD AND PAPER MUST BE SECURED SO THAT THEY DO NOT BLOW AROUND
One of the major DON’Ts is plastic bags. We cannot recycle plastic bags or allow recyclables to be left in plastic bags. Acceptable
materials are PLASTIC CONTAINERS: Please remove the caps, where the neck is smaller than the base of the container (Examples:
shampoo bottles, laundry detergent, milk jugs, soda bottles), CANS: Aluminum, steel and tin, empty aerosol. CORRUGATED:
Cardboard, MIXED PAPER: Magazines, catalogs, junk mail, envelopes, office paper, newspapers, wrapping paper, greeting cards, and
brown paper bags.
RECYCLING CONTAINERS: The Borough no longer uses an automated truck to pick up recycling. If additional cans are needed, we
encourage every resident to purchase trash cans with handles. Tote containers are discouraged as they can become too heavy to lift.
There is no limit to the amount of cans that you may use.

Stormwater Pollution - Easy Things You Can Do Every Day To Protect Our Water Limit your use of fertilizers and pesticides
Do a soil test to see if you need a fertilizer.
Do not apply fertilizers if heavy rain is predicted.
Look into alternatives for pesticides.
Maintain a small lawn and keep the rest of your yard in a natural state with trees and other native vegetation that requires little or no fertilizer.
If you use fertilizers and pesticides, follow the instructions on the label on how to correctly apply it.
Don’t litter Place litter in trash receptacles. Recycle. Recycle. Recycle. Participate in community cleanups. Clean up after your pet
Pet owners must pick up and properly dispose of pet waste dropped on public or other people’s property. It’s the law. Remember to use newspaper, bags or pooper-scoopers to pick up wastes.
Dispose of the wrapped pet waste in the trash or unwrapped in a toilet.
Never discard pet waste in a storm drain. Don’t feed wildlife
Do not feed wildlife, such as ducks and geese, in public areas. Many municipalities and other public agencies must enact and enforce a rule that prohibits wildlife feeding in these areas
What are some simple changes I can make to protect our waters?
Never dump motor oil, grass trimmings, leaves, animal waste or other pollutants into the roadway or stormwater catch basins. Landscape your yard to minimize rainwater runoff. Divert rain from paved surfaces onto grass to permit gradual infiltration. Preserve the established trees in your neighborhood, which help minimize the damage caused by surface runoff. Choose the appropriate plants, shrubs and trees for the soil in your yard; do not select plants that need lots of watering, which

or twigs in the bags with your leaves. Anything with a branch attached is considered brush. The Borough Recycling Yard is open year
round to accept yard waste from all residents. Yard waste should not be placed at the curbside outside of your normal scheduled
pickup dates.
Brush Pick up scheduled this month. Please observe the dates scheduled for your zone on the calendar. We ask that you
please place your brush to the curbside no later than the Sunday of your scheduled week as we will only collect once per street, per
scheduled week. Failure to place the brush out on Sunday may result in you missing the collection and the trucks cannot be sent back.
Tips:

There is leaf collection this month:
Please bag leaves in standard lawn bags. Do not utilize the paper type bags as they rip when wet.
Do not overstuff the bags, this makes them difficult to empty and heavy to lift, especially if leaves are mulched.
Please do not tie tight knots in tops of bags, loosely close the tops of the bags. Please place a receptacle at the curb with
your leaf bags, as we empty the leaves into our truck and they will be left for you to reuse and will prevent them from blowing
away.
Please stack your bags for collection off of the roadway.
Please follow the schedule and place your leaves out to the curbside no later than the Sunday of the collection week. Failure to do so may result in you missing the collection, which may begin first thing on Monday morning.

Other Important Tips
1. When snow is forecasted please be sure to park your vehicles off of the roadway as required by Borough ordinance.
2. Please remove all portable basketball hoops from the area of the roadway when snow is forecasted.
3. Please remember to not place your trash or recycling out for collection when snow is forecasted as we do not pick up during
snow removal. Please place it out the following day, after snow removal is complete.
4. Please DO NOT shovel snow from your property out into the roadway, especially after it has been cleared. It can create ice
patches and is also illegal.

Code Enforcement Information: Property maintenance codes in the Borough are in place to insure that all properties are maintained uniformly throughout the entire town. The main goal of these codes is to provide the basis for properties to be kept neat and clean and to protect the rights of all of our residents. We have made great strides in cleaning up our town with the cooperation of the majority of our residents. Please remember to periodically take a look around your property to insure that it is kept neat and clean. Our Borough Codes are available online at www.pinebeachborough.us. Please check the property codes before making any improvements to your property to insure that you comply with the law. If in doubt please call the Code Enforcement Official prior to beginning any work at 732-349-6425. Important Tips: All trailers, boats and boat trailers must be stored behind the front building line of your home. They are not
permitted to be parked on roadways, driveways (unless behind the building line) or anywhere in your front yard. The only exception is
for boats less than 25 ‘, which may be kept in your driveway provided they are at least 10’ back from the edge of the roadway.
A minimum of the first 10’ of your front property is known as a Borough “right of way” while you are responsible for the
maintenance of this property it is an area which the borough or utility companies may utilize to place utilities, signs or for other needs.
While you may make improvements to this area, please be mindful that the Borough will not be responsible for any damage that may
occur to any improvements made, either by snow plowing activities or by necessity to make access to any underground utilities that
may be located within the right of way. Please be mindful that any items to include trees, shrubs or bushes placed within 10’ of any
roadway must not stand or grow taller than 2.5’ and that any tree branches that overhang the right of way must be cut at a minimum of
10’ above ground level. Please have any low hanging branches in front of your home trimmed.
*The final leaf collection until Spring is scheduled this month. All leaves will be picked up by 12/28. Collection will be finished up by month’s end.
